Abstract

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.
