Abstract

The paper will review the fundamental policy issues and options that have been considered in the determination of the proposed allocation and pricing (ie royalty) regime for minerals under the Crown Minerals Act 1991. It will consider such influences on the new disposal, allocation, pricing and management arrangements for the Crown's mineral estate as the existence of prior ownership claims, exclusivity in access, the requirement for cost recovery and the treatment of contingent liabilities.
