Abstract
An outline of the circumstances giving rise to the current Commonwealth-States con- flict in relation to offshore mineral explor- ation and production is set out, together with an analysis of the Seas and Submerged Lands Act 1973. The bases of the claims by the Commonwealth and the States in this regard are discussed with relation to the territorial sea and the continental shelf.
