Abstract
James GayleY, New Pork City (communication to the Secretary*) :—The main thing that is sought after in this matter is that all purcliases shall be made by analysis. This is done already in special lines, as in the manufacture of various grades of steel in which phosphorus, silicon and sulphur are specified within narrow limits, and I quite agree with Mr. Cook that specifications, which are over-rigid in unessential particulars, should be avoided, as they defeat their own purpose because unreasonable requirements permitting no variation are practically not fulfilled, and it is impossible to specify grade
