Abstract

The expense of mine environmental and planning process approvals is a fundamental and proper part of mine planning and feasibility costs. It is not a cost that should be the subject of challenge nor is it a cost that should be avoided. However the additional process approval costs incurred by bureaucratic delay, process duplication and administrative incompetence is a scandal and a deterrent to investment.
