Abstract

Are Stockpile Requirements Exaggerated? THE federal stockpile of strategic and critical materials was created for an emergency. The emergency has occurred but no withdrawals are being made from the stockpile. On the contrary, the-rate of stockpiling is being increased. A serious dislocation between supply and demand for metals exists and purchases for the stockpile are a significant contributing factor in this situation.
