Abstract

This paper presents one of a series of digests of foreign mining legis- lation and court decisions, which is being prepared in advance of a general re- port relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws governing the Portuguese overseas possessions, prepared from the best avail- able information in Washington, has been slightly amplified in accordance with suggestions transmitted through the courtesy of the Department of State by Fred Morris Dearing, American Minister at Lisbon.
