Abstract
The Honourable Neil Pickard has been in Parliament for something like sixteen years. He was Minister for Education in 1976, served as Shadow Minister in a number of portfolio areas while his party was in opposition, and since their return to power in 1988, he has been the Minister for Minerals and Energy. Ladies and gentlemen, I ask you to welcome the Minister, the Honourable Neil Pickard.
