Abstract

WHEN the United Nations win the war and the decision has been made to control future armament in the Axis countries, plans for the extent and operation of such control must have been prepared, to be ready to put into immediate execution. Such control to be effective must be premised upon complete military occupation of the two countries for a substantial period, with an arrangement at the end of such occupation for continued supervision of these industries into an indefinite future.
