Abstract

How do terrorists and other criminal bombers acquire explosives to be used in an attack against U.S property and/or citizens? The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) with nearly 40 years of investigating bombings and other explosives incidents, has learned that explosive materials intended to be used in criminal acts are obtained primarily by theft, clandestine manufacture or diversion.
