Abstract

A viable mineral economy requires availability of economic deposits, the ability to exploit then, and protection of the public interests. The natural tendency for each party to consider only its legitimate self interests can lead to delays or deadlocks. The paper presents several viewpoints aimed at opening each party's mind to the ideas of others in the hope that negotiations might be more reasonable and rapid for the benefit of all concerned.
