Abstract

The feasibility evaluation of the Borealis project of Houston International Minerals Corporation (HIMCO) was initiated in October of 1980. The operation of the Borealis Mine and heap leaching plant began in late 1981. In order to achieve the rapid development schedule several items were necessary: 1) Pre-planning of environmental requirements and early study of key issues. 2) Adoption of conservative design criteria. 3) Coordination and cooperation between HIMCO and regulatory agencies. 4) Adoption of specialized engineering and construction procedures. 5) Careful evaluation of owner project management philosophy.
