Abstract

As an introductory paper of a series on the Melbourne (Australia) Underground Rail Loop extension to the extensive electrified suburban railway system the paper outlines the need for the Loop, legislative background, organizational establishment, engage- ment of consultants, design control, contracts, financial aspects, example of organizational flexibility and certification and transfer of the Loop to the Victorian Railways Board.
