Abstract
In August 1987, we marked the tenth anniversary of the Surface Mining Control and Reclamation Act. Anniversaries are supposed to be times of celebration, and I truly believe that we have something to celebrate on this anniversary. For, after ten years, there has been much progress in the implementation of the surface mining law.
