Abstract
The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.
