The underground construction for the Phase I Combined Sewer Overflow(CSO) Project is on an impressive scale by any measure, appearing more so in a midsize city like Providence, RI. The Narragansett Bay Commission recently completed $350 mil-lion in construction to improve the water quality in Narragansett Bay. This project included a number of serious challenges, delays, and disputes.
