Abstract

Arizona construction aggregate industry remains in the crosshairs of public debate, caught between the need for aggregate-based building materials and alternative, high-value land-uses. To better manage lands and improve land-use decisions, the Arizona State Land Department has need for a system to assess potential aggregate resources on State Trust lands, and assign dollar values accordingly. Thereafter aggregate values can be compared to residential, commercial, agricultural, recreational, and habitat values -- in a determination of highest and best land-use.
