Several publications1-7 during the past few years have demonstrated the markedly greater effect of cerium, as compared to all other alloying elements, in enhancing the strength and creep resistance of magnesium at elevated temperature either with or without the presence of other elements. In the work reported in Ref. 1-6, the cerium was added in the form of Mischmetal, which contains all the rare earth elements in essentially the same proportions as they occur in monazite sand, the principal ore of these metals. Mellor and Ridley7 have presented the creep characteristics at 200°C of magnesium alloys prepared both with pure cerium and with Mischmetal. Up to the present time, however, no comprehensive study of the effect of the various component elements of Mischmetal on the properties of sand-cast magnesium has been made. This hiatus in magnesium technology undoubtedly is associated with the difficulty in obtaining the rare earth metals separately. This investigation provides such a survey, the object of which was to determine which of the elements present in Mischmetal contributes the greatest effect in developing high strength and high resistance to creep at elevated temperatures. Toward this end the compositional variation of these properties has been determined as a function of temperature in the following alloy systems: 1. Magnesium-Mischmetal 2. Magnesium-cerium-free Misch- metal 3. Magnesium-didymiuin 4. Magnesium-praseodymium- lanthanum 5. Magnesium-cerium 6. Magnesium-lanthanum This designation, based on the names of the metals as furnished by the producer, is used throughout the paper in order to avoid the complicated system of listing all the elements present in the more complex alloys. The composition of the metals and the alloys is discussed in detail below. Preparation of Alloys ALLOYING INGREDIENTS The chemical composition of each of the six alloying ingredients used to prepare the alloys reported in this paper is given in Table 1. In each case, the percent total rare earths, percent cerium, percent neodymium, percent praseodymium, and percent thorium were determined in addition to the listed impurities. The percent lanthanum was determined by difference from the total rare earth content and consequently includes the other elements (samarium, terbium, yttrium, etc.) present in Mischmetal. These additional elements, however, seldom amount to more than 1 to 2 pet of the total rare earth content of Mischmetal. The iron content of the Mischmetal is considerably lower than that of the other metals. This grade of Mischmetal is now readily available. The metals are listed in the order of decreasing complexity. The occurrence of oil or "tar" in Mexico was mentioned as early as the seventeenth century by Friar Sagahun, who gives the Indian name "chapopote," by which these asphalt seepages are still called. This asphalt was apparently used, as it has been used by primitive people in many parts of the world, in religious ceremonies and for medicinal purposes. Travellers also report that the ruins in Yucatan and the pyramids in southern Mexico show traces of the use of "chapopotel' as a building cement.l DeGolyer says that the first attempt to exploit oil or gas in Mexico in a commercial way is shown by the records of the Memoria de Fomento of 1865, when permission was granted to a Senor Ildefonso Lopez to exploit the deposits of petroliferous substances in the San Jose de las Rusias area in the State of Tamaulipas. Other concessions follow, and probably refer to surface seepages which occur in that district. This was several years after the discovery of oil in Pennsylvania. In 1868, a well 125 it. deep was :drilled by a company organized in Mexico City, in what is now known as the,, Furbero district, and a little oil was refined there. In 1873, residents of Tampico denounced seepages along the Tamesi River, and asphalt was mined near Tempoal in the Canton of Tantoyuca. No drilling was attempted. But between 1880 and 1883 several shallow wells were drilled for oil in Mexico, two of them being near the present Potrero de Llano field west of Tuxpam. The wells were drilled by a Boston company with Canadian rigs, and are said to have reached a depth of about 400 ft., while one is reported to have flowed. Several other abortive attempts were made to drill for oil between 1885 and the beginning of the present century, about which time the Mexican Petroleum & Liquid Fuel Co., Ltd., in which Cecil Rhodes was interested drilled 24 wells unsuccessfully, several of them as deep as 1,500 ft., in the State of Vera Cruz. In 1913, the Tiro General mine, at Charcas, S.L.P., Mexico, which had been making from 125 to 150 gal. of water per min., was allowed to become flooded, after all the pumps had been removed, and in 1918 the problem of unwatering it came up for solution. There are two vertical shafts, the Tiro General, 1390 ft., and the San Fernando, 1225 ft. in depth, with five connecting levels between them. The San Fernando shaft had been partly retimbered, while the Tiro General had been newly timbered from the collar to 1090 ft. in depth. It had been possible to place guides in only one compartment of the Tiro General, from the collar to the seventh or 850-ft. level, to which it was necessary to lower the water before station pumps could be installed. Soundings indicated that compartments in the Tiro General were open to 1082 and 428 ft., and in the San Fernando shaft to 471, 488, and 586 ft. The water had risen to a point 140 ft. below the collar of the Tiro General shaft.. Pumping Equipment The steam plant at the Tiro General shaft includes one 300-hp., one 150-hp. and one 100-hp. Erie City water-tube boiler, and two 160-hp. Heine water-tube boilers. All but one of these boilers were supposed to be in good shape, but it was soon discovered that six years of idleness in a climate that is foggy for several months of the year had left them in poor condition. The compressed-air plant comprises one Nordberg cross-compound compressor with piston displacement of approximately 2500 cu. ft.of free air compressed to 96 Ib. per sq. in.; and another Nordberg cross-compound with piston displacement of 1235 cu. ft. of free air, to the same pressure. The main pump station is on the seventh level where had been installed a Prescott pot-valve plunger pump with capacity of 200 gal. per min.; also a Gould triplex plunger pump with capacity of 135 gal. per min., driven by a 6 1/2 by 10 by 12 in. steam engine. From the lower levels, the water had been raised to the seventh level by small station pumps and sinking pumps.

The art of natural-gas compressing is now over 25 years old, and has grown at practically the same rate as the increase in domestic natural-gas consumers. There are now over 200 natural-gas compressing stations in North America, aggregating more than 320,000 hp. of compressor capacity and representing a property value of more than $22,000,000, and compressing more than 85 per cent. of all the gas used. The age and magnitude of the art make it evident that the use of gas compressors is a recognized integral part and universal custom of the natural-gas business. The public also is not without its rights and vital interests in this problem. Approximately 1,700,000 domestic natural-gas consumers in North America are dependent upon gas compressors for their natural-gas service. That is, if the use of compressors were to be prohibited, the majority of these consumers would be unable to secure adequate natural-gas service. Each consumer represents between four and five persons, and it therefore follows that the comfort and well-being—as far as natural-gas service is concerned—of at least 8,000,000 persons would be affected if the use of natural-gas compressors should be prohibited. These 1,700,000 consumers have invested, in services, house piping, fixtures, and appliances, an average of about $90 each, or an aggregate of $153,000,000, which is much more than the companies' investment in gas compressors. Furthermore, in all cases where the rate paid by the consumers is fair to the gas company—considering the value of the service rendered by the gas company—the consumers are entitled to continued service and protection of the investment they have made on the faith that the gas service would be continued in the future. Since "Customs adopted and acquiesced in, if not in conflict with federal or State legislation, have the force of positive law,"l and ('Courts will take notice of whatever ought to be generally known withxn the limits of their jurisdiction,"2 there ought to be no question as to the un-

THE 144th* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 18 to 21, 1935. It consisted of the annual business meeting, 45 technical sessions at which 216 papers were presented (approximately the same number of sessions and papers as at the previous annual meeting), two sessions of the Board of Directors, three meetings of Section delegates, two formal lectures and two addresses, luncheon Monday, Tuesday and Wednesday for members and guests, six group dinners and eight group luncheons, ten committee meetings, the annual reception and dinner dance, an informal dance, a smoker-dinner and the annual meeting of the Woman's Auxiliary. Attendance was generally greater than for the two preceding meetings; the statistics follow (figures are in the order 1935-1934-1933); total registration, 1609-1534-1475; dinner dance, 577-543-426; dinner-smoker, 490-425-394; informal dance, 279-295-250; women's registration, 179-160-133; general luncheons, 1132-1034-734. The Coal Division held two general sessions on Monday and a symposium on coal-mine ventilation on Tuesday morning. The Committee on Bituminous Planning, Edward Steidle, chairman, presented a report at the Monday morning session. C. B. Huntress, President of Appalachian Coals, Inc., was the principal speaker at the luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided. Mr. Huntress was preceded by Howard N. Eavenson, President of the Institute, who spoke briefly. The Sectional Committee on Classification of Coal met Wednesday afternoon. A feature of the meeting concerning three Divisions-Iron and Steel, Institute of Metals, Petroleum-was the symposium on Use of Metals in the Petroleum Industry, Thursday morning and afternoon. Five of the papers presented at this symposium have been published in METALS TECHNOLOGY'. Another feature, of general interest, was the Tuesday morning session in the Auditorium, devoted to Federal Government and Mineral Industries. Dr. C. K. The experiments described in this paper constitute the preliminary work of an investigation outlined to determine the combined effects of steam and temperature on the endurance properties of certain steels. Essentially of a fundamental nature, it was found necessary, in order to make the investigation comprehensive, to test materials treated to give a wide range of properties. The work reported deals chiefly with nickel steel with one series of tests including nitriding steel. Such a study involves numerous variables, and requires an endurance-testing machine of rather special design. Testing Machines The testing machines used were designed by C. E. Weaver;l they are a modification of the White-Souther and McAdam types. Each was driven directly by an individual 1/2-hp. 115-volt direct-current motor, running at a speed of 2200 r.p.m. Fig. 1 shows the assembly drawing and Fig. 2, a photograph of one of the machines. Specimen B is held by the rotating specimen holder A inside the steam box F, which is closed at the top by a tight-fitting, elliptical cover G. The load is applied to the specimen through the rod D and bearing C. E is an oil pipe leading fromthe lubrication system to the bearing C. The steam, which comes from the power house, is admitted through an inlet (not shown in Fig. 1) at the side of the box, the drain being at the bottom. Steam packings were placed around the rod D and the rotating shaft at H, from which the water was drained by means of a vacuum, which usually showed a gage reading of about 10 in. The temperature was measured by a mercury thermometer, and the pressure by a steam gage. Method of Applying Load After the motor has been started and the specimen as a consequence put in rotation, the load is applied by placing the foot pedal A (Fig. 2) in contact with electromagnet B, the winding of which is connected electrically in series with the motor. WHEN we began the study of blast furnace slags we limited our work at first to a study of those slags containing only lime, alumina and silica. On our paper1 on some of the results of this first work, the solubility of sulfur in slags containing no magnesia was reported and the question of sulfur solubility and slag viscosity discussed. There has been, for a long time, a very great difference of opinion among metallurgists as to he effect of magnesia in blast furnace slags, and the literature is full if expressions of the most contrary opinions on the subject. As a result, our next publication' developed the constitution of slags considered as a four-component system, silica-alumina-lime-magnesia, and advanced an explanation of slag structure which accorded with the facts and with scientific theory. The present paper continues our study of the general subject of slags. As blast furnace slags are included in the silica-alumina-lime-magnesia system, which is a particular case of four-component solutions, we have determined that there are 22 components Table 1), which may enter into the silica-alumina-lime-magnesia system and that 10 or 12 of these components may be present in blast furnace slags which are within the ordinary ranges of composition. To cave a very definite conception of the behavior of these components in a slag, we have developed the theory of the cooling of a four-component solution from the liquid state to the solid and the conclusions that we obtained have been made use of in this paper. On account of the importance of the four oxides and 18 compounds which enter into the silica-alumina-lime-magnesia system, some method of calculating the percentages of the various compounds that are present in the slag when the percentages of the oxides are given, seemed very desirable and we develop L method later herein for doing this, and finally we give illustrations of the composition of a wide series of blast furnace slags and show some applications of these composition data.

Introduction.-The special object of these notes is to describe the mixing, testing, and use of mud-ladened water for rotary drilling in such a way as to make them helpful to the driller, the operator, or the engineer in solving his own special drilling problems. The structures, apparatus and tools used are indicated in a general way. No attempt is made to describe the art of rotary drilling; only such description as are necessary to make plain the use of mud are given. The information is the result of actual experience in drilling in Coastal Plain formations. The materials encountered in the wells drilled were unconsolidated sands, gravels, and clays, in which thin layers of sandstones, shell conglomerates, and shales began to appear at about 1,200 ft. in depth, although one well was drilled to 3,018 ft. without encountering any cemented or indurated materials. Unusual Conditions.-The general surface of the ground where the drilling was done being hardly a foot above mean tide, and the daily tidal variation being about 15 in., it was found necessary to plank over the sod surface with 3-in. plank to work from. A 30 by 30 ft. planked area was sufficient to carry the derrick with equipment and 2,500 ft. of 4-in. drill pipe stacked in it. The derrick was set up 3 ft. on cribbed blocking arranged to spread the load over the planking. The engine, boilers, and pipe yard were also carried on 3-in. planking. Drilling Outfit.-This consisted of a derrick, 20 by 20 ft. and 84 ft. high, two 35 h.p., "oil country" boilers, one double 8 ¼ by 10 in. reversible engine, two 10 by 6 by 12 in. duplex mud pumps, one 15-in. rotary, "hoisting works" with chain drive, hoisting block with line, crown block with pulleys, rotary' jetting swivels, hose, complement of tools, pipes and connections, and. a mud mixer, with engine.

In order to find an empirical relation between a quantity F and (m) independent variables or factors, each of which take (n) different values or levels, it is necessary to conduct nm different experiments (all possible combinations of the factors), each of which has to be repeated a few times (usually five) due to the scattering of the data. The total number of such experiments is very large, thus for example, when m = 4 and n = 5, it is equal to 5.54 = 3125; and very rarely is it possible to conduct such a number of experiments. Various possible methods of planning partial experiments are illustrated in Fig. 1. Each method shows a large combinative square consisting of five columns and five rows of middle squares, each of which, in turn, is further divided into five columns and five rows of cells. Such a partition corresponds to a plan of an experiment with four factors, each of which takes five different levels. The blackened cells indicate the combination of factors in a partial experiment. The total number of experiments is reduced on the basis of the following considerations: a) The effect of only a few levels of some factors is studied (Fig. la). Such an investigation gives no information on the effect of some factors, therefore it cannot be accepted as satisfactory; b) By reducing the number of levels of each factor; in such a case it is not possible to obtain an empirical relationship, but only whether some factors have an effect. This is evidently inadequate;

This chapter is written primarily from the standpoint of development of flotation processes for treatment of specific ores. However, most of the principles and techniques discussed are equally applicable to other forms of applied flotation research such as improvement of procedures in existing plants and development of new reagents or methods without reference to specific ores. Because it is not possible to cover this subject in detail here, much of the material presented is in the form of a guide to the literature, with emphasis on readily available, English language publications. Details are included only if considered to be widely applicable or not readily accessible in the literature. Related subjects which are covered elsewhere in this volume, such as flowsheet design and statistical techniques, are not emphasized in this chapter. The material presented is intended primarily for those familiar with the theory and practice of flotation, but with limited experience in applied flotation research. It may be of value to the experienced investigator as well, by calling to his attention some useful viewpoints or techniques that he may have overlooked. It has often been said that flotation is more of an art than a science. In- deed much of the knowledge of flotation behavior is empirical. However, the unsystematic, artisan approach to flotation problems results only in an ac- cumulation of unrelated data. Like any other physical or chemical process, flotation is amenable to investigation by systematic experimental methods. The experiments should be based, as far as possible, on an understanding of the natural laws that govern the process and on good experimental procedures. SAMPLING OF A DEPOSIT In working out a flotation process for a mineral deposit, no step is more important than that of obtaining a suitable sample or samples. Experimental procedures cannot compensate for the lack of a representative sample. Methods of sampling a deposit have been published elsewhere,l-4 but a few points are of special importance from the standpoint of flotation. First, the sample should be representative of the deposit, not only in respect to chemical composition, but also in respect to mineralogical composition and degree of dissemination of the valuable minerals. INTRODUCTION Primary grinding mills as defined in this paper, are autogenous or semi-autogenous rotating, tumbling mills having a coarse feed with a top size usually varying from 150 to 300 mm (6 to 12 inches). Most frequently, the feed to these mills is the product of primary crushing plants but in some cases run of mine ore is used as feed such as at Benguet, McDermitt, L-Bar Sohio, Bear Creek and others. The size of the largest lumps in the mill feed is principally determined by limits set by the mill feed trunnion diameter and by the type and size of conveying equipment used for handling and of bins and stockpiles used for storage. The use of primary mills in mineral processing plants has expanded very significantly in the last twenty years, and they have been successfully applied to the treatment of a wide variety of ores in both wet and dry grinding applications. In the present state of technological development for primary grinding mills, there is a wide choice of acceptable options with respect to type and size, grinding flowsheet and grinding media. The choice of the optimum combination which would result in the most satisfactory condition of operation, from the standpoint of both metallurgical results and costs, depends on the nature of the ore, the required characteristics of the grinding products and on various geographic and economic circumstances. The effects of such factors and considerations on the choice and sizing of primary grinding mills and flowsheets are reviewed and discussed in the following pages. PRIMARY MILLS SELECTION Inherent Characteristics of Primary Grinding Primary grinding is complex because it involves several comminution mechanisms which occur simultaneously and to some degree interfere with one another. These mechanisms of impact, attrition and abrasion have been described earlier. The relative importance of these three main grinding actions and their mutual balance resulting in a continuous uniform operation of the mill depend to a very large extent on the nature of the ore and its physical properties. METAL mines were developed long before coal mines and the early lighting of underground workings was effected by torches and candles. The early coal mines were outcrop workings and little trouble was experienced from gas, but as the mines became deeper and shaft mines were opened it became apparent that an open-flame lamp was exceed-ingly dangerous where gas occurred. No satisfactory way of lighting gaseous coal mines was found until Sir Humphrey Davy brought out his famous safety lamp in 1815. The introduction of the Davy lamp was a great step forward but it was unsatisfactory from a light standpoint because the gauze absorbed a large percentage of the light given out by the flame. Clanny corrected this by the introduction of a cylindrical glass lens, which not only per-mitted a free distribution of the light from the flame but added greatly to the safety by eliminating the possibility of the flame coming in contact with the gauze and by protecting the flame against air currents. A very complete story of the flame safety lamp since its inception is given in the U. S. Bureau of Mines Bulletin No. 227, by J. W. Paul, L. C. Ilsley and E. J. Gleim, published in 1924. A little more recent publication, known as Safety in Mines Research Board Paper No. 4, entitled "The Light Power of Flame Safety Lamps," by R. V. Wheeler and D. W. Woodhead, was published in England in 1927. The flame safety lamp was the-only lamp available for gaseous mines for about 100 years. Although the incandescent electric lamp has been in use over 50 years, it was not found safe to use this lamp from wired circuits in gaseous locations. The storage battery was advocated shortly after the develop-ment of the incandescent lamp but until the introduction of the tungsten filament in the miniature mine-lamp bulb, the battery lamp was not a real possibility because of the excessive weight of the battery necessary to produce a sufficient amount of light. THE writer has been interested in determining the mineralogic dis-tribution of silver in the base-metal ore of the Ground Hog mine of the Asarco Mining Co. in the Central mining district of New Mexico.1 This ore consists of a varitextured mixture of sphalerite, chalcopyrite, galena and pyrite in a quartz gangue. The average ore contains 14 per, cent of zinc, 9.5 per cent of lead, 5 per cent of copper, and 10 oz. of silver per ton. Generally it is accepted that the silver in ores of this type, in which no definite silver minerals can be recognized, is contained in the base-metal minerals. Published assays of pure mineral specimens from many dis-tricts show that each of the base-metal minerals contributes in some degree to the total silver content of the ores, and to determine the pro-portionate amount contributed by each mineral in any specific ore it has been the practice to assay selected specimens of each mineral, the purity of which has been determined microscopically. There being no such assays available for the Ground Hog ore, and it being impract cable to have enough of them made to give average results, the writer resorted to a mathematical attack upon composite assays of large quantities of ore and concentrates. Surprising results were obtained, and it is the threefold purpose of this paper to present these results, to describe the mathe-matical method used, and to point out the value of using this method even when assays of pure specimens are available.

Before attempting to describe the application of recently acquired knowledge to the classification of coal it will be as well to consider the objects at which a scientific classification should aim. Here one can not do better than to follow the example of Clarence Seyler,l by quoting from Huxley's "Classification of Animals:" "By the classification of any series of objects is meant the actual or ideal arrangement together of those which are like and the separation of those which are unlike, the purpose of the arrangement being to facilitate the operation of the mind in clearly conceiving and retaining in the memory the characters of the object in question. Thus there are as many classifications of any series of natural or other bodies as they have properties or relations to one another or to other things. But the statement of the characters of the class ... is something more than an arbitrary definition ... it expresses firstly, a generalization based on and constantly verified by very with experience; and, secondly, a belief arising out of that generalization—in other worda. the definition of the class is a statement of a law of correlation or coexistence . . . from which the most important conclusions are deducible." In that same sense writes John Stuart Mill, in the chapter on classification in his "Logic:" "The ends of scientific classification are best answered when the objects are formed into groups concerning which a greater number of general propositions can be made, and these properties more important, than could be made respectiug any other groups into which the same things could be distributed. The properties, therefore, according to which objects arc classified should, if possible, be those which are causes of many other properties, or, at any rate, which are sure marks of them." Now in the case of coal, the properties which have been used from time to time for classification purposes are the ultimate analysis, volatile matter, caking power, calorific power, burning properties, etc. Seyler has shown that there is a general law of correlation or coexistence between the ultimate composition and the other properties. There can be two types of films on solids, those which are stable in mono-layers and those which tend to aggregate into three dimensional structures. A great number of metal films formed by condensation onto a solid base are unstable in the sense that they will aggregate into crystals providing the atoms possess sufficient surface mobility. The crystalline structure of the film is strongly influenced by the base in many systems and, in some cases, a single orientation prevails when the force fields around the atoms in the supporting crystal are sufficiently strong.' Relatively little is available in the literature about the nature of these forces and the role they play in promoting a preferred orientation of the atoms arriving at the substrate surface. An understanding of their periodicity and magnitude relative to the surface forces characteristic of the film itself should provide insight into the critical dependence of film orientation on the nature and temperature of the substrate. In addition, this effect may be very useful in preparing samples for surface studies. The study of the physical and chemical characteristics of pure metal surfaces has been severely handicapped by the presence of strongly adherent foreign films. Furthermore, the randomness of the surface orientation has obscured interpretation of experimental results. Evaporation of metals in high vacuum onto carefully selected substrates under ideal conditions for preferred orientation appears suited to the preparation of flat, oxide-free, oriented films for surface reaction studies. Many factors influence their structure and some understanding of the mechanism of their formation is a necessary prerequisite for obtaining satisfactory surfaces for study. The dominant factors in defining film structure are film thickness and growth rate and the nature, condition, and temperature of the substrate. GENERAL ASSEMBLY The system was enclosed in an 18 in. bell jar which rested on an L-shaped neoprene gasket on a ground steel plate as indicated in Fig 1. Rapid evacuation of the system to 10-6 mm mercury was facilitated by a 4 in. manifold, 2 in. packless valve, and an extra large diffusion pump. Recovery of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.l During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 166,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature. Equipment Layout and type of equipment conforms to the requirements of the process as described below. In the selenium section, storage tanks, neutralizing tanks and precipitators are of steel construction, lead-lined and arranged for gravity flow (Fig. 1). The neutralizing tanks are equipped with water-cooled lead coils for controlling solution temperature, agitation being accomplished with compressed air. The precipitators are provided with mechanical agitators, and sulphur dioxide is introduced into the solution through 1/2-in. lead pipes leading from a manifold attached to the cover of the precipitator. Each precipitator has internal cooling coils and an air-jet exhauster to carry off fumes. Neutralized solutions are filtered in a 29-plate wooden filter press using heavy cotton duck as a filter medium, forced feed being maintained by a Welmet centrifugal pump. Dilute solutions are concentrated by evaporation in a vacuum evaporator, constructed of cast hard lead. Heat is supplied by an outside steam chest operating under 15 Ib. steam pressure. The solution is circulated through the steam chest by a pump of antimonial lead at a rate approximating 400 cu. ft. per min. The evaporator is evacuated by a water-jet condenser that creates a vacuum of 26 in. of mercury under normal operating conditions. The capacity of the vessel is 60 cu. ft. and the rate of evaporation 25 cu. ft. per hour.

There is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat treatment, structure, and physical properties. In order to promote discussion, which it is hoped may' lead to the discovery of the source of some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.l The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08 per cent. The minimum physical requirements are: Tensile strength, 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirements gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in the best heats of open-hearth steel, so that faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at a proper temperature down to the form of tapered barrel blanks or by heat treating bars that have been upset to cnlarge the breech section. The transformation temperature of this steel, on heating, is around 1350" F. (732' C.), varying somewhat with the composition and the rate of heating. The actual treatment of the barrel blanks, as carried out by different manufacturers, gives four kinds of barrels, which will be called A, B, C, and D, for convenience. The Cumberland Gap extension of the Louisville and Nashville railroad, recently completed from Cumberland Gap to Norton, 71 miles, connects at the latter point with the Norfolk and Western, making a direct through line from Louisville to Norfolk. The whole of this connecting link skirts the southern boundary of the southwest Virginia coal region, but for the first 57 miles of its course it is separated from the coal by a mountain range (Cumberland mountain and its extension, Stone mountain), which bars entrance to the field from that direction, excepting at Pennington Gap, where access may he had to a small area only, which has not yet developed any very satisfactory coal. The railroad passes through the range at Big Stone Gap, and for the last 14 miles of its course to Norton is in direct contact with that part of the coal region known as the Big Stone Gap coal-field. By this road a western and southwestern outlet from the field is secured; the Clinch valley extension of the Norfolk and Western railroad gives exit eastward from Norton, and the South Atlantic and Ohio railroad, built through Big Stone Gap simultaneously with the L. & N. R. R., delivers the coal to points south and southeast. Besides these lines already built, an early connection with the East Tennessee, Virginia and Georgia railroad, via its Rogersville branch, is probable, and connections with the railroads of eastern Kentucky are projected. The Charleston, Cincinnati and Chicago railroad has already done some grading on one of the latter, but the rugged country intervening will prevent its construction till the demand for it becomes urgent. The coal-field embraces in Virginia about 120 square miles, to which should be added some 30 square miles in Kentucky, also tributary to Big Stone Gap, the whole of it underlaid by coal, probably of workable thickness, and much of it by two or more such beds. An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine.
