THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim their own metallic wastes. MAGNITUDE OF THE MODERN INDUSTRY No particular thought is given to the kitchen accident whereby a ruined saucepan is sorrowfully tossed into the ash can, yet it is a fairly safe guess that within a month this saucepan, together with hundreds of its fellows, will again be in service, perhaps in an automobile crankcase, or in an electric vacuum sweeper. It is by this conversion of the useless into the useful, whether from home or large manufacturer, that the secondary tonnage is built up.

The origin of the Mine-Rescue Service of the State of Illinois can be traced to two distinct sources, the work of the Rescue Station at Urbana and the Cherry disaster. During the early part of the year 1909, the Technologic Branch of the U. S. Geological Survey, now the Bureau of Mines, in connection with the Illinois Geological Survey and the College of Engineering of the University of Illinois, established at the University of Illinois, in Urbana, a branch rescue-station to supplement the work of the Pittsburg station of the Geological Survey. As a result of the work of training at the station in Urbana by R. Y. Williams, mining engineer, and James Webb, foreman of the Bureau of Mines, and the use of the helmets at several mine-accidents in the State of Illinois, the people of the State were somewhat familiar with oxygen-helmets when the Cherry disaster occurred, in November, 1910. The oxygen-helmets were successfully used in connection with that disaster, and upon the recommendation of the Illinois Mining Investigation Commission, the Legislature of the State, assembled in special session during the winter of 1910, passed a bill appropriating $75,000 for the erection and maintenance of three rescue-stations, stipulating that they should be situated in the northern, central, and southern parts of the State. The Act also provided that the stations should be in charge of a Commission of seven, two representing the United Mine Workers of Illinois, two the mine-operators, one the Federal Bureau of Mines, one the State mine-inspectors, and one the Department of Mining Engineering of the University of Illinois. Outline of the Process THE Mines Operating Co.'s plant at Park City, Utah, was designed to treat the low-grade fillings in the old stopes of the Ontario mine. These fillings carry 6 to 14 oz. of silver, 1 to 2 lb. copper, 0.01 to 0.015 oz. of gold, and a small percentage of lead and zinc. The treatment consists in mixing the crushed ore with coal dust and salt and then roasting in a new type of furnace y combustion of the contained fuel. The roasted ore is leached with an acid salt solution to dissolve the silver, gold, copper, and lead. At present these metals are precipitated together on scrap iron and the product sold to a refinery. The only new feature of importance in this scheme of treatment is the roasting process, which makes possible the chloridizing of ores without any loss of the valuable metals, and at a very low cost. History of the Development of the Process The roasting process had its beginning in connection with research work at the Utah State School of Mines. N. C. Christensen, Jr., who held one of the School of Mines' fellowships, was engaged in some experimental work on blast roasting. At the same time I was doing some work on the insoluble gold in Mercur base ores. Mr. Christensen roasted some of this base gold ore in his pot furnace, and found that when he mixed a sufficiently low percentage of fuel with the ore, it did not sinter but roasted to a leachable product. We considered this a new application of blast roasting, and proceeded to test out a large number of ores in several different types of small roasters which we constructed. This experimental work continued well into the summer of 1911.

Recently, Gilvarry1,2 has given a rigorous derivation of the proper distribution function for fragment size in single fracture, based on a closely defined physical model and deduced strictly by the laws of probability. The physical point of departure is Griffith's theory of brittle strength, identifying sub-microscopic flaws as the cause of the low strength of a solid in comparison with values implied by cohesive energies. Gilvarry and Bergstrom,4-7 and Gilvarry8 have compared the predictions of the theory with experiment, and have found excellent agreement, in general. The purpose of this communication is to sketch the extension of the theory to the case of comminution, and to indicate the applications to some examples in nature. The present treatment represents an amplification of a brief discussion appearing elsewhere. 9 Although the basic ideas of the Griffith theory are perfectly general for rupture of brittle solids, it was originally formulated with very brittle materials such as glass in mind. Moreover, Griffith's original experimental work was carried out on glass specimens. Recently, however, the theory has been extended by race" to apply directly to rocks. This extension makes the theory immediately applicable to the materials generally of interest from the standpoint of comminution. GENERAL CASE To obtain the distribution function for fragment size in single fracture, three assumptions are made, that: 1) Fracture proceeds by activation of preex-istent Griffith flaws in the volume, faces, and edges of a fragment; 2) the distributions of flaws of these three types are independent of each other; and 3) activated flaws of a particular type are distributed at random, individually and collectively, in the sense of Fry.11 The last assumption implies that each distribution is separately of Poisson type.

Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

ThE Coalinga oil field is located on the west side of the San Joaquin Valley, California. The structure is in general a monocline, the edges of the oil horizon resting on the foot hills and dipping gently toward the east. One prominent anticline occurs plunging southeast. The earlier drilling was done in the foot hills comparatively near the outcrop and the wells were shallow. The sands were followed eastward and, in the case of the anticline, along the plunge, the wells becoming deeper and deeper until the depth of 4,000 ft. was reached and passed. There is nothing to show that the oil will not be found in quantity at still greater depth. In fact, some of the best producers have tapped the sand at close to 4,000 ft. The recovery of oil still farther to the east, and therefore at greater depth, seems to be mainly a question of drilling. In this territory the formations drilled through are chiefly sands and shales; they will not "stand up" in an open drilling hole; the casing has to be carried close to the bit, and it is always difficult to keep the casing free for any considerable distance. Ability to carry casing of comparatively large diameter without conductor pipes for distances of 2,000 or 3,000 ft. or over is desirable in such territory chiefly for two reasons. It makes it possible to enter the oil sand with a pipe of ample diameter; it eliminates one or more expensive strings of casing which act only as conductors for the water string, and furthermore, in territory where waters are encountered which corrode steel rapidly, it makes possible the construction of a rust- and alkali-resisting water string. It is always desirable to shut off top waters, which may lie within 100 ft. or less of the oil sand, with 10-in. pipe. Where the depth is so great that a practical weight of 10-in. pipe will not withstand the probable collapsing pressures, 81/4 in. at least is desirable. About the limit of rotary drilling to date in California seems to be the setting of the 10-in. string at 3,200 ft., although the rapid advance in rotary work during the past year seems to indicate that this depth may soon be increased. The action of quebracho in the selective flotation of fluorite and calcite has been studied. It has been found that the unavoidable ions produced by dissolution of these minerals can precipitate calcium oleate which profoundly influences the adsorption of oleate. The depressing action of quebracho is due, at least partly, to a decrease of the oleate adsorption. The depression of flourite flotation by quebracho in the presence of calcium is due to the fact that precipitated calcium oleate can become only physisorbed, its adsorption being strongly prevented by quebracho. It is concluded that adsorption experiments with flourite must be conducted with a flotation-size mineral, which has a lower dissolution rate than when finely ground.

Instantaneous outbursts of gas in underground workings are similar in effect to great blasts of explosives, but without heat effects. Fortunately they occur only in a few localities in exceptional coal fields of the world and under exceptional geologic conditions. Such violent outbursts should not be compared with the ordinary outflows of gas into coal mines or with explosions of gas and dust. The phenomenon is essentially one of gas held in circumscribed areas under very high pressure and as a mining face or heading approaches such a place and the mining excavation sufficiently weakens the natural surrounding dam or shell, this is burst by the pressure just as by the discharge of a mass of explosives. The outbursts, so far as known to the writer, have been confined to coal beds and have not occurred in other mineral deposits. Hence, as discussed later, he believes that it is the relation of the gases to the coal material that is a factor in conjunction with others in producing conditions which permit the phenomena to occur when mining is done. The gases in most instantaneous outbursts have been hydrocarbon gases but in two coal fields they have been definitely found to be chiefly or wholly carbon dioxide. One of these localities in which CO2 outbursts have been frequent and have caused loss of life is in the southern part of the Gard basin, near Alais, in southern France. In 1919, the writer visited the Fontaine mine in this field the day following the occurrence of an outburst by which two men were smothered by carbon dioxide and fine dust. After 24 hr. the CO2 had not been entirely removed by the ventilating current. Occasional outbursts of CO2 have also occurred in other small basins in France, causing accidents, as in Puy-de-Dome. However, mines in the Gard basin, north of those in which CO2 outbursts have occurred, have experienced hydrocarbon gas outbursts. In the Lower Silesian coal field, Germany, there is a group of mines which have been subject to many instantaneous CO2 outbursts, some causing serious accidents, but the greatest disaster occurred recently

HAVING been asked to talk about recent devel-opments in mining equipment, I chose the sub-ject of small units of storage-battery locomo-tives which recently have been developed with the idea of motorizing transportation in the mines as far as possible, replacing the manual labor of hand-tramming. Metal mines are probably less advanced in this field than coal mines, where transportation of large ton-nages on any one level is quite common. Of course, metal mines, where large tonnages are handled on any one level, are as advanced as coal mines, and storage-battery locomotives for main haulages are used quite commonly in such metal mines, but the mines having levels at many intervals in the depth of the orebody, or a number of intermediate levels in which a consider-able amount of hand-tramming has to be done, and small metal mines in which the size of the orebody does not seem to warrant the initial capital expenditure for the driving of main haulage levels and installation of rock and ore chutes and raises for the delivery of the broken ore and rock to the cars have been at consider-able disadvantage in replacing manual labor by some mechanical means of transportation. Several years ago the field was canvassed among the manufacturers of electric-locomotive equipment and the conclusion was reached that the art had not been devel-oped to the advantage of metal miners who desire to replace small units of labor by locomotive equipment. The need for such small locomotives is all the more em-phasized by the development in the past few years of mechanical mucking-machines (loading equipment for filling the cars from muck piles on the level). Any me-chanical loader is a liability instead of an asset unless means are also provided for keeping the material away from the loading-machines. Therefore the transporta-tion system must be equal to the capacity of a loading-machine, otherwise the latter is idle such a large per-centage of its time as to prove an unprofitable invest-ment. So there is a need for portable, small haulage units to handle small mine cars in many metal mines, and, naturally, units are desired which can be so readily shifted from level to level as to facilitate their free use. Of course, in mines in which each level comes to the shaft it is not such a difficult problem, but many mines have a great many intermediate levels which must be approached through raises, timber slides or other small openings required to transfer ore and to get timber and other supplies to those levels.

In conventional dump leaching of strip wastes from open-pit porphyry mining operations, many years are required to extract a fraction of the copper from the contained sulfide minerals. Furthermore, none of the molybdenum, gold, or silver is recovered by current leaching practices. Because the copper sulfide minerals and molybdenite generally are distributed in the minute fractures throughout the host rock, the mineral values tend to concentrate in the finer fraction of the strip material. This suggests the possibility of segregating the enriched fines in as-produced or coarsely crushed strip wastes for blending with the ore grade flotation mill feed. In the past, extra handling or crushing of mine wastes to enable better leach extraction has been deemed uneconomical. However, recent articles on mobile crushing plants and conveyor haulage systems indicate possible cost improvements for these techniques over conventional truck haulage of ore and mine wastes. Another potential benefit from removal of the fines from copper-bearing mine waste derives from the increased permeability of the coarse dump material to leach solutions and air. Better permeability should result in faster oxidation of the sulfide minerals, less channeling of leach solutions, and fewer perched solution tables caused by compacted fines. Therefore, in addition to the metal values recovered by flotation, higher copper recoveries by leaching also might be achieved. The Salt Lake City Metallurgy Research Center of the U.S. Bureau of Mines undertook an investigation to determine the feasibility of removing enriched fines from strip waste material for separate treatment by froth flotation for early recovery of part of the copper, molybdenum, gold, and silver. Percolation leaching tests were made on mine-run and sized fractions of the dump material to determine the effect of fines removal on copper extraction. Samples Tested Three 10-ton samples of copper sulfide-bearing mine waste were obtained for the investigation. Partial chemical analyses of the samples are given in [Table 1] and the consolidated results of detailed screen analyses made on the samples are given in [Table 2]. The -1/4-in, fine fractions contain from 16 to 32% of the copper and 19 to 40% of the molybdenum in 11 to 18% of the total waste. The samples also were crushed to -3 in. to determine the feasibility of crushing to obtain a higher distribution of the metal values in an enriched fine fraction while providing a more leachable coarse fraction that could be transported by a conveyor system to a dump. The -%-in. fine fractions screened from the crushed mine waste were almost identical in grade to the natural fines. From 2 to 4% more1/4-in. fines were produced by crushing to -3 in. Copper distribution was increased by about 3% over that in the natural fines, while molybdenum distribution was increased by about 10%. The investigation of the hot-working properties of metals and alloys furnishes a problem which has been attacked in many ways. Tensile, impact and hardness tests on heated specimens have furnished interesting data, but in most cases either the tests are difficult to make or the results hard to translate into terms of practical value. Some investigators have used the drop hammer to advantage. It furnishes a rapid and simple method of comparing the plasticity of metals at elevated temperatures. The indications obtained by its use are of value only in so far as their significance is understood and they can be intelligently used to predict the behavior of a given metal under given hot-working conditions. The work reported here was undertaken not only to add something to the existing volume of such data but also to contribute to our understanding of the results. Doerinckel and Trockels1 used cylindrical specimens and determined the work required to reduce the specimen to one-half the original height. Ellis2 studied the effect of constitution on the malleability of steel at high temperature. His method and that of Kent3 were similar to the one used in the present work. The tests described by Kent were made on samples of tin, zinc, aluminum, copper, lead, 70:30 and 60:40 brasses, with and without a small quantity of lead. He concluded that the test would "indicate whether a material can be forged at a given temperature without cracking." This interpretation must be used with caution. While it is probably true within limits, one must consider the severity of the forging operation. Again, it will not apply strictly to forms of hot working other than forging. For instance, an alloy running 61.0 per cent. copper, 3.25 per cent. lead, remainder zinc, will crack badly in the test, yet, it is extruded commercially. When the possibility of hot-working a new alloy is being considered a study of its drop-hammer test should help

Greater stabilization in the petroleum industry was effected during 1934 through stricter compliance with curtailment measures and the establishment of the Pacific Coast Petroleum Agency. Various estimates of individual, company and state reserves revealed the fact that they were inadequate to sustain the present rate of production over a lengthy period, therefore drilling operations were increased during the year both in proved and wildcat territory. This greater activity resulted in the addition to reserves at Mountain View, Mount Poso and Edison in Kern County, Santa Barbara in Santa Barbara County and Playa del Rey in Los Angeles County. Additional reserves were also established in the Long Beach and Santa Fe Springs fields, in Los Angeles County, due to operators being successful in isolating small prolific sand bodies, formerly disregarded during the flush production periods.

WHEN a new type of equipment revolutionizes methods of quarrying one kind of stone, producers of other kinds focus their attention on its potentialities in their particular fields. The purpose of this paper is to discuss the accomplishments of the wire saw in slate, to show its more limited attainments in other kinds of stone, and to point out the possibili-ties of much wider application. A wire saw consists of a 3/16-in. or 1/4-in. three-strand wire cable that runs as a belt and cuts the rock by abrasion. (Fig. 1.) The teeth of the saw are sand grains carried in the grooves between the strands.

During 1938 and 1939, an extensive series of geophysical surveys, employing both resistivity and magnetic methods, have been carried on in the Hawaiian Islands by the Section of Geophysics of the United States Geological Survey in cooperation with the Division of Ground-Water of the Survey and the Division of Hydrography of the Territorial Government (see Fig. 1). During this time, surveys have been conducted on the islands of Oahu, Molokai, and Maui. Two distinct types of ground-water occurrence are being investigated: (1) The basal fresh-water lens floating on underlying salt water in obedience to the Ghyben-Herzberg principle (Fig. 2); and (2) perched ground-water (Fig. 3).

AS the available remaining properties of iron ore reserves on the Mesabi Range are opened up for mining, the various properties located under lake beds are brought nearer an active status. The actual physical problems involved in stripping these properties do not act as a deterrent so much as the legal and political problems that are encountered.

WHAT was certainly the greatest event of January, and perhaps it will prove to be the greatest of 1923, or even of the next decade, was the meeting of the premiers of the principal Euro-pean powers in Paris on Jan. 2, to consider what should be done with respect to German reparations. The French and British were unable to come to any agree-ment, and the conference broke up on Jan. 4. The French and British parted friends, but each with the determination henceforth to pursue its own economic and political way. This event was profound in its significance and perhaps will be calamitous) in its consequences. Following the disruption of the Conference at Paris, the French immediately began preparations to occupy the Ruhr district on the ground that Germany was in default on coal deliveries, without waiting. for Jan. 15, the next due date for reparation payment. This action by the French led to orders being issued by President Harding on Jan. 10 for the withdrawal of the remainder of the American troops on the Rhine. Thus ended the physical participation in. European affairs by the American army, whose vanguard landed in France in June, 1917. The French occupation of the Ruhr Valley, i.e., the great industrial region of western Westphalia, was made with a large military force. The Germans offered no physical resistance, and passed under French control with sullen resentment. The coal miners to a con-siderable extent refused to work and there was more or less disorganization of railway service. Before the end of the month the opinion was expressed that the French occupation was an economic failure and there were reports of French blast furnaces being blown out for lack of coke.

With the increasing military significance of the arctic, the U.S. Army Corps of Engineers' ice- tunneling research program has been instituted to determine the feasibility of excavating large under- ice openings. Such openings would provide for year- around storage of material and housing of personnel, independent of surface weather conditions. This unique ice mining operation has been carried on in the tunnels at Camp Tuto, Greenland, during the summers of 1955, 1956, 1957 and 1958 by the U.S. Army Snow, Ice, and Permafrost Research Establishment (USA SIPRE), Wilmette, Ill. Supervisory personnel for the tunneling projects principally have been civilian mining engineers and mining engineering students from Colorado School of Mines. They have been employed under contract between USA SIPRE and the Denver Research Institute (DRI) of the University of Denver, Denver, Colo. Laborers have been enlisted military personnel attached to the U.S. Army Polar Research & Development Center (USA PR&DC) , Ft. Belvoir, Va.

A very limited development has been made of the coal-fields of this Territory. This is to be accounted for by the fact that a number of the coal-fields lack railroad transportation, by the distance of other fields from the consumers (due to restricted settlements), and finally by the poorer quality of a number of coals which have been mined as compared to others which can be economically imported into the Territory. The consumption of coal in Utah during 1886, outside of that used by the railway companies, was: Tons.
