The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furbish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

Report of the Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Board of Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. To the members who read the monthly reports of. the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed, or were working in other industries. Toward the end of the year, higher metal, prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

THE COMMITTEE on Production Control of the Institute has accomplished little or nothing tangible during the last year. For this the chairman must accept responsibility and whatever praise or blame goes with it. However, we have all had plenty of opportunity to observe the results obtained by various producing groups in their attempts to regulate production to meet demand dur¬ing the last few years. It would be putting it mildly to say that these have not been such as to inspire confidence in the methods pursued. The present plight of the wheat, cotton, coffee and sugar growers; the oil, copper, lead, zinc and tin producers, to name a few of the unfortunates, suggests a common cause perhaps beyond their control. There is a growing tendency to question as outmoded the theories of laissez faire economics, with its laws of competition, supply and demand, with price as the automatic regulator. The position is maintained that something new should be substituted because these laws no longer work. Many solutions are offered, ranging in the world at large from the planned economy of Russia, with the profit element removed, to the military controlled economy of Fascism, and in our own country from voluntary curtailment to martial law. But one hardly feels driven by any irresistible logic to put his finger on any one of these proposals, and to say this is the one in which I believe. On turning to one's neighbors, one is still more confused by the realization that this intellectual uncertainty is wide-spread. Isolation or cooperation, protection or free trade, the gold standard, bimetallism or managed currencies, de¬flation or inflation, all have their proponents in whose eyes one or the other of these slogans will afford the panacea for all our ills.

A historical comparison of the frequency of fatal coal mining accidents occurring underground in mines of various size ranges in the United States and in member countries of the Commission of the European Communities is presented. Frequencies are normalized on hours-worked and tons-produced bases. The comparisons rely on published and confirmed data and on theory for selective treatment of data in an effort to overcome reporting differences and basic differences in the mining conditions and system employed. Trends are identified ad projections made of the effect on accident records of various industry growth patterns. Conclusions are drawn regarding the reasons for differences between the records of U.S. underground coal mines and the records of those mines in European countries.

WHEN a subject, such as the manufacture and service of chilled car wheels, as has been fruitlessly discussed for ten or fifteen years, it is difficult to revive interest and action by the mere repetition of statements and arguments that have been made before. And when a situation involves serious responsibilities for conditions that have grown up under circumstances beyond the control of any particular individuals or authority, it is even more difficult to deal with. But there is one phase of every subject that need not involve these particular points if presented in a, proper manner; and that is, " the future state." I will try to present the subject of this communication from the latter standpoint and with the hope that all of those interested will feel disposed to give the matter attention from the basis that it is a, vitally important one to all that travel on railroads, whether as employees or officials, or as dependent on those in charge of the operation, or in the matter of materials and equipment used. The conditions of chilled wheel service have been changed so radically in the past ten or fifteen years by the use of freight cars of 40 and 50 tons capacity, that it is fair to say in the interest of all concerned in the use and in the manufacture of such wheels, that the increased strains and loads have been quite sufficient to account for much of the service results that have transpired. That proper provision was not made for increased possibilities of strength and wear, in fact that previous factors of the kind were allowed to deteriorate, is no proof that such wheels cannot be made equal to heavy service conditions as shown in the data given herein.

Surface mining of coal is widely condemned as a despoiler of the countryside and wastrel of land and natural resources. Yet the fact has been as widely ignored that the ingenuity of those engaged in developing the methods and equipment utilized in surface mining have made several hundred million tons of coal available for utilities and industry which could never have been mined by any other method. While doing this, the surface mining companies have recovered nearly 100% of the coal in the mining area instead of approximately 50% as is common in underground methods. Efficiency has been increasing constantly, thereby maintaining low cost to the customer. Mining has provided economic health in many areas by virtue of the direct payrolls and by the attraction of other industries to enjoy low cost, dependable fuel supplies. Surface mining of coal generally falls into two categories: contour mining, which is the result of mining in hilly or mountainous terrain where the hillside or slope limits the width of the area which can be surface mined; and area mining, which results from the surface of the land being approximately parallel with the coal seam so that a wide area may be mined in a succession of pits or open cuts.

This paper presents the results and analysis of field trials of various magnetic instruments over anomalies ranging from 20 to 5000 gammas of vertical intensity. The following instruments were used: Askania vertical magnetometer, Wolfson vertical magnetometer (model M-I), Hotchkiss Superdips (used both parallel to and normal to the magnetic meridian, with several settings of the "sigma" angle), Lake Superior dip needle, and the dipping circle for measurements of inclination. The change in inclination over the measured anomalies ranged up to 4"; this caused pronounced changes in sensitivity of the Hotchkiss Superdip oriented parallel to the magnetic meridian. The variable sensitivity not only gives apparent displacement of crests of anomalies, particularly at high sensitivities, but also makes the data difficult or impossible to use in preparation of iso-anomaly maps. This weakness in field performance of the Superdip is shown to be eliminated by orienting the instrument normal to the magnetic meridian and measuring vertical intensity only, which in the latitude of upper Michigan is equal to 97 pct of the total intensity. The dip needle is seen to be relatively ineffectual for location of anomalies of less than 400 gammas. Introduction The U.S- Geological Survey, in cooperation with the Geological Survey Division of Michigan Department of Conservation, has for the past three years been engaged in a restudy of the Iron River-Crystal Falls iron mining district of upper Michigan. The bedrock in a large part of this area is covered with glacial deposits as much as 500-ft thick, and, inasmuch as some of the rocks have moderate to high magnetic permeability, extensive magnetic mapping has been done to assist in unraveling the complicated structure of the area. Several types of instruments have been used, and the major purpose of this paper is to present comparative data on the field performances of some of these instruments so as to aid others who face similar problems elsewhere to evaluate and choose the instruments best suited for the work. The paper is directed primarily to geologists and engineers rather than to geophysicists, although some familiarity with the instruments is presumed. The geology of the area consists of a complexly folded series of weakly metamorphosed sedimentary rocks, including the iron formation, which rests on older greenstones. Although the iron formation itself is only locally magnetic, some of the beds stratigraphically above the iron formation are rather strongly so. By tracing these hanging wall magnetic anomalies valuable information is obtained from which the structure and distribution of the iron formation can be inferred. Critical anomalies range from 25 to 6000 gammas of vertical intensity. Many anomalies can be traced in part with the common dip needle, but detection of others requires more sensitive instruments.

Experimental data are presented showing the influence of size consist and firing rate upon the performance of bituminous coal-fired, single-retort, industrial underfeed stokers. Size segregation, degradation, and distributor data are also included. The conclusion is reached that size consist of the fuel as fired, is a critical factor in its performance on this class of equipment.

6.1-1. Introduction. Of necessity, the first of the unit operations conducted during the exploitation phase in surface mining is production drilling. It precedes blasting, with which it is associated as the two unit operations employed to break or fragment consolidated material (usually rock) in place. The purpose of production drilling is to provide the cavity for placement of the explosives. So far, no alternative to blasting has been devised for fragmenting very resistant rock in situ, although some forms of excavation (ripping, bucket wheel) are suitable without prior blasting for softer rock, such as weathered shale or mudstone, decomposed sediments, etc. For the vast majority of surface mines, however, drilling and blasting are pre- requisite to excavation and essential to the production cycle. Drilling is also used in surface mining for purposes other than providing blastholes. It finds application during exploration for obtaining samples and during development for drainage, slope stability, foundation testing, etc. Only in the exploitation phase of surface mining, however, are unique or specialized drilling methods and equipment employed; and the discussion in this Section is directed primarily to that application of drilling. Drilling is the most common means of rock penetration, the operation of placing a directed hole in rock. Closely akin to drilling for exploitation purposes is the cutting or freeing of dimension stone in quarrying. This operation, usually termed channeling or sawing, also takes the form of directional penetration of rock; but instead of producing a cylindrical hole, it yields a kerf or cut. The material thus freed from the solid is both a shaped and sized product, an objective of vital importance in the dimension stone industry. In sawing, holes are sometimes drilled to insert tools, but this drilling is a minor part of the sawing operation and employs conventional methods. Cutting, as a unit operation for freeing stone in quarrying, may be considered equivalent in purpose to drilling and blasting in other forms of surface mining.

DEVELOPMENTS in Venezuela during the past few months have been obscured by the hap-penings in Seminole and, more recently, those in southwest Texas. The question has been asked whether or not the opening of these vast new, prolific areas in the United States may not have depressed prices to a point so low as to give the developments in the Caribbean countries a serious setback. Nothing of the kind, however, has taken place, and on the contrary, there has been demonstrated the fact that Venezuela can profitably produce great quantities of oil under existing market conditions, and at the same time finance the foundation for further large expan-sion in the future. The three big factors which contribute to place Venezuela in a unique position and tend to insure the steady expansion of its oil industry are, in the order of their importance: I. Reasonable oil laws backed by a sound govern-ment, which comprehends the all-important fact that the country's prosperity depends on the prosperity of its industries, in a word, perceiving that the goose which lays the golden egg merits considerate treatment. II. The low cost of placing Venezuela oil on our At-lantic seaboard; not over $0.60 per barrel. III. The uniformly high average production per well and the large area of some of the individual pools. Under these conditions Venezuelan producers may be expected to continue steady and profitable ex-pansion even in the face of further market slumps. Their position is analogous to that of the low-cost copper producers, and unless artificial barriers, such as tariffs, come into play, Venezuela will steadily grow in importance. Within less than five years it should be second only to the United States among the oil-producing countries of the world.

A Hew melting technique has hem adapted to the rapid quenching of- alloys from the liquid state. The inelting method has no limitations on the alloys investigated for there is no reaction with crucible materials and the most refractory materials are easily melted. The vate of heating is so rapid that alloys which have a high vapor pressure constituent can be melted with a minimal loss in material. Several new superconductovs have been discoveved by vapid quenching of lolten alloys. THE rapid quenching of alloys from the liquid state has led to the discovery of many new metastable phases. The methods initially used were limited to alloys which did not react with crucible materials.1,2 There was also the unmentioned limitation in tem- perature. Alloys with melting points much greater than 2000°C could not be melted in the rapid-quench apparatus. Recently, there have been successful attempts to rapidly quench reactive alloys by Moss et at. and Matthias Moss et al. injected powdered material (325 mesh) into a high-temperature plasma and the high-velocity molten droplets impinged on a cooled copper plate. The technique innovated by Matthias was to melt the alloy in an arc furnace and splatter it against a copper plate by means of a high-velocity gas jet aimed at the melt. I) FAST COOLING APPARATUS The creation of a metastable phase in a given alloy system by rapid cooling from the melt is contingent on the quenching rate. Some alloys require very slow rates while other alloys require the ultimate in quenching rate. Introduction of continuous mining machines in the late 1940s created a new production bottleneck in room-and-pillar sections-the shuttle car. While continuous miners could cut and load coal at a nearly constant rate, the mining sequence was repeatedly interrupted as fully loaded shuttle cars changed places with empty ones. This wait-for-the-shuttle delay period forced the coal industry to reassess the shuttle's batch-type procedure with an eve toward continuous haulage systems that would allow uninterrupted coal flow from face to portal.

The small agricultural village of Santa Barbara, in the State of Guanajuato, has been the center of spasmodic tin-mining operations during recent years. The deposits, so far as I know, are unique, and a few brief notes may be of interest. Santa Barbara, about 12 miles west of San Felipe station on the Mexican National Railway, and at an elevation of 2,400 m. above sea-level, is situated in a flat valley extending east and west, and bounded north and south by broken rugged hills rising about 330 m. above the general level of the valley. Tin-mining operations have been conducted at the Queensland mine, near this village. A small concentrating-mill was erected and attempts were made to smelt the ore in reverbera-tory furnaces. The country-rock of the district for many miles is rhyolite of great thickness. There are some local variations due to differences in cooling, or subsequent alteration or impregnation; but throughout the whole district the principal constituents of the rocks remain the same, viz., free silica, orthoclase-feldspar and sanidine. The latter is especially marked. The crevices and joints of the rock are frequently filled with calcedonic and opalescent quartz. The ore-formation at the Queensland mine is of an unusual nature, consisting of cracks in the rhyolite which have been filled with clay. This phenomenon is largely developed over a width of from 80 to 100 m., in which the principal fissuring follows an approximate direction of north and south. The average dip ranges between 70 and 80 degrees. Some of the fissures hold sufficiently true for a time to afford the impression that they are due to dynamic causes, or earth-movement. SHARPNESS of separation and washing efficiency are often confused. The sharpness index indicates the precision of a washing unit; the washing efficiency takes into account not only the unit's precision but also the washability characteristics of raw coal and the near-gravity materials at the effective density of cut. A sound basis for evaluating the sharpness index is essential in comparing the sharpness of separation attained by different cleaning units. Sharpness Index and Related Criteria: Washing plant sharpness of separation has been well represented by Hancock's efficiency chart and Tromp's curve of migrated materials. Some useful coefficients derived from Tromp's curve-the error area, probable error, and imperfection value-have been widely used to measure sharpness of separation. These are defined in a number of papers presented at the first and second International Coal Preparation Conference held in Paris (1950) and Essen (1954).1-5 In evaluating the performance of a dense medium separator at four different gravities, Yancey and Greer6 observed that even with similar operating conditions and the same size grading of feed, the imperfection value of a washing plant varies through a greater range than the probable error. The present writer also observed the same type of anomalies in comparing the imperfection values of one plant which were determined under almost identical conditions. He therefore devised a graphical method to evaluate a washing unit's sharpness of separation and define it by a single coefficient, which is substantially independent of coal characteristics under normal operation of the unit. Unlike imperfection value, the new coefficient can be expressed on a percentage basis.

The problem of optimizing from an economic standpoint the capacity of grinding equipment in the design of a new concentrator is discussed. Although directed specifically to copper flotation mills employing conventional wet, grinding, the material presented is considered applicable with modifications to other types of ores and other grinding methods. A general approach to optimizing the grinding capacity is outlined and illustrated by an example. The' interrelation between grinding capacity and other aspects of the project is considered. The problem of regrind capacity and its relation to preceeding and subsequent processing steps is also discussed. Finally, factors are considered that may, in certain cases, dictate modifications of the suggested approach.

The relationship between hardenability and weldability has been mentioned many times. The ease of making a hardness survey has led to its wide use as a criterion of weldability and with a given class or series of steels for which the ductility under weld heat-treatment is known the test is entirely suitable. However, in studying a new steel the hardness survey is of less value, since it is based on the assumption that there is a correlation between hardness and ductility. Several attempts have been made to derive indices for weldabilityl and hardenability from the chemical analysis. In most of these proposals the effects of the different elements were considered to be additive, but recently Grossmann2 proposed a novel method of calculating the hardenability of a steel from its chemical composition. In the method proposed, a steel is considered as having a base hardenability due to its car- bon content and grain size, and this base hardenability is multiplied by a factor for each chemical element present. The final product is the hartlenability. The purpose of the present study is to point out the possible relationship between hardenability and the effect of welding on hardness and ductility for a number of plain carbon and low-alloy steels. The composition of the 25 steels reported in this paper as determined by chemical analysis is given in Table I. To eliminate the effect of variations in finishing temperatures, the 1/2-in. plates were normalized after heating for one hour at 1650°F. in a con-trolled-atmosphere furnace. The predominant sedimentary formations in Colombia are those of Tertiary age. They form the floor of the Magdalena Rivcr valley and the coastal plain that borders the Caribbean Sea: this is also true of the southern part of the narrow coastal belt of the Pacific coast.
