IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world's resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

The valuable mineral content of the current feed to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalcocite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0).

THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

THE experimental work herein described is presented in support of the following broad hypothesis: Conditioning of metals and metallic sulphides by amine collectors involves metathetic reaction at the solid surface between the collector and an oxidized metallic compound, to produce a coating comprising an amine-bearing compound of low solubility in the system. The type of reaction is different in acid and in basic solutions; both types may occur simultaneously in near-neutral pulps. EXPERIMENTAL The experiments comprise contact-angle tests with a variety of metals and metallic sulphides and extraction tests on ground chalcocite. Contact-angle tests were made principally on metals. Covellite paralleled metallic copper in amine solution at pH 8.8 (Table 3) and in alkaline water, but maintained an angle of about 70° in 10-3 HCl solution, where metallic copper lost its angle. The tests with anionic collectors (Table I) indicate that the behavior of metals in general is parallel to that of their minerals in anionic solutions. It is believed that this is generally true with cationic collectors also, but the covellite test is a warning against a broad assumption to this effect. All test specimens were mounted in Transoptic.* All tests in conditioning solution were preceded by a test in distilled water; cleaning and polishing were continued in every case until the angle in water was zero. Subsequent transfers into and out of solutions and test cells were made in such a way as to prevent exposure of the surface to air.1 The amine used was primary laurylamine, Armour and Co., AM-1120. It was used in the form of the hydrochloride, obtained by precipitation with gaseous hydrochloric acid from an ether solution of the amine, and purified by two recrystallizations from ether-alcohol.2 Inorganic and other test reagents were standard laboratory grades. [ ] Temperatures were not controlled; the probable range of test-solution temperatures is 65° t0 80°F.

N recent reports, Sully' and Beck and coworkers' I have advanced hypotheses concerning the formation of the phase. Both of these hypotheses are based on Pauling's theories of the electronic configuration of the elements of the first transition group. Sully considered that the number of electrons which can be absorbed in filling electron "holes" is the factor which determines whether or not the structure can form. Beck suggested that the presence of a certain concentration of electron "holes" is the controlling value. It can be shown that a similar criterion can be developed without making reference to Pauling's theories. Table I shows the elements of the first transition group and the incidence of the a structure in the binary systems of these elements according to the data presently available. Also appended is the number of electrons considered to exist in the 3d-4s levels of these elements. If the atomic percentages for the phase are listed as shown in Table 11, and if the number of electrons in the 3d-4s levels per atom is calculated for the a boundary values, the results are as shown in the last column. It can be seen that the numerical values are all in the vicinity of 7 electrons per atom. This is true also for the ternary Cr-Mo-Ni IT phase, which occurs in a system in which none of the binary compositions are known to develop the phase. In the Fe-Mo binary, the high temperature a phase, which occurs at a composition of 50 atomic pct of each element, also yields a ,;1 e of 7 electrons per atom. From inspection of Tables I and 11, it develops that any series of sequential numbers which is assigned to the elements under consideration will result in the numbers pertaining to a compositions grouping themselves around one specific number. It does not follow, however, that this random number necessarily has physical significance. Such a point has already been discussed by Hume-Rothery." One interesting point develops from this study, however, and that is the position of manganese with reference to the other elements and to the phase. In the system used here, the formation of phase is associated approximately with the value of 7 electrons per atom, which is also the number of electrons per atom that manganese has. Manganese, it will be recalled, exists in three different crystal forms, none of which are the usual, simpler metallic forms; on the other hand, elements just to the left of manganese (in Table I) generally have lower coordination-number structures (body-centered cubic) than do elements to the right of manganese (face-centered cubic). The contribution to a complex crystal structure by the interalloying of elements from opposite sides of manganese is significant in that the a phase is formed in binary systems including one element from each side of manganese, with manganese capable of participating with both sides. It is indeed an interesting coincidence that manganese, with 7 electrons per atom, solidifies in complex crystal forms, and that when alloys of the transition elements are made which have seven 3d-4s electrons per atom, they, too, tend to assume a complex crystal form. From the above, it might be deduced that the study of the a phase might be advanced by a critical examination of the element manganese and how its structure is affected by small additions of elements which change the 3d-4s electrons per atom number. The effect of fluid injection to control water coning in oil and gas wells was investigated. Analytical and model techniques were employed. The factors investigated were the position and length of the completion interval, the point of fluid injection, the viscosity of the injected fluid and the relative thickness of the oil and water sections. The resulting influence of these factors on the net producing water-oil ratio was determined. Several important conclusions can be drawn from the study. In general, it was found that the net producing water-oil ratio can be reduced by fluid injection. The magnitude of this reduction depended on the factors listed above. An important practical consideration is that the injection fluid may be either oil or water. If the injected fluid is less dense than the connate water of the reservoir, the fluid will not be lost. This fact is reassuring when valuable oil is being injected. Efforts to suppress water production were more successful when the injection fluid was more viscous than the reservoir oil, or when a zone of reduced permeability existed in the vicinity of the point of fluid injection. Under test conditions, little benefit was derived through the use of impermeable barriers or cement "pancakes". INTRODUCTION The occurrence of water coning has been known for at least 60 years. In thin oil or gas pay sections, the presence of an oil-water or gas-water contact hinders production and often causes early abandonment of the afflicted well if a completion is even attempted. Even when relatively thick pay sections are found, the encroachment of water when a water drive is present will eventually pose serious water coning problems. This water is often corrosive, expensive to separate from the oil or gas and is costly to dispose of. The theory of water coning has been discussed by a number of authors. 1,2,3,4 Briefly, water coning to the producing interval in a well is due to pressure gradients resulting from the production of fluid from the reservoir. These pressure gradients will cause a water cone to rise toward the bottom of the producing interval if a water-oil or water-gas contact exists. The tendency of the water to cone is offset or partially offset by gravity forces since the water has a higher specific gravity than the oil. A balance then exists between two forces, gravitational forces arising from the difference in specific gravities of the oil and water, and the pressure gradients causing the flow of fluids to the wellbore. If the pressure gradient exceeds the gravitational force, water coning to the wellbore occurs and water production results. Through the years considerable thought has been given to the water coning problem. More than 50 U. S. Patents have been granted to inventors on the subject. A relatively complete literature review of the water coning problem has been made. 5 A number of these patents hold considerable promise for the solution or the partial solution of the water and/or the coning problem. Very little has been written describing field tests of techniques for the suppression of water coning. A notable exception is the paperby West. 6 He reports success in reducing gas coning by a combination of gravel packing and oil injection above the oil-producing interval. He also describes a comparable method to prevent water coning, but provides no field examples. This study experimentally and analytically verifies the benefits of oil injection as a means of partially or completely suppressing the water cone. While the gas coning problem was not treated, it is anticipated that results comparable to those obtained in water suppression could be obtained with reduced oil injection since the viscosity contrast between oil and gas exceeds that between oil and water. For the purpose of this study, the conventional potential flow theory was applied to the water-coning problem. The experimental verification centered on both a radial and a linear model. The model study permitted the investigation of complex flow configurations and the use of fluids of differing densities and viscosities. No analytic expressions are available to permit a solution of the problem as stated (see Fig. 1).

THE history of flotation in America is very short, at least as far as the large-scale application of the process is concerned. It is remarkable how many important developments have taken place inn the last few years and are already being extensively utilized. What was new a year ago, seems almost commonplace now. For this reason it is with hesitation that I follow the suggestion: of Dr. Ricketts, President of the Institute, to describe the experiences of the Inspiration Consolidated Copper Co. with the flotation process. TESTS CONDUCTED IN SMALL TEST-MILL When the Inspiration company first decided to build a concentrating plant, nothing was known about flotation, and the process was to be gravity concentration pure and simple. Demonstration Tests Conducted by Minerals Separation Co. While plans were being prepared by H. Kenyon Burch (who had been intrusted with the design and construction of the concentrator) the Minerals Separation Co., a concern at that time little known in America, asked and obtained permission to demonstrate the value of its flotation process for Inspiration ore. As. a consequence, a small 50-ton flotation machine of standard design was added to the company's test plant and started to operate in the beginning of 1913. This marks the beginning of flotation at Inspiration. The results obtained with this machine, which was operated by members of the Minerals Separation staff, so far surpassed what this company anticipated that it was decided to continue flotation tests for this purpose, and two of the flotation experts of the Minerals Separation Co., I. L. Greninger and G. A. Chapman, were retained. L. R. Wallace, now superintendent of the Miami works of the International Smelting Co., was at that time metallurgist of the Inspiration company and in that capacity took an active part' in these tests. Great credit is due to him for his quick recognition of the possibilities of flotation.

1. Introduction.—The methods of production of sound steel ingots have been described in several papers read recently before this Institute. It was thought by Director Stratton, of the U. S. Bureau of Standards, and ourselves to be of sufficient interest and importance, as a further contribution to this subject, to compare the properties of rails rolled in one mill according to American practice, from several types of ingot of substantially the same chemical composition but cast by several processes; and to compare in considerable detail the properties of an ingot manufactured by the Hadfield special-feeding process and one of the usual type for rolling into rails. We are greatly indebted to F. W. Wood, President of the Maryland Steel CO., who made this investigation possible by kindly placing his rail mill at our disposal; and he and his associates at Sparrows Point did everything possible to make the experiment a success, including the execution of several of the tests and analyses. 2. Classification and Manufacture of Ingots.—Of the ingots used in this investigation, eight were made in Sheffield and furnished by Sir Robert Hadfield, and one was made and furnished by an American steel company,l as a comparison ingot, and was supposed to represent the usual type of ingot from which rails are made. The characteristics of the ingots are given in Table I. Ingots 1, 2, 3, and 4 were cast large end up and fed by the Hadfield method in the usual manner with charcoal and blast continued until the molten steel has set on the top of the head, say varying from 20 to 40 min. To ingots 1, 2, and 4 was added 0.1 per cent. aluminum, and to the nickel-chrome ingot, No. 3, 0.125 per cent. Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. This must be taken into account in plans for work in the country. While skilled workmen can be found it is to be noted that most of them have been trained

The discussion of this paper was not published by the Institute, having been referred to the American Society for Testing Materials, as these papers were again presented for discussion at the meeting of that Society at Atlantic Cit;, June, 1923. The result of these discussions is shown in the following abstract from the Committee A3 report on cast-iron specifications: During the past year, the adaptability of the tentative specifications for pig iron for the steel and the malleable foundry, in addition to the iron foundry proper, have been studied and suitable changes and rearrangements are being made which appear to cover the situation properly. In spite of the experience of foundrymen to the contrary, there is a persistent call from consumers of castinga for defixute compositions for given lines of castings. To respond to this call for information desired by the consumer—information every modern foundryman should have and guide his procedure with—the committee has requested the Sub-committee on General Cast!rigs to take up this matter with a view of constructing tables of analyses rang? for Important lines of foundry product. These analyses ranges however, are to be given as "recommendgd practice" and not intended for actual spkcification. In this way, the consumer of the foundry product will get the information he wants; the furnace-man will be gulded in the production of his pig irons to prepare for analyses ranges which are more closely standardized and have less of "freak" requirements made by Inexperienced metallurgists; and the foundryman will not be bound by chemical requirements he knows will not work out well with his particular reglonal supphes of melting stock. Doctor Moldenke's paper is published in full as it shows clearly the good results of the Institute's work in 1895 and a comparison of the same with the present knowledge of the metallurgy of cast iron—Bradley Stoughton, Chairman, Iron and Steel Committee. In MaRch, 1895, William R. Webster contributed a carefully prepared scheme for the study of the physics of cast iron to the American Institute of Mining Engineers at its Florida meeting. This summary of the interrelation of the chemical and physical characteristics of cast iron with the operations of daily foundry practice caused a wide discussion of the then little understood though universally used material. Mr. Webster has requested the author to bring the subject up to date and, while glad to comply, he must pay that with all the knowledge that has been gained in the quarter century that has passed since the subject was brought to the attention of the Institute—and we now are pretty familiar with cast iron in all its aspects—there is practically noth-

A recent investigation3 has indicated that this phase forms by an ordering reaction from the disordered fcc Pt(V) solid solution which is stable at high temperatures. olander4 has shown that there exists a close structural relationship between the orthorhombic B19 structure and a fcc structure possessing the L1 , (CuAu) type of atomic ordering. One may derive the B19 structure by a shear-like displacement of the atoms in the (002) plane of the ordered fcc lattice along the (010) direction through a distance equal to one eighth of the unit cell dimension, see Fig. 1, followed by an orthorhombic distor; tion of the cube axes such that a = 2.693A. h = 4.413A. and c =4.767A (estimated uncertainty 0.005A). Filings of this phase were produced by grinding a VPt alloy having the B19 structure with a diamond dental grinding disc. When these filings were subjected to X-ray diffraction examination, a pattern of a severely cold-worked fcc structure was obtained. higher solution temperature used (1200 C) or to a much lower oxygen pressure than he reported, due to transfer through many bends and tubes in his complicated apparatus. An interesting observation was made when an oxygen addition was attempted in a cylindrical sample of columbium in the cold worked condition rather than in the annealed condition. The interior of the sample re-crystallized during the oxygen addition at 900°C. The periphery, however. (1 mm) did not recrystallize. A similar sample without oxygen recrystallized throughout the entire cross section. It appears that the re-crystallization is hindered by interstitial oxygen. Presumably, the interior recrystallized before appreciable oxygen could diffuse into the core. This work was supported by the United States Atomic Energy Commission. When the filings were annealed in a high vacuum furnace for 15 min at 110O0C, however. they returned to the B19 structure perhaps as a result of reordering. Subsequent less-severe cold-working of these filings by grinding in a hardened steel mortar and pestle at room temperature produced a transformation into a cold-worked L1, structure which was slightly tetragonal. Thus it appears that the degree of deformation may influence the final structure. Considerable line-broadening was observed in X-ray diffraction patterns obtained from the cold-worked filings and therefore no attempt was made to obtain accurate lattice parameters. The specimen of glazy iron used for analysis was highly characteristic in appearance. It was made at one of the furnaces of the Glendon Iron Works, working a light burden of ore with a highly silicious cinder. There are very few records of analyses of this variety of iron. I have been able to find but the two given by Bell, and I add these to my analysis for comparison. Bell. 1. 2. Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

In drilling operations, attention generally is given to hole angles rather than to changes of angle, in spite of the fact that the latter are responsible for drilling and production troubles. The paper presents means for specifying maximum permissible changes of hole angle to insure a trouble-free hole, using a minimum amount of surveys. It is expected that the paper will result in a decrease of drilling costs, not only by avoiding troubles, but also by removing the fear of such troubles. SUMMARY, CONCLUSIONS AND RECOMMENDATIONS Excessive dog-legs result in such troubles as fatigue failures of drill pipe, fatigue failures of drill-collar connections, worn tool joints and drill pipe, key seats, grooved casing, etc. Most of these detrimental effects greatly increase with the amount of tension to which drill pipe is subjected in the dog-leg. Therefore, the closer a dog-leg is to the total anticipated depth, the greater becomes its acceptable severity. Very large collar-to-hole clearances will cause fatigue of drill-collar connections and shorten their life, even in very mild dog-legs. Another finding regarding fatiguing of collar connections in dog-legs is that rotating with the bit off bottom sometimes may be worse than drilling with the full weight of drill collars on the bit, mainly in highly inclined holes when the inclination decreases with depth in the dog-leg. Means are given for specifying maximum dog-legs compatible with trouble-free holes. An inexpensive technique proposed is to take inclinometer or directional surveys far apart; then, if an excessive dog-leg is detected in some interval, intermediate close-spaced surveys are run in this interval. The application of the findings should result in a decrease of drilling costs, not only by avoiding troubles, but mainly by removing the fear of such troubles. The result would be much more frequent drilling with heavy weights on bit, regardless of hole deviation. Because of errors inherent to their use, presently available surveys are not very suitable for detecting dog-legs. There is a need for instruments especially adapted to dog-leg surveys. Crooked hole drilling rules should fall into two distinct categories—(1) those whose purpose is to bottom the hole as desired, and (2) those whose purpose is to insure a trouble-free hole. Three kinds of first-category rules in usage today are as follows. 1. A means to bottom the hole as desired is to prevent the bottom of the hole from being horizontally too far from the surface location; this may be achieved by keeping the hole inclination below some maximum permissible value such as, for instance, 5. 2. Another means to achieve the same goal is to limit the rate at which the inclination is allowed to increase with depth. A frequently used rate is 1/1,000 ft. In other words, a maximum deviation of l° is allowed at 1,000 ft, 2 at 2,000 ft, 3 at 3,000 ft, etc. 3. Whenever application of the first two means precludes carrying the full weight on bit required for most economical drilling, then the best course is to take advantage of the natural tendency of the hole to drift updip, displace the surface location accordingly and impose a target area within which the hole should be bottomed. This method has already been successfully applied,'.' and its usage probably will become more frequent in the future. Means for calculating the amount of necessary surface location displacement are avail-able.3'5'6 If in high-dip formations the full weight on bit should result in unreasonably great deviations, the situation could be remedied by increasing the size of collars and (if needed) the size of both hole and collars,351 or in some cases by using several stabilizers. Rules which would fall into the second category (i.e., rules whose purpose is to insure a trouble-free hole) are seldom specified today. It is vaguely believed that following Rules 1 and 2 of the first category will automatically prevent troubles. Actually, this is not true. If at some depth the only specified rule is that the hole inclination must be less than 4", the hole may be lost if the deviation suddenly drops from 4 to 2, or if the direction of the drift changes, etc. Rule 3 of the first category is generally used in conjunction with a rule belonging to the second category, namely, that the hole curvature' (dog-leg severity) must not exceed the arbitrarily chosen value of 1½ /100 ft. Moreover, when using this rule, the industry is not clear over what depth intervals the hole curvature should be measured. All this results in a frequent fear

EARLY in November attention was focused on the interchange of views between Paris and Wash- ington with respect to the proposed examination of Germany's capacity to pay. It appeared finally that the limits imposed by the French were too narrow and consequently the conversations were discontinued. In Germany there were stirring events. Hitler, with Ludendorf in the open, attempted a coup d'etat in Bavaria, but failed quickly and ignominiously. The former crown prince re-entered Germany, with the sanction of the republic, and took up his abode at his castle in Silesia. On Nov. 13 Chancellor Stresemann informed repre-sentatives of the Rhineland and the Ruhr that those territories thenceforth must shift for themselves politically, economically and financially, the federal treasury being no longer capable of caring for unem-ployment in the occupied territory. This was equiva-lent to putting the burden of supporting the people of that region upon. France and Belgium. There have been negotiations toward the creation of a Rhenish-Westphalian state, independent of Prussia, but under the sovereignty of the Reich. Failing to receive a vote of confidence at the end of this month, the Stresemann Ministry resigned. President Ebert considers it may be necessary to create a government independent of Parliamentary authority. The Ruhr Industrialists have signed an agreement with France until April 15, 1924 by which they have agreed to pay back coal taxes for the first ten months of this year, and deliver 18 per cent. of their production as reparations until the expiration of the agreement. The British government found itself in a precarious position with respect to support and a dissolution of Parliament was announced, with a general election to occur early in December.
