WE the undersigned, being all persons of full age and citizens of the United States, and a majority residents of the State of New York, desiring to form a corporation pursuant to the provisions of the Membership Corporations Law for the purpose of incorporating, as provided in Section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining Engineers, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows: I. THE subject of fuel-briquetting has attracted much attention on the part of engineers and investors for the past 15 or 20 years, and especially in recent years, during which a number of plants have been built, with more or less commercial and technical success. Our technical literature contains numerous descriptions of certain processes, and discussions of the industry in general. For a history of the development of the art in the United States, and for descriptions of many of the processes which have been tried, reference may be made to the files of our Transactions, and, for more recent information, to a paper by C. T. Malcolmson, read before the First Annual Convention of the International Railway Fuel Association in June, 1909. The purpose of the present paper is to describe the briquette-plant of the Solvay Process Co. and the Semet-Solvay Co. at Detroit, Mich., which, after a period of long and costly evolution, is now operating satisfactorily on a commercial basis. I believe that it will be of interest to some of our members to have the details of operation, lower-consumption, labor, etc., as worked out on a practical and commercial scale in a going operation. The briquette industry has had a somewhat checkered career in the United States, and much the larger portion of the failures has been due entirely to commercial causes. It seems axiomatic to say that before undertaking the installation of a plant for manufacturing briquettes it is necessary that the local situation should be carefully examined : First, to determine the kind of briquettes, if any, the local market will consume; that is-to say, whether the available fuel-supply is such that briquettes would be a welcome addition, and whether the most promising field is the industrial or the domestic market. The relationships between collector and mineral, activator and mineral, and activator, collector and mineral will be considered herein. We propose to criticize current theories of flotation but we will not repeat the many pertinent arguments presented by Wark and Cox28 in 1937 in which the "chemical" or more strictly the "solubility" theory proposed by Taggart and co-workers22 is shown to be untenable. Recently Taggart, Arbiter and Kellogg24 have studied the long-chain aliphatic amines as collectors and have attempted to resuscitate the solubility theory for these particular collectors. Dean and Ambrose3 have felt that "we stumble over words" when we distinguish different mechanisms of adsorption. Our view is that nothing is more stultifying to the development of a science than attempts to force widely different phenomena into one classification. This oversimplification leads immediately to difficulties in the interpretation of results. Experimental Procedure The response of minerals to activator and collector was determined by "captive-bubble" tests. The methods of preparation of specimens26 and of testingin have been previously described. Results from captive-bubble tests were confirmed by flotation tests in glass-stoppered cylinders.26 The full lines shown in the figures relating solution composition to contact (flotation) distinguish solutions in which contact (flotation) is possible from those in which it is not. The curve is derived by successive approximation and the accuracy is ±o.2 pH units and ±5 mg. per liter of collector or depressant. Solution compositions for which it was shown experimentally that contact or flotation is possible are marked by a circle, those for which it is not possible by a cross and those for which it is doubtful by a cross within a circle. It is assumed that at all other solution compositions within (without) the curve, contact or flotation is possible (not possible). After testing in the collector solution, the mineral was removed, washed, and tested by the captive-bubble method in water, or floated in a cylinder with frother only. In this way the composition of solutions in which a mineral was conditioned but in which properties of the collector solution prevented contact or flotation can be defined. The composition of solutions in which conditioning was possible lie between the full and broken curve, the experimental results being indicated on the figures by a square. The curves show the limits of composition of solution in which flotation in a cell would be possible. Many factors other than those considered in these tests determine recovery or grade of a given mineral in practice.

During a recent phase study of a natural gas, two stable equilibrium liquid phases were observed at temperatures below —200°F and pressures above 200 psi. This paper reviews the published literature on the occurrence of multiple equilibrium liquid phases and presents analytical data for the vapor and two equilibrium liquid phases of the liquefied natural gas at five experimental conditions. In addition, data for 30 conditions of two-phase equilibria are included. INTRODUCTION The low-temperature phase behavior of gases, most of which contained helium, has been investigated in the laboratories of the Helium Activity for many years. Since 1952, experimental studies of these systems have been continuous as part of the research program at Amarillo, Tex. Because of their value to private industries interested in participating in the Helium Conservation Program, several "Open File" reports containing phase equilibria data for heliurn-bearing natural gases have already been released by the Helium Activity. A paper containing information on the general phase behavior, operating criteria and extensive vapor-liquid data for two helium-containing systems was recently published.2 Additional publications presenting experimental data on the phase relationships of various gas systems are now in process and will be available in the near future. PREVIOUS EXPERIMENTAL WORK Although the formation of multiple liquids has been reported for various systems, to our knowledge this paper is the only substantiated evidence of a vapor-liquid-liquid equilibria in a naturally occurring gas. In 1940, Vink, Ames, and others13 reported the presence of two liquid phases in a hydrocarbon system consisting of mixtures of crude oils, solvents and natural gas. Eilerts and co-workers; published data on the recombined fluids from a gas-condensate well. This condensed gas, containing approximately 76 per cent methane and 24 per cent ethane-plus, exhibited two distinct liquid phases. Weinaug and Bradley 14 observed "unusual" phase behavior in a reservoir mixture. These workers postulated that the anomalous phase behavior was due to the "imminent formation of a second liquid phase". Botkin, Reamer, Sage and Lacey 1 studied two California crude oils that exhibited multiple phases. Kohn and Kuratal0 recently reported two equilibrium liquid phases in the methane-hydrogen sulfide system. Roof and Crawfordl1 and Eakin, et a16 also have reported experiments with binary systems that formed two stable equilibrium liquid phases. APPARATUS AND PROCEDURE A U. S. Bureau of Mines Phase Equilibrium Apparatus was used in conducting this study. The apparatus and procedures employed in its operation have been previously described3 and will not be repeated in detail ill this report. Briefly, the apparatus consists of a windowed cell which can be maintained within ±0.5°F for temperatures between room temperature arid -320°F. Pressure within the cell can be maintained within 0.1 per cent of gauge reading up to 800 psig. Equilibrium vapor and liquid samples are obtained in special containers4 for analysis by a mass spectrometer. Although the accuracy of the analyzer is about ±0.1 mol per cent, the reproducibility of the phase-equilibrium apparatus is considered relatively poor. Values reported from methane and nitrogen are considered accurate to ±l.0 and ±0.6 mol per cent. Data for ethane-plus in the vapor are accurate within 0.2 mol per cent; liquid-phase data for this aggregate compolnent are accurate within 1.5 mol per cent. For helium in the vapor phase, the analytical data are accurate within 0.2 mol per cent; liquid-phase analyses for this component were obtained by the charcoal adsorption method described by Frost8 and are accurate within 0.006 mol per cent. All of these references to the accuracy of reported values are conservative estimates based upon a statistical treatment of reproducibility data obtained with the apparatus.

The ever increasing array of information concerning the measurement of the effect of the welding process on the properties of a steel is an indication of the tremendous effort that is being expended in this field. The methods that have been considered may be divided into two groups: first, those that measure directly the effect of welding on the ductility of a steel, and, second, those that observe the change in some property, such as the hardness of the heat-affected zone, and assume a direct correlation between this change and the resultant ductility. The nick-bend test is a direct method designed for studying the effect of welding on the ductility of a steel. The test specimen (Fig. I) consists of a bar cut from a plate with a bead weld on the surface. The specimen is prepaxed with a saw-notch placed so as to restrict deformation to the heat-affected zone under the bead weld when tested as a static bend. Failure is caused by rupture of the low-ductility metal in the heat-affected zone. The angle at maximum load is used as an index of the effect of the welding process on the material. In the development of the nick-bend test considerable scatter was noted in some of the results, although the agreement of duplicate specimens welded at the same time and tested consecutively was excellent. Upon further investigation it was found that the change in ductility was dependent upon the interval of time between the welding operation and the testing of the specimen. For the six steels of Fig. 2, the angle at maximum load in lour cases was doubled and in one case was tripled. All steels that have been studied show an improvement in the angle of bend for longer intervals between welding and testing. This same behavior has been found in weldability tests using the Navy T-bend

By 1959 the milling plant of Bicr oft Uranium Mines Ltd. had been in operation for two years. During this time many changes, both physical and chemical, had been made in an effort to improve plant efficiency. Investigational work had been facilitated greatly by the fact that the Bicroft mill consists to a large extent of two parallel circuits; however, the number of interrelated variables is great, and it is difficult to measure, let alone control, all of them simultaneously. The Bicroft mill staff feels that much progress has been made, but there is much yet to be done and many questions still to be answered. The Addendum outlines noteworthy developments to the fall of 1960. The property of Bicroft Uranium Mines is located in Cardiff Township in the Highlands of Haliburton County, southeastern Ontario, some 140 miles northeast of the city of Toronto and 70 miles due north of Lake Ontario. The ore-bearing dikes are classed as mafic. nonsegregated, syenite and granite pegmatite. Microline, microline perthite, quartz, sodic plagioclase, and pyroxene or biotite are the main constituents with uraninite, uranothorite, fluorite, titanite, cryolite, calcite, pyrite, pyrrhotite, and molybdenite as important accessories. The mill was designed for a nominal capacity of 1000 tpd with all sections except grinding, leaching, and clarification capable of 1500 tons. Feed was entered to one mill unit on Oct. 29, 1956, and to the second parallel line on November 13. The total feed rate was at 1000 tpd on November 15. The first precipitate was produced on November 12. By August 1958 the average entry had been increased to 1410 tpd without the installation of any additional major equipment. The overall recovery has been greater than 93.0 pct on several months, but a recovery of 92.5 pct appears to be most economical. Operating time for eight months in 1958 has been 97.1 pct although all grinding mills were relined during this period. A generalized flowsheet is shown in Fig. 1 and the plant layout in Fig. 2. The ore is crushed in three stages to -3/8-in. and then is wet ground in two stages to approximately 50 pct -200 mesh. The pulp is thickened to 68 pct solids and agitated by air for 33 hr at a pH of 1.9 as maintained by the addition of 93 pct sulfuric acid. Separation of the uranium-bearing pregnant liquor from the residue is accomplished by five-stage countercurrent decantation (CCD), following which the liquor is clarified for removal of fine slimes. The clarified liquor is treated in the ion exchange equipment in which both the upgrading of the solution and the removal of some impurities is accomplished. Addition of magnesia to the high-grade eluate from ion exchange precipitates the uranium as sodium-magnesium diuranate. After being filtered and dried this precipitate is packaged in drums for shipment. The residue from CCD and the barren solution from ion exchange are neutralized by the addition of lime and pumped to the tailings disposal area. CRUSHING All crushing is done on surface in a conventional three-stage unit consisting of a 36x48-in. Birdsboro Buchanan jaw crusher, a 4 1/4-ft standard Symons cone crusher, and a 4-ft Symons shorthead. Both the two primary and the two secondary screens are 4X 8-ft Symons rod decks. Moisture content of the feed ranges from 3 to 4 pct. In the initial installation the primary screens were equipped with 5/16-in. rods at 1 1/4-in. spacing and the secondaries with 5/16-in. rods at 1/2-in. spacing. With this arrangement the average crushing rate was better than 180 tph. To reduce the work required of the grinding circuit as tonnage was increased, several changes were made in the crushing circuit. By September 1957, both secondary screens had been reduced to 3/8-in. spacing, and rod size had been reduced to 3/16-in. to provide increased open area. Average throughput was reduced to 160 tph. Later, 50 pct of one primary screen was decreased to 1/2-in. opening to better balance the load between the two cone crushers. In May 1958,

Planning quarry operations and control of the quality of rock materials at Hudson Cement Co. at East Kingston, N. Y., are special problems because of multiple uses for the stone and the great structural complexity of the rocks. Problems have been largely solved by detailed geologic work. These geologic studies have paid dividends in long and short range planning, in assessment of reserves, in vastly reduced cost of chemical analyses, and in reduced drilling costs. Limestones of the Hudson Valley outcrop along the Hudson River from Albany to Kingston. Old established cement companies are located just south of Catskill and just east and southeast of Hudson, N. Y. The new Atlantic Cement plant is being constructed at Ravena. Hudson Cement located at East Kingston, is a newcomer and is closest to the New York metropolitan area (Plate I).

The present publication is a continuation of the work on gas analysis described in a paper presented before the Institute of Metals Division year ago.' While that paper was largely descriptive in character dealing with the various parts of the apparatus and method of operations the present one gives numerical data obtained as a result of a series c experiments with iron-carbon alloys. The apparatus and the method applied are essentially the same as previously described, changes bein only in minor details. Attention should be called to the fact that in the present work we ar dealing with the gaseous mixtures obtained as a result of vacuum meltin of various ferrous alloys. It should be understood that when the term "degasified sample" and "products of degasification" are used, the refer to the sample remaining after the vacuum fusion of the alloy an the gaseous products removed therefrom, respectively. The write does not wish to create the impression that the metallic products of thj process are absolutely free from any gaseous elements, nor that the gase obtained are present as such in the original sample. These two point are not yet definitely known and are subjects for future investigatior The point, however, which has been established beyond doubt, i that all the gases dealt with come from the metallic charge and ar present either in the charge as such, or are produced as a result of chemic: reactions going on within the charge. The suggestion that the gases an due to the reactions between the metallic charge and the refractor materials has no valid basis. General Procedure A series of iron-carbon alloys was prepared in a magnesia-line graphite crucible placed in a high frequency laboratory furnace open t the atmosphere. It is well known that different forms of carbon show differences in chemical behavior under apparently identical conditions. It is fairly well known that these differences persist, although to a lesser degree, in a single group of carbons, such as the anthracites of Pennsylvania. It is the purpose of this paper to show the extent of these variations for Pennsylvania anthracites from actual quantitative measurements of the amount of carbon dioxide reduced under the standardized test conditions employed. As the amount of carbon dioxide reduced to the monoxide (under comparative conditions termed, for convenience, the "reactivity") is important in combustion, gas production and metallurgy, it is hoped that this paper will be a useful contribution to the store of knowledge on these subjects. In carrying out the investigation, considerable time and thought were spent in obtaining what seemed to be the best possible design of apparatus. The next step consisted in making a number of trial runs on the same sample, varying temperature, particle diameter, etc. and then outlining a standardized procedure to be followed in testing all samples. Fifty anthracites were tested. As a matter of interest, some 10 miscellaneous samples were also tested. The data show initial reaction temperatures (abbreviated I.R.T.), reaction velocity constants at 900" and 950" C., some effects of added substances, and a few additional tests designed to throw some light on the causes of differences in reactivity. The sample of charcoal, as was anticipated, proved to be easily the most reactive of any sample tested. The anthracites as a group came second. The five samples of gas and by-product cokes, obtained from five different coke manufacturers, came third, and a single sample of Rhode Island anthracite ranked fourth, with respect to reactivity as above defined. Although the five coke samples do not necessarily represent the average market coke, and five samples constitute a rather small number of samples to serve as a basis for comparisons, the fact that none

Recent work on borate deposits near Kramer in the extreme southeast corner of Kern County, California, is of special interest because of the information it seems to give concerning the mode of origin of the borate minerals colemanite and ulexite, especially when considered in conjunction with the valuable clue to the mode of origin of colemanite in its present known deposits given in a paper by W. F. Foshag,1 of the United States National Museum. Colemanite is found in or near original deposits of ulexite, from which it is supposed to have been derived by a change in the character of the ground water or rate of its movement or both. Indications that an alteration of this sort had produced colemanite were first recognized by the writer2 in specimens collected in the Kramer district in 1920, and sent to W. T. Schaller, at U. S. Geological Survey, for identification. The identity of the two borate minerals in these specimens was suspected when collected but not at once determined, but the relations of the minerals as seen in the specimens seemed to afford a manifest clue to the origin of the deposits. Similar specimens were obtained by the writer from deposits in Death Valley soon after he had examined the deposits near Kramer. After studying the specimens submitted to him Dr. Schaller wrote as follows: " I have finally positively identified the boron minerals you sent me with your letter of Sept. 27. SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:

The correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. Bushell.2 The following abbreviations will be used: A.E., average error; P.E., probable error; S.W.R., size-weight ratio; B.S.I., British Standards Institution. Section 1.—Cost It has often been stated that the cost of sampling should bear some relationship to the value of the product, and since coal is a relatively cheap raw material it would be a major error to specify, for ordinary commercial purposes, elaborate and costly methods of sampling which nobody would adopt. IT appears now that the conflict with the totalitarian states will be a long-drawn-out struggle. The course of this war up to now indicates that this may well be the first major conflict where man power has not been the vital and determining factor. Mechanized warfare has made it possible for relatively small, well-equipped groups to outmaneuver and defeat large armies which lack the necessary modern equipment. Under these circumstances, ultimate victory becomes a matter of resources and productive ability. The important question is not how many soldiers can he put into the field, but the volume and speed in producing the armaments essential to ensure a victory. The resources available to the opposing nations and the efficiency of their systems of enterprise and production will be primary factors in determining the ultimate outcome. Germany had a head start of eight years in the armament race, and it is not easy to overcome such an advantage overnight.

THE Institute assembled in the rooms of the Geographical Society at the Cooper Union, Tuesday evening at 8 P.M. President Raymond called the meeting to order, and introduced Mr. Abram S. Hewitt, who welcomed the Institute to New York. President Raymond, in behalf of the Institute, replied. The President then read the following report of the Council for the past year. The Council respectfully report that the American Institute of Mining Engineers has held four meetings-at Wilkes-Barre, Bethlehem, Troy, and Philadelphia, respectively-all of which have been well attended, and socially and professionally most successful. The proceedings of these meetings having been published in the Engineering and Mining Journal, and sent to all members and associates, are sufficiently well known. Forty-Bur papers, by twenty-six authors, have been read. These papers embrace a wide range of subjects, and prove the practical character of the proceedings of the Institute. The finances are in a satisfactory condition. By the report of the Treasurer it appears that $1290.10 have been received, $519.90 expended, and that $770.20 now remains in the treasury exclusive of fees for 1872. This fund, it is hoped, will be so increased by voluntary subscriptions as to enable us before long to issue a volume of our most important transactions in a permanent form. The Council has made a favorable arrangement with the Scientific Publishing Company, publishing the Engineering and Mining Journal, by which that journal became the organ of the Institute for the first publication of the proceedings, papers, and notices to members. This arrangement it is proposed to continue through the present year unless the Institute shall otherwise direct. I t is not intended to supersede the publication of an annual or occasional volume, but to maintain an interest in the Institute, and to serve the convenience of members while our funds do not permit a more ambitious publication.
