NOT only is your toastmaster silver-tongued in his references 'to myself, but he is also quite in the habit of "saying it in silver." I have analyzed with some care his statistics of the world's silver production, which have been distributed here along with the menu, although frankly from the point of view of most of us, the distribution rather than the production of silver is of immediate concern. Unlike the performers by whom we have been entertained between courses, the rest of us on the program will have to do without costume or musical accompaniment, which as my friend Rains can testify puts an artist under severe strain. I am entitled by right of office and of precedent to receive your attention for ten minutes. The Governor, who appears on the program as a speaker; however, has asked me for five minutes of my time, and Senator Thomas has insinuated that he would appreciate one-half of the remainder, wherefore, I must ask your close attention to the very brief remarks that I am able to make under such restricted circumstances. To begin with, I want you to believe that I am approaching the task set by your toastmaster with misgivings. In looking over the Institute records relating to the Salt Lake City meeting of 1914 for some precedent as to what I ought to say, I found but one reference-and that of the following indefinite char¬acter-" and Friday night there was a hilarious banquet to 350 members and guests."

(San Francisco Meeting, October, 1911.) I. THE FRITZ ENGINEERING LABORATORY. TEE Fritz Engineering Laboratory was built under the direction of John Fritz, and presented by him to the University. A view of the building, looking east, is shown in Fig. 1. . The building was started in 1909, and completed in 1910, although all of the equipment was not placed until later. Mr. Fritz gave his personal attention to the details of construction and equipment, and it was his custom to drive over every day to the University from his home in Bethlehem, and spend some hours watching the work, offering suggestions, making changes, and planning new work. The result is a building and an equipment which embody his practical ideas. The laboratory structure is of the steel mill-building type, of light-colored brick, 91 by 114 ft., of which a section is shown in Fig. 2 and the floor-plan in Fig. 3. The steel frame carries the roof and traveling crane-way. Ample light has been provided by numerous windows in the side and end walls, in the clerestory, and by a skylight, 84 ft. long and 9 ft. wide, in the north roof. The main aisle of the building is 49 ft. 2 in. between centers of crane-columns, and has a clear height of 40 ft. The remainder of the width is taken up by two side aisles, 18 ft. high. The laboratory consists of four sections: (1) A general testing-section, containing the testing-machinery, a small machine shop, and an office; (2) a cement-testing room; (3) a room for making and storing concrete test-specimens; (4) a hydraulic section.

Cast-steel runners, while not interesting from a commercial standpoint, furnish valuable material for microscopic study. Folcyl found not only the usual ingot structure, but zones of Widmannstättian structure, which he explains as due to differential crystallization. The writer, in examining nickel-steel runners, found a type of pro-eutectoid ferrite that is unusual and most probably new. The runner in question was 8.75 cm. (3.5 in.) in diameter and analyzed at its center 2.69 per cent. nickel and 0.350 per cent. carbe a and at its edge 2.62 per cent. nickel and 0.359 per cent. carbon. Th macrostruc-ture, which is the usual type, is shown in Figs. 1 and 2, which are a cross-section and the longitudinal surface, respectively. Slight segregat'ion of ferrite can be seen near the center of the segment and at other points near the edges of polyhedral grains. Stead's reagent brings out the dendritic structure within the grains as shown in Figs. 3 and 4. This texture is what would be expected of such a steel. Figs. 5 to 10 show the peculiar swirls of pro-eutectoid ferrite, the finding of which prompted this paper. These swirls, or eddies, if such a term can be applied, occur in all parts of the runner and in all parts of the individual grains. The upper left-hand figure shows this ferrite at a grain boundary; the middle left-hand figure shows the inner portion of a grain; and the lower left-hand figure shows these swirls at the edge of a grain which is also the outer edge of the runner. Straight-lined ferrite associated with swirls is found in the areas of Figs. 11 and 12. The texture of the carbon-bearing constituent of the runner is shown to some extent in Fig. 12, the pearlite being very fine or sorbitic. Higher magnification does not bring out any new features either in the peculiar ferrite or in the pearlite. Figs. 13 and 14, at 240 diameters, show the curved and straight-lined ferrite.

IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

THE bulk of natural phosphates is comprised of calcium phosphates, which are usually apatites;1 calcium aluminum phosphates such as pseudowavellite;2 and aluminum phosphates, which occur in extensive deposits, notably on Grand Connetable Island.3 Nearly all deposits of current commercial value are apatite, often with admixed material of other classes. In the trade coarsely crystalline material, mainly fluorapatite of igneous origin, moves as apatite, whereas the fine-grained material of sedimentary origin is marketed as phosphate rock. The latter classification includes the phosphate shales in western North America. Although several genetic varieties of phosphate rock are recognized,4 most known reserves are of marine origin. Calcium phosphate is concentrated from Florida land pebble and Florida hard rock deposits and from Tennessee brown rock deposits. Phosphate Rock as a Fluorine Carrier: More than two decades ago Reynolds and Jacob surveyed the fluorine content of commercial phosphate rock from various parts of the world.3,5 Later these samples were reanalyzed by a new and more reliable method of determining flourine.6,7 The revised results with interim additions of new samples, published a few years ago in a brief summary,' are shown in Figs. 1-3. Through the points representing the respective varieties of rock medial straight lines are drawn. In some instances the lines are well defined by the points; in others, where scattering renders the position of the best line uncertain, the greater weight is given points near the end of the covered range. Wherever distinct varieties are not recognized among regional deposits the custom is to identify the sample with the geographical location of the deposit.

THE method of making coke that has been adopted at the Kaiping and other collieries in northern China resembles, to some extent, the familiar bee-hive oven process of the United States, except that a kiln with permanent sides is used instead of a closed oven, and the products of combustion are drawn off at the bottom, In building coke-kilns in China, two circular holes, 8 ft. 6 in. in diameter at the bottom and 13 ft. in diameter at the top, are excavated in the ground, both being .connected at the bottom by a flue as shown in Fig. 1. The sides and bottom of the kiln are lined with fire-bricks, and covered with a layer of fire-clay, and a rectangular opening, 6 in. by 8 in., connects the bottom of each kiln with the main flue. Around the edge of the hole, and overlapping the lining, is a wall of fire-brick extending .2 ft. 6 in. above the level of the ground. An open space 5 ft. wide is left in this wall, through which the coal is carried into the kiln and the resultant coke removed. This space, of course, is bricked up during the time that the coking operation is being carried on. The wall is pierced with nine flue-openings uniformly placed around the circumference, each intervening space in the wall being strengthened with a brick buttress, as is shown in Figs. 2 and 4. The floor of the kiln, as well as the main flue, is lined with fire-brick. Before charging the coal, it is first placed in shallow bamboo sieves, 2 ft. in diameter, and immersed in a trough 10 ft. long, and 3 ft. wide, fed with pit-water; in which it is washed by hand. Fig. 3 shows the manner in which the washing is done. From 25 tons of good " dust" coal, 22.5 tons of washed coal are obtained. The effects of adding 0.025 volume fraction of uniformly dispersed Tho2, particles (particle size -380A) to iron have been examined. The two-phase alloy is shown to have a lower transition temperature and higher cleavage stress than either the base metal or a solid-solution alloy (Fe-3Si). Enhanced cleavage resistance is thought to be a consequence of particles limiting the effective slip distance of dislocations and thus the ability of Pile-ups to act as stress concentrations. Further calculations predict that the highest cleavage strengths are attained with uniform dispersions, where the particle size is kept small (-250A) and the volume fraction is relatively large (-2 to 3 pct). ALTHOUGH a fine dispersion of second-phase particles is known to impart strength to an alloy, the possibility that it might also impart ductility has only recently been explored. Outstanding progress has been made in the production of ductile tungsten alloys containing Tho21,2or (Hf, Zr)C,= but the contribution of the dispersion to ductility has neither been optimized nor fully analyzed. The basis for such an analysis has now been developed1,5 and is discussed briefly below. Experiments on iron are also described that attempt to isolate one of the possible ductilizing mechanisms and test its effectiveness. In analyzing these experiments, it is important to remember that cleavage obeys a stress criterion, and that either a lower ductile-to-brittle transition temperature or a higher cleavage stress is evidence of enhanced resistance to cleavage. DUCTILIZING MECHANISMS Slip Blockage. Cleavage fracture of polycrystals may be initiated at the intersection of a slip band (or twin) and a neighboring grain or a large (-1 to 5 µ) particle. The slip band generates a stress concentration at its head, and either the grain boundary fractures, the particle fractures, or cleavage is initiated in a neighboring grain. Experimental evidence for this viewpoint is found in metallographic studies8-8 and from the observation that cleavage is usually preceded by yielding.8-11 The potency of a slip band as a stress concentrator

By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

SAFER, cheaper, and faster sinking of mine openings seems to have been realized with the completion of a borehole 5 ½ ft. in diameter and 1208 ft. deep, in Minnesota, during 1938. Moreover, as the opening is to be used solely for ventilation, its circular cross section, smooth walls and freedom from fire hazard recommend it in comparison with the usual timbered shafts of rectilinear cross section. It should be pointed out that a drill hole sunk without the use of explosives frequently will stand open without support, whereas a shaft sunk by standard procedure using dynamite usually must be timbered because of the wall-shattering effect of explosives. The saving in maintenance resulting from the elimination of timber is obvious. The work was done by Pickands Mather & Co. at its Zenith mine, Ely, Minn. This company wanted a ventilation opening capable of delivering 50,000 cu. ft. of air per minute to the fourteenth level, 1200 ft. below the surface. While several general articles1-3 have described the method used, detailed time and performance records have not been presented before. Moreover, with a method as new as this, it is important to compare the results attained under widely varying conditions. Among the new conditions faced at Ely were some extremely hard rock, a series of vertical fractures, seepage water, and some long stretches of sound rock which, combined with excellent equipment, gave a chance to operate without unusual delays. Developments in boring large holes have generally taken the obvious course of increasing the size of the equipment, a line of attack that has resulted in putting down 3-ft. diameter holes at damsites for studying the foundations4 and in drilling ventilation openings between levels at Butte.5 Such drills operate from the collar of the hole, and the power from the drill is transmitted to the cutting tool through drill rods or pipes. In order to keep down the volume of rock that must be ground to sludge, the cores in large-diameter drilling are made as large in diameter as possible. The effect of fluid viscosity on the classification of solids in a liquid-solid cyclone was investigated. The separation size was found to be proportional to Additionally, it was found that the prediction of flow rate through a cyclone is dependent on a Reynolds criterion. Above a critical value, the flow can be predicted by a simple equation, whereas, below this value a variable orifice coefficient must be introduced. INTRODUCTION The solid-liquid cyclone is widely used as a device for classification, thickening, and heavy media separations. The more important variables and how they affect the performance of a cyclone are known and have been the subject of several investigations.' In general, these studies have paid little attention to the viscosity and those which have, introduced it through Stokes settling considerations. Systems which contain appreciable amounts of swelling clays exhibit viscosities much greater than water, and in these systems the viscosity term becomes important in determining the separation size. The work described here was done to determine in a Newtonian system the dependence of separation size on viscosity. BACKGROUND The separation size for a cyclone classifier has been related to the parameters of the cyclone by an equation of the form: where a is probably between 1.3 and 1.5, ß is between 0.50 and 0.57, and 6 has a theoretical value of 0.5. where y has a value between 1.8 and 2.0. Although these relationships are empirical, equations that differ only in the exponents have been derived from theoretical considerations. Those interested in the origin of these equations are referred to some of the original work.6,7 MATERIALS AND PROCEDURE The laboratory apparatus used in this study is pictured diagramatically in Fig. 1. Feed slurry was pumped from an agitated 15-gallon plastic tank by a centrifugal pump driven by 3/4 hp motor. The static pressure of the feedstream and thus the pressure drop through the cyclone was measured on a gage located as close to inlet of the cyclone as possible. There hare been made at one or two places in Ohio, during the last year or two, some irons of rather unusual phosphorus-percentages. The first of these which I had occasion to examine came from Moxahala Furnace, in Perry county. The furnace was built originally to smelt an ore found in large deposits near its furnace in the " black band" horizon. The deposit was easily exposed by simple stripping;" it was from six to eight feet thick, being a blne carbonate ore, very free from silica. This ore yielded, on analysis, from two to 3 per cent. of phosphorus, when carefully sampled. The furnace company had trusted entirely to old analyses made on "outcrop" ore, well weathered, and received all other results with indifference. The result of the first run of the furnace was an iron in large whitish-gray crystals, and so brittle that it could be pulverized in a mortar. This iron contained 4.90 per cent. phosphorus. A limited quantity only was made, which was gradually disposed of as a great ('softener" to foundries. The Moxahala Furnace was subsequently run on Lake Superior ore mainly. The second case of such iron occurred last summer at Mt. Vernon Furnace. A deposit of what was locally known as "Hallelujah" ore, was opened for the furnace. This ore was a blue carbonate, similar to the first-described. The iron made was pure tin-white in color, and showed large crystals without a trace of the grain of ordinary pig-iron. It was sopposed at the furnace to be spiegeleisen, and was sent to me to be

ThE Youngstown Sheet & Tube Co. has produced a large tonnage of 0.35 to 0.45 carbon forging steel, the acceptance of which was based on the physical properties of test specimens obtained by forging the original 5 3/4-in. (14.5 cm.) square bloom to a 3/4-in. (1.9 cm.) round. Annealed and tempered specimens were required. The test bars were annealed by heating from 900" to 950' C. and cooling slowly in mica. The test bars were tempered by heating to 825' to 875" C., quenching in water, and drawing to 515" to 535" C. Immediately after heat treatment, the test pieces were machined to a diameter of 0.534 in. (1.38 cm.) and tested. Very good physical properties were obtained and no difficulty was experienced in meeting the specifications called for. UlTimate Strength.. Elongation, Lb. pER Sq. In. PEE Cent.. in 4 In. The method of testing this material required that test blooms be either normalized or annealed. The normalizing consisted in heating to 850" to 900" C. and cooling in still air; the annealing, in heating to 850" to 900" C. and cooling in the furnace or in mica. From the treated bloom, the test pieces were taken either by core drilling or by sawing from points midway between the edges and the intersection of the diagonals. The cores or blocks were turned to a standard 2-in. test piece with a diameter of 0.564 in. and tested without further treatment. The physical requirements of the test pieces were: yield point, pounds per square inch minimum, 44,800; ultimate strength, pounds per square inch, 89,600 to 112,000; elongation, per cent. in 2 in. not less than 17. Difficulty was encountered as soon as work on this material was started. Many precautions and refinements were instituted but it was found very difficult to secure the required elongation.

ALTHOUGH the committee appointed by the President of the American Iron and Steel Insti-tute, to consider the twelve-hour day work in the steel industry and report conclusions and recommenda-tions, has made a very careful and painstaking study of the facts and figures developed, it is not yet ready to make what it would designate a final report. Apparently the underlying reason for the agitation which resulted in the appointment of this committee was based on a sentiment (not created or endorsed by the workmen themselves) that 'the twelve-hour day was an unreasonable hardship upon the employees who were connected with it; that it was physically injurious to a large percentage of the employes; and that it interfered with family associations essential to the welfare of the children; that for these reasons it was, in a sense, opposed to the public interest. TWELVE-HOUR DAY NOT NECESSARILY INJURIOUS Whatever will be said against the twelve-hour day in the steel industry, investigation has convinced this committee that the same has not of itself been an injury to the employes, physically, mentally or morally. Whether or not, in the large majority of cases, twelve-hour men devote less time to their families than the employes working fewer hours is perhaps questionable. A part of the manufacturing of iron and steel is necessarily continuous. Therefore, practically, there must be two shifts of twelve hours or three shifts of eight hours. The workmen, as a rule, preferr the longer hours because it permits larger compensation per day. It is asserted with confidence that there is less phys-ical work, as a total per day, and less fatigue from the work of the twelve-hour day in the steel industry, than pertains to the large majority of the eight-hour men. This is because in the former case there are more rest periods during the twelve hours on duty.

Exploration for new pools of gas in the Oriskany sand and continued exploitation of areas already known to be productive in that sand were the main features of petroleum activity in West Virginia during 1938. To a considerable extent the exploration program resulted in failure, but the extension of former areas was eminently successful. Throughout the state, in general, less drilling was done than in 1937. According to the West Virginia Department of Mines, only 631 permits to drill were issued, as compared to 1034 in 1937. The account of operations, as reported by trade journals and other sources, shows that 766 wells were drilled, resulting in 131 oil wells with 1609 bbl. of daily production; 484 gas wells with 1,232,216,000 cu. ft. of daily open flow; and 151 dry holes. Several discoveries indicate new pools of oil and gas; and several extensions of old gas pools have been made. In spite of a decreased number of total wells, the figures for new gas and oil are both larger than in 1937. The new oil average is 12.3 bbl. per well per day; the gas average is 2,545,900 cu. ft. per well per day, the ratio of dry holes to completions is 19.71 per cent. No general attempt was made to discover new pools of oil. A continued low price, coupled with reduced takings, combined to make drilling unattractive. The principal oil wells completed, by counties are: Boone, 6; Calhoun, 10; Clay, 7; Gilmer, 5; Kanawha, 5; Lincoln, 7; Pleasants, 13; Ritchie, 32; Roane, 6; Tyler, 7; and Wirt, 14. Production for the year, according to the Oil and Gas Journal, was 3,724,750 barrels. The leading counties in gas, with the number of successful wells in each, are: Boone, 16; Braxton, 13; Cabell, 47; Calhoun, 29; Doddridge, 10; Gilmer, 55; Kanawha, 127; Lincoln, 18; Ritchie, 29; Wayne, 19; and Wetzel, 26. Production for the year is estimated as 150,000,000,000 cubic feet. Pipe-line construction, which was extensive in 1937, was insignificant in 1938. Exploration was not as active as in 1937. Field prices of both oil and gas have severely declined.
