The following pages summarize the causes that led to the suggestion of unit operation of the paloma field, the organization of com-mittees, preparation of the Paloma Operators Agreement and the reasons for rejection of the plan. Introduction Long ago an Austrian physicist observed that under certain conditions the condensation of a liquid from gaseous mixtures resulted from pressure reduction. Some 50 years later he would have known that his research was not in vain. He would have seen a group of serious operators and engineers seeking to apply that principle to a conservation . program for unitized production in the Paloma gas field—but he would also have been saddened to see that forces unsympathetic to the application of science in oil production, with little or no appreciation of modern methods and the advantages of cooperation, so far have prevented the adoption of that program. Soon after the Paloma field was discovered it was realized that all the hydrocarbons in the reservoir existed in the gaseous phase. This condition was confirmed over a large area. Therefore, if the field was to be properly exploited with the greatest ultimate recovery of condensate, the hydrocarbons in the reservoir must be produced in the single or gas phase. They must be cautiously extracted with the least possible reduction of the natural pressure. If this could be accomplished, or if artificial pressure control were utilized, the condensation and underground loss of the valuable distillate would be preventable—otherwise it would not be. Wholehearted cooperation of all oper-ators was required in order to accomplish the conservation purposes of the program. To this end the production engineers of the several companies concerned lent their time and talents. They fully investigated the physical relationships of the products within the complicated gaseous mixture, prepared extensive reports on the subject and drew up a reasonably efficient plan of operations, which now is commonly called the "Paloma Unit Plan" but actually was entitled "The Paloma Operators Agreement." All of the engineers were not in perfect agreement on all the features of the plan, or even on all the engineering principles. However, it is safe to say that on all the important or essential factors there was a unanimity of opinion, particularly as to the objectives. These were fairly simple and reduce to one controlling item, "pressure control" by cycling or recycling. Organization The principal operators initiated the program by calling a meeting of all the lessees in the area, at which an organization was perfected, known as the "Paloma Operators Committee." THE first method of working coal mines in the middle western states, more particularly in Illinois, Indiana and Missouri, was by means of the so-called single-entry method. In this method a single main passageway, or entry, was driven in the coal seam. with no parallel passageways, and from this pas-sageway or entry there were turned at intervals sim-ilar cross-passageways or entries, and from these cross-passageways, if the coal seam worked lay fairly horizontal, rooms were turned right and left. These crude methods of working were followed when the com-panies opening the mines were small and of very limited capital, and when the demand for coal was small and irregular. The principal desire was to produce coal in the short-est possible time and at the cheapest price. The chief evil resulting from such method of working was de-fective ventilation, although there were other serious drawbacks. There were then few or no good mining laws and no restrictions on those operating the coal mines. The hours of labor were long, the wages low, and the miners accordingly worked hard. All the coal was either sheared or undercut with a pick by hand. Very little solid shooting and no machine mining was done. What little air entered the mine, openings was introduced through the entries or. headings and thence conducted through the rooms by means of curtains; in many cases, as the workings became more exten-sive, the number of curtains added so materially to the mine resistance that ventilation was extremely in-efficient. Shots were fired by the miners at any time during the working shift and consequently there was more or less powder smoke or fumes in the mine work-ings all day long. Moreover, the working days were much longer than at present. The fine, dry coal-dust falling from the miners' picks while they were shear-ing or undercutting the coal filled the mine atmosphere and was taken into the lungs of the mine employees.

MOTT and Hainesl have summarized the available techniques for the examination of aluminum and some anisotropic metals under polarized light. Many of these techniques are rather complicated and cumbersome. This note presents a simplified procedure for using polarized light to obtain information about the crystallographic orientation of any particular grain in a magnesium alloy. Since other hexagonal metals are more anisotropic than magnesium, similar methods might well be applied to them. Ernst and Laves2 produced a double-refracting layer on magnesium alloy specimens by SuCCeSSiVe etches in solutions of perchloric acid in alcohol, magnesium perchlorate in perchloric acid and alcohol, and calcium and magnesium carbonates in water. They examined their specimens under polarized light and were able to determine the direction of the hexagonal axis in any particular grain from a measurement of the extinction behavior of that grain. The disadvantages of their technique were the complexity of the etching procedure and the explosive hazard of the perchloric acid-alcohol solutions. Results equivalent to those of Ernst and Laves were obtained in this investigation after etching specimens for 6 to 8 sec in an acetic picral solution containing 100 parts 6 pct picral, 10 parts distilled water and. 5 parts acetic acid. Discussion of the paper of EDWARD G. NORTON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 93 to 102. G. D. HARRIS, Ithaca, N. Y. (communication to the Secretary *).¬Since I have on several occasions1 expressed at length my general views on this interesting subject, it seems fitting that I endeavor here to comment as briefly as possible on a few points suggested by the paper. Doubtless you all know of the rather extensive publications of Lachmann on mid-European salines and his scarcely successful, attempt to make the phenomena presented by our domes fit. into his "Exzeme" theory based on studies of European phenomena. This paper is a most welcome indication that scientific America is very much alive to the difficulties that have been encountered in attempts already made to explain the origin of the salt domes in the lower Mississippi embayment region. Praiseworthy, too, is the attempt to explain these phenomena by agencies still in operation. I may, perhaps, be permitted to state here that a former student of mine, and co-worker in Louisiana, A. C. Veatch, is now interested in the Algerian region, where it would seem similar dome-phenomena are to be found, and hopes may well

On June 25, Herbert C. Hoover and General Pershing were honored by Oxford University with the degree of Doctor of Civil Law. The ceremony was held in the Sheldonian Theater. It was the culminating feature of the annual L Ecnaenia, or commemoration exercises. Both General Pershing and Mr. Hoover were greeted-heartily when the group filed into the theater, the great audience rising as the distinguished visitors entered and proceeded to their .places on the rostrum. Others upon whom. the degree was conferred were Baron Makino, head of the Japanese Peace Conference delegation; Marshal Joffre of France, Vice Admiral Sir David Beatty, Field Marshal Sir Douglas Haig, Major Gen. Sir Henry Hughes Wilson, Chief of the British Imperial Staff, and' Vice 'Admiral' Sir Rosslyn Wemyss, First Sea Lord. Former Premier Orlando, of Italy, and Premier Ignace Paderewski, of Poland, received the degree by proxy.

BORN on Sept. 9, 1855, in the city of Spalato, Dalmatia. Austria, Antonio Francisco Luchich was the son of Francis Stephen Luchich, a prosperous shipbuilder and ship-owner of Lesina. His mother, Johanna Giovanizio, was known to the people of Trieste as a woman of unusual learning and piety. After receiving his high school training in Trieste, Antonio Luchich entered the Polytechnic Institute at Gratz in the year 1875, graduating two years later as an engineer. He then entered the Naval Academy of Fiume and Pola as a Midshipman, receiving his commission as a Lieutenant in 1878. In 1879, then 24, Antonio Luchich obtained a leave of absence from the Austrian Navy and came to Saginaw, Mich., to visit an uncle. He remained in this country and on May 4. 1885 at Norfolk, Va.. he became Anthony Francis Lucas. an American citizen.

The surface tension of solid silver is measured by a refinement of the Udin, Shaler, and Wulff technique. The tests were made in a purified helium atmosphere at four different temperatures and various times. The average of the results is y = 1140 + 90 dynes per cm for the range 875° to 932°C. A SUCCESSFUL measurement of the surface tension of solid copper was reported by Udin, Shaler, and Wulff.' They performed experiments on copper held in vacuum within 100°C of the melting point. At these temperatures, the creep rate in 5 and 3 mil copper wires was sufficient to permit determination of a balance between the contractile force of surface tension and the extending force of small copper weights joined to the end of the wire specimens. By suspending a series of variously weighted specimens and measuring the change in a gage length during the test, the balancing applied load could be found. This point of zero strain is a measure of the surface tension. The mathematical formulation of this gives: w = r y [1] where w is the weight for zero strain; r, the radius of the wire; and y, the surface tension. The superconducting behavior of Nb-Ti alloys containing 40 and higher wt pct of Nb and variable oxygen content was studied as a function of thermomechanical processing. Critical current density (Jc) us applied transverse magnetic field (H) data were obtained for 0.010 in. diam wires at 4.2° Kin steady fields up to 120 kOe. The precipitate responsible for increase in Jc in each of the alloys studied was related to niobium and oxygen content. In alloys containing 40 to 60 wt pct Nb with less than about 1600 ppm of oxygen, w precipitation in the range 350° to 450°C appears to be responsible for the maximum value of Jc observed. In alloys of higher oxygen content (-2500 ppm), the oxygen-enriched a phase which precipitates in the temperature range 450° to 550°C is a more effective fluxoid pinner. Maximum Jc in low oxygen (350 ppm) 80 wt pct Nb alloys was achieved by 600°C aging heat treatments. Measurements of resistive critical field also reflect the changes in composition accompanying precipitation in these alloys. It is well known that the superconducting critical current density, Jc, of solid solution superconducting alloys can be increased by precipitation heat treatments.1-4 The precipitate, to serve as an effective superconzlucting fluxoid pinner and increase Jc, must be of proper size and spacing.' Its electronic properties must also be different from those of the matrix.6 As in age-hardenable systems, optimum temperature and time of aging are dictated by the composition and history of the particular solid-solution alloy under consideration. The alloy diagram of Ti-Nb7-9 shown in Fig. 1 is typical of ß-stabilized Ti alloys. Precipitation to achieve high Jc in Ti-Nb and Ti-Ta alloys is usually carried out in what is believed to be a two-phase a + ß region.1,2,4,10 Previous work on Ti-Nb4,11 and on other ß-stabilized systems such as Ti-V, Ti-Mo,12-14 has shown, however, that the first precipitate to appear is not necessarily (Y. Under specific conditions the meta-stable w phase is precipitated instead. A further complication arises in such alloys from the strong influence of contained oxygen on the phase stability and on the kinetics of precipitation.15,16 The superconducting critical current density of Nb-Ti alloy containing less than 36 wt pct Nb has been studied by Vetrano and Boom1 and Kramer and Rhodes.4 The most effective aging temperature was found to be about 425°C; fluxoid pinning was attributed to the precipita- tion of a by Vetrano and Boom and of w by Kramer and Rhodes. Although the latter workers used recrystal-lized material and the former cold-worked, studies carried out in our laboratory lead us to believe that the type of precipitate responsible for increased Jc is unaffected by prior cold-work.17 That other types of precipitates may also be effective, especially in higher oxygen-containing alloys, has been demonstrated by Reuter, et al.2 in this laboratory with the aid of electron microscopy. Reuter et al. found that at an aging temperature of 600°C, fee-TiO is precipitated, resulting in high values of Jc. Even higher values of Jc were observed after heat treatment at 500°C, but the precipitate could not be indexed as fee-TiO. Whether the precipitate was oxygen-rich w or a could not be clearly distinguished. The work nevertheless indicates that appreciable amounts of oxygen alter the nature of the phases precipitated at different temperatures, at least in alloys containing more than 36 wt pct Nb. Since such compositions are more readily worked into suitable wire than lesser niobium content alloys, it was decided to study the response to aging of the alloy compositions reported in the present paper with the hope of clarifying the effect of composition on the precipitation processes responsible for high values of Jc. I. EXPERIMENTAL Nb-Ti alloys containing 40, 50, 60, and 80 wt pct Nb were prepared by are-melting 35 g ingots of iodide crystal bar titanium and electron-beam melted niobium.

It is estimated that world consumption of petroleum, its products and related fuels during 1935 will reach an all-time peak of 1,592,000,000 bbl. —about 5.4 per cent higher than in 1934. Demand increased within the United States approximately 6.1 per cent during 1935 and in foreign countries about 4.1 per cent. The figures in Table 1 indicate that during the past five years world's production of crude petroleum and related fuels exceeded demand every year and that the aggregate difference is approximately 239,000,000 bbl. The supply in the United States exceeded consumption by some 134,000,000 bbl. over the same five-year period, while outside the United States the excess over demand is shown to be 105,000,000 bbl. Table 2 combines the excess production in the United States with its favorable balance of exports over imports, showing that the United States has reduced its storage over the five years by about 132,720,000 bbl., and indicates that, including its excess of imports from the United States, the rest of the world may have an unfavorable balance of some 371,000,000 bbl. over the five-year period. Such difference in foreign countries is largely due to increase in stocks, and partly at least remains in our imperfect knowledge of consumption statistics as an unfavorable balance. Table 3

A rational approach to the selection of the appropriate perforator to use in each specific zone of an oil well is presented. The criteria presently in use for this choice bear little resemblance with actual down-hole condilions. These environmental conditions affect the elastic properties of rocks. One of these elastic properties, acoustic velocity, is suggested as the leading parameter to adopt for the choice of a perforator because, being currently measured in the natural location of the formation, it takes into account all of the effects of compaction, saturation, temperature, etc., which are overlooked in the laboratory. Equations and curves in relation with this suggestion are given to allow the prediction of the depth of perforation of bullets and shaped charges when an acoustic log has been run in the zone to be perforated. INTRODUCTION When an oil company has to decide on the perforator to choose for a completion job, I wonder if it is really understood that, to date, there is no rational way of selecting the right perforator on the basis of what it will do down-hole. This situation stems from the fact that the many varieties of existing perforators, bullets or shaped charges, are promoted on the basis of their performance in the laboratory, but very little is said on how this performance will be affected by subsurface conditions such as the combination of high overburden pressure and high temperature, for example. The purpose of this paper is to show the limitations of the existing ways of evaluating the performance of perforators, to show that performances obtained in laboratories cannot be extended to down-hole conditions because the elastic properties of rocks are affected by these conditions and, finally, to suggest and justify the use of the acoustic velocity of rocks, as the parameter to utilize for the anticipation of the performance of a perforator in true down-hole environment. EVALUATING THE PERFORMANCE OF A PERFORATOR It is natural, of course, to judge the performance of a perforator from the size of the hole it makes in a predetermined target. Considering that the ultimate target for an oilwell perforator is the oil-bearing formation preceded in most cases by a layer of cement and by the wall of a steel casing, the difficulties begin with the choice of an adequate experimental target material. For obvious reasons of convenience, the first choice that came to the mind of perforator designers was mild steel. This is a reasonable choice for the comparison of two perforators in first approximation. Mild steel is commercially available in a rather consistent state and quality, and is comparatively inexpensive. The trouble with mild steel is that it represents a yardstick very much contracted; minute variations in depth of penetration or hole diameter and shape may be significant though difficult to measure. The penetration of projectiles in steel being a function of the Brinell hardness of the steel (Gabeaud, O'Neill, Grun-wood, Poboril, et al), it is often difficult to decide whether to attribute a small difference in penetration to a variation on the target hardness or to an actual variation on the efficiency of the projectile. Another target material which has been widely used for testing the efficiency of bullets or shaped charges in an effort to represent a formation—a mineral target as opposed to an all-steel target—is cement cast in steel containers. This type of target, although offering a larger scale for measuring penetrations, proved so unreliable because of its poor repeatability that it had to be abandoned by most designers. The drawbacks of these target materials, and particularly their complete lack of similarity with an oil-bearing formation, became so evident that a more realistic target arrangement was sought until a tacit agreement was reached between customers and designers of oilwell perforators on a testing target of the type shown on Fig. 1. This became almost a necessity about seven years ago because of the introduction of a new parameter in the evaluation of the efficiency of a perforator, the well flow index (WFI). The WFI is the ratio (under predetermined and constant conditions of ambiance, pressure and temperature) of the permeability to a ceitain grade of kerosene of the target core (usually Berea sandstone) after verforation. to its vermeabilitv before perforation. The value of this index ;or the present state if the perforation technique varies from 0 to 2.5, the good perforators presently available rating somewhere around 2.0 and the poor ones around 0.8, There is no doubt that, to date, the WFI type of test is by far the most significant one for comparing perforators. In a paper presented to the American Institute of Mining Engineers, September, 1904, entitled uImprovements in the Mechanical Charging of the Modern Blast-Furnace,"' I showed the great fault of mechanical charging-devices to be that the materials charged by the dumping of the skip were separated, the coarse materials having high velocity, and the fine, low— thus giving paths of low resistance through the stock in the furnace, which resulted in unequal distribution of the furnace-gases, unequal reduction, slips, scaffolds, irregular cutting of the inwall, "of" iron, and increased fuel-consumption. I showed how this could be prevented by rotary distribution, through which the irregular distribution in one layer charged is compensated by charging the subsequent layers from succeesively varied positions of the charger, and becomes practically eliminated when the angle between two successive positions is a little more or less than an even fraction of a full circle. Of all the devices then on the market, the nearest approach to the ideal arrangement was found in the Brown distributor, a full description of which was given. MORE improvements have probably been made in the diamond-drill field in the past decade than were accomplished in the entire prior period since diamond drilling was discovered in 1864 by a French engineer named Leschot. True, machines were improved, and new accessories were adopted from time to time up to 1929, but no radical changes were made. The basic principle instituted during the early years of the industry were still in use in 1929. At that time, practically the only diamonds used were "black diamonds" or "carbon." These came from Brazil through a rather round- about route, and by the time they got to the drilling trade their cost was excessive-$175 per carat and even higher at the peak. Perhaps because of this. or perhaps because of increased competition, the industry sought ways to reduce expenses even in the face of constantly increased labor costs due to higher wages and reduction in hours worked. The solution seemed to rest in two things-use of a cheaper cutting medium to replace the carbon diamond and the development of new machines to drill faster and thus produce more hole per shift of operation.

EARLY investigators1-4 reported that additions of beryllium to silver caused embrittlement. The in-termetallic phases which are now known to exist5,' were not known at the time. Solidification appeared to occur by a simple eutectic reation.4,7 (The primary beryllium-rich phase appeared globular, when the liquidus temperature was near the melting point of pure beryllium, and angular when the liquidus was much lower; in discussion of Sloman's work,4 it was suggested that this difference was due to an intermetallic compound which was not revealed by the polishing technique.) In the investigation reported here, it was found that if the compounds now known to exist were avoided, certain beryllium-silver alloys containing large amounts of the primary beryllium phase possessed sufficient ductility to be cold formed. Alloys containing 14 and 20 at. pct Ag were prepared from vacuum-cast beryllium containing 1.0 to 1.2 pct impurities and silver, 99.99+ pct pure. The elements were melted together by induction in beryllia or alumina crucibles under argon at less than 1 atm pressure. The cooling rate was adjusted by regulating the temperature of the melt and by reducing the power to zero without stopping the water flow in the induction coils, which were in contact with the crucible. Ingots were about 0.75 in. in diam with a grain size of 0.12 to 0.25 in. Microscopic investigation of transverse or longitudinal sections of an ingot cast from a temperature well above its melting point showed that, in general, the compounds did not form, presumably because of rapid cooling; the alloys consisted of beryllium-rich particles in a silver-rich matrix as shown in Fig. 1. A eutectic structure was not observed, probably .due to the low beryllium concentration of the eutectic composition and eutectic divorcement. Within a given grain, the small globules of the primary phase were all oriented in the same direction, as indicated by examination under polarized light; the orientation varied from grain to grain. This suggested that the globules were branches of the same dendrites. A thin ring around an ingot often contained this constituent. When this compound was present in large quantities, or the silver segregated so that large regions occurred with the beryllium-rich globules in contact, sections from the ingot were brittle. When the compound was initially absent, it was possible to carry out reductions in thickness of 50 pct by cold rolling with only limited edge cracking; failure did not occur until reductions of 80 pct. A typical cross section after cold rolling is shown in Fig. 2. After simple bend tests, microcracks were found; these apparently were difficult to propagate in the two-phase structure, as the specimens continued to behave in a ductile manner after the cracks appeared. Similar cracks would probably be closed during rolling. It is apparent in Fig. 2 however, that the primary beryllium particles undergo extensive plastic deformation. It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

We can only agree with the inter-relationship he has emphasized between grading, specific gravity and unit weight. Uniformity in these characteristics helps to assure good concrete. Mr. Barneyback says the design of lightweight concrete mixtures "is a complete mystery to most engineers". He is wholly right in his evaluation of our ability generally to put together a concrete using lightweight aggregate. A study of the references he has appended will yield little comfort in the matter of proportioning. Much remains to be done in this area of concrete. We believe Mr. Barneyback has treated the subject, though briefly, in an excellent manner.

THE Leadville tunnel, a Bureau of Mines project designed to unseal Colorado's rich but flooded lead, zinc, and manganese mines, is still being advanced, although the work is encountering severe difficulties. Work on the tunnel, begun in 1943, was dropped for lack of funds in 1945, and started again last September. The tunnel is one of the nation's toughest mining jobs. Fifty firms and individuals, who were asked to bid on the job of continuing be- yond the 6600-ft mark, didn't even answer. The work was finally taken over by the Utah Construction Co. of Salt Lake City. Since last September, the face has been moved 1000 ft closer to the flooded Leadville district mines, and to the hoped-for length of 17.300 ft. Some apparent success has already been noted, with an unusual decline in the water level in some major mine shafts reported this winter.

Western Talc Company, Inc., with headquarters in Los Angeles, Calif., has just completed an extensive modernization and expansion program at its talc mine near Tecopa, Calif., and at its talc and clay mills at Dunn Siding, Calif., the nearest rail shipping point to the mine. The basic objective of the program was to provide facilities necessary to produce 300 tpd of a wide range of ground talc and clay grades for the ceramic, paint, paper, rubber and other industries. In the planning of the program every effort was made to provide a system which would permit a high degree of quality control and uniformity of the finished products, along with efficient operation. Several years ago, R. T. Vanderbilt Co., Inc. purchased Western Talc Co. after a comprehensive investigation of its properties, including an extensive diamond drilling campaign. Western Talc's properties embraced a number of claims in the Resting Springs mining district in the northern part of San Bernardino Co. and the southern part of Inyo Co., Calif., some seven miles southeast of the town of Tecopa. Operations by the original company were started on a small scale in 1913 and production from that date to the time of purchase of the company by Vanderbilt is estimated at 250,000 tons. The major part of this output was sold to the ceramic wall tile industry.

Crude oil stocks were some 10,000,000 bbl higher on June I, 1947, than at any time during 1946 but the extremely heavy refinery runs the last half of 1947 cut crude inventories to approximately the 1946 closing level of 225,000,000 bbl. Many refiners were seriously short of crude oil during the year. This shortage was reflected in numerous advances in the posted price of crude, justified in part as an incentive for more production but more generally due to competitive bidding. Some purchasers of crude, endeavoring to keep their plants running, resorted to the payment, either directly or indirectly, of premiums above the posted price. Another common practice employed by some suppliers of crude oil was to demand refined products in exchange or trade for their raw material. The refined products picture has darkened in spite of record throughputs. Stocks of gasoline and light and heavy fuel oils were uncomfortably low at the beginning of the year and were in general still lower at the close. The rationing of some products, principally gasoline, to dealers and stations? initiated during the year, gained momentum as stocks continued to diminish. The emphasis placed by the manufacturers of oil-burning equipment on the convenience and economy of heating with oil, together with the tight situation in coal, has developed a tremendous demand for burning oils. Consumption of liquefied petroleum gas for domestic and household fuel had more than doubled in 1946 over 1943, and the demand seems to be limited only by the ability of the equipment builders to furnish necessary storage. transportation, and burning equipment. The supply situation is likely to become more acute in 1948. Demand for petroleum products is being pushed to new heights not only by the unprecedented domestic market but by a sudden and drastic upswing in estimates of military and governmental requirements. Additionally, oil exports are running far below the volume requested, amounting to less than forty percent in a recent quarter, and export licenses are reportedly being approved on the basis of urgent need *only. AX recent White House release sees little likelihood that estimated requirements of the sixteen nations participating in the proposed Marshall Plan can be met in full over its projected life—1948 to 1951. Present demand dictates maintenance of refinery operations at the highest possible level and the Bureau of Mines has forecast daily average crude runs in 1948 of 5,265,000 bbl. The Economics Advisory Committee of the Interstate Oil Compact Commission recently estimated the 1948 demand for petroleum products at nearly 6 pct above 1947. They further estimate daily average crude runs of 5,375,000 bbl in 1948, some 2 pct higher than forecast by the Bureau of Mines. Projected demand exceeds supply to the extent that Capitol Hill is reportedly investigating ways of enabling oil companies to act in concert without danger of antitrust prosecution, such as elimination of crosshauls, pooling of products, and lowering of octane.
