One of the interesting features connected with the great continental uplift, which formed the table land of Mexico, is the great depth to which oxidation and secondary enrichment of orebodies occurred. This table land lies at altitudes ranging from 4000 to 7000 ft. (1219 to 2133 m.) above sea level. Several cases could be cited of oxidized zones in copper and lead mines which reached depths of upward of 1500 ft. (457 m.) below the surface, and it is universally admitted that the oxidized zone in a mine is limited by the permanent water level. Mexico, however, like many other countries in which deserts occur, is visited at rare intervals by tremendous floods, which sometimes cause variable water levels over long periods. The following cases bear out the idea, and lead to interesting conclusions of commercial value. My paper demonstrates that carbonates of ores may occur below water level and sulfides above, and I will endeavor to explain the causes of the phenomena in certain specific instances. The desirability of bringing about greater uniformity in specifications governing iron and steel is generally recognized, and has found expression within recent years, in the efforts of numerous technical societies in that direction. When the International Association for Testing Materials was organized at Zurich in 1895, a committee was appointed, charged as follows: " On the basis of existing specifications, to seek methods and means for the introduction of international specifications for testing and inspecting iron and steel of all kinds." The American representation on this international committee consisted originally of five, and now of eight members. In view of the magnitude and importance of the subject, the Executive Committee of the American Section of the International Association for Testing Materials, since incorporated as the American Society for Testing Materials, appointed a committee of 34 members, including the American members of the above-named international committee, to frame standard American specifications for iron and steel. This committee reported on specifications for (1) Structural Steel for ridges and Ships; (2) Structural Steel for Buildings; (3) Open-Hearth Boiler-Plate and Rivet-Steel; (4) Steel Rails; (5) Steel Splice-Bars; (6) Steel Axles; (7) Steel Tires; (8) Steel Forgings; (9) Steel Castings ; (10) Wrought-Iron. These specifications were designed to be fairly representa-tive of the best current American practice, and were adopted by letter-ballot of the Society in August, 1901. The leading engineering societies have participated at various times in the discussion of these specifications and have lent valuable assistance through the appointment of special committees on like, or closely related, subjects. It has been suggested that grain boundary motion during creep is a two-stage process, i.e., sliding followed by migration. Wienbergl found alternate sliding and migration of aluminum tricrystals tested in shear. He concluded that curves of grain boundary sliding (G. B. S.) vs time were not reproducible from specimen to specimen. Couling and Roberts,' who worked on polycrystalline magnesium, found that sliding and migration were interdependent. They were able to correlate the amount of sliding with the number of sliding-migration cycles, i.e., the amount of migration observed metallographically. Rhines, Bond, and Kissel found that the curves of grain boundary sliding vs time were spasmodic but they did not find any migration of the boundary. Some recent creep tests on bicrystals of high-purity zinc (99.99 pct) help to elucidate the role of grain boundary migration in the G. B. S. process. The plan for establishing relations of American industry with national labor on a definite basis so closely follows the channels of the efforts of Engineering Council, principally in the classification and compensation work, that it is of special interest to the engineering profession. The principles laid down under the following headings are about to he submitted to a referendum vote of the membership of the Chamber of Commerce of the United States. These principles were prepared by a special committee of the Chamber of Commerce after a long period of study of the entire subject of industrial relations. 1. Industrial enterprise, as a source of livelihood for both employer and employee, should be so conducted that due consideration is given to the situation of all persons dependent upon it. 2. The public interest requires adjustment of industrial relations by peaceful methods. 3. Regularity and continuity of employment should be sought to the fullest extent possible and constitute a responsibility resting alike upon employers, wage earners, and the public. 4. The right of workers to organize is as clearly recognized as that of any other element or part of the community. 5. Industrial harmony and prosperity will be most effectually promoted by adequate representation of the parties in interest. Existing forms of representation should be carefully studied and availed of in so far as they may be found to have merit and are adaptable to the peculiar conditions in the various industries. 6. Whenever agreements are made with respect to industrial relations they should be faithfully observed. 7. Such agreements should contain provision for prompt and final interpretation in the event of controversy regarding meaning or application.

A perspective is presented of the steel plant sulphur distribution and elimination problem from coal to liquid steel ready for teeming, giving distributions of sulphur over a range of coke sulphur content, and some methods of sulphur control, in the blast furnace, external desulphuriza-tion between blast furnace and open hearth, distribution between fuel, slag, and metal, and methods and limitations of control of sulphur in the open hearth furnace. AS a part of the 1951 AIME symposium on sulphur in steelmaking, it was thought that a discussion of the distribution of sulphur throughout the whole series of operations, from coal and ore to finished steel ingots, might have some value in giving a perspective on the whole problem. The following discussion is an attempt to present such an overall picture. The order is that of the actual plant operations, beginning with a very brief consideration of the coking process. Sulphur in Coal and Coke Since by far the largest source of sulphur entering the steelmaking cycle is in the coal used to make coke for the blast furnace, it would seem reasonable to eliminate some of it, either from the coal, or the coke, or during the coking process. This has appeared impracticable up to the present, at least, for two main reasons: the low activity of the organic sulphur in either coal or coke, and because of price limitations involved in treating a low cost material such as coke. A variable portion, usually M or less, of the sulphur is present in coal in the form of pyrites or similar compounds, and a large part of this sulphur may be removed in the coal washery. Most of the sulphur, however, is normally present as "organic" sulphur, intimately associated with the coal structure. Its distribution prevents any separation by mechanical means. Its low activity makes improbable ' any rapid chemical removal, although hydrogen will remove sulphur from both coal and coke. Thus, prolonged recirculation of coke oven gas in the coking process would tend to leave a smaller percentage of the total sulphur in the coke residue. Table I shows a typical distribution of sulphur from coal into products in the coking process. As the sulphur in the coal increases, the sulphur in the coke tends to increase in about the same proportion. Sulphur in the Blast Furnace The best picture of the situation in the blast furnace is provided by a sulphur balance of raw materials entering, and of products leaving, the furnace. The difficulties in accurate weighing and sampling of the variable solid materials entering this process, and the number of hours required for the raw materials to descend through the furnace under variable operating conditions, make it difficult to obtain an accurate balance. However, balances made over periods of weeks or months tend to average out some of these uncertainties. Table I1 presents three typical sulphur balances similar to a number that the writers have calculated. In most of these the slag volume calculated from the sulphur balance is, in some instances more, and in other instances less, than the value corresponding to the best input and output balances of the other slag constituents (lime, silica, alumina, etc.). Probably the greatest source of error in these calculations is the sulphur content of the slag. Despite some possible inaccuracies the balances of Table II show rather definitely the following points: 1—That 87 to 95 pct of the total sulphur input is in the coke and 95 to 97 pct of the total sulphur output is in the slag. Also, that if any sulphur leaves the furnace with the gas it is relatively small, amounting to a possible 1 pct or less. 2—At the lower sulphur coke level of 0.86 pct the total amount of sulphur charged is 15 Ib of sulphur per ton iron increasing to 26 lb per ton at the higher sulphur, intimately associated with the coal struc-rare burdens containing sulphur-rich ores will the total sulphur burden fail to be nearly proportional to the content in the coke used. 3—The 7 to 9 pct of the total sulphur input from the limestone of furnaces B and C is due to the relatively high sulphur content of the stone, 0.226 and 0.265 pct, respectively. In the case of furnace A, the sulphur content of the limestone was only 0.06 pct which resulted in only 3 pct of the total sulphur input coming from this source. THE first specimens of this material which came under my notice, as found in the State of Texas, were sent to me by Mr. J. C. Melcher, of Fayette county, soon after the organization of the State Geological Survey. I wrote him concerning it, and had the locality and manner of occurrence described, but 1 had no opportunity to visit and examine the deposit until the present field-season. Later, specimens were collected by Dr. Penrose and myself on a trip made by boat down the Rio Grande, from Eagle Pass to Hidalgo, in June, 1889. At the time of collection I marked the substance "Albertite," doubtfully, but, on examination, it proved to be nearer Grahamite. The geological horizon of the two occurrences is Tertiary. The copper-beariug rock formations of Cananea, Sonora, Mexico, present conclusive evidences of extensive and sharp plication. Some of these evidences are here briefly stated. 1. There is a succession of approximately parallel outcrops of an altered limestone, alternating with dikes and masses of porphyry. The great copper-ore deposits are in close association with these ridges of limestone, which trend northerly and southerly and stand nearly vertical. This parallel succession is so well-defined that the management of the mines has, for convenience, recognized and named five zones, known from the chief mines, in their succession from east to west, as the " Cobre-Grande," " Veta-Grande," " Esperanza," " Capote," and " Puertocitas " belts. The intervening and separating formations are coarsely crystalline feldspar porphyries, highly basic, of light color, which may be regarded as intrusive and, in part at least, as the cause of the metamorphosed condition of the limestone. 2. These cupriferous limestone-zones are similar in constitution, are similarly charged with copper-ore (in association with quartz as a gangue, or veinstone), and are marked by similar croppiugs of gossan. 3. Distinctly folded outcrops of the surrounding strata can be observed, especially on the eastern border of the copper-bearing district north of the Democrita ground, and not far from the Veta-Grande. 4. The limestone ridge adjoining the Veta-Grande ends a short distance north of the mine, and appears to be the extretne end of a synclinal trough. 5. The Capote limestone, the most western of the croppings of the central copper-bearing area, is contiguous to stratified sandstones and quartzites, uplifted at high angles, but showing an easterly dip. OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell-with certainty what mineral rights exist within any area that is not covered by patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go. through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, by $miner of the old school, as of no value. Think of the litigation over rights of possession on the Com-stock lode—12 leading companies involved 'in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service—such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. In connection with the presentation of his paper in oral abstract, Mr. Hansell exhibited samples of briquettes, showing their porosity, and the change of surface produced by burning. Alfred H. In Europe, experiments have been made with small, short furnaces of this character, accommodating narrow cars; whereas Mr. Hansell says that there is in this country a furnace 180 ft. long .and 10 ft wide. The American furnaces, moreover, differ in design from those used in Europe; and we may expect from these larger furnaces not only greater efficiency, but also greater durability —the latter advantage being due to the fact that, in these large furnaces, projecting brick walls of greater thickness can be provided, to prevent the heat from attacking the sides of the cars, by means of bricks which, over-reaching these iron surfaces, furnish a protective cover to them. The purpose of this paper is to start a discussion on: (I) methods of supporting the immediate roof, particularly of local areas of poor roof, during the mechanical loading of coal; (2) methods of increasing the rapidity of the movement of the mining faces so that, without the use of cribs, jacks, park walls, and filling, there will be no danger to men, equipment, and working places from the subsidence of the overlying strata. In the Pittsburgh district the application of mechanical loading devices in mines working in the Pittsburgh seam has been retarded by the difficulties of holding and handling the draw slate. Normally the thickness of this slate averages about 8 in. but the hardness varies, and a cut of coal cannot always be loaded without placing posts or crossbars to support the slate. Locally, the slate may be thicker and special methods of support may be required. If crossbars are placed to hold the slate when the coal averages 5 ft. in thickness, the standard methods of transporting the coal cannot be followed, and the use of conveyors may be desirable. Very little information is available on the effect of increasing the rate of movement of advancing or retreating break lines or longwall faces. A few British publications have presented some data but all such data relate to longwall faces that have moved not more than 6 ft. a day. The most rapid rate of movemerit of longwall faces in Germany is 6 ft. per day. In the ordinary hand-loading mine in western Pennsylvania break lines on full retreat will move about 2 ft. per day. If loading machines are used under similar conditions the rate of retreat may reach 4 ft. per day. In a mine where coal is loaded by hand on conveyors three shifts per day, the rate of retreat has ranged from 11 to 16 ft. per day, with an average of 13 ft. The strength variation ofWC-Co alloys with composition and particle spacing falls into two ranges. 1) Above a critical value of the mean free path, the strength follows a dispersion hardening relation; it is proportional to the volume fraction of WC and in-versely proportional to the particle size. 2) Below a critical value of the mean free path, the strength variation is based upon the Griffith criterion of fracture and is controlled by the case of crack propagation. The maximum strength is attained when the structure and load just satisfy the critical conditions for spontaneous crack propagation. THE relation between the strength and the structure of cemented carbides is of interest not only for its own sake but also for its contribution to the understanding of composite materials in general. The cemented carbides are essentially aggregates of a brittle carbide constituent and a ductile binder phase and, at certain structures of intermediate composition, the composite alloys attain strengths far higher than those of the separate constituents in bulk. It is this variation of strength with structure which will be discussed. The experimental procedures of sample preparation, mechanical testing, and quantitative metallo-graphic analysis have been described in Ref. 1. The reported strengths are the maximum fiber-stresses in bending calculated on the basis of completely elastic behavior. The plastic contribution to the over-all deformation is small and was neglected in the calculations (the elongation at fracture of the most ductile alloy, 50 pct WC-50 pct Co, is less than 0.5 pct).2 The pertinent structural parameters are: f, the volume fraction of tungsten carbide; p, the mean free path through the binder phase; the contiguity C, defined as the average fraction of surface area shared by a particle of wc with all neighboring particles of the same phase; and d, the average equivalent spherical diameter of the WC particles. The strength variation of WC-Co alloys with composition and particle spacing is shown in Fig. 1 and Table I, which are based partly on previously published data' and partly on new experimental work which extends the range to higher values of the mean free path. When ore was discovered on the Tintic Standard property in the spring of 1916, new developments were immediately started both north and south of that property, on the supposition that in East Tintic the ore would be found to occur in northerly trending channels, similar to those so characteristic of the older camp. But 9 years of developments have failed to establish the existence of such a channel. This is due undoubtedly to important differences in the geology of the two camps, that were not recognized, and is indicative of the danger in the general tendency toward interpreting the geology of East Tintic too strictly in terms of that of the older camp. It should not be forgotten that while the two sections have had practically the same geological history, the net results of a long series of geologic processes have developed in them conditions that differ so widely and in so many particulars that the necessity of regarding them as essentially different districts seems apparent. In an effort to emphasize this fact, this paper is devoted chiefly to a comparison of the geological conditions as found in the two camps and is addressed more particularly to those familiar with the geology of the Tintic district. Following a short description of the several ore discoveries and of the Tintic Standard mine is a brief discussion of the evidence of ore channels in East Tintic. IN THE changed circumstances which now confront the world, an international open-door policy is the only way to keep pace with the world's demand for oil. You may rest assured that as far as the British Empire is concerned, American capital for the develop-ment of oil resources is welcome, and little obstruction will be found in the way to permit the use of foreign capital in the group of countries which constitute the British Empire. In the war days we worked in close cooperation and harmony, but in disbandment of the Petroleum War Service Committee, when the war ended, I feel that it left its task unfinished. In the wake of war there appeared a ghost of war-time conditions in the form of belief that Great Britain was straining to corner the petroleum resources of the world. I am certain that if the war-service committee had continued its work in the period of reconstruction the real story would be known and this sinister ghost would have long since vanished before the truth.
