In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. A South African chromite sample was subjected to characterisation and physical beneficiation testwork in order to assess its suitability to produce an upgraded chromite product with a silica level of <1 per cent SiO2 and a chromite level of >46 per cent Cr2O3. Chemical analysis by XRF indicated that the bulk material had a Cr2O3 content of 40.5 per cent w/w and a SiO2 content of 7.5 per cent w/w. Combined XRF analysis with sizing data showed that the majority (~70 per cent) of the siliceous material was present in the +600 ¦m fraction while ~70 per cent of the Cr2O3 was in the -600 ¦m fraction. Qualitative mineral phase analysis by XRD indicated that the sample mineralogy was dominated by ferrian-magnesiochromite spinel ([Fe,Mg]Cr2O4) and aluminium-chromite spinel (Fe[Al,Cr]2O4), with enstatite (Mg2Si2O6), haematite (Fe2O3) and anorthite (CaAl2Si2O8) as minor phases. SEM and EMP characterisation showed that the silica was mainly present in discrete enstatite grains but lesser amounts were also present as the high silica phases plagioclase and enstatite on the edge of grains. Wet gravity separation performed on sized fractions (-600+106 ¦m size range) from the -2.0 mm (primary) ore as well as the ore that had been crushed to pass 0.6 mm (secondary) showed that stage crushing of the -2 mm +600 ¦m fraction followed by wet gravity separation upgraded the Cr2O3 grade at 70 per cent Cr2O3 recovery from ~44 per cent Cr2O3 in the primary material to 46 per cent Cr2O3 (the target grade specification) in the secondary sample. It also showed that the stage crushing of this +600 ¦m fraction at a cut-off level of one per cent SiO2 increased the cumulative Cr2O3 recovery from ~50 per cent in the primary material to ~63 per cent in the secondary sample in the same size range of -600+106 ¦m. The extent to which additional crushing could lead to improved chromite recoveries at the required chromite and silica grade target specifications was not determined. This experience demonstrates that prior to processing test work being conducted, a thorough understanding of the chemistry and mineralogy of the test sample promotes efficient and targeted processing research.

Characterising ores in-pit and in real-time presents a significant value opportunity for the mining industry. Hyperspectral imaging systems are proposed as an enabling technology to achieve this real-time characterisation. This paper considers the application of a hyperspectral imaging spectrometer mounted on a shovel. We define the performance requirements for such a spectrometer and associated subsystems during a typical dig-load cycle. The relatively high swing rotation speed of the shovel requires approximately video-rate exposure times to achieve good spatial resolution. We analyse a selection of components against these requirements and find that suitable commercial spectrometers, detectors and optics appear fit-for-purpose. Automated, real-time spectral classification systems are also available, with only relatively modest requirements for processing power. Grinding Mill Operation and Maintenance - Central to Asset Management Since 2005, RME has pursued a vision for a new grinding plant operational paradigm, made possible by RME's latest Mill Relining Systems. At some sites, new liners degrade SAG mill performance. The variables include mill volume loss, rotational speed limitations (ball strike) and liner designs developed for longer and longer life but without a backward glance at metallurgical consequences of whole plant performance. Freshly relined mills can initially deliver as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and relining speed become key profitability contributors and not simply 'must do' maintenance functions and costs. This paper includes a short history of RME's Mill Relining System development (Appendix A). These are the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The body of this paper outlines RME's vision of a 'liner profile vs. profitability' commercial model, underpinned by the rigour of PAS 55-1:2008 Asset Management Part 1: Specification for the optimised management of physical assets. The technical elements can be developed either intuitively (based on plant experience) or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum technical solution for the maximum commercial outcome. Much of this can be modelled off-line, in the virtual world, before asking senior management to commit to an expensive liner experiment. The potential benefits are compelling.

IN the underground department of a mine, we may fairly say that "good management is based upon three elementals: first, sound engineering; second, proper coordination and efficiency of every human unit; third, economy in the purchase and consumption: of supplies.This paper is practically an analysis of the second element; which stands out prominently as the most important in the winning of successful results. The human units are divided into officers and men. The officers intermesh. One man takes responsibility where another throws it down; incessantly new conditions are arising where they may be doubtful of their powers; and always, on account of the three shifts, varying methods of work are coming into conflict. This very often results in disorganization. What is most necessary to guard against this is an esprit de corps, which would influence officers to stifle personal feelings for the general welfare of the department, To secure co-operation and loyalty of the staff, the writer recommends for the mines of the field a system of profit-sharing. Distributed on a salary basis, together with liberal holidays (not less than three weeks in each year) on full pay...

Solid. dense, air-cooled slag can fulfil most, if not all, the functions of natural stone for civil engineering purposes. The value of pumice, also, has long been appreciated, and processes for the manufacture of similar synthetic material for light-weight concretes and insulating fills have been developed in past years.Foamed slag is, in effect, blast furnace pumice and is often referred to on the European continent as metallurgical pumice. It is made by the treatment of molten blast furnace slags with a critical quantity of water during which process the slag cools and expands into a sponge-like mass. The connection between foamed slag and air-cooled slag is also considered and a basis for density control given.All blast furnace slag cannot be foamed to give a product which would comply with B.S.S.877; 1939 Foamed Blast Furnace Slag. A large proportion of the total output of molten slag lacks the necessary inherent properties. This investigation attempts to discover the conditions necessary for the production of foamed slag capable of meeting the British specification.EARLIER WORKIt was generally accepted (Parker, 1951; Gallai-Hatchard, 1955) that the spongy structure of foamed slag was caused mechanically by steam trapped in the slag when it was poured into water. It was assumed that slags which would not foam would not trap steam, because their viscosities and surface tensions were unsatisfactory, on account of temperature and/or composition. The earliest systematic investigation was made by Frisak (1923) who attempted to establish a limiting chemical composition for foamable slags. He decided that foamable slags covered most blast furnace slag compositions on the basis of silica, alumina, and lime, and further "that the replacement of lime by magnesia up to 15 per cent has no noteworthy effect on foamability, that moderate quantities of alkalis are not deleterious, that sulphur raises the foamability and that MnO is only deleterious in the presence of 1...

The ore extraction rate and the incorporation of new areas are key operational parameters. In massive deposits mined by caving techniques they both control the cave back geometry, which is mostly responsible for the induced stress state around productive levels. Early detection of deviations from admissible geometries will prevent stability problems related to geomechanical hazards, helping to improve safety and working conditions and reduce the potential for lost reserves.This paper describes a mine planning tool currently in use at the El Teniente mine. This tool involves the control of the cave geometry based on rules that have been defined as a result of different studies and experience collected during the operational history of the mine.This mine planning strategy achieves an extractive mining process with lower risk than conventional planning methods, ensuring ore reserves extraction if followed as planned while reducing unexpected changes in mining sequences.CITATION:Cornejo, J, Pinochet, A and Caviedes, C, 2016. The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen's Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen's Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. It is based on application of technology of satellite navigation and global positioning system (GPS). It allows to estimate the geotechnological complex functioning efficiency in the automated mode and on the basis of the obtained results to develop a complex of management measures on the competitiveness increase, realised by means of the automated corporative management system of geotechnological complex. The estimation of complex competitiveness is carried out on such basic aspects, as: technical, technological, organisational, ecological and economic as all of it give certain expenses and influence on complex overall performance. The major difference of the given approach is its realisation within the limits of the automated corporative management system of geotechnological complexes. It is based the fact that data of monitoring of complex's work will provide a sustainable development of geotechnological complex of mining enterprise.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

The objective of the draw strategy in a caving mine is to maximise economic return by minimising waste dilution3 and maximising ore recovery4. The draw strategy must also include suitable controls for air blast and mud rush hazards and is highly constrained until continuous cave propagation has been achieved. This paper details a three-year project at the Ernest Henry Mine (EHM), which used cave flow simulation software to develop a draw strategy that increased the mine value by 32 per cent.Dilution and ore loss can be significant in sublevel cave (SLC) operations and result in poor recovery and considerable economic losses. To minimise dilution and ore loss, cellular automata software was used to simulate cave flow over the mine life. The optimisation project required mining footprints for various cut-off grades to be developed. Draw strategies for each mine footprint were then generated using a range of shut-off grades. Economic assessment of each scenario was then conducted to determine the mine footprint and corresponding draw strategy that generated the highest NPV (net present value). The iterative simulation process was improved by developing automated software functions in the flow modelling software to reduce time taken to generate and assess life-of-mine (LOM) draw strategy scenarios.In addition to improving the NPV of the mine, the optimisation project also enabled a decrease in the mine cut-off grade which increased the ore reserve and extended the mine life. Overall, an iterative process of mine planning, cave simulation, economic evaluation and geotechnical analysis was used to significantly increase the economic return of the SLC whilst ensuring caving risks were controlled to an acceptable level.CITATION:Campbell, A D and Power, G R, 2016. From time to time lead, which is normally considered to be a soft ductile metal, fails by cracking. The cracks which form appear to be of two distinct types-(a) those which follow a zig-zag course around the boundaries of crystals and (b) those which follow a more direct path, frequently two systems of cracks appearing at right angles.The former appear definitely to be associated primarily with the properties of the crystal boundaries, whilst the latter appear rather to be determined by the system of stresses applied. In both cases the lead appears to be a brittle rather than a ductile metal, for the failure occurs without the large amount of deformation usually associated with the tensile breaking of lead. The latter is, however, a function of time and when lead is deformed by long applications of stress, the metal appears to- be less ductile than when the stress is applied suddenly. Thus, if a given test piece of commercial lead is broken by a stress of 1100 lb. per sq. in. in several hours, it may extend 40 to 50%before failing, whereas when broken by a stress of 500 lb. per sq. in. acting for 12 months or more it willshow an extension of only 15 to 25 %. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Emeishan large igneous province (ELIP) of SW China is host to magmatic Ni–Cu–(PGE) sulfide and Fe–Ti–V oxide deposits which contain economic to subeconomic concentrations of precious and base metals. The formation of a given deposit-type (ie sulfide versus oxide) is thought to be related to the type of parental magma (ie high-Ti versus low-Ti) and the subsequent processes (ie fractional crystallisation and sulfide segregation), which allowed for metal enrichment.We examined the PGE of Baima and Taihe oxide-bearing layered mafic intrusions from the ELIP (Shellnutt, Ma and Qi, in press), and compared them with the nearby Xinjie and Hongge intrusions as well as with the Emeishan flood basalts. The PGE results for the two intrusions are contrasting. The Baima gabbroic rocks are almost PGE-barren (SPGE < 4 ppb) whereas the Taihe gabbroic rocks are variable, but generally much higher in PGE concentrations (SPGE < 2 to ~300 ppb), although the gabbros from both intrusions are enriched in platinum-subgroup PGE (PPGE = Rh, Pt and Pd) relative to iridium-subgroup PGE (IPGE = Os, Ir and Ru). Cu/Zr, Ni/Ir, Y/Pt, Cu/Pd and Ni/Ir systematics suggest that the Baima rocks were derived from a relatively evolved, mafic, S-undersaturated parental magma that was affected by earlier sulfide segregation. In contrast, the Taihe rocks record evidence of both S-saturated and S-undersaturated conditions and that the parental magma was likely emplaced very close to S-saturation. Through comparison of the PGE contents in the Emeishan flood basalts and the Emeishan oxide-bearing intrusions, we provide a self-consistent model for ELIP that the PGE budget in a magma is not strictly controlled by magma series (high-Ti versus low-Ti), but very much by crustal contamination.CITATION:Ma, G, Shellnutt, J G and Qi, L, 2015. The widely accepted kinetic model for the gaseous reduction of hematite is critically examined. The formation of the wustite layer during internal reduction cannot be explained in terms of solid-state diffusion. Present evidence indicates the existence of a micropore system in the wustite adjacent to the magnetite with the gas/solid type of reaction occurring not only at the iron/wustite interface but also at the wustite/magnetite interface. During the partial reduction of dense hematite pellets, in a controlled atmosphere, porous magnetite and wustite are formed as products. The mean pore size, as measured by mercury injection, increases with time at constant temperature and with temperature increase over the range 6500C to 950°C. The sizes of the pores indicate that Knudsen diffusion is the principal gaseous transport mechanism across thick layers of magnetite or wustite.The kinetics of the gaseous reduction to iron are consistent with a mixed control mechanism involving the interaction of gaseous diffusion effects with a first order reversible chemical reaction at the iron/wustite interface. Because of the larger pore sizes in the iron layers, ordinary molecular gaseous diffusion must be the principal transport mechanism. The usual experimental methods used for establishing the validity of chemical rate ~ontrol are incapable of differentiating between the mixed control- mechanism and exclusive chemical control.Some implications of mixed control kinetics are developed, including a predicted independence of rate on reducing gas pressure at higher pressures.INTRODUCTIONAn extensive literature review of the reduction of iron oxides has been compiled recently by Themelis and Gauvin (1962). From the large number of papers published and the widely divergent opinions of workers in this field, it appears that a simple unified quantitative analysis of reduction kinetics is not possible. Underpinning the mining process is a continuum of prediction, specifically of tonnes, grade and recovery from exploration to grade control, through short-term mine design, to mining and processing. The interdependence of one activity on the other is so strong that it can be difficult to partition the activities and determine where there are issues, if any. Reconciliation is the process that compares the predictions of the various estimates to the actual product produced at the end of the production chain. Quite often, an attempt to understand the variances from one measuring point to the other creates a ‘wicked problem’.This study outlines the benefits of incorporating the principles of ‘systems thinking’ into the mining reconciliation process, by constructing a framework within which reconciliation is effectively managed. The philosophical base for any variances between successive links in the reconciliation chain cannot be attributed purely to the statistical variance between the predicted and the actual grades achieved, but should include the interrelationships between the technical and managerial professionals involved. Systems thinking, as an interdisciplinary approach, draws its ideas and concepts from a variety of disciplines, and in so doing can exploit their different strengths.The study described in this paper offers methodologies to analyse the task, in advance of developing a technical solution. Two systems thinking methodologies, Grounded Theory (GT) and Soft Systems Methodology (SSM) were employed. These methodologies, are geared towards dealing with relationships and interactions between individual parts and the whole. The GT coding in the study specified that the key activity that would drive the reconciliation process is through an effective reconciliation meeting, and the competencies of a ‘reconciliation team member’ This team member should be a good communicator and enjoy challenges, be open-minded and transparent, and have a broad perspective of the mining process and relationships across the different activities.CITATION:Adofo, R, 2017. This structure, and present topography, have resulted in depths of cover from very shallow to approaching 2, 000 ft in the presently, Worked area. Wide variations of seam thickness occur. Gradations of, rank occur from-place to place. Variations in seam gas content and pride variations in seam gas composition are experienced. Variations in coal strength occur. The influences of these factors on the occurrence of stress and gas phenanena in mining exploration are considered.

Refractory gold ores have been the subject of intensive metallurgical study in order to achieve more efficient recovery of contained values and at the same time to minimise environmental impact. Considerable innovative gold processing technology was introduced in New Zealand last century, the most notable being the first successful commercialisation of the cyanidation process by the Crown Mines Company at Karangahake in 1889. The Karangahake gold-silver deposit was second only +to the Waihi Martha mine in total bullion production from the region with active mining from 1882 until about 1920 and sporadic production between 1930 and 1944. Reevaluation at Karangahake with associated metallurgical testing has continued since that time becoming particularly active in the last decade as a result of increasing gold prices. Gold processing technology is reviewed and results of some recent test work are presented and discussed in the context of Karangahake history and future development possibilities. This work confirms the variability and complexity of the Karangahake deposit both mineralogically and metallurgically and suggests flotation followed by new and innovative smelting is the most appropriate processing route for the recovery of gold from the high grade ore which could be produced from the Karangahake workings in moderate tonnages.
