Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

For the last decade, we have read about the great technical innovation that is coming to the mining industry that will increase safety and productivity. There is consensus that it will be a technical innovation that will produce a step change in mining costs and outputs (as opposed to bigger machines or less people); however, this innovation (while freely available) has not taken hold in the industry. While there are a few mines that have embraced technology, the majority of underground mines simply do not have the expertise or technical capability to implement innovation and automation.With unexploited mineral deposits becoming deeper and more remote, and thus more hazardous to mine, telepresence offers the ability to remotely execute production tasks while separating personnel from hazards. As the technologies required to deliver telepresence mature, the potential for there to be no personnel underground during production activities is becoming a reality (the ‘dark factory’). So significant is the capacity of telepresence to mitigate risk, it is proposed that it be included as a separate entry in the hierarchy of hazard mitigation controls.Technical innovation such as the optimised short-term interval control of the production process and the automation of underground mobile fleets offer significant increases in production along with lower operating costs. This paper explores the most critical components for the successful implementation of technology in underground mining; redundant, robust and high-bandwidth communications networks to carry data from distributed networks of smart sensors and to convey teleoperation commands; and high-definition video to provide operators with detailed, real-time data. The days of analogue ‘leaky feeder’ as a base case for communications are over. The human resources required to support the expected wave of innovation are significant and will be difficult to maintain in remote areas as the same skills and expertise are in demand in other industries.The paper highlights barriers to innovation in the mining industry, and a lack of technical and scientific expertise within the industry to be able to identify, implement and manage technologies that can increase safety and productivity. As well, an over-reliance on basic net present value (NPV) financial analysis that is used in the industry punishes investment in technology (capital expenditure; CAPEX) and accepts higher operating expenditure (OPEX) due to the discounting of future savings in operating costs.CITATION:Cronin, J, 2017. A rigorous methodology for prediction of flotation plant performance is presented, which is based on a standardised batch flotation test called the MFT. The work is part of the FLEET program, developed by MinnovEX with the support of seven large mining firms. The methodology is divided into three key steps: direct measurement of the kinetics of true flotation in the pulp, independent of hydraulic entrainment and other froth effects in the batch cell; benchmarking of the industrial plant over a broad range of ore types and operation conditions; and model calibration to describe froth effects in the plant, with a minimal number of parameters. To date, the methodology has been applied with success at several industrial plants, encompassing copper, gold, nickel, iron, lead, zinc and coal operations. This paper includes a description of the laboratory testwork procedure and scale-up to full industrial circuits. Examples of industrial application are also presented.

"The Gosowong Gold Project is owned and operated by PT Nusa Halmahera Minerals (PT NHM), an Indonesian company 75 per cent owned by Newcrest. It is located on Halmahera Island, in the North Maluku Province of the Republic of Indonesia, approximately 2450 km north-east of the national capital, Jakarta (Newcrest, 2017).Kencana is one of two underground gold and silver mines at the Gosowong Operation where ground conditions vary from competent to very poor. Development headings occurring in poor rock mass conditions require high capacity ground support including long tendon cable bolts. Manual installation of cable bolts in these development headings has been a time consuming process due to borehole collapse, blockages requiring subsequent re-drilling and a minimum eight hour grout curing time interval. The installation of cable bolts including the setting, plating and tensioning can impact the critical path for development heading advance resulting in development cycle delays.A review was conducted by PT NHM on current industry practices for alternatives to manual cable bolting. PT NHM subsequently approached Minova to assist with the development and trialling of self drilling anchors (SDAs) installed using jumbos with a rapid setting pumpable resin, CARBOTHIXTM. A series of system development trials were conducted and a reliable bolting system was developed utilising the existing jumbo drilling fleet with minimal required modifications.The system developed was a ‘one pass’ bolting process to install and grout SDAs using a two component resin with a remote, mechanised system. Improvements achieved from the system include: eliminating hole closure issues and more immediate support in poor rock mass effectively reducing personnel exposure to poor ground conditions by removing the requirement to access the drive backs reducing grout set time with full installation times for 6 m SDAs averaging 25 min.The resin grouting system has now been successfully implemented to effectively manage areas of poor ground conditions and to accelerate advance rates in high priority headings.CITATION:Pateman, D and Sprague, T, 2017. In November 1996 the NSW Minister for Mineral Resources, Hon Bob Martin MP, commissioned ACiL Economics and Policy Pty Ltd to conduct a wide ranging review of safety within the New South Wales mining industry.The review was a response to a disturbing number of fatalities which had occurred in the industry during the Minister's term of office together with a number of alarming near misses where serious failures in mining systems had occurred. Shortly after the review was commissioned, four mine workers died at Gretley Colliery near Newcastle. An inquiry is currently being conducted into the incident.

The Vancouver Island Highway Project (VIHP) was a $CAD 1.2 billion expenditure by the Province of British Columbia to improve travel safety and relieve traffic congestion between Victoria and Campbell River on Vancouver Island. In the section of highway between the Tsolum River and Oyster River, on the Inland Island Highway portion of the VIHP, over half of the rock to be cut and filled was found to be net acid generating. The Tsolum River has been impacted by metal leaching and acid rock drainage (ML/ARD) for decades from an upstream closed minesite. Geochemical testwork indicated: over half of the rock along this section of highway was potentially net acid generating based on a site-specific SNPR (=NP/SAP) criterion of 1.5; some core samples were already acidic; pyrite occurred in disseminated framboidal and gel forms; the rate of acid generation was not high; measured neutralisation potential (NP) provided some lag time for the onset of net acidity; and non-carbonate neutralising minerals prevented low pH (These predictions led to ML/ARD controls involving: realignment of the highway; elevation control to minimise the volume of disturbed rock; encapsulation of blasted-rock fills within the highway, surrounded by low-permeability till and covered with asphalt; and diversion of water away from cut faces. Internal pipes drained any water reaching the fills into external ditches and ponds, where the water could be monitored and, if necessary, treated. Water from the cuts was also captured in ditches and carried to monitored ponds. Elevated aqueous sulfate concentrations in several ponds confirmed that sulfide minerals were oxidising, but the lack of both acidic pH and increasing trends in concentrations demonstrated that ML/ARD was controlled. Contingency plans for any pond that may become acidic include water treatment, which predictive testwork has shown would not require substantial amounts of limestone or lime.

Following civil war in Sierra Leone, London Mining Plc obtained the mining license in 2006 and commenced activity to redevelop the Marampa mining and processing operations. The Sierra Leone Marampa mine is a brownfield development effort, having been operated by a few companies since the 1930s until low iron ore prices forced closure. Peak production of the preceding operations was approximately 2.5 Mt/a in the 1960s. There are two virgin ore deposits of interest for development as well as a resource comprised of tailings accumulated from previous operations. The Marampa tailings operation (Phase 1a) is being implemented first with a 1.8 Mt/a plant producing 66 per cent Fe sinter feed, expandable to 3.6 Mt/a in a Phase 1b. The first phase is currently under construction with start-up expected in the third quarter of 2011. Further expansion (Phase 2) that includes the development of the virgin deposits is currently under prefeasibility study and targets a final 16 Mt/a concentrate production. Outotec partnered with London Mining to develop the magnetic separation flow sheet using SLon VPHGMS machines to process the Marampa tailings (haematite) material. The flow sheet development process started with sample characterisation and detailed parametric investigations to evaluate SLon performance. The final flow sheet configuration, including expected circuit recoveries and concentrate quality, demonstrates the performance of the SLon VPHGMS circuit for iron ore tailings.

Over the past three decades, mining operations have seen a significant increase in the use of contractors for mining, camp management and catering, recruitment, maintenance, power management, and commissioning. More recently contractors have been engaged for stores and logistics, OH&S, environmental, exploration, training etc. In some countries, such as South Africa, the trend is towards total outsourcing of all aspects of a mining operation which is coordinated by the owners’ management team.During the Global Financial Crisis (GFC) more Australian companies considered and/or took on this approach to recruiting for both projects and operations as mining companies were forced to rethink their corporate strategies as commodity prices plummeted to low levels, pushing operations and projects into potentially financially unviable territory.This paper discusses the labour recruitment, commissioning and operating strategy of Western Areas NL (WSA), with the assistance of Independent Metallurgical Operations Pty Ltd (IMO), as it progressed construction, commissioning and operation of the Cosmic Boy nickel concentrator at the Forrestania Nickel Project during and post GFC. The use of IMO contractors allowed Western Areas to mitigate labour cost risk during the uncertainty caused by the GFC and let their management team focus on the task of bringing a new operation into viable and profitable production.

Gold mineralisation at Bendigo is exclusively associated with quartz reefs, commonly found within or near anticlinal fold hinges. The gold is typically coarse grained (0.5 mm to 5 mm), free milling and displays a complex, nuggetty distribution within the veins. This ore is highly amenable to gravity recovery processes. As the Bendigo operation is not permitted to treat whole ore by a cyanide leach/CIL circuit, the flow sheet is more complex than conventional gold recovery circuits. Primary gold recovery is from a gravity circuit closing the grinding circuit to a bulk gravity concentrate and from a flotation circuit treating cyclone overflow to a bulk float concentrate. The plant capacity is relatively low by current gold industry standards at 600 000 tpa. Re-establishing gold production at Bendigo has presented several challenging, and sometimes competing, issues in process design and operation. The mine, process plant, associated services and infrastructure are at Kangaroo Flat, a low density, semi-rural zone in the southern urbanisation of the Bendigo metropolitan area. One of the main processing challenges during the design was the competing comminution requirement to avoid over-grinding, which would flatten or smear the characteristic nugget gold and hinder effective gravity gold recovery, whilst also providing sufficiently well liberated particles that would respond well to flotation. Important, non-metallurgical challenges were to minimise impacts on the local community from noise, dust, air emissions, visual impact, water egress and off-site traffic.

Risk exposure in tunnel projects is extremely high due to various factors such as variability of subsurface conditions, selection of inappropriate design and tunnelling methods, improper risk assessment on adjacent surface and subsurface structures and utilities, and inadequate contractual practices. The risks in tunnelling must be borne by the contractor, designer and the owner of a tunnelling project. There have been a number of improvements in the last ten to 15 years in the manner in which tunnel projects are developed and implemented in terms of their design, construction, financing and operations. One significant improvement has been the manner in which underground conditions and their risks are being managed. Owners are less willing to transfer the full responsibility to the contractor for managing the underground conditions, although this is a familiar manner in which underground major urban projects have been previously contracted and managed. The owners of tunnel projects in Singapore have advanced the risk management process for their projects through geotechnical interpretative baseline reports (GIBRs), geotechnical data reports (GDRs) and project specifications (PSs). This paper discusses industry practice and its development as well as the application during the preparation and use in Singapore on the Deep Tunnel Sewerage System (DTSS) and the Marina Coastal Expressway (MCE) project in Singapore. The DTSS trunk sewer is 48 km and ranges from 3.3 m to 6 m finished diameter up to 50 m below the ground. The underground conditions ranged from Old Alluvium, strengths of about 1 MPa to competent Bukit Tima granite, with strengths of over 230 MPa. The total route length of the MCE is about 5 km. About 3.6 km will be constructed underground, consisting of dual five-lane carriageways. The underground construction will be cut-and-cover, and 2.6 km will be constructed about 13 m underground, and 1 km of tunnel will range from 13 m to 24 m as the tunnel passes under a 420 m wide reach of Marina Bay, whose crossing will be constructed as a two-phase cofferdam.

I am very pleased to be here at this seminar on carbon-in-pulp (CIP) technology for the extraction of gold as I am always interested to hear about any new development in any aspect of gold ore processing. We can expect to learn a great deal from the papers to be presented over the next few days. It is not my purpose to give a detailed description of the CIP process nor to give a complete historical review. However, in this opening address it was thought appropriate that I should mention some historical features and some technical factors to set the scene for subsequent papers. Real-time monitoring of mine operating parameters is available at most mines. However, access to these data for an individual operation is typically underutilised by mine managers and technical personnel. Such monitoring systems are typically designed to provide data streams and alarms to a responsible person, but they are not utilised to extract underlying trends or correlate different data groups. Furthermore, multiple monitoring systems are usually implemented at a given site without interconnection between vendors’ systems or connection to any central management, and mine personnel are only exposed to a minimal subset of such data. Thus, it is not easy to analyse and correlate individual data streams and generate information to enhance day-to-day operational decision-making and improve safety and efficiency.This paper addresses the primary challenges associated with centralising data management and effecting greater utilisation of the vast amount of collected data, while at the same time reducing the time and effort required to manage such large data sets. Furthermore, it presents the conceptual design of a database application that can organise, present and analyse data collected by multiple sensors in different environments. The database is designed to operate in a passive manner so that active mine data management systems are not impacted. An example is given where this database is used for managing atmospheric data collected at an underground coalmine operation in the US. Process plants are characterised by variability of performance over a wide range of time-scales; reflected in fluctuations in metal recovery, concentrate grade, plant throughput and reagent costs. In turn, these fluctuations impact financial metrics such as operating costs and revenue. The primary cause of plant variability is variation in the physical, lithological and mineralogical characteristics of the ore fed to the plant. The variability of the ore is driven by the intrinsic heterogeneity of the geology and mineralogy of the orebody, the mining method and mine production plan, the capacity to stockpile and blend, as well as the plant flow sheet and the level of plant automation. Whilst the impact of ore variability on process plants is universally recognised, it is rarely quantified in financial terms. Consequently, opportunities to reduce its impact are often overlooked due to the lack of a basis for a quantifiable cost-benefit analysis to justify improvement initiatives. This paper will present case studies using production data from the Renison tin concentrator and a zinc concentrator. These case studies demonstrate that as the standard deviation of plant head grade increases (as a proxy for ore variability), plant metal recovery subsequently reduces. The metal recovery is then converted into plant revenue losses, to quantify the economic impact of ore variability. The Renison case study demonstrated that whilst a very rare occurrence, revenue losses were as high as 34 per cent (relative to the baseline) when standard deviation was at its highest. The zinc concentrator case study demonstrated that revenue losses were as high as 6 per cent (relative to the baseline) when standard deviation was at its highest. Options are available for reducing and managing ore variability in the process plant. These options include changing mining practices so that the ore is fed to the plant with less variability, more advanced process plant control systems and the use of predictive geometallurgical models.

This paper outlines the rationale for the location of the crusher, geotechnical analysis and basis of ground support design, design and scheduling of the chamber and supporting excavations as well as the operational outcomes and lessons learned. Contributions from mining operations, planning, geotechnical and infrastructure teams enabled the Crusher Station One excavation to be completed on schedule, with opportunities taken for underground mining and infrastructure to work safely in parallel to deliver crusher station infrastructure on schedule. Installation of crusher infrastructure was ongoing at the time of writing.

The MTM Process targets treating lower grade and/or problem concentrates that are not attractive to smelters. The process has been developed at laboratory scale for copper and is based on a related development for zinc that has been extensively developed both in the laboratory and through pilot testing. The basis of the process is novel ammonia-ammonium chloride leach chemistry adapted to give high copper extraction whilst being selective over iron, arsenic and many other elements. The preferred flow sheet depends on location, especially infrastructure and utilities. These impact upon the leach and crystallisation stages more than copper reduction.

The Yinachang deposit in south-west China contains large amounts of Fe, Cu and rare earth elements (REEs). Apatite in this deposit records complex REE mineralisation and remobilisation processes.Fe-Cu-(REE) mineralisation at Yinachang occurred at ~1700 Ma, and three stages of alteration and mineralisation are identified: Na-(Fe) alteration, Fe-(REE) mineralisation and Cu-(REE) mineralisation. In the Fe-(REE) mineralisation stage, REE-rich apatite formed together with magnetite. In the Cu-(REE) mineralisation stage, fluids undersaturated with REEs interacted with early-formed REE-rich apatite, during which large proportions of REEs, especially light REEs (LREEs), were leached from apatite.At ~840 Ma, apatite experienced a second interaction with fluid. In that process, REEs were removed from the apatite structure but immediately reprecipitated into new phases within the apatite. Thus, numerous REE mineral inclusions including bastnaesite, monazite and minor Y-phosphate occur in the apatite. There are also a very small portion of LREEs that were transported out of the apatite, resulting in the growth of bastnaesite and monazite grains outside the apatite.This study demonstrates that REEs can be mobilised in multistage hydrothermal activities and highlights the significance of fluid compositions for REE transportation and deposition behaviours in hydrothermal systems.CITATION:Li, X and Zhou, M-F, 2015. Granulation of the iron ore blend and the additives is the foremost step in the agglomeration of iron ore fines to achieve a permeable bed during sintering, which is crucial for sinter productivity. This study investigated the granulation of four types of blends to determine the impact of granulation on bed permeability. The blends were granulated in a rotating drum at various moisture contents and their JPU permeability was measured at each moisture content in a permeability pot (diameter 95 mm and height 500 mm) at various flow rates. Several independent experiments were carried out to investigate the changes in permeability when mixtures of different particle size range (-1 mm and +1 mm) were introduced into a packed bed with a larger particle size range (-6.3 mm to +4.0 mm). The results revealed that the addition of particles in the -1 mm size range had a more pronounced negative impact on permeability compared to particles in the +1 mm size range. This can be attributed to the relatively higher energy losses (mainly inertial) associated with the presence of -1 mm particles in the mixture. The findings were used to quantify the granulation process based on the -1 mm particle size fraction in the granulated mix and their utilisation (denoted by UI-1 mm). For achieving optimal permeability in a specific blend, it was found that a UI-1 mm (utility index of -1 mm particle size) ranging from 0.82 to 0.92 was required. However, exceeding a UI-1 mm value of 0.95 resulted in weaker granules prone to deformation and led to decreased bed permeability. The study also showed that the UI-1 mm was highly dependent on the water addition per kg of -1 mm in dry feed and suggested adding ~80 to 110 mL of water per kg of -1 mm in dry feed to attain the best possible permeability. Additionally, the research proposed a mechanism involving the melting of granules at high temperatures and highlighted the influence of -1 mm particles on bed permeability during the sintering process.

Dilution and loss of ore during the mining process invariably occur in all underground mining operations. This dilution and ore loss can have a significant effect on the performance and value generated from a mining operation. Further, excessive dilution or greater than anticipated ore loss during mining is often one of the key reasons for the underperformance of a mining project when compared to a feasibility study or annual budget. Mining professionals often go to great lengths preparing detailed mine plans, schedules and economic models only to then apply high-level estimates or rule of thumb values for dilution and mining recovery that can ultimately lead to inaccurate forecasts for the performance of a mine with the resultant loss of value due to the mining of uneconomic material or the loss of potentially valuable ore. This paper discusses processes and practices that can be practically used to manage dilution and mining recovery in an underground mining operation with a focus on understanding and then maximising value. The processes cover items such as the definition and measurement of dilution and mining recovery, techniques for the estimation of dilution and mining recovery, consideration of the economic implications, management of dilution and mining recovery through the stages of the planning cycle, and practices to reduce dilution and improve mining recovery. Common misconceptions and omissions are also discussed.
