Two characteristics of the modern mining industry are that there is a skill shortage and that young professional people rise rapidly into highly responsible supervisory positions. With this responsibility comes the burden of identifying and managing health and safety risks. Without the benefit of a comprehensive health and safety training program, these young professionals may be putting both themselves and those under their supervision at risk. The Moura Mine explosions and the asbestos health disaster should not be just artifacts of history, but highly valued lessons that impress the need for comprehensive health and safety risk management strategies on young professionals. From the perspective of the former secretary of the Committee to implement the findings of the Moura (Disaster) Inquiry and as the former coordinator of the Coal Workers Health Scheme, key issues in occupational health and safety management systems are explored.

A hidden asset in most exploration and mining activities is data. Common practice involves the spending of large amounts of money to discover, define and prove the viability of a mining project. Some organisations have used operations research analysis and internal costing methods to allocate a value to their data and to compare the costs of data maintenance to other more tangible activities like plant and equipment maintenance. Those organisations, which do not undertake such an analysis often, have little knowledge or understanding of the extent and the worth of their data. Often the organisations lack of knowledge and understanding of the data is indicated by their failure to fully exploit or realise their opportunities. The focus of this paper is to discuss new technologies that optimise the management and security of collected and derived data. The technologies discussed are components of the software systems acQuire and MineSight.

The optimisation of capital in the total planning context has broadly two components: ò maximising the efficient utilisation of capital against competing capital demands; and ò maximising the efficiency with which the industry's capital requirements are sourced. This paper focuses on the latter of these two concepts, as I wish to highlight that within the coal industry the inefficient sourcing of capital has resulted in the inefficient utilisation of capital. In discussing the optimisation of capital within the coal industry I would like to outline three fundamental issues which currently impact the industry and its application of capital: Initially, from the perspective of an independent investor, the perceived risk associated with investing in a volatile industry cycle has not permitted appropriate funding structures to be created thus leading to an inefficient utilisation of capital. Secondly, investors seeking out a windfall gain have established a practice of trading in the assets rather than encouraging recapitalisation. And lastly the mismatch of supply and demand leading to the establishment of new projects which include a percentage of offshore investment has fostered an environment of lower returns and subsequently a dilution of capital.

The earth is a planet limited in size and limited in total resources. For the forseeable future, it is the only available habitat for mankind. Therefore, it follows that the more we know about our planet the better we can utilize its space and its resources for our well-being now and in the future. But, to accomplish this, we need reliable basic information. Geosciences provide such information. Recently, Dr. M. King Hubbert took note of the important effect of the geosciences on society, on how we think, and how we live. In the first century of modern geology, 1780- 1880, the influence of geology was primarily on how we think, i.e. changing our concept of the earth from one with a short catastrophic history to one that developed gradually over enormous spans of time. In the second century, 1880-1980, the emphasis was on how we live, on expanding the knowledge base so that we could more easily find and utilize the earth's resources. Now, in the third century, i.e. from 1980 towards the year 2000 and beyond, we should concentrate on both how we think and how we live; i.e. how we can better estimate potential global' resources and how we can manage these resources for maximum benefit to mankind. Like other sciences, the geosciences build upon what has already been done. Progress is achieved by using the thoughts, measurements, and observations of past workers, adding to these the insights from new experiments and from new concepts. Geology has its own methodology and approaches; but more than most sciences, it calls also upon the tools of physics, chemistry, mathematics, engineering, and biology to help solve its problems. Today's increasing population, increasing industrialization, and increasing complexity of modern society demand more detailed geoscience information so as to better use the land, reduce geological hazards, provide an inventory of resources, facilitate waste disposal, and prepare for long-term effects such as changes in climate and sea level.

The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015. Farming on bauxite residue using screw propelled equipment (SPE) has been commonly practised to accelerate dewatering and as it promotes consolidation and enhances storage capacity. However, it is unclear when and how often farming should be conducted during the transition of bauxite residue from slurry to dry solids and how deep each slurry deposition should be. To address this issue, three desiccation tanks were established in the laboratory to investigate how much farming could enhance the desiccation and consolidation of tailings. The cuboid tanks, of 350 mm in height and 300 mm in width and length and with an opening on the top, were placed on load cells to monitor the water loss during desiccation and were instrumented with moisture and suction sensors designed and developed at the University of Queensland to measure the water content profile of the residue. The bauxite residue, composed of silt-size particles with low plasticity, was hydraulically deposited in the tanks as a slurry at 27% solid content, resulting in 100 mm depth of solid material settling. Evaporation was enhanced by placing two identical electrical fans above the tanks. Two phases were conducted. In the first phase, the two tanks were left untouched for evaluating non farmed conditions and for calibrating sensors, while in the second phase, three tanks were subjected to atemporal farming using purpose-built screw propelled equipment. The experiment was terminated when the residue was completely desiccated. This paper reports on the instrumented tank set-up and the results obtained to date.

The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014. Mr Chairperson, respected leaders of the mining industry, ladies and gentlemen;   Good morning, Kiora, Nihao.   I am very honoured to give a speech to the 2005 New Zealand minerals conference. I would like to take this opportunity to express my sincere thanks to the Ministry of Economic Development to invite me to be part of this important event.   Today, I am going to talk about two themes: a brief introduction of ChinaÆs economic development, including ChinaÆs energy strategy; the good bilateral relations between China and New Zealand, its potential for further development and its relevance to our cooperation in the field of minerals and energy.   It is a well-known story that over the past 27 years, great changes have taken place in China. In 1978 when ChinaÆs reform and opening up just started, its gdp was near to only 150 billion usd dollars. By the year of 2004 it reached to 1.6 trillion usd, an average of yearly growth rate 9.4 per cent.   ChinaÆs great achievements are widely appreciated both in China and abroad. ChinaÆs development has not only improved the living standard of its own people, but also produced a huge market and brought about great opportunities for the world. Since ChinaÆs entry into WTO in 2001, China has imported near to 1.8 trillion usd dollars of goods, averaging a yearly imports of 500 billion usd dollars, creating for other countries and regions more than ten million jobs.   Our prediction is that in the next five years, ChinaÆs imports will be well over three trillion usd dollars. China will continue to serve as one of the leading growth engines for the future world economic development. Now China is on its great strive to achieve the goals of improving living standard for all the Chinese people. We are trying to reach a quadruple gdp of 2000 by the year of 2020, namely to reach gdp four trillion usd, a gdp per capita 3000 usd dollars.

I would like to build on the keynote address given by Peter Stoker to the Fourth International Mining Geology Conference (2000) entitled æThe Role of the Mine GeologistÆ. He concluded that à the important aspects of the professional contribution of a mine geoscientist to a mine operation include: The geoscientists prime task is to maximise the profitable extraction of the ore deposit on which they are working û that is to add value. They must maintain and develop their own expertise. By ensuring a truly professional approach to all they do, they will provide the best service to the community, to their company or client, their shareholders and their family or close associates. In that process they will also assist in protecting themselves in this increasing litigious world. I intend to build on these points and, in particular to expand on what it really means to take a truly professional approach to mine geology. Mine geology is different from other forms of geological practice. As a mine geologist you are the advocate for the orebody. After all the orebody is the one thing that is unchangeable.

The fire safety design for road tunnels includes the following aspects: active systems, passive provisions and operational procedures. The active systems include the smoke control system, fire suppression system, detection system and fire fighter’s assistance systems. Passive provisions include escape passages, fire separation and fire resistance systems. The operational procedures refer to fire fighter access, reporting and alerts, evacuation processes and crowd control.Currently, these systems are typically designed by different designers or teams. These systems are intended to work together in a coordinated manner to provide the desired safety outcome. However, in practice, this is not always happening. The fire engineering process is supposed to bring together all these aspects and arrive at an integrated safety system. The fi re engineering process in practice is not integrating the design with the practice or reality and is thus arriving at less than desirably efficient safety systems.The example of design inputs shows how disconnected each system design basis is. The smoke control system design is based on the design fire size. The performance of the smoke control system is to achieve a smoke free environment for a defined space for a particular fire size – the design fire. The fire suppression system – most commonly sprinklers or deluge systems, is designed according to codes and to achieve a certain water discharge rate. The fire detection system is designed to detect temperature rise/rate of rise and perhaps density of smoke. Fire separation is determined to provide a certain period of service – mostly for structural elements. Escape route size and location is determined mostly by code compliance. Evacuation procedures are determined by Authority operational requirements rather than human behaviour.To arrive at an integrated fire safety system, the design basis and performances must be coordinated. An approach using fire scenarios would ensure all systems are designed to a common performance requirement. This paper will discuss how the current design approach outcomes compared with a fire scenario approach. More effective and efficient fire safety systems would require the stake holders to understand the implication of this approach and to embrace this through the fire engineering process.

Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. Gallium occurs at above background levels in most samples collected from 11 of the major geothermal areas in the Taupo Volcanic Zone. Concentrations of Ga in the 48 samples ranged from 8 to 144 mg kg-1 and varies widely from place to place within each geothermal area. Gallium is contained within the alumino-silicate structure of clay in the mud, having substituted mainly for Al. Suggested deposition mechanisms for Ga also involve co-precipitation with Sb, As, and SiO2 colloids. Digestion trials, carried out to determine extraction conditions for possible commercial exploitation, showed that heating the mud to 500 - 600¦C for 1 hour followed by acid/alkali treatment gave complete recoveries.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

On Wednesday 11th November, 1970, a series of violent explosions occur-- red within No.1 Basic Oxygen Steelmak- ing (B.O.S.) furnace at the Whyalla Works of the Broken Hill Proprietary Co. Ltd., (B.H.P.) when the furnace was moved immediately prior to tapping. Water from a burnt out flux chute had flooded the bath while the furnace was tilted slightly towards the tapping side waiting to tap. Although no one was injured, dam- age in excess of $54 000 was caused to the hood and superstructure. The water hydrated the burnt dolomite refractory lining some of which sub- sequently collapsed exposing bare fur- nace shell over part of the cone.

Achieving relinquishment of mining sites is becoming increasingly difficult, with a study by Byrne (2013) estimating that out of a set of 73 mining and metals sites around the world, less than ten per cent had achieved relinquishment over the last 50 years. The median forecast duration of time allocated for water management in the closure plans studied was approximately ten years, while the reality at the actual sites was a median duration of 22 years to date and growing.One of many challenges in mine closure planning is managing geomorphic stability of stream diversions. The challenge is to be able to demonstrate to regulators and the community that a proposed rehabilitation solution will be stable over the long term.During the mining operations, local watercourses and surface drainage can be diverted and managed using engineered channels and drainage structures. However, during the post-operations stage, the engineered channel and drainage may require modification to a more natural condition that will facilitate long-term environmental sustainability. Achieving geomorphic stability of a diverted watercourse is difficult, with the majority of stream diversions in Australia failing to meet expected design performance (White et al, 2013). Geomorphic stability is a complex process that is controlled by a combination of factors, including hydraulic flow conditions, geotechnical conditions and vegetation.This paper proposes that a fully dynamic and deterministic geomorphological model can be used to supplement the traditional empirical approaches to assess long-term geomorphic stability. The paper provides an overview of the geomorphological models and how they have been applied in engineering studies for forecasting future evolution of stream systems. The efficiency of the Australian and New Zealand stock exchanges relies on a fully informed market: shareholders and investors are fully and transparently informed of all material information relating to the shares. These principles of transparency and materiality are similarly core to the Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the JORC Code). The JORC (Joint Ore Reserves Committee) Code also includes a principle of competency to ensure that the person providing the material information for public disclosure is suitably qualified and experienced.Since its inclusion into the ASX (Australian Securities Exchange) Listing rules in 1989, the JORC Code has continually improved and evolved in attempts to meet the market’s need for competent, transparent and informed disclosure. The quality and effectiveness of Public Reporting in accordance with the JORC Code is under constant challenge: some practitioners argue there is insufficient regulation, while others argue the need for greater self-regulation.This paper contributes to that discourse by exploring how well the Reporting expectations are met, and, whether Public Reporting in accordance with the JORC Code has a material impact on share-price movement.CITATION:Sterk, R and Coombes, J, 2017. The Mt. Wright Underground Mine is located near the town of Ravenswood in North Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited. The establishment of the world’s first Sub Level Shrinkage (SLS) mine from a tradition Sub Level Open Stoping operation has proven to be a geotechnical challenge which has required tailored solutions to overcome unique issues. This paper will be broken into two distinct sections that will outline: a brief overview of the mining method and how the SLS method was chosen; and how the SLS is managed and key geotechnical learnings. The story of the world’s first SLS originated from the need of a bulk mining method to ensure the viability of Mt. Wright into the future. Traditional bulk mining methods such as; Block or Sublevel Caving were originally ruled out due to the low natural ‘cavability’ of the orebody and the proximity of the orebody to existing major infrastructure (Decline, Ventilation Rises and Egresses). The first section of the paper will outline the key geotechnical information that helped decide the SLS method in addition to how continuous backfill influenced the design. The second section is intended to address issues that the geotechnical engineers encountered since the inception of the SLS. The feature topic of this section is mining induced stress. Like most bulk mining methods, Mt. Wright had success when the production front was running parallel to the stress (production front being ‘shadowed’ from the stress). This was until a design change, forced by a splitting ore body resulted in this shadowing effect becoming harder to achieve. As a result, rehabilitation and production hole re-drilling become a regular occurrence, which teamed with a strict set of access controls made the production cycle longer and harder to complete. Safescape Laddertube provides an improved system for emergency egress in ventilation shafts. The addition of Laddertube in a rise has very little impact on ventilation flow, studies have indicated that the difference in flow velocities are difficult to measure due to the minimal impact. Due to the size and open-ended nature of Laddertube, the air velocity inside and out of the Laddertube is mostly linear. Laddertube can be used either permanently or during an emergency as a secondary ventilation duct. One project involved a 385 m ladder installed in a surface return air raise that could be made to bypass the primary circuit and supply fresh air to a sea container fresh air base at the bottom of the raise. Laddertube has been designed to be installed to any feasible length and can be fitted with a climb assist system ensuring enhanced speed and reduced fatigue during ascent. The climb assist used in association with Laddertube is a Tractelift system which applies a weight relief of up to 36 kg off the climber’s body weight when using the ladder. This system has successfully been tested for ladders up to 600 m in length and is currently in use for a ladder of 185 m length. The use of refuge chambers in underground coalmines has long been a contentious issue due to the concern that while it may provide temporary shelter, the risk of being exposed to high heat or the inability for rescuers to access them due to fire or explosive atmosphere means that they may be effectively trapped. The additional application for coal environments includes Laddertube installed alongside a refuge chamber concealed behind a blast proof door ensuring a secondary means of emergency egress. In certain operations designs may allow for this chamber to be provided withpositive pressure fresh air.
