As a basis for my address to you tonight I thought it might be opportune if we considered the great history of the mineral industry in Australia, and the contribution it has made to the development of the country. While it is perhaps interesting to review the achievements of the past there is also the opportunity to examine the developments of the future.The names generally given to the three periods of man's life on the earth-the Stone, the Bronze, and the Iron Ageand to which should perhaps now be added the Atomic Age, imply the vast importance of the progressive steps in 'man's discovery of minerals and the means of working them. They tell the story of his advance from the flint knife to the bronze celt, and then to the keen-edged iron weapon, and now to the possibilities of the peaceful application of atomic energy. Not only have the stories of gold, iron, copper and tin told a great deal of the history of the progress of mankind, but they have also traced the commercial and industrial growth of Australia over the last century.Gold in the 1850's was responsible for the most significant period of immigration Australia has ever had-when the population almost tripled in the ten years to 1860. Minerals were also responsible for opening up Australia and determining the pattern of settlement. As mineral finds were made, railways were constructed to these fields, then agricultural development followed.Then, as the industrial era started, minerals provided the raw material for Australia's rapid industrial expansion, and they have all contributed to the extent that they have made...

The application of modern sciences prior to nineteenseventies have resulted in the placing of Continental Drift theory into broader concept of Plate Tectonics. The concept is applied to explain the Cenozoic Tectonics of North Sumatera.Oceanic crust flooring the Indian Ocean is moving northeasterly and being obliquely subducted at a Benioff zone along the western margin of Asian Plate, marked by the Sunda Trench in the west coast of Sumatera. This phenomenon was generated since late Mesozoic, continued during Cenozoic era up to present day, resulted an exellent example of arc-trench system which can be traced along SW - NE transect of North Sumatera.The oblique-subducting plate of Indian Ocean beneath Asian Plate, together with spreading of Andaman seafloor beginning in Pliocen epoch, have led to the origin of Sumateran Fault System; the System extends throughout the length of Sumatera island. In the region under review it comprises almost contiguous set of broadly SE-trending. Evidences for transcurent-dextral displacement have been observed.

Based on the cubic law, the hydraulic aperture of rock discontinuities has the most significant effect on the hydraulic conductivity of jointed rocks. The hydraulic aperture of rock discontinuities is a stress-dependant parameter and reduces with increasing applied stress. Furthermore, the rock stress increases with increasing depth. Therefore, hydraulic aperture is a depth-dependant parameter. In this paper, new empirical equations are introduced to calculate the hydraulic aperture of rock discontinuities at different depths. These equations were developed on the basis of back analysis of compiled packer tests from different actual cases. They provide the capability to calculate range of variation and average hydraulic aperture when the orientation of discontinuity and field stress tensor are given. Furthermore, it is possible to calculate the hydraulic aperture of rock discontinuities when its value is given for another depth. A hydraulic aperture of 7.7?µm was calculated by this method, comparing well with a reported site value of 8.3?µm for rock discontinuities at the Stripa mine project at a depth of 385?m. The Fiji islands are the world's most ac- cessible Cenozoic remnant arc. They provide occasional subaerial exposures of an arc frag- ment some 750 km long and 80 km wide, or about the size of the NE Japan volcanic arc. The fragment is one part of the former Vitiaz Arc which once connected Fiji to Vanuatu and Tonga. The Fijian portion has the most completely stu- died Tertiary section which contains a history of arc volcanism from the late Eocene to late Miocene (the Early and Mature Arc stages), a rich diversity of subsequent magmatic responses to the most recent episode of arc rifting (Ear- ly Rifting stage), and an example of transition from arc to intraplate volcanism as this rift- ing proceeded (Late Rifting stage). The arc fragment is surrounded by younger backarc ba- sins. The chemical composition of magmas in both the arc and backarc changed with time, but in opposite directions. In the arc, magmas be- came enriched in sialic components from the Early Arc to Early Rifting stages, whereas in the basins the magmas became more similar to mid-ocean ridge basalts (MORBs) with time. In southwest Fiji, the oldest backarc basin has subducted obliquely beneath the remnant arc du- ring the last 3 Ma, resulting in chemically ex- otic calcalkaline volcanism. During the last decade over 150 radiome- tric age measurements and 650 rock analyses, many with trace element and isotopic measure- ments, have been obtained for samples from Fi- ji, Tonga, and the surrounding seafloor (Figs. 1 and 2). These data are summarized, drawing from the publications of Colley and Hindle (1984), Gill et al. (1984), Hawkins and Melchi- or (1985), Kroencke (1984), Malahoff et al. (1984), Scholl et al. (1985) and Whelan et al. (1985), from the specific research papers refe- renced therein, and from the half dozen or so manuscripts currently in preparation by these people and others.

Artificial ground support has developed into a refined science over the past 20 years. From reactive support systems such as timber props and steel supports, to active systems such as roof bolts and cable anchors, ground support technology has now developed efficient systems that work well in many instances. However this paper demonstrates that there is still a long way to go to develop optimum ground support systems. Some conventional rock bolts and cable anchors emphasise their tensile capacity only, without considering other factors such as their shear strength or shear modulus, or if the support member can transfer all of its support capacity to the surrounding rock. Examples are given of the use of ground anchors with high tensile and shear capacity in underground coal mining as well as examples of slope failures in open pits where the cable bolts have remained intact because they have been unable to transfer their full capacity to the surrounding weak rock mass. For underground coal mines, speed of installation is also of primary concern, but it must also have high tensile and shear capacity both in terms of strength and stiffness. Ground support systems of the future must therefore address these problems. An innovative new rock bolt is discussed which goes some way towards solving these problems. This new rock bolt is screwed into the rock and thus has a direct mechanical interlock with the rock. Initial field results show that it has an extremely high anchor capacity and can be fully installed in approximately 30 seconds. It has considerable capacity to improve the productivity of the coal mining industry.

Quite apart from economic considerations, the following performance parameters must be considered when selecting an explosive for a particular blasting operation. 1. total energy yield/kg, and more particularly, strain energy/kg and bubble energy/kg of charge 2. charge weight/m of blasthole 3. sensitivity of the charge 4. water resistance of the charge The effective division of an explosive's total energy into strain energy (SE) and bubble energy (BE) is explained as is the influence of each energy component on blast results. Because some rocks require a high strain energy for effective breakage, while others are most satisfactorily fragmented by bubble energy, values of SE and BE are more meaningful than those of total energy. Unfortunately, our extensive knowledge of the effects of certain variables on total energy has not yet been completely supplanted by the influence of these variables on SE and BE values. The Department of Mines Tasmania employs a Drilling Section for specialised drilling re- quired by government and semi-government bodies. The section has a complement of nine crews oper- ating auger, cable tool, rotary and diamond drilling plants. For some years the Department has been involved in site investigation drilling of the Derwent River. The experience gained indicated that drilling methods should be altered. In 1976 an urgent programme was requested and the opportunity was taken to solve many problems associated with previous investigations. Equipment and methods are discussed in detail. The constructionhunnelling industry in Hong Kong has taken an upturn during the last few years due to the commencement of works to relocate the International Airport to Chek Lap Kok Island. The Airport Core Program consists of ten individual projects including roads, landfill, bridges and tunnels to build the airport and link it to the mainland of Hong Kong. Part of one of these projects is Cheung Ching Tunnel located on Tsing Yi Island. The proposed tunnel consists of a 1.6 km twin tube road tunnel through the island's central ridge, taking three lanes of traffic each way. Each tunnel is 16 m wide - (the widest road tunnel in Hong Kong) and are 10 m high. ICI Explosives (China) saw an opportunity to supply bulk explosives to the Cheung Ching tunnel and contacted ICI Australia to determine availability of a bulk system for tunnel blasting, and assist in its introduction. This paper discusses the methodology behind developing that bulk system to suit a large tunnel drill and blast operation. It also looks at the problems encountered along the way, from the development of the product to the application of the system in the tunnel and the eventual success of introducing a bulk system into a large tunnelling project.

Most DRI is produced using gas-based processes and is used as a feedstock in electric arc steel furnaces, otherwise known as mini-mills. This paper critically examines the technical and economic issues of various gas-based DR processes available today and recommends the most effective and attractive processes suitable for Western Australian iron ores.

One of the significant changes which has occurred in the flotation sector of the minerals industry, over the last two decades, has been the successful development of the very large flotation machine. The last twenty years has seen the volume of the individual cell, available to the industry, increase by a factor of ten. Today, new mills, and existing mill modernization plans, can consider individual cell volumes as large as 85 m3 with the certainty that the metallurgical performance capability of the large machine is inherently as efficient as the smaller machine. The large flotation cell offers benefits to the user such as reduced floor space, lower total power, process control simplification, and reduced maintenance. However, the flotation machine size selection process, based on overall installation economics, must include such factors as process tonnage, flotation kinetics characteristics, and metallurgical performance objectives. This paper discusses the flotation machine size and circuit arrangement selection based on both metallurgical performance and economic considerations. A computer based flotation kinetic analysis technique, which has proven valuable in quantifying the metallurgical response of flotation circuits having different cell sizes and number, is utilized to illustrate the selection of cell size and arrangement best suited to a client's Requirement.

Uranium mining operations commenced at Ranger mine site, Jabiru NT Australia in May 1980. The Ranger orebodies, totalling approximately 110 000 tonnes contained U305 had been indicated by airborne radiometric survey in 1969 and confirmed by drilling the following year. Both diamond and percussion drilling methods were used to define the mineralisation and samples were analysed using a combination of radiometric and neutron activation techniques. Ore reserve estimates were calculated from conventional and geostatistical methods, and following the mining of 15 million tonnes of ore, reconciliations with before mining estimates are well within acceptable industry standards. In-pit grade control employs radiometric techniques including a radiometric truck discriminator built in Australia to mine specification to meet production requirements and improve productivity. Environmental requirements associated with uranium mining are a daily consideration.

For the past six years research funded by the State Energy Research Advisory Commit- tee of South Australia has been conducted at the South Australian Institute of Technology, School of Mining and Metallurgy on South Australian lignites. A major part of this work has been a study of the potential bene- fication of Bowmans lignite using hydrometal- lurgical techniques. The Bowmans lignite de- posit is the largest of its type in South Australia and is a major energy reserve for the state. The utilization potential of this deposit is reduced by its very high insitu NaCl content which presents serious problems for any process. Previous research conducted by Readett and co-workers (1984a & b) has shown that NaCl is amenable to extraction using simple batch water leaching operations. This leaching has been successfully described using a two stage diffusion model derived from first principles based on a simple diaphragm cell.

As mining and extraction processes improve and lower grade ores become economic, mining for most ores have extended to depths beneath the zone of weathering oxidation created over geological history. These deeper openings expose sulphidic formations and reduced mineral species as either primary ore or simply as accessory or gangue minerals in the country rock. This is not new, underground mining for primary base metal and gold have long been familiar with these problems, as have coal and uranium miners. The change is simply that the number of mines exposing sulphidic waste rocks, tailings to the atmosphere and/or leaving behind dewatered sulphidic rock surrounding the mine void has increased the number of sites from where acid mine drainage (AMD) may emanate with consequential problems for the hydrological environment including downstream catchments (Miller et al, 1996). The principles of ecologically sustainable development (Brundtland, 1987) have been more or less ratified by all the developed nations of the world and this has led, amongst other things, to an expansion unprecedented in the research and documentation of means for achieving long-term environmentally acceptable stabilisation of solid wastes of all sorts. These have revealed that AMD problems can be minimised and even reversed in many cases by the integration or co-disposal of biodegradable organic wastes with oxidising sulphidic wastes (Elliott et al, 1996). This paper considers how this might be achieved at mine sites in Australia and the results encountered at some relevant sites.

The Banda arc, a U-shaped orogenic belt which separates oceanic crust of the Banda Sea from continental crust underlying the Australian- New Guinea shelf, has been interpreted to mark the convergent boundary between the northward-moving Indian Ocean- Australian plate and the Southeast Asian plate (Hamilton, 1979; von der Borch, 1979; Bowin et al., 1980). East of the island of Sumba (Fig. 1), the oceanic crust of the Indian Ocean has been completely subducted and Australian crust is now thrust under the Banda arc. Controversy has centered over the interpretation of the Timor trough as the surface location of subduction and the significance of the Savu Sea between Timor and Flores as either a forearc basin or the continuation of the Java trench (Karig et al., 1987). Two concentric island ridges, called the inner and outer Banda arcs (Hamilton, 1979), separate Australian continental crust from the oceanic crust of the Banda Sea (von der Borch, 1979) (Fig. 1). The inner arc is a typical volcanic island arc composed of calc-alkalic volcanic rocks of Neogene age, while older (Permian and younger) complexly deformed sedimentary and metamorphic rocks make up the outer arc. Timor is the largest and most extensively studied island of the outer arc and is separated from the inner arc by the Savu Sea. The triangular-shaped Savu Sea appears to be a complex forearc basin divided by a series of buried basement ridges (Karig et al., 1987). In line with the recommendations of The AusIMM/AMIC Joint Committee Report in 1981 Isa Mine ore reserves are quoted in proven and probable categories (recoverable ore reserves). Internal reporting considers geological mining and extraction reserves in terms of proven and probable categories. Proven reserves are subdivided into detailed and confirmed ore. External reporting includes a possible ore category (not a reserve). The basis for these divisions is the spatial distribution of sampling data. Proven ore is defined by data 80m apart or less and probable ore by data 80m to 150m apart. Within the proven ore category detailed ore is defined by data 40m apart or less and confirmed ore by data 40m to 80m apart. Kriging is used to provide tonnage and grade information for the currently producing 1100 and 1900 orebodies. Kriged cross sections are initially produced to coincide with existing geological sections and are used for stope design. Stope ore reserves calculations are ideally performed at three discrete design stages, which in order of increasing accuracy are: preliminary design (PD), final design (FD) and ring design (RD). At each of these stages Kriged meshes incorporating the most recent sampling information are produced for reserve calculations. Historically derived mining and extraction factors are applied both to global reserves and individual stope reserves to reflect changes in geological and mining conditions as well as the sequencing of extraction. These factorised reserves are then inserted into the computerised reserves inventory system (RIN). Monitoring of individual stope performance continues into the production stage with input from planning, research, survey and production personnel. This allows actual extraction factors to be derived for comparison with predicted factors, providing some measure of stope performance.

At least 85 000 tonnes of mine tailings were discharged into Deepdell Creek, east Otago between 1890s and 1940s. The tailings contained about 1 wt % arsenic, so about 850 tonnes of arsenic in the form of arsenopyrite was discharged. Annual floods have removed nearly all tailings within c. 60 years. Small amounts of arsenic-bearing sediments (<250 ppm) remain in Deepdell Creek. About 7 kg/year dissolved arsenic was discharged in groundwater from mineralised Hyde-Macraes Shear Zone rocks in the vicinity of the historic mine sites. Adsorption of this arsenic on to iron oxyhydroxides in the stream sediments may have contributed to the elevated As content of those sediments. Even less arsenic remains in the main Shag valley below the Deepdell Creek confluence (15 - 25 ppm As). Rare relict arsenopyrite grains are trapped in bedrock crevices 25 km from source. No tailings deposition is detectable in theShag River estuary, and the tailings have presumably been discharged into the sea. Natural rehabilitation of the Shag catchment has been rapid and effective.

In the last 15 years, it has become increasingly popular to win gold and silver from carbon strip solutions with electrolytic æsludgeÆ cells. The precious metal sludges produced in the cells are washed to the cell bottom and pumped into filters. Most new operations are specifying sludging cells, and many older operations are being retrofitted with up-to-date electrolytic sludge cells and filters. The new sludging cells are generally more energy efficient than older cells, but more importantly, the cell operations to remove product are much less labour intensive, cleaner, and the operator need not have physical contact with the electrolytically produced metal. A case study of a major North American gold producer (50 000 kg/yr) that removed old style stainless steel wool cathode cells and installed new sludging cells and sludge filters is presented. The effect of various impurities is discussed.

The 1980's have produced an outstanding revival of the Australian gold industry. In contrast to some previous mining booms, the economic aspects of the growth in gold production are soundly based. In general the new developments have been highly profitable and this is beneficial to all parties- whether they be government, shareholders employees or suppliers. Mining companies are showing a large commitment to gold exploration with approximately 50% of Australian exploration budgets now being directed towards gold. An increasing proportion of this expenditure is being channelled towards the eastern States with Queensland 'being the major centre of interest. Further strong growth in production is expected with some 50 projects likely to come on stream before 1990. A very significant aspect of the foundation for this growth is a continuation of the existing tax status of the industry.
