Two examples of risk assessment and risk management in action are discussed. The first is in a management context in relation to Kingsgate Consolidated LtdÆs Chatree operation in Thailand. Kingsgate has conducted an over-riding risk management program to assess and manage risk across its complete business from the Sydney and Bangkok offices through to the Chatree Mine and the companyÆs exploration group. This example addresses how Kingsgate has applied risk management, particularly to the process operation, and the benefits that have been gained. The second is in an operational context in relation to Minara Resources LtdÆs Murrin Murrin operation in Western Australia. The subject is the methodology and outcomes of a risk assessment across the Murrin Murrin operation specifically to identify and assess risks with potential impacts from $1 M to $7 M. This section of the paper then shows how the outcomes of the risk assessment were integrated into MinaraÆs strategic plan to debottleneck the plant and increase nickel production.

Salinity in Australia is caused by over irrigation and land clearing for agricultural use over the last 100 years. It is now the biggest threat to the quality of land and water in the Murray Darling Basin and Western Australia. Pumping the saline waters straight into the ocean or transporting the solid residue (mainly sodium chloride) to the ocean after evaporation of the water is expected to cost the taxpayer millions of dollars every year. This paper proposes that the salinity problem of Australia, at least in part, can be converted to an asset rather than a liability if it is exploited and used to make value-added products. The more value made out of saline waters, the more saline water is processed and therefore the more salt is extracted from the land. The value-added products that can be made out of saline waters are numerous and diverse. Rough calculations show that value addition to the saline waters could potentially generate up to $A 200 million per annum business in the Murray-Darling Basin. Although it is a challenge to make cost competitive products and find markets for these products it is possible that up to $A 100 million per year may be gained from import substitution. Value addition to salinity would also reduce the threat on the environment and existing agricultural industry. Investment to add value to salinity will create business in the region, nurture the local small population communities, and increase services and long-term employment.

The paper presents new developments of the methodology of open pit coal production scheduling optimisation. They deal with the specific features of the exploitation of single coal seam and utilisation of truck-shovel and dragline systems. A production scheduling optimisation model is developed as a linear programming problem. The objective function maximises the net present value of the mining project under the technological constraints for meeting the demand function of the coal processing plant and effective utilisation of the available production equipment. Both principles of mine planning, coal quality optimisation and waste deferment are incorporated in the model. Results of a case study are provided to illustrate the applicability of the optimisation model.

The efficiency with which it is expected that a particular coal may be burnt in a power station boiler significantly affects the value of the coal. Consequently many laboratory tests have been developed to provide data on the combustibility of coal. Computer modelling of coal combustion has also provided insight into limits on coal burn- out. Such modelling suggests that burnout of bituminous coal in a power station boiler will be strongly influenced by physical limits on the diffusion of oxygen to the individual coal particles. Coal chemical reactivity appears to be relatively less important. As a consequence of the diffusional limits, significant improvement in burnout is achieved either by producing less large p.f. particles or by providing sufficient furnace residence time to burn the large particles. Field data from a variety of power stations supports these cn.clusions. Burnout was also found to correlate well with volatile content for a number of coals from widely different sources. This is expected as the high vola- tile coals produce less residual char to be burned by the relatively slow heterogeneous Combustion.

The initial development fl6tation testwork on Mt. Windarra op was completed on composited drill core intersections at the.Australian Mineral Development Laboratory. An exploratory winze provided samples, from the 130 M. level of the Mt. Windarra mine, for pilot plant and bench development tests. A limited test programme was initiated on the South Windarra drill core composites. Detailed mineralogy has been completed on selected samples from both ore deposits.

The Permo-Triassic Bowen Basin developed during the final stages of the Tasman Orogenic Phase in eastern Australia. The basin has considerable economic value as a source of coal, natural gas and precious metals. The basin, which is of controversial origin, is preserved as a north-south trending, asymmetrical syncline bounded in places by faults. It is here interpreted as a retroarc foreland basin which developed on the landward (west) side of a continental arc associated with continent-ocean plate convergence. Initiation of the basin occurred via back-arc extension in Early Permian times, coincident with a phase of talc-alkaline arc volcanism. Early Permian, mostly marine sedimentation gave away to extensive coastal and alluvial plain depositional systems in Late Permian times, coincident with a resurgence of arc volcanism. Triassic sedimentation was almost entirely alluvial and coeval with westward propagation of thrust sheets from the eastern basin margin. Compressive tectonics climaxed in Middle to Late Triassic times, terminating sediment accumulation and uplifting the entire area.

The major heavy industrial consumers of limestone are the cement, lime'and steel ind- ustries. Each of these requires large quantities of cheap raw material. Other ind- ustries such as glass and chemical manufactur- ing are significant consumers and agricultur- al and constructional activities provide additional demand which is usually more local in its occurrence. Limestone is widely dis- tributed throughout Australia but location in relation to major markets, and transport con- siderations render most deposits of no economic value. Among deposits which are sufficiently close to the major metropolitan markets many must be rejected as being unsuitable on grounds of quality, inadequate size for major.develop- ment, or other reasons such as environmental considerations. The major producing locations are sit- uated in a variety of geological environments. Most have limited reserves and require partic- ular attention to quality control. Planned extraction programmes based on detailed geo- logical investigations enable not only satis- factory grade control but also permit, by the adoption of appropriate quarry procedures, the use of sub-grade material, thus optimis- ing utilisation of the available reserves.

Epithermal gold-silver deposits occur in young volcanic terrains where post-mineral cover commonly impedes the search for mineralisation. At the Togi Project in Honshu, Japan, a complex mineralised system is largely covered by post mineral volcaniclastics. A combination of high resolution electrical resistivity surveying and detailed airphoto interpretation has, with close geological control, enabled synthesis of structural and alteration characteristics of the Togi geothermal system, in turn permitting ranking of the prospects for drill testing.

Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

The first step in the mining and processing of nearly any mineral ore is comminution. Since the oil embargo of 1979, the mining companies have been striving to reduce energy consumption and costs. The first serious step was the introduction of in-pit crushing in the early 1980s. With in-pit crushing accepted as a standard design mode, the energy saving emphasis turned to comminution practices. A great deal of attention has been focused on blasting and grinding. The one step that has not been addressed is the primary crusher. This paper will address the opportunities for comminution improvement through optimisation of the primary crusher.

A compound cylinder-cyclone system, fitted with a flow control valve between the cylinder and cyclone, has been used for coal slurry sizing experiments in the range approximately 100 to 300 micrometres. An important feature of the system is the ability to adjust the cut size of the separation over wide limits by adjustment of the flow control valve. Results have been compared with typical fine screening operations. Under roughly equivalent conditions the compound cyclone system can achieve better elimination of extreme fines, but is not as sharp as the screen for coarser size cut-off. Simulations of systems involving combinations of the cylinder-cyclone system with screens indicate that the advantages of both sizing devices can be combined to yield accurately sized products for fine coal cleaning, at much less cost than using screens alone.

The integration of iron rejection as hematite with the Sherritt two-stage zinc pressure leach process has been investigated on the laboratory scale. The two-stage pressure leach process is applicable for a greenfield zinc plant, or for replacement of the conventional roast-leach circuit in an existing zinc plant. An excess of zinc concentrate is used to accomplish acid neutralisation in the first stage of pressure leaching, and the residual concentrate in the first stage residue is treated with an excess of acid solution in the second stage of pressure leaching to yield high zinc extraction. Integration of hematite precipitation with this process allows for the potential sale of the iron residue, greatly decreasing the residue disposal problem. Two flowsheets containing the desirable features of both of these processes are described in this paper, along with laboratory Results.

Mining had a very considerable effect on the country's development. The visual evidence remaining is an integral part of New Zealand history. Early mining for manganese and copper in the 1840s was succeeded by alluvial gold rushes. These gave way to hard rock extraction, hydraulic elevation and dredging. Coal mining dating from the 1850s was fairly widespread. Other minerals were obtained on a small scale. Manufacture of mining machinery stimulated industrial engineering enterprises. Schools of mines played a significant part in advancing technical skills and several remain as museums. Surviving mine structures and site relics are part of the industrial heritage signifying the technological and economic development of a small isolated nation. Some of these are described. Identification, recording and preservation where practicable is advocated.

Corrosion is a chemical or electro-chemical attack on a metal by the surrounding medium, and it can be stated in general terms that a non-corrodible metal possesses that property either because there is no chemical action between it and the medium, or because the medium reacts quickly with the metal to produce a thin protective coating.When iron or steel is attacked by dilute mineral acids, for example, the products of the reaction are soluble and the formation of a protective film cannot take place; on the other hand, rusting produces a porous film which flakes away and offers little protection to the underlying metal. However, when chromium is alloyed with iron, its resistance to corrosion is improved because the films produced on such alloys become more adherent and tenacious as the proportion of chromium is increased. Comminution is the most power-intensive process in the technology for ferrous quartzite concentration. That is why improving comminution efficiency leads to the most appreciable economic effect on the concentration process. The trend towards reducing the lump size of crushed ore before charging the mill is considered to be of major importance in improving comminution efficiency. A considerable number of investigations have been performed in this direction. At the same time, a strong interest is also maintained in the increase of comminution efficiency due to optimisation of process taking place in the mill. Recently, investigations of the power intensity of the breaking process inside the mill have been carried out at the Krivoy Rog Mining Institute. It was ascertained that the routine conditions of comminution at a low mill ball charge ratio resulted in an unnecessarily high power consumption due to the force of impact of falling and milling bodies far exceeding the power required for comminution. For example, the power value for falling balls of 60 - 125 mm in diameter reaches 0.3 kNm, and the force and stress due to ball contact with the lining reaches 60 kN and 250 MPa respectively. These values exceed the force required for comminution by a factor of ten. Analysis of the mechanism of ore particle size reduction during comminution in the ball mill indicates that the size reduction is due to impact load, attrition load, and static load. The efficiency of size reduction is very low. During comminution in the ball mill, impact loads prevail and amount to 85 - 90 per cent of the total load. In this situation, not more than 10 - 15 per cent of destruction is due to attrition.

Open stoping dimensions are typically controlled by a number of factors including production drilling capacity, scheduling, fill constraints, orebody dimensions and host wall rock conditions. Frequently host wall rock conditions are the key control on stope dimensions. As a new mine is brought into production, there is a steep geotechnical learning curve for those associated with the development of the mine. Initially, the experience and observations gained at other mines is used to guide the stope design. As experience is gained at the new operation, site specific techniques can be validated for use. This has been the case at BHP Cannington, where a heavy emphasis has been placed on the validation of empirical stope stability techniques for site specific conditions and experience. A range of empirical and numerical techniques can be applied during the design of open stopes. The empirical techniques are an experience based application of known performance levels during the design of open stopes. The numerical modelling and structural tools can be used to compliment the empirical techniques so that an understanding can be gained of the likely stress and structurally controlled failure mechanisms.

Brand se Baai, on the North-Western Cape Coastline of Southern Africa, is the site of the Namakwa Sands Limited Heavy Mineral Sands Mining Operation. The mine is a 14 000 000 tonnes per annum open-cast strip-style mining operation using truck and excavators to mine the sand. The orebody consists of relatively unconsolidated sands reworked by fluvial, marine and aeolian mechanisms. The total orebody includes three primary ore types, namely the Red Aeolian Sands, the Dorbank (a hardcap layer) and the Orange Feldspathic Sands, which forms the bulk of the resource. Mine planning and scheduling is done using a 50 m + 50 m variable bench height system with three primary bench heights. The Aeolian and Dorbank each have a bench that varies with their thickness of up to a maximum eight metres and the Orange feldspathic sand, a standard bench height of eight metres. For a number of years Namakwa Sands used a complex 2D, Datamine Based, macro system to perform the resource evaluation and mine design. As the mining operations expanded it became clear that a complete system redesign was required to cope with the increasing operational pressures coming to bear on the old system. The biggest challenges facing any replacement system are the sheer scale of the mining operation (16 km long and 7 km wide resulting in a minimum of 30 000 individual 50 m + 50 m mining blocks), the size of the geological data files (up to one gigabyte) and representing the benching system accurately (as the benches follow the topography and are not horizontal). In addition to these large-scale issues, the ability to run multiple mine design scenarios was required, an aspect which the old system was unable to perform adequately. Based upon these primary difficulties, a new business process was developed which required a complete rethink of the mine design methodology as well as the creation of a new system to deplete the resource model, produce monthly reconciliation evaluations and create a ultimate pit limit based on the operations mining cost model. Using a system based on the Earthworks Mine2-4D Mine Design and Scheduling System (with its mine design and scheduling specific tools), as well as a small, customised program, massive time-savings have been made. It is now possible to run several life of mine scenarios in the same timeframe that a single life of mine run took under the old system. This paper will present the methodology and business decisions behind the new Namakwa Sands system, and detail the restructuring and development used to deal with the large data set sizes and long processing times inherent in the old system. Future enhancements to the system that will make it more generically applicable to open-cast mining scenarios will also be dealt with.

The mining industry maintains a ælove-hateÆ relationship with water. Dewatering, aquifer, water disposal, irrigation, process water, tailings water, run-off water, seepage, leachate and sumps are all terms that are used on a daily basis in the mining industry, highlighting the numerous water usages on site and their associated quality. According to the Australian Bureau of Statistics (2001), each year the mining industry consumes over 530 000 ML of water. The increasing recognition of water as a limited and valuable commodity, and the associated environmental concerns with the management of water disposal to the environment has led the industry into improving on-site water management. Progressively, water balance models and water reuse strategies are being developed, incorporating more sophisticated water treatment processes. By way of example, membrane technologies, once restricted to industries such as the pharmaceutical industry or the drinking water industry, are now entering the mining world with the aim of producing clean water of suitable quality for ore processing or for advanced treatment prior to release to the environment. This paper will provide a review of the threats and opportunities linked to water use and recovery/reuse in the mining industry in Australia. It will open with an overview of current water usage and associated quality for various mineral industries and continue with identifying the threats and limitations associated with the quality of available water. It will then present how newly developed water treatment technologies and assessment tools can be incorporated into the system to enhance the recovery and reuse of water on site, reduce the risks associated with securing long-term water supply and further improve production, environment and safety (health risk control).

Capcoal Mine has modified its water use practices over the past 15 years. Two issues have changed the way water was managed:an economic review of water supply options for a planned expansion of the coal handling and preparation plant (CHPP) in the early 1990s, and increasing neighbour concerns about discharge of worked water from the mine into the local streams. These issues resulted in commitment by the site General Manager to cease discharge of worked water from site and to convert from using raw water to worked water in the CHPP. Operational needs, societal demands and continuing dry weather are again demanding change to the siteÆs water management strategy. This paper outlines the drivers for past and future operational change.
