When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

During the past eight years a vigorous drilling campaign resulted in large increases in the reserves of both copper and silver-lead-zinc ores.As a result the Company initiated an increased production programme.Some major capital works have been completed, others are in progress and more are needed to achieve the proposed daily throughput of 14,400 tons. The increased ore potential justified a copper refinery which has been constructed at Townsville. The increased production rate achieved to date, combined with improved techniques and greater mechanization, is assisting the Company to combat the general inflationary trends caused by increased costs for labour and materials.INTRODUCTION"Today we are armed with better weapons in our fight for lowered costs and greater efficiency, but we must not flag in our efforts to improve." Such was the resolution expressed by Mr. K. B. Gross, then General Manager of the Company, in his review lecture delivered to the First Ordinary Meeting of The Australasian Institute of Mining and Metallurgy at Mount Isa on 18th August, 1952. This present review of the period 1952 to 1960 records our efforts to fulfil this resolution. At the th:ne of Mr. Gross's statement,copper production was commencing in earnest. Although the importance of Mount Isa's copper orebodies was well recognized, the major discoveries which led to Mount Isa's emergence as Australia's premier copper mining and smelting operation were not known. The short review of hydrogeologic conditions in the three Polish coal basins have been presented as the background for the prevention measures against water inrushes being underta- ken in coal mines. The Polish mine safety regulations concerning water inrush prevention have been discussed, namely: - classification of sources of the potential water inrushes, - levels of water inrush risk and conditions of mining operation in the mines facing particular risk levels, - determination of the -di.mens.ons.of protecting pillars to prevent water inrush to mines, protection of surface water reservoirs and their earth embankments in regions submitted to mining deformations. Three examples of coal mining being carried out under water bodies have been presented.

Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

Martite-goethite high-grade iron ore deposits that show no trace of hydrothermal alteration may extend to more than 200 m below the permanent water table and are typically saprolite with evidence of exposure to the physical, chemical and biogenic processes of soil formation restricted to the low-grade goethitised upper levels. Typically no evidence of the prior presence of chert bands is discernable within the ore yet it has been assumed that these ore deposits derive from cherty banded iron formation (BIF) through supergene leaching of the chert bands and thus classified as supergene iron ore deposits. The fact that chert bands are absent and that these ore deposits are highly weathered does not prove supergene leaching of the chert bands. Quartz is one of the most resistant minerals to chemical weathering within the saprolite and large scale dissolution of quartz is absent from all other quartz-bearing saprolites, yet this unlikely process is accepted without question as the origin of the most abundant form of high-grade iron ore deposits. It is proposed that martite-goethite high-grade iron ore deposits formed only from BIF in which chert bands were absent prior to weathering. An EXTENDED ABSTRACT is available for download. Water is a key resource input to copper heap leach operations in both quality and quantity. A number of recent developments in analysis of the technology have shown that water consumption can be optimised. The leach consumption has been generally considered in terms of minimisation of the evaporative loss by changing the application method (drippers or wobblers). Modelling of the irrigation effects on leach rate has shown that the poorer surface coverage from drippers has an adverse effect on the leach extraction rate. This is particularly evident in the early part of the leach. The use of different irrigation systems during alternate parts of the leach cycle can have benefits in minimising the water consumption without an unacceptable outcome from extended extraction times. By combining the leach rate effect with the evaporative loss estimates, an economic decision matrix can be generated to allow the operator to select an appropriate leach irrigation strategy, combining both irrigation delivery and irrigation rate. In the SX-EW plant, the total quantity of EW bleed and SX scrub stage bleed (both for iron control) can be reduced to an absolute minimum. The economic minimum may be different depending on the cost of producing the high-quality water used to replace the bleed streams. Adjustment of the SX process, in particular use of multiple entrainment control steps, can provide significant reductions in the total bleed and make up requirements.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

This paper reviews the various processes successfully in operation to treat refractory gold ores and describes in detail the alkaline pressure oxidation circuit operating at the Barrick Mercur Mine, Utah, U.S.A., on car- bonaceous/sulphide refractory ore and the acidic pressure oxidation circuit operating at the Barrick Goldstrike Mine, near Carlin, Nevada, U.S.A., on sulphide refractory ore. The autoclave process is important to Barrick for the extraction of gold. The Company has operated successfully a 750 ton per day unit at its Mercur property for the past two years and more recently has commissioned a 1500 ton per day unit at Goldstrike. The paper presents data relative to operating costs, materials of construc- tion for autoclaves and peripheral equipment, reagent requirements, and changes required during commissioning for both autoclave systems.

In Europe there are many regions, where coal or lignite is mined with surface methods. In most of these regions coal/ lignite is mined below groundwater table and mining opera- tions require pumping big volumes of water. Drawdown of groundwater table has influence on surface water and ground- water on adjacent areas. Mine drainage requires purification and its discharge changes flow in existing streams. Some of mine water is used by mining companies themselves, some is used by other industries, some for communal purposes and some for irrigation. However, majority of mine water is dis- charged to rivers without use. The above issues are discus- sed on the background of general, technical and water charac- teristics of such regions in B European countries. Conclu- sions and prospects for future complete the paper.

A geologic, petrographic and geochemical study has been performed on the pyroclastic flow deposits in the coastal area of East Zhejiang Province, Southeast China. This study leads to classification of the pyroclastic flow deposits into three associations: the extrusive type, the surge type and the ash flow type welded tuff associations. Through detailed investigation and comparison of the characteristics of these lithologic associations, with emphasis on the welded tuffs, a comprehensive model has been proposed to demonstrate the petrogenesis of the pyroclastic flow deposits.

This study examined the structures of the Bowen Basin in central Queensland, Australia, by a series of lineament analyses. These studies were carried out using published geological maps, NOAA-AVHRR imagery, and LANDSAT MSS. Comparisons between these various data sources allowed the discrimination of the nature of the observed lineament sets and the time of their development. These data, which have been verified by field work, allowed the development of an integrated structural model of the Basin as an area of compression. This is considered in the light of a plate tectonics framework for northeastern Australia. The study showed that geological structures of great significance to mining operations, such as strike slip faults and large thrusts, could be identified and mapped using a combination of satellite imagery and field investigation. The small scale view of the satellite imagery also facilitated the development of a structural model for the Bowen Basin.

How to monitor and control the support and surrounding strata system on a longwall face effectively is one of the major research problems in ground control. Based on observations on movements of the support and surrounding strata of face No. 2703 of Dongpang colliery, the relationship between the downtime related to support and surrounding strata and other influential factors is analysed systematically in this paper. Monitoring indices and control measures are then determined by taking corresponding downtime as an objective function. When the monitoring method, developed from the above findings, was used on face No. 2703, the downtime due to support and surrounding strata was remarkably reduced, and the face advanced Normally.

The disposal of tailings has become a greater issue due to the changing economics of mineral extraction. The processing of lower grade deposits and tougher environmental regulations has led to the selection process for tailings disposal options becoming more complicated. Current selection methods are too time consuming or too easily manipulated for inexperienced users to use successfully. This paper examines a different method for the initial selection of a tailings disposal system, using a numerical system that was introduced into the mining method selection field. The numerical method system was compiled by reviewing previous work done on the positive and negative aspects of the tailings disposal methods used by the coal and metallurgical mining industries. Assessing the common trends and design aspects of each of the methods was undertaken and a ranking was designed to explain how well suited the tailings disposal methods are to a situation. The tool successfully analysed sites using common data to indicate methods for disposal that would have provided minimal technical problems, low environmental risk and been practically possible. The tool also proved successful in identifying critical areas that would need further investigation. This new system was tested on some disaster case studies from around the world in order to show that it could have successfully selected a different method for tailings disposal that would have prevented the disaster.

Because of the coincidental location of orebodies and population in Australia, the mineral sands industry has been subjected to numerous land use conflicts, resulting in the sterilisation of strategic ore reserves and a severe downturn of activity in the eastern states. All tiers of government of various political persuasions were responsible for the decisions leading to this sterilisation. As such, it became a community response to intense land use pressure along an attractive and popular coastline. The resultant high public exposure of the industry has placed it in the forefront of developments in rehabilitation technology. In eastern Australia, the industry has operated in a wide range of ecosystems, many with conservation values. Rehabilitation ech- niques have been developed to suit these varied conditions, and much of this technology is now widely adopted throughout the mining industry. Land use considerations in Western Australia are somewhat different to those of the eastern states. Nevertheless, the same basic principles of rehabilitation apply with modification to suit local conditions and land use objectives. The development of rehabilitation in both Eastern and Western Australia is reviewed, and the direction of future trends is indicated.

The Quiruvilca district, located 80 km east of Trujillo in north central Peru (Fig. 1), has produced over eight million tons of Cu-Pb- Zn-Ag ore from approximately 60 veins since 1789. "Quiruvilca means "sacred tooth" in Quechua, the lingua franca of the Incas. The expression refers to a prominent volcanic neck exposed several kilometers northeast of the district. The district covers an area of approx- imately 24 km2. The mines occupy the eastern quarter; workings underlie 6.7 km2 with a developed vertical range of 280 m. All pres- ently operating workings are owned by Corpora- cion Minera Nor Peru S.A., a subsidiary of ASARCO Incorporated. The oldest rocks in the area are Lower Cretaceous clastic sedimentary rocks exposed 7 km to the east. Lithologies include sand- stone, siltstone, shale, coal seams, and carbonates (Cossio, 1964). These rocks were folded and affected by regional low-grade metamorphism during the early Tertiary, 40-65 m.y. (Hollister, 1977).

The mineral exploration and extraction industries have gained major cost and efficiency benefits from the use of computers. However these industries are now at a cross-roads with two seemingly disparate developments - that of an increasing number of complex geoscience databases and, at the same time, the merging of all known data for the particular regions at minimal cost. These two developments can be managed by the development and of an industry accepted geoscience data model and dictionary. This will provide a common basis of understanding for geoscience data through a common language and a common structure for geoscience information. Integration of specialist systems and databases can then proceed efficiently. The development of a data model is going ahead with consensus from the mining industry. This is a joint government and industry funded project and managed through the Australian Mineral Industries Research Association, AMIRA. AMIRA is a well known research broker to the Australian mining industry obtaining sponsorship for projects both from private and government groups. The AMIRA project, P431, called the Geoscience Data Model, is to be the Australian standard data model for geoscience disciplines. The requirement for a standard geoscience data model has been recognised in Australia for some time. In October 1991, the Australian Government Geoscience Database Policy Advisory Committee (GGDPAC) established a Geoscience Data Standards Working Group which drafted a comprehensive list of data categories of the geoscience area. An AMIRA project called AMDEX was established to develop a transfer standard for the mining industry data at about the same time as this committee was in operation. The first AMDEX sponsors meeting was held in May 1991. It was proposed to use the US Spatial Data Transfer Standard (SDTS) as the basis to transfer mining data in AMDEX. A limited data model of mining data to be transferred was developed for the AMDEX standard under SDTS. The Australian Geological Survey Organisation (AGSO) saw the need to extend this and develop a complete data model for the geosciences and proposed this as a new project to AMIRA. This was strongly supported by GGDPAC which lead to sponsorship of the project from most state geological surveys. The Geoscience Data Model can be broken down into separate data models for a number of geoscience themes and sponsorship obtained so far will enable models to be developed for a comprehensive set of themes selected by the project sponsors. Further sponsorship is required to enable a more complete coverage of the geoscience area to be developed. Sponsorship for the Geoscience Data Model has been strong from the geological surveys and there was some effort by GGDPAC to promote the project in these organisations. An Australian geoscience data model is of immediate use to the geological surveys in assisting the standardising of huge quantities of geoscience data held by government agencies and it is preferable that this be an Australia-wide standard.

Multotec Process Equipment and Dominique Frantois-Bongarton have a patent for a mineral sampling device, which they call a æTrue-Belt SamplerÆ. This uses a plough, which is rotated about an axis parallel to a conveyor belt to throw material off the belt. A fixed sample cutter takes a sample from the material thrown off the belt.Discrete element modelling has been used to consider a range of plough designs, plough speeds, positions for the cutter relative to the plough, cutter apertures, cutter designs and frictional properties, prior to the building of a physical prototype. The disagregation and privatisation of the mining and power gene ration operations of the former State Electricity Commission of Victoria has being taking place over the past five years. This has transformed the service provision to the new organisations and has resulted in major change to the working lives and professional relationships of thousands of Australians. The authors wish to take this opportunity to explore the issues arising as the program of privatisation of public assets continues. Changes within the workplace which resulted from the outsourcing of the 'investigation and design' functions and more lately as a result of privatisation of the operating, generating and distribution businesses are discussed. The responsibility of managers retaining the services of design engineers has changed. There is an added responsibility of contract administration and an increased focus on intellectual property and strategic issues. The way in which the sectors are adapting is discussed and future directions are explored. We welcome this opportunity to explore the changes in professional life which have taken place over the last five years in the Latrobe Valley Power industry. Engineers and earth scientists have a pivotal role in the continuing successful operation of the three Latrobe Valley Mines of the generation companies. The Mines' collectively excavate annually over 13 million cubic metres of overburden and 48 million tonnes of coal for delivery to mine-mouth power stations and for briquette manufacture.

Coal mine pillar design formulae available to mine planners are typically based on relationships determined for specific site conditions. Application of these methods is difficult when other factors, relating to mining or geological conditions, not specifically addressed in these relationships are encountered. A review of pillar design methods, coal strength properties and relevant field monitoring of pillar behaviour has shown pillar strength and deformational characteristics are extremely sensitive to in situ behaviour of the rock and other material components that make up the coal pillar system. A method has been developed that has been found to provide excellent correlation between existing field data using the strength and deformational characteristics of materials determined in selected laboratory tests. This method is based on definition of the loading conditions, accurate modelling of the strength, confining conditions and deformation occuring in the roof, floor and coal seam and definition of the in situ strength of coal based on underground monitoring of appropriately sized coal pillar. The design method is considered to provide an accurate and rigorous pillar design method that will give mine planners a more rational mine design capability which is based on the mine geometry and geological setting of the operation. It is envisaged that availability of such a method will allow significant optimisation of pillar layouts and more closely define the geological and mining issues that relate to pillar design optimisation.
