MANPOWER RESOURCES The optimisation of human effort has been an ongoing and significant process in the coal industry since industrialisation as we know it began. The extent to which the changes sought have been achieved has, over the years, been in the main determined by the economic and political forces existing at that time and the determination and character of the individuals involved. The question of optimisation is therefore not new in our industry. Hopefully this presentation will demonstrate to the reader the effect of previous measures adopted by industry to optimise all facets of its operation and in particular that of the human Resource.

Coal Services (Health and Safety Trust) funded ARRB Transport Research Ltd to investigate fatigue and performance of truck drivers over consecutive shifts. The main questions were to assess: What is the most important contributor to acute fatigue in mining? Is it length of shift (eg eight hours versus 12 hours) or is it time of day (eg circadian effects)? What is the limit of successive day or night shifts before chronic fatigue affects operator performance in open cut mines? The project methodology included utilising ARRB Fatigue Monitoring Devices (forced-choice stimulus reaction) in eight haul trucks, testing 24 subjects over several weeks. Each subject filled in a Fatigue Risk Questionnaire on lifestyle and health. Operators worked a 14-night, one day off, 13-day roster of 12-hour shifts in a fly-in/fly-out operation with excellent opportunities for restorative sleep between shifts. A total of 3500 hours of real-time data was collected, representing the first set of objective, real-time driver performance data for Australian mining. The data showed that for a single night of driving haul trucks, there appears to be no effect on operator fatigue from the amount of time on task (for the 12 hours). In fact performance was worse through the first eight hours than the last four. The circadian influence had a stronger affect than working more than eight hours. Of the 14 nights worked at the site, nights 13, 14, seven and two respectively, were the worst. This presents a conundrum for policy makers who may like to place caps on working hours or rosters in the hope that it will alleviate the fatigue issue. It will not. The major finding within this study is the combined influence of circadian rhythms (human body clock) and individual variability on performance. The lifestyle habits and the health of individuals have a profound effect on operator performance as shown by the strong positive correlation between high fatigue risk scores from the Fatigue Risk Questionnaire and poor performance. An individualistic approach would appear to have the best chance of reducing high potential incidents due to fatigue through successive nightshifts.

In the past various systems have been used to plan the extraction of ore from block cave operations. These systems have varied from rather sophisticated models with empirical ægravity flowÆ rules applied to the very rudimentary models where only the recorded mined tonnageÆs have been accounted for against the available resource. The normal requirement of these models has been to only plan the movement of ground through the drawpoints. Little cognisance has been taken of the other parameters that affect the total mining operations. The intended purpose of the linear program planning system is to not only include the management, resource availability and geotechnical constraints, but to also include the mining rules. The paper will discuss the various constraints that have been considered, and attempt to illustrate where the system better serves the production system than previous ones. A brief technical discussion on the linear programming system is included.

Sustainability in its simplest assessment has been defined as æmeeting the needs of the present without jeopardising the needs of future generationsÆ. For the mining industry alone, this statement could indeed be interpreted by the many cynics in our community as an oxymoron; as miningÆs very existence requires the extraction and consumption of finite resources. However for the future of industry as a whole, the integration of mining, minerals processing and manufacturing presents us with a unique opportunity to achieve sustainability through the continued supply of metals and materials for society, in a manner which can achieve positive social outcomes through a triple bottom line approach.The Kwinana Industrial Area has been Western AustraliaÆs premier heavy industrial precinct for more than 40 years and its prevailing level of prosperity will ensure it remains a significant contributor to the State economy through the 21st century.The Kwinana industries depend on each other for the production of essential raw materials vital to their manufacturing and refining process, an innovation that also has significant environmental benefits.Formed in 1991, the Kwinana Industries Council strives to foster positive interaction between member companies and with the local community.The aims are:to co-ordinate the activities of Kwinana industries on a range of common issues; provide effective liaison with the local community; promote a positive image of Kwinana industries; highlight contributions to the community by Kwinana industries; and work towards the long-term viability of the Kwinana Industrial Area. An Ore Reserve Estimate aims to foreqast the impact of the complex mixture of factors which constitute a mining and milling operation. The factors are pulled together in the Mine Plan which then constrains the reserve estimate. At the Zinc Mine at Broken Hill the complexity of the ore lodes highlights some of the factors which affect the ore grade estimates and at Elura the different metallurgical characteristics of the ore types influences their economic viability.

A mineral systems approach was used to interpret precompetitive airborne mineral mapping geoscience data for iron oxide copper gold (IOCG) exploration in the Starra area, Eastern Succession, Mount Isa Inlier. Selected minerals were chosen to map possible source rocks/fluids as well as intersecting structural/fluid pathways that could have transported mineralising fluids into domains of contrasting rocks/fluids where there was potential for physicochemical gradients to precipitate metals. Ferric and ferrous iron contents and white mica abundance were useful mineral criteria to identify theMount Dore Granite of theWilliams-Naraku Batholith as a potential source of æoxidisedÆ fluids rich in Fe, K and potentially Cu-Au. The Mount Dore Shear Zone (MDSZ) intersects the western margin of this granite with the highest contents and changes in composition of the white mica are peripheral to this contact within the granite. This together, with the fact that the entire N-S length of the MDSZ in the study area (~16 km) is abundant in white mica are evidence of K-rich fluids had preferentially moved along this pathway. To the south, the MDSZ intersects a domain comprising massive ironstone bodies as well as numerous graphitic horizons. This interpreted æreducedÆ domain is well mapped using the æopaqueÆ mineral products, as well as by white mica, which is pervasively developed and extends 2 km either side of the MDSZ fault into the meta-sedimentary sequences. The chemistry of this white mica also changes progressively away from the MDSZ, becoming more Si-rich (longer wavelength) towards the contact with massive ironstone bodies in the west and the graphitic units in the east, both of which represent sites of known Cu-Au mineralisation. Beyond these contact zones of interpreted æoxidised fluidsÆ with reduced rocks/fluids, there is either a rapid change to Si-poor white mica and/or no white mica developed, ie major æchemicalÆ gradient change. These mineral mapping results provide evidence for a direct link between possible source rocks and sites of IOCG metal deposition as well as extending the associated alteration zonation which had previously been mapped/published at the metre-scale to the kilometre-scale. Direct seeding or regeneration of vegetation in Australia has been occurring in nature for about 400 million years! From the 1870's till the 1930's, direct seeding by man was used in the south-west of Victoria as a method of re-establishing native vegetation on broadacre farmland. The introduction of improved exotic pasture grasses and the wide-spread use of superphosphate from the 1930's lead to its demise as a farmland revegetation technique.

This paper examines the practical and economic benefits of using bulk emulsion explosives in underground development mining; compared to ANFO, ANFO derivatives and packaged explosives. The key economic benefit of bulk emulsion is the replacement of relatively high cost packaged explosives with a bulk product. Key practical benefits include water resistance, improved coupling of explosive, reduced toxic gas production, increased shock energy and improved manual handling through the use of bulk products. Each of the benefits is proven using a variety of measurements and field results in order to quantify them. Where possible, dollar values are determined so that the benefits can be shown to translate into savings for the mine operator. The results show that, despite the difference in price between ANFO and bulk emulsions, bulk emulsions are most capable of delivering the lowest total cost of blasting. The savings potential of the introduction of bulk emulsion systems can result in an improvement in drill and blast costs for a mine operator, or a significant increase in profit margin for a contract mining company.

Estimation of productivity is a key factor in the design of hydraulic mines and in assessing their economic feasibility. A published Russian formula for hydraulic mining monitor cutting rates overstated productivity by up to 2 tonnes per minute (251%) when applied to Solid EnergyÆs hydraulic mines. A new formula, taking into account additional productivity factors, was derived by Solid Energy and produced an acceptable correlation between predicted and actual cutting rates inNew Zealand and overseas hydraulic mines, with an average error of approximately 0.1 tonnes per minute.   Another key factor in hydraulic mine design is the transport of coal slurry via flumes. Solid Energy carried out a series of 80 full scale tests in a surface flume installation, varying the gradient and coal:water ratio. Both steel flumes and plastic-lined flumes were evaluated. A modification of the Chezy Open Channel Flow formula, including a factor for slurry density, gave a reasonable correlation between actual and predicted flows. It is believed that this Solid Energy formula is suitable for the design of flume installations for hydraulic mining.

Downstream value-adding is a strategic issue for a country like Australia, which has a resources-driven sector of a scale that has significant impact on the national economy. The question of why producers are not doing more to ævalue-addÆ is often asked. In Australia this debate takes place within the context of: an era of unprecedented growth in demand for resources driven by the rapid urbanisation of China, India and others;impending legislation and uncertainty around carbon pricing;rapidly rising energy costs;significant supply-side shortages including infrastructure, skills and manufacturing capacity; andsignificant industry consolidation of primary resource producers with commensurate improvements in market power.There are several examples of resource-based industries which have developed their business along the complete value-chain; for example large oil and gas producers successfully span upstream and downstream operations including refining and petro-chemicals as well as retail distribution of fuel and other products. Relevant frameworks that provide insight and understanding into the strategic issues around value-adding are reviewed and examples of the application of these frameworks to companies and industries which have successfully adopted a strategy of integrating along the value-chain, as well as those players who have focused on parts of the value-chain are presented. The issues around value-adding in Australia are then reviewed with reference to these frameworks and it is concluded that the issue is a conflict between the objective companies who wish to maximise financial value versus the desire of governments to increase economic benefits. An approach to aligning these objectives is proposed.

This paper explains why the valuation of mining assets is often a very different exercise from the valuation of the shares in the mining company which owns those assets. The fundamental reason for this is that mining assets, and the shares of the company which owns those assets have different risks. In order to properly value mining securities it is essential to: ò ensure all the different risks and other factors which impact on the value of the mining assets and the value of the shares are taken into account; and determine the extent to which the different risks and other factors are addressed in the value of the mining assets and the value of the shares so as to avoid double counting or not counting at all. If the alternative, but far from consensus, view is accepted that the correct valuation methodology to apply to shares in mining companies should be based on option pricing theory then conventional valuation practice of both mining assets and shares in mining companies will need to be fundamentally reassessed.

The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

The imperative to operate sustainably requires all equipment and processes to operate at their maximum possible efficiency. Achieving this ideal state requires a thorough understanding, not only of the process itself, but also of the tools available to design and assess potential improvements. This paper presents a case where the widely employed Discrete Element Method (DEM) toolset proved insufficient to model problematic material flow during the process of optimising wet screening performance. A Smoothed Particle Hydrodynamics (SPH) model was found to more accurately replicate the flow characteristics of the physical system. Site observations identified biased loading of the screen decks to cause inefficiencies in the wet screening of an iron ore processing circuit. Two numerical modelling approaches were pursued with the aim to select the most suitable one and continue the optimisation process based on that selected model. Selection criteria were established, based on the minimum requirements of being able to replicate the problem, including the main flow dynamics deemed to cause the issue. The DEM model was found to over-simplify the slurry flow dynamics within the scrubber and no laterally biased flow was introduced by the scrubber’s rotation to the otherwise symmetric system. Since DEM was not able to accurately replicate the existing problem, it was deemed an unsuitable method to assess the effect of any changes to the system. The second approach consisted of a SPH model. This model was deemed to map the flow within the scrubber with sufficient accuracy to address the problem, as it produced biased screen loading comparable to that reported from site. Changes to the wet chute, delivering material from the scrubber to the screen, aimed to neutralise the non-centrality introduced via the scrubber, were then successfully designed and assessed using the SPH model.

Porphyry-related skarns are common around thePacific Rim. Examples include Cadia and Goonumbla (Australia) Ok Tedi (PNG) and Ertsberg and Grasberg (Indonesia). Although usually treated as separate to the adjacent porphyry copper-gold (Cu-Au) deposit, skarns near porphyry deposits are commonly inextricably part of the larger Cu-Au system(s). Using Cadia as the primary example, we demonstrate that large, zoned, calc-silicate skarns necessitate very large porphyry systems. The Big Cadia and Little Cadia Fe-Cu-Au skarns are associated with the Late Ordovician to Early Silurian high-K calc-alkaline to shoshonitic Cadia Intrusive Complex (CIC). Together, these skarns total ~40 Mt of Cu-Au ore but are much smaller than the adjacent Cadia EastûFar East, Cadia Hill, and Ridgeway porphyry-related Cu-Au deposits. Historically these skarns were large, economically significant and highly controversial deposits. Porphyry-related skarns typically have well-developed calc-silicate and ore zonation. At Cadia, classic skarn zonation has been mapped between Cadia Quarry (proximal) and Big Cadia (distal). Over this 800 minterval, mineralogy trends from: proximal garnet > pyroxene, grading to; fe-oxide-rich skarn; and distal haematite-epidote-rich skarn. At Little Cadia, analogous but symmetrical alteration zonation is present. Big Cadia formed from fluids that migrated laterally within calcareous units and were sourced from strongly altered quartz monzonite phases of the CIC at Cadia Quarry. Isotope studies and mass-balance calculations suggest that prograde and retrograde skarn alteration was caused by magmatic dominated fluids. They also indicate that the mapped alteration system at Cadia Quarry is insufficient to account for the total volume of Fe present at Big Cadia. Despite the typically oxidised nature of many porphyry systems, not all skarns in the porphyry environment are oxidised. Assimilation of carbonaceous sediment by hydrous, alkaline intrusions could lead to reduced Au skarns rather than porphyry deposits. An EXTENDED ABSTRACT is available for download. Techniques for the optimisation of open pit design and development are now accepted as standard practice in the mining industry. These techniques are used to analyse the impacts on project profitability of factors such as product price, slope design criteria and equipment selection. A fundamental assumption used in this type of analysis is that dump and stockpile designs and sequencing are predetermined. The cost of haulage for a typical truck shovel mining operation is in the range of 25 - 50 per cent of mine operating costs. Substantial cost savings can be achieved by optimisation of dump design and location of associated road and ramp systems.Factors which affect both the operation and total cost of dumping include; Ramp gradients and location, road design, dump placement and shape, dumping height, slope design (interim and final), slope stability, environmental requirements and equipment selection. This paper discusses these factors and their effects on the total mining operation and project value. Reference is made to case studies in which some of these factors have had a significant impact.

Heap leaching is establishing itself as an efficient method for the extraction of gold from low grade ore. It has the advantage of low capital costs, low operating costs and rapid startup. However, not all ores are amenable to heap leaching. It is only applicable to well oxidized ores that have reasonable permeability characteristics. Ore with excess fines or clay often display low permeability and are unsuitable for heap leaching.In this study, an attempt has been made to increase the rate of cyanide leach solution percolation by flocculating clay particles or reducing the surface tension of the leach solution. A wetting agent was found to decrease the rate of gold dissolution, possibly by presenting a hydrophobic surface to the gold particle. Flocculation of the clay increased the solution flow rate. The flocculation agent had no affect on the total gold leached but decreased the leaching rate.

HAPPENING to be in Cue recently the writer was unexpectedly called upon to make surveys of some diamond drill bores on the Big Bell mine on the Murchison goldfield. The owner of the mine Mr Herman Mandelstam. had brought such apparatus with himas he could lay his hands on. and no other was available without prohibitive delay.The usual method of making these surveys as is well known is by putting a glass tube half filled with gelatine or glue in a melted state down the hole with a small magnet freely suspended in the glue and having it there till the glue sets solid. When this tubeis withdrawn (its depth down the bore being noted) the bearing and inclination of the borehole at this particular point can be read - the bearing by the compass and the inclination by the angle between the tube and the surface of the glue which of course ishorizontal. By taking a number of these observations according to the degree of accuracy required the course of the bore can be fairly accurately plotted.In dealing with dry holes there is little trouble but when the holes are full of water great difficulty is experienced. In the case in point the first observation was made in water 300 ft. deep, corresponding to a pressure of 130 lb. per sq. in. The tube containing the gelatine and glue (a mixture was used) was found, when hauled to the surface, to be completely filled with a weak mixture of water, gelatine, and glue and there was no horizontal surface from which to measure the angle of inclination of the bore. The water had been forced through the corks and sealing wax with which the tube had been closed. After several attempts it became obvious that no method available would keep the water from getting into the air-space in the tube, and to a pressure-proof metal container was impossible, nothing remained but to do away with the air-space and this was accomplished by using two liquids of different specific gravity - mercury and melted glue. The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

The Greenhouse Effect, with its potential for global warming, is strongly linked to industrial carbon dioxide emissions. Global carbon mass balances indicate that absorption in sea water is the major natural sink of carbon dioxide. However the surface waters of the oceans are close to chemical equilibrium with the atmosphere with respect to carbon dioxide, while the deep ocean waters are not. Consequently, the transfer of carbon dioxide from the surface limits the rate at which the oceans can absorb carbon dioxide. It is proposed that direct transfer of carbon dioxide from industrial installations to deep ocean waters be evaluated as an interim measure to slow the rate of increase of carbon dioxide concentration in the atmosphere and hence allow time for the development of sustainable industrial practices. As an aid to thinking on the development of suitable technology, equilibrium calculations are presented which demonstrate that sea water in equilibrium with flue gases will dissolve six times the quantity of carbon dioxide that is dissolved in equilibrium with the ambient atmosphere. Sea water saturated with calcium carbonate and in equilibrium with flue gases will dissolve 20 times the quantity of carbon dioxide that is dissolved in equilibrium with the ambient atmosphere. However the absolute concentrations of dissolved carbon dioxide are still very small.

In the course of the development of the Report of the World Commission on Environment and Development (WCED) in the 1980s an expression was introduced in the public discussion on environment and development that influenced the international and national policies of the last 20 years in all areas: sustainable development. The UN decided in 1992 to implement a program with the Agenda 21 which contains the demand for developing indicators for sustainable development. In this context an indicator is understood as a quantitative or qualitative measure that can be measured or described throughout time and which moreover is able to depict the current status and changes. In order to enable for a simple holistic assessment of sustainable development, highly aggregated indicators are required, which integrate the criteria identified as relevant within a framework to be defined. In the presented paper, sustainability indicators for the mining industry are developed that account for the allowances of the sustainable development concept and the Agenda 21. The indicators are quantifiable and traceable through time so that developments can be traced and assessed. Furthermore, the indicators account for the multidimensional aspect of sustainable development. They are designed to allow for the integration of several dimensions in one indicator. The premises that are underlying the development of the indicators are the minimisation of negative impacts on the environment and society while simultaneously considering the maximisation of social and economic factors. Moreover, the participative momentum that is part of the sustainability idea is safeguarded in explicitly integrating the social acceptance of certain measures into the assessment. The indicators presented are based on the logical combination of statements through the use of Boolean algebra. Starting with basic statements for which the logical value is oriented on the sustainability paradigm, complex multidimensional statements can be constructed and assessed.
