Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

THE writer of this paper well realizes that the majority of engineering and metallurgieal works have from time to time evolved mechanical devices which are of great value as regards application in an operating plant.Many of these deviees would not be apparent to an individual making a brief inspection of works such as these, and it is for this reason that the writer proposes to outline a few of the devices which have been evolved by the engineering department of the Broken Hill Associated Smelters Pty. In the ordinary methods of boring an external spherical casing, that is with a radius bar attached to the tool rest of a lathe, there is always an error in the bore. Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. This experience has been gained with leading consulting engineering practices; some of the worldÆs largest construction contractors together with other organisations employing engineers in the public, private and tertiary sectors in the UK; US; Europe; the Middle East and throughout Australia and New Zealand. Petroleum and mineral exploration share a common objective; to find and exploit commercial reserves of the desired commodity. Some exploration techniques are similar, others widely different.In peripheral matters such as permits, regulation procedures, land and compensation, there are many similarities. Despite this, the percep-tions and expectations of landowners and other interested parties reflect to a large extent the methodological differences between mineral and petrol-eum exploration. This can cause compensation demands and regimes to be vastly different in the two sectors.

A basic method for designing reasonable jig cycles for movable-screen jigs is presented in this paper. The reliability and effectiveness of the designed jig cycle was verified with tests performed on an artificial mixed material. An iron ore (12 - 100 mm) from Huashugo Iron Mine, Jiuquan Iron and Steel Company, was treated in the TJD-75 movable-screen jig using the designed jig cycle. A good result was achieved. The procedure presented here should provide a reliable technique for the design of a commercial movable-screen jig.

The mining industry in common with the rest of Australian industry is in the critical situation of facing a rapidly diminishing insurance market. Huge industrial complexes and massive mining risks with limits of liability of millions upon millions of dollars are becoming increasingly difficult to insure. Insurance underwriters are still reeling from the financial shocks of cyclones, floods and fires in Australia over the past couple of years. Risk Management which calls for manage- ment involvement in the control of losses offers a serious challenge to miners, industrialists and insurance underwriters alike. Without it the insurance market could disappear altogether.

There appears to have been a swing away from the study of mathematics, the physical sciences, foreign languages and the classical humanities subjects by many students in high schools in Victoria. The same trend is believed to be occurring in other states as well. This has the direct result of many students entering tertiary studies inadequately prepared academically. This is particularly true in engineering and commerce. The position as far as postgraduate training in the areas of concern to the minerals industry is critical with almost no Australian nationals undertaking advanced technological studies.

Graded macadam slag base has been used successfully by the Department of Main Roads, N.S.W., in the construction of Expressways. However, the use of graded macadam in urban conditions introduces problems which can be avoided by the use of material meeting the specification outlined in M.R. Form 744. This paper outlines the rationale behind the technical requirements of the specification for the "Supply of natural gravel or crushed rock for road pavement (bitumen surfaced) M.R. Form 744". A blend of materials produced from slag is proposed as a potential solution for the production of slag base which would be suitable for use in urban construction or maintenance of roads.

The Liddell longwall equipment consists of 118 four leg supports, a shearer and armoured face conveyor of 170mm length. The equipment was supplied to Coal & Allied Operations Pty Limited (Coal and Allied) by Westfalia Australia Pty Limited (Westfalia). The project commenced as a feasibility study in 1983, a proposal was put to the board of directors in March 1984 and a specification distributed. Nine companies tendered for the supply of a longwall face and the supplier was selected from a short list of four companies. At the same time Coal & Allied examined the facilities at Liddell Colliery and decided to upgrade the conveyor belt system to cater for the high production from a longwall face. The surface facilities, transport system, water and electrical supplies to the colliery were also to be upgraded. During the twelve months to December 1985, the colliery was upgraded while the longwall equipment was being manufactured. As mining progressed through the Girilambone oxide orebodies, down to the primary sulphide zones, each successive stratiform layer yielded copper bearing ores of changing mineralogy and grade. Constant changes, innovations and optimisation were required to be applied to the heap leach, solvent extraction and electrowinning operations, to efficiently produce LME Grade A quality copper cathodes from this ore. The changing ore types required various crushing, stacking and heap leach irrigation methods to ensure that optimum recovery from the predominantly low-grade copper ores was efficiently achieved. Subsequently, innovations such as heap aeration and heap rejuvenation techniques were implemented. The constant selective removal of copper from the maturing heap leach liquors, coupled with an increase in iron(III) concentration, required solvent extraction optimisation. Changes to the original solvent extraction circuit configuration, combined with changes in operating parameters and procedures, allowed effective processing with changing heap liquor compositions. The electrowinning tankhouse was also upgraded and optimised through continued testwork and monitoring, to maximise cathode production and quality

The effect of various methods of conditioning on subsequent flotation performance was reviewed, where complex interactions involving attrition, aggregation, dispersion and surface cleaning were discussed. The present study focussed on the influences of standard laboratory cell conditioning, ultrasonic dispersion and high intensity conditioning on copper mineral flotation characteristics. The effect of substituting demineralised water for the WMC plant water was also examined. It was found that higher copper concentrate grades were often obtained using demineralised water, however the use of high intensity conditioning in mill water gave the highest copper recovery and highest flotation rate constant. This process should be considered if copper grade and recovery in this section of the plant drops, especially if the drop is due to surface oxidation of the copper minerals. Other methods of conditioning (cell and ultrasonic techniques) improved the rate of copper flotation above that obtained in the virtual absence of conditioning, showing the importance of conditioning on subsequent flotation operations.

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

The spatial distribution of ore with similar processing properties or domains within an orebody may be identified early in the assessment of an orebody to provide a sound basis for later development of the orebody. The assignment of domains in the primary sulfide portion of an orebody is often more difficult than recognition of the oxidised, supergene and related domains usually located towards the top of the mineralised volume. This paper will discuss some approaches to assigning domains within the primary sulfide portion of an orebody. The processing properties of each mining block will be known if the contained domain(s) and their proportions are known. The use of both physical and chemical ore properties to assign the domains is discussed. The domains based on similar processing properties do not necessarily coincide with geological zones assigned by geoscientists. As part of assessing the physical properties of ore, the modal analysis of the ore with respect to the valuable sulfide minerals and the sulfide and non sulfide gangue minerals has to be known, along with the traditionally used elemental assays for valuable and penalty elements. Two scales for determining other physical ore properties will be considered: the mesoscopic scale (examined by human eye) and the microscopic scale (examined via a microscope under high magnification). The strengths and weaknesses of the data obtained at the two scales are discussed in the paper. Broadly, data collected at the mesoscopic scale are much less expensive but the types of data available are more limited. Methods for evaluation of chemical ore properties are also discussed. After establishing a basis for establishing the spatial distribution of domains, variability testing is required to verify the integrity of the designated domains. In contrast, each block of ore in some orebodies has been assessed principally via the results of a laboratory separation on a number of drill core samples or composites from throughout the block, with minimal or no attention to the concept of domains.

The floatability methodology developed by the AMIRA P9 project through research contributions by the Julius Kruttschnitt Minerals Research Centre (JKMRC, Brisbane, Australia), University of Cape Town (UCT, Cape Town, South Africa) and McGill University (Montreal, Canada) has been successfully commercialised through JKTech. The methodology involves detailed flotation plant campaigns which require large quantities of data to fit models that can be used in JKSimFloat (a steady state simulator for the flotation process). The methodology to date, although widely accepted as the best flotation optimisation technology available, is limited to existing circuit optimisation and requires full plant or pilot plant data to calibrate new models. The floatability of new ore types cannot be characterised using this method unless a pilot campaign is undertaken. After reviewing a large database of existing industrial floatability data, a new methodology is proposed that involves a laboratory based flotation test procedure and review of the floatability database to characterise the floatability of new ores. The full methodology is labelled the floatability index test procedure (JKFIT). This paper outlines the JKFIT procedure and the results of applying this methodology to pilot plant data from a copper ore. JKFIT was applied to two different feed sizes (namely a P80 of 180 microns and 212 microns) of this copper ore. The results of applying JKFIT to this case showed that the metallurgical response (in terms of grade and recovery) from the full pilot plant survey data could be predicted well. Further validation of this methodology was conducted on a separate copper ore. The results from this validation also showed that the JKFIT test was able to be used to predict the full plant performance. The JKFIT test has the potential to become the 'drop weight' test of flotation which will improve the confidence in plant design flow sheet layouts, allow full orebody characterisation and prediction of key grades and recoveries before the ore enters the plant, and will provide an improved methodology for chemistry impact analysis on different ores.

The need for quality assurance and quality control (QA/QC) in the sampling and assaying of minerals is fundamental to the reliability and confidence of a mineral resource estimate, reserve estimate and possibly profitability of a mine. In spite of this, QA/QC practices in the mining industry are commonly applied poorly, or misunderstood. As New Leaders, we should aim to correct the poor practices and become fully informed on appropriate procedures. This paper uses worked examples that show the usefulness and importance of best practice QA/QC procedures. Fundamentals of reviewing the performance of the laboratory by examining the results of client inserted standard reference material (standards), blank material and duplicate samples are discussed. To do this, three examples from Australian data sets have been used. For each example, simple and efficient plotting techniques are suggested with subsequent evaluations of each plot. The first case study compares the results of internal standards from a laboratory with blind standards (where the expected value is unknown to the laboratory) submitted by the client. It was demonstrated over time that the laboratory was unintentionally analysing the internal standards in a different manner to the remainder of the sample batch. In this example, not understanding the cause of a high negative laboratory bias could have led to poor understanding of the depositÆs grade and in the extreme a proposed mining operation may have reached operational stage with a subeconomic grade. The second case study discusses the quality of blank material submitted by a mining operation to monitor cross-contamination within the laboratory. The blank material contained background levels of the element under investigation. This created uncertainty in the assay results, which could have led to the need for additional assays and drilling programs. Finally, the third case study demonstrates the use of the relative paired differences (RPD) technique to cross-validate the results from duplicates and repeat analyses from two laboratories. The three examples given show either laboratory or operational error. If left undetected, each example could have had serious implications for the mineral resource estimate and ultimately, the mining operation. These examples are not isolated occurrences; poor QA/QC practices are an industry wide problem exacerbated by rapid staff turnover and increased contractor positions on-site. New Leaders must be equipped with a thorough grounding in QA/QC best practices to improve its application and confidence in the results of sample analysis.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.
