This paper examines the reform of mining legislation over recent years, the establishment of new Crown land management agencies, and the role of the Crown and environmental groups in nature conservation in New Zealand. It describes the relationship of the minerals industry to the Department of Conservation and environmental groups over recent years, and the prospects for mineral development on the Conservation Estate in future.

Staff turnover percentages on projects in the minerals sector are at levels that would not be accepted in business less than five years ago. While this is being driven in part by the shortage in skills to service the industry there are underlying factors, beyond the increases in remuneration, adding to the turnover. Having identified the five major reasons why people do not stay, this paper confirms that leaders and the various styles are common to all companies. The paper comments briefly on these major reasons and suggests the problem is firmly with management. It also offers possible remedies to reduce the attrition and therefore improve the opportunities for a quality project evaluation.

The information requirements of the Australian Stock Exchange Ltd for listing and reporting seek to ensure that the market is fully and correctly informed in a timely manner. This discussion confines itself to the technical reports from mining companies required for prospectuses, information memorandum, quarterly, annual reports and any other announcements to the Exchange. The Exchange requires that technical reports are produced by suitably qualified and experienced personnel and, in the case of a company listing, that these personnel have no interest in the company to be listed. Further, the Exchange has draft prospectuses reviewed by other independent suitably qualified and experienced personnel.

Newmont Waihi Gold operates the Martha Mine open pit at Waihi, New Zealand and is developing the Favona Underground Project two kilometres to the east. The Company is exploring the Waihi district under eight exploration permits totalling 6300 hectares.   Martha Mine is scheduled to close in late-2006. The Company has instigated and funded a significant programme of community consultation to mitigate the effects of mine closure on the community and enhance effective participation in the selection and provision of appropriate community facilities post mining.   This paper provides an overview of current issues and future developments.

Several years and millions of dollars later, the mining and extractive industries have now started to receive and implement industry based standards aimed at achieving better performance and output from the employee. IFAP in conjunction with the mining and quarrying industry has developed a range of training courses aimed at achieving the benefits that can be gleaned from application of these standards. The establishment of a career path and appropriate training packages for personnel involved in the handling and use of explosives provides industry with a training system that previously did not exist. The opportunity to receive quality training based on industry standards and aimed at achieving industry goals will now enable the industry to optimise itÆs explosives applications.

Bacterial oxidation is often attributed with the advantage that a high level of gold recovery can be obtained at a relatively low level of sulphur oxidation. This is sometimes attributed to the bacteria "tunneling" towards gold inclusions, however it is often due to the presence of two or more sulphides of differing gold content which leach at different rates. Gold is liberated from the individual sul- phides linearly with oxidation. The distribution of gold between pyrite and arsenopyrite in two samples taken from a prospective gold resource was examined. The two samples showed differing responses to bacterial oxida tion and it was shown that this was due to differing intrinsic gold grades in the mineral phases and differing proportions of the minerals in the two samples.

The Mineral Science Laboratory of the Government Chemical Laboratories has recently investigated various procedures for the analysis of the platinum group metals (PGMs). This investigation covered a number of methods for the extraction and preconcentration'of the PGMs from a wide range of geological materials. The nickel sulphide extraction technique proved to be overall the most applicable procedure. Flame atomic absorption spectroscopy (FAAS), electrothermal atomisation atomic absorption spectroscopy (ETA-AAS), inductively coupled plasma atomic emission spectroscopy (ICP-AES) and inductively coupled plasma mass spectrometry (ICP-MS) were examined for their suitability in analysing platinum group metals in solution. ETA-AAS and ICP-MS proved to be the instruments of choice due to their low detection limits.

Issues around water û its quality, use, availability and environmental value û can be a major point of tension between mineral projects and local communities. Failure to manage these issues appropriately can jeopardise the obtaining of regulatory approvals for new projects and place at risk the æsocial licence to operateÆ of existing operations. Conversely, there may also be significant opportunities for companies to engage constructively with communities over water issues and to make a positive contribution to the sustainable development of these communities. Using case studies, this paper will explore the various types of social risks and opportunities associated with water and mineral resource development and identify key learnings relating to the management of these issues.

The complicated mining-geological conditions in the Kuzbass have led to some difficult mining situations in the past. Now, with historical data, supplemented by geomechanical information and measurements, together with an appropriate kinematic theory, a more reliable basis exists for prediction and control of the geomechanical state during extraction, with caving and with backfilling. Continued progress and improving reliability comes from data banks and computations, and now prediction of geomechanical situations is upgraded by more routing measurements and monitoring. Not only in the Kuzbass, but throughout the USSR, 14 dedicated groups are ready to solve various specific problems of prediction an control of geomechanic situations with assured increase in the quality of mining.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.

Mackenzie (1968, p. 167) inferred that amphibolitelayers grade into and may be correlated with footwall Potosi gneiss where it is thin under the thickest development of the "lead lode" in the New Broken Hill Consolidated mine, Broken Hill. This gradation from amphibolite to Potosi gneiss is tacitly assumed in many of the constructed crosssections of the southern end of the orebody, where amphibolite and Potosi gneiss, defined in hand specimen, are correlated in adjacent drill holes. Despite significant advances in the platform technologies that could form part of a system of mine automation, the goal of full automation in most underground mining applications remains distant. This is because the industry developed these platform technologies to achieve local improvements in safety, machine and labour productivity, and asset utilisation, rather than to work towards a goal of a complete system of automation for general application in underground mines. This paper reviews the history and current state of automation in the underground mining industry and uses lessons learnt from the automobile and general manufacturing industries to gain insight into the opportunities and pitfalls in the complex and uncertain path to automation of underground mines. It also evaluates the relevance of the current drivers of interest in the industry. From this, we hope to engender an attainable vision of automation in underground mining and determine the best development path, process and timeline to achieve this vision.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. Modern, research-based approaches to mineral exploration are essential to the future maintenance of the mineral industry. These need to fully utilise the rapidly expanding growth of understanding of the evolution of the earth's crust, and be properly integrated with advances in understanding of chemical and physical processes involved in ore formation. BMR has a major role to play in supporting the growth and utilisation of this research base, as well as maintaining the national geological and geophysical bases which are essential both to tactical and strategic interests of Australia and of its mineral industry. The objective development of data-process modelling is one target of such strategic research based on a more integrated approach to research by BMR, mineral companies, CSIRO and the universities with emphasis given to promoting positive feedback during research activities. Examples of the success of strategic research in Australia and overseas are noted in the Text.

The success of the Australian mining industry depends on the quality of its skills. High quality skills supported by a culture which demands success lead to innovations, good practices and prosperity. Average skills lead inevitably to mediocrity. Universities play an essential role in the development and use of skills but the crucial industry-university links have been subordinated to conventional academic interests in training mining and processing engineers. It is only in the area of post-graduate research degrees which are oriented towards the mineral industry that Australia can claim world leadership. Deficiencies are not due to lack of training resources, they are due to inadequate utilisation of the resources that are available. Australia can and should have the world's best mineral engineering school, with a branch in Asia where many of its customers are and close ties with South America where some of its production operations will be. Some steps which might be taken to achieve this are proposed.

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

In connection with the fact that technology of ore mining by caving system is often used when mining of deposits, characterising by low stability of surrounding rock mass, the main problem for such ore mines is ensuring stability of mine workings, placing in a zone of influence of winning operations. Besides natural disturbance of ore mass, stability of workings depends on the dynamic effect of blasting operations and also on the dynamic effect of structural blocks detaching from the ore mass and colliding with crests of ore pillars in the bottom of a chamber. Decreasing of dynamic stresses may be achieved by way of creation of a compliant porous screen or an ore cushion in the chamber bottom. It is established that maximum levels of compression take place when the first impact impulse occurs, and after that increase of compression of protective slice decreases. Necessary thickness of screen slice was substantiated theoretically with due account of height of structural blocksÆ fall, their mass, deformation modulus of ore mass and ore cushion.

Courses in chemical engineering and metallurgical engineering at the University of Queensland were compared and the main difference was found to be the greater emphasis on the application of chemical engineering fundamentals, particularly chemical thermodynamics, to specific processes in the metallurgy course. This reflects the distinctive features of extractive metallurgical processes which are not common in other chemical engineering processes and which justify the study of extractive metallurgy in its own right. B.Sc. courses in metallurgy provide one way in which the specialist knowledge of extractive metallurgy can be taught. General metallurgy courses are considered to be preferable to those restricted solely to extractive metallurgy since graduates of a general course have a wider choice of employment, while excessive emphasis on extractive metallurgical applications in chemical engineering courses could reduce the non-specific nature of these courses. Postgraduate diploma and higher degree programmes are avenues for non- metallurgists to acquire knowledge of the discipline.

The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral indus- try, and in relation to that industry. We come together because we have a mutual interest in improv- ing what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of like- minded people. We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly in this Century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier and more interesting lives, than ever before. Indeed together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial dis- tinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human quality of life.
