"It is generally acknowledged that Canadian and foreign-based mining companies are spending relatively fewer dollars in Canada and more dollars abroad than was the case not many years ago. It is common to see the Canadian tax system being fingered as one of the causes in this shift in direction. However, if one takes the time to peel away the surface of our tax system, and to probe a little deeper into its substance, it will be found that the Canadian taxation of mining is generally quite competitive. IntroductionCross-border shopping in the mining industry? - Absolutely! Economics 100 teaches that dollars are votes in the capitalist system, and mining companies are going to cast their limited number of votes where they can achieve the highest return at the least risk. The Canadian consumer knows that taxes are a major factor in cross-border shopping, and mining company executives know that the same tenet holds true in their industry. Unfortunately, mining operations are subject to such a bewildering array of tax rules that making an intelligent decision is not always an easy matter.Statutory Tax RatesConsider, for example, the ""statutory"" tax rates shown in Table 1. (Statutory tax rate in this table refers to the simple sum of federal and provincial tax rates on profits as specified in the tax legislation.) Looking only at the total statutory tax rates (such as 66070 for Manitoba) , one might quickly observe that the Canadian mining industry is subject to a truly onerous tax regime, especially as compared to the United States where statutory tax rates can be in the 34% range."

"The property of Perron Gold Mines, Limited, lies in the southwest corner of Pascalis township, northwestern Quebec. It is approximately 12 miles northeast of the town of Val d'Or.This ground was originally staked by Jack Mathews of Amos in the spring of 1931. Shortly after staking, a quartz vein containing visible gold was uncovered on the south boundary of the property, about 400 feet south of the present shaft. With further prospecting, another spectacular goldbearing vein was found 3,000 feet northwest of the original showing. Subsequently, several programmes of exploration were carried out in search of the main ore zone. By 1933 sufficient ore was outlined to warrant sinking a shaft. The first ore was milled in 1934.Total production from the Perron mine from commencement in 1935 to 1944 has been 317,900 oz. gold having a value of $11,935,106. The average recovery a ton for 1944 was $9.01."

A two-dimensional mathematical model for fluid flow and heat transfer in a sixin- line electric smelting furnace was developed to study the effects of temperature on slag viscosity in both the liquid and mushy zones. The model focused on the fluid dynamics of the molten slag and the effects on the formation of a slag freeze layer on the hot face of the furnace wall. Previous experimental and mathematical work, carried out under Ra number of 109 and using a fluid with Pr number of 65, showed that it is possible to mathematically describe the freeze layer formation over a vertical wall using a fixed-grid model. The chemical composition of the slag was taken into account through its effect on the viscous activation energy as well the solidus and liquidus temperatures. The results show that the flow pattern is strongly modified in areas of high viscosity, in front of the cooling system and at the slag-matte and slag-calcine interfaces. The results are discussed in terms of heat flux over the refractories and their effects on cooling system design.

"The effect of sulfite and metabisulfite ions on the amyl xanthate flotation of copper-activated pyrite, in distilled water and seawater, has been studied by micro-flotation tests and redox potential measurements. The activation of pyrite was carried out varying copper ions concentration. It was found that in the presence of copper ions in solution, sulfite and metabisulfite are able to depress copper-activated pyrite at neutral or slightly acid pH. After the addition of sulfite or metabisulfite ions the resulting pH is more acidic with metabisulfite ions. A significant increase of the redox potential of the solution was observed as copper ions concentration increased. Then, the initial reducing conditions brought about by sulfite and metabisulfite ions, change abruptly to oxidizing conditions in the presence of copper ions. Under these oxidizing conditions, the metabisulfite showed to be an effective depressant for pyrite mainly in seawater. However, sulfite was a pyrite depressant in both distilled water and seawater. Based on these results, the pyrite depression by sulfoxy-depressants during the flotation of Cu/Mo ores in distilled water and seawater is discussed.INTRODUCTIONDepression of pyrite by sulfoxy-depressants (sulfite and metabisulfite) in the presence of copper ions is an important issue. This is particularly true when pyrite depression in the flotation of Cu/Mo sulfide ores is carried out in seawater. The use of lime in seawater must be avoided because the formation of magnesium hydroxy-complexes and precipitating magnesium hydroxide strongly depresses molybdenite flotation (Castro et al., 2014). In order to solve this problem, one large plant in Chile uses sodium metabisulfite (MBS) instead of lime to depress pyrite in seawater. In plant practice, this also improves molybdenite flotation since with the use of MBS the pyrite depression is carried out at pH 6-7, instead the pH 11-12 usually employed with lime.From a general point of view, pyrite exhibits some natural floatability over acidic pH ranges and may be partially floated without thiol collectors (a coating of sulfur/polysulfides has been claimed). Therefore, pyrite flotation with xanthates is usually high in the acidic pH region, but decreases greatly at alkaline pH (Leppinen, 1990; Fornasiero and Ralston, 1992; Zhang et al., 1997)."

"The fine fraction of tailings is usually excluded from the backfill process and generally disposed on the surface in tailings ponds. Because of the ever increasing demand for fine grinding in the extraction process for improved liberation of valuables in the ore, increased production of fines in the tailings has resulted. The negative impact of surface impoundment of tailings on the environment is well known. Amaratunga and Annor (1989) first presented a concept of fine tailings agglomeration for backfill.This paper presents the development of the novel cold-bond tailings agglomeration (CBTA) technology for non-reactive fine gold mill tailings. For cold-bond agglomeration regular portland cement was used as a binder. In order to cut costs, alternate binders such as lime, and blast furnace slag cement were examined. The effects of binder dosage, curing time, and agglomerate size on the fracture load strength of the agglomerate were studied.Fine tailings agglomerates are mixed with coarse tailings or non-agglomerated fine tailings to make high density fill compositions to be used as underground backfill. Alternatively, the agglomerates can be used as aggregates for surface applications. The paper discusses the environmental and operational benefits of this total tailings utilization and disposal technology.IntroductionIn Canadian mines, mill tailings are probably the most commonly used material for backfill. However, only the coarse fraction of tailings is desirable for use as hydraulic fill or high density fills. The fines are disposed on the surface in tailings ponds since they are unsuitable for underground backfilling owing to the following factors:i) slow settling ratesii) longer percolation timeiii) excessive consumption of binder due to drainageiv) poor compactionFor improved value liberation more milling operations have resolved to fine grinding in their comminution circuits. Gold milling operations driven by down stream leaching processes grind their ores excessively fine. In general, gold mines use hardly any tailings for backfilling. This can result in periodic short falls and the need to search for alternate backfill material from other sources. Apparently, the gold producers are the most identifiable sector which suffer from a shortage of backfill materials ( Amaratunga and Annor, 1989)."

"Abstract - In 1938, a body of goethite and hematite was discovered beneath Steep Rock Lake near Atikokan, northwestern Ontario. This was at the time the largest and richest undeveloped iron ore body in North America. Mining began in 1944, fast-tracked by the needs of World War II, and through 1979 produced 79 Mt of 56.5% Fe. Production required the diversion of the Seine River, draining of Steep Rock Lake, building of a railroad, and a 25-fold increase of the local population. The mining project, at the time, was the largest project of its type undertaken in Canada. The current concepts of sustainable mine development and mine closures have advanced considerably since the period of operation and closure of the Steep Rock mines, and those operations would probably not have met current expectations of sustainability. However, some of the post-closure aspects of the mines provide illustrations of components of sustainability, which could form part of a basis for a post-mining sustainable land use plan. It is concluded that some of these components were successful in meeting current expectations of sustainable use, and although some aspects are unique to the circumstances at the Steep Rock mines, others could be applicable at other mine sites."

The effect of leach promoting reagent LPF on the leaching process of a weathered crust elution-deposited rare earth ore has been investigated and the mechanism is discussed. The result shows that the leach promoting reagent LPF can enhance the leaching extraction of rare earth ore effectively. With the addition of LPF to the lixiviant at a concentration of 0.1%, the leaching extraction increased by more than 8%, the ammonium sulfate concentration could be decreased by 25%, and the leaching liquid/solid ratio reduced by 34%. The mechanism analysis shows that LPF can react with rare earth ions and form soluble coordination compounds, thus reducing the activity of the leached rare earth ions, increasing the concentration difference for ion diffusion, and promoting the rare earth leaching process. These results will hopefully help point to a new approach to making the leaching process of low-grade weathered crust elution-deposited rare earth ore more efficient and with lower lixiviant consumption.

Between 1993 and 2003, a series of AG and SAG mill pilot plant trials were conducted using Hardinge Ical pilot plant scale SAG mills on numerous ore samples and ranging across a wide variety of operating conditions. The data from these tests were used to evaluate the design of SAG and AG mill circuits for over a dozen projects, of which about half were eventually constructed and commissioned. The data were also used in the development of SAG mill modelling, scale-up and simulation procedures by several consultants who had access to part of the data set. Recently, we have had the opportunity to bring this data together and further analyse the consolidated dataset. This paper reports on the outcomes of this analysis that has identified the impacts of different AG/SAG circuit flowsheets and operating conditions on energy efficiency and operating cost.

Computational fluid dynamics (CFD) modeling was used to evaluate the performance and optimize the design of a potroom ventilation system in an aluminium smelter facility. The ventilation system must ensure the inflow of fresh air to the workplace by natural draft and the removal of heat and hazardous emissions generated from the pot cell process. A full-scale, three dimensional CFD model of the potroom was developed to predict the air temperature distribution and contaminant concentrations throughout the potroom for the purpose of verifying that the industrial workplace hygiene standards will be met by the proposed ventilation system design. The modeling work was used to optimize the size of the floor gratings around the pot cell and roof ventilator, as well as determine damper settings in the roof ventilator. The effects of outside air temperature and external wind on the performance of the ventilation system was evaluated to ensure the design performs adequately in response to seasonal variations in climatological conditions.

Industrial practice in mineral processing shows that an important problem in understanding and monitoring in-mill parameters is due to the lack of fundamental knowledge and appropriate sensors. With the development and growing use of DEM charge motion simulators for mill optimisation and design, it is possible to describe the fundamentals of grinding mill behaviour, in improving the understanding of internal grinding mill dynamics and in developing solutions to industrial practice. The main challenge to bringing this DEM technology to the mill operator however was the need for substantial computing power and time. However, what about a simplified DEM charge motion model running in real-time? What about the use of sensor technologies to correct any possible drift in simulator prediction? Could such a technological system be used to predict mill performance and eventually be used for mill control and optimisation? Some of these questions are answered with the development of an "on-line" DEM charge motion simulator package (SAGTools?) along with that of a number of sensor technologies (liner wear, acoustic, instrumented ball) that can contribute to simulator precision. With the objective of bringing this modelling and sensor technology into the concentrator control room to assist operators, this paper aims to describe the main elements of this emerging and developing technology and discuss how it can lead to online mill performance prediction and eventual control.

Mineral exploration is in a race to employ drilling technology that can perform the exploration and drilling investigation in a fast and inexpensive manner. After an extensive study of the available drilling technologies in the market, coiled tubing was chosen as a tool to be employed for mineral exploration due to its flexible mobility and ease of operation with a minimum number of personnel. Since coiled tubing technology is primarily used in the oil and gas industry, it was important to re-design the coiled tube rig to drill hard rocks in a fast and feasible manner. The main requirements were to drill the smallest feasible hole diameter and go as deep in the ground as possible, in the shortest reasonable time. The drilled rock particles, cuttings, are to be collected and analysed at the surface for their metal mineral contents. The process also needs to be repeated multiple times at different locations for mapping, without the need to change the tube on the rig due to failure or potential failure. The focus of the new designed coiled tube, for drilling and mineral exploration, is three fold. First is to increase the rate of penetration in drilling by designing a small high speed turbo motor. Second is to determine the controlling parameters of cuttings transport to effectively lift the cuttings to the surface for analysis and third is to minimize the overall weight of the rig for manoeuvring and prolong the life span of the coiled tube string. In this paper, a small downhole turbo motor, 5cm outer diameter, is designed to achieve a rotation speed of up to 10,000 rpm to fit on a small bit, coiled tube drilling assembly. The motor design utilised multiple finite volume and finite element analysis softwares for fluid flow study and fluid structural interaction analysis. The paper is also introducing the concept of a flow slurry loop that is designed to lift the cutting particles to the surface for mineralisation analysis. The controlling parameters of the cuttings transportation are the particle?s physical properties such as size, density, concentration and shape, as well as the rheological properties of the carrying fluid, drilled hole angle, as well as the fluid flow rate and flow dynamics within the annulus gap between the coiled tube and drilled hole. Such parameters are addressed via experimental work as well as numerical analysis. The paper is also presenting the selection and testing procedure of the material type for the coiled tube string. The tube needs to be light in weight for overall rig weight and its transportability. The tube is also required to drill several dozens of investigation holes before failing due to fatigue. A fatigue bending machine is designed to test the endurance limit of candidate materials for coiled tube strings and a performance index methodology is followed for material selection of the optimum material. The coiled tube rig is designed to be light in weight for transportation and relocation. It is also required to speed the drilling operation with the minimum footprint and reclaim the drilled rock particles for mineral composition analysis at the surface.

In an underground mine rock reinforcement elements and surface support units are often exposed to conditions that make them susceptible to corrosion. These unfavourable conditions include high relative humidity, the presence of dust and various other particles in the atmosphere, splashing of water and gases from blasting and diesel equipment. The corrosion of support systems is often associated with a loss in capacity that can be a major safety and economic concern in underground mines. A support system is composed of several components such as bolts, mesh, plate, retaining nut, cable ties. Every individual component can deteriorate due to atmospheric or aqueous corrosion and consequently can damage the integrity of the support system. This paper reports the results of a 5-yr study on the loss in capacity of individual support and reinforcement components at selected underground hard rock mines. As part of this investigation corrosion coupons were installed at selected locations at participating mines. A number of these coupons were recovered at regular time intervals and analysed for any signs of corrosion and subsequently tested to quantify any loss in capacity. The testing of the corrosion coupons was complemented by similar tests on recovered mesh and friction bolt specimens from the site. The collected data have provided useful insights on the factors that contribute to the corrosion of support systems. This knowledge can aid in the selection of appropriate support strategies and a reliable assessment of the predicted useful life of a support system and the need for rehabilitation.

"Flotation is possible when the forces operating between a bubble and the attached particle are properly balanced. There are many forces operating in the bubble-particle aggregate. The magnitude, location and direction of the forces depend on the type of process. The simplest arrangement in flotation is when a spherical bubble is attached to a spherical particle and both are immersed in water. In such a system there are four essential forces which shape the stability of the bubble-particle aggregate. They are excess pressure and interfacial solid/liquid, solid/gas and liquid/gas forces. A proper analysis and balance of the size, location and direction of these four principal forces lead to a general equation delineating the stability of the spherical particle–attached bubble system. Specific cross sections of the system and solution of the general equation lead to different relationships including the Young formula as well as the well-known geometrical relation between contact angle, particle and bubble radiuses. The arrangement of forces in the proposed graphical representation of the Young law is different from that presently used in literature for a bubble attached to an unmovable solid particle. Many real solid/liquid/gas systems are more complex due to the presence of additional forces which change the regular curvature of the liquid/gas interface leading to advancing and receding contact angles.INTRODUCTIONThere are numerous papers (Athukorallage, Aulisa, Iyer & Zhang, 2015; Chau, Bruckard, Koh & Nguyen, 2009; Drzymala, 1994; Lubarda, 2012; Pellicer, Manzanares & Mafe, 1995; Wang, Cui, Zhou, Xu, Sun, & Zhu, 2014; Young, 1804) and books (Davies & Rideal, 1963; Defay & Prigogine, 1966; Lee, 2013; Lyklema, 2000) dealing with the solid/liquid/gas system. Many of them concern the three involved phases having the shape of a sphere or spherical cap and the formed contact angle. The contact angle is usually measured through the liquid phase and can be either smaller or greater than 90o. The essential part of these publications is a graphical representation of the system with the Young equation shown as a result of balance of only three forces that is the excess Gibbs (or Helmholz) free energy per unit area of the three involved interfaces (Davies & Rideal, 1963; Defay & Prigogine, 1966; Israelachvili, 1985) (Figs. 1a-c). "The study of mechanical characteristics of rock discontinuities under different shear deformation velocities is an important premise of rock slope dynamic response analysis. According to disposing and calculating the experimental results of previous research about peak shear strength of rock discontinuities under different shear deformation velocity of constant normal loading, the law of influence of shear velocity on the total friction angle is studied. Based on the research results, it can be found that the total friction angle of rock joint specimens varies in the form of negative logarithm with the variation of shear deformation velocity. It’s also indicated that the total friction angle of rock joints decreases with the increase of shear deformation velocity for rock joints of relative strong homogeneity and isotropy. However, the total friction angle of rock joints increases with the increase of shear deformation velocity for rock joints of relative strong heterogeneity and anisotropy and the latter amplitude of increase is less than the former amplitude of decrease. The physical property and microscopic geometry of rock joints play an important effect on the increase or decrease tendency and amplitude variation of total friction angle with the increase of shear deformation velocity.INTRODUCTIONThe rock slope dynamic response is largely restricted by rock discontinuities. Hence the study of dynamic characteristics of rock discontinuities, especially the dynamic shear characteristics is an important premise of rock slope dynamic response analysis (Qi et al., 2007). Seismic load is both dynamic load and cyclic load (Liu et al., 2011). Under the dynamic and cyclic shearing actions of seismic load, the rock slope which is stable under the condition of static load may slide along the rock discontinuities whose shear strength reduce and then the earthquake landslides occur. The strength degradation and deformation mechanism of rock discontinuities under the dynamic and cyclic shearing actions is one of the key problems to be solved in the work of earthquake prevention and control of engineering slope. Based on the above understanding, predecessors conduct some researches which focus on the shear behavior mechanical characteristics of rock joints under cyclic shearing actions (Plesha, 1987; Hutson & Dowding, 1990; Jing et al., 1992, 1993; Huang et al., 1993; Qiu et al., 1993; Homand et al., 2001; Lee et al., 2001; Jafari et al., 2003; Liu et al., 2011, 2013). However, there are a few researches about the mechanical characteristics of rock joints under different shear deformation velocities because of the restriction of shear apparatus. Crawford and Curran (1981) conducted a series of one-way cyclic direct shear tests on four kinds of natural rock joints under different shear deformation velocities varying from 0 to 200 mm/s. The tests showed that at low normal stresses the peak shear strength of soft rock joints exhibited an increase up to a certain velocity, after which it remained essentially constant. For rock joints of intermediate hardness, the peak shear strength was essentially independent of shear deformation velocity; whereas for hard rock joints, the peak shear strength of which showed a significant variation with the shear deformation velocity. Jafari et al. (2003) carried out a series of conventional triaxial tests on artificial rock joints of regular saw-tooth shape with axial loading rate from 0.05 mm/s to 0.4 mm/s."

This paper presents the R&D results on the development of a new knowledge-based system for predicting stope instability and associated unplanned dilution in deep underground mining operations. A new prototype was developed based on databases generated from 3D non-linear elasto-plastic finite element stress analysis, heuristic rules, and case histories. This prototype aims to assist mine operators to make decisions on strategic mine planning and feasibility in a quick and efficient manner thereby minimizing risk on ground failure and optimizing mining costs.

"AbstractA resumé of aerial radiation survey studies performed by and for Eldorado Mining and Refining, Limited, since 1943 is presented. Flight tests were initiated in 1947 and were followed .by intensified use and study of Geiger counters and other radiation detectors. Development of an aerial scintillation counter began in 1948, but •a sensitive large crystal unit was not available for exploration purposes until 1950. Modifications of this unit have been used in all subsequent surveys.For the Eldorado detector, several limiting conditions were established for successful radioactivity detection, the most important being that natural vein exposures can only be assuredly detected .at distances less than 150 feet. Sedimentary and pegmatitic radioactive occurrences can be detected at much greater distances. A helicopter investigation technique appears to •have •a useful prospecting potential.IntroductionAerial radiation surveys were first proposed in the early 1940's. However, it was not until 1949 that airborne detectors were extensively used in the search for radioactive minerals. Eldorado has flown about 50,000 miles of exploration flights, exclusive of tests, using a variety of •detectors and aircraft. Considerable data have •been gathered for .the evaluation of the several techniques employed. Much of the early work was performed with the co-operation of the National Research Council of Canada ( 1). More recent work was done in conjunction with the Commercial Products Division of Atomic Energy of Canada, Limited. The Development Department of this latter corporation designed and built the scintillation counter used in recent Eldorado surveys."

"Many organizations which have implemented Total Quality Management (TQM) are finding that the process has either stalled or is not working so well as originally envisioned. This can be particularly evident in an engineering environment where the uniqueness of engineers and their particular culture has not been adequately considered. Winning the commitment of a highly educated group ojprojemnnJJ1s to the TQM concepts, which are often initially 5W2 as too simplistic poses special challenges.Successful TQM implementations are found among technical groups where employees have significant input into creating the new work culture, feel empowered to make changes and are well trained in teamwork. A coach who is knowledgeable in implementation problems can, when working closely with the technical teams, help them circumvent obstacles and guide them successfully through the difficult early phases. The remaining key ingredient for success is supportive management which leads the change and is both informed and appreciative of the accomplishment being made.This Paper is based on first-hand experience with common problems and results encountered in implementing TQM in an engineering environment. Described in the paper are ways of avoiding these problems through awareness of the unique nature of engineering groups, implementation planning, just-in-time training and coaching people in the TQM process. The paper concludes with a focus on the opportunities and results from a successful implementation. These opportunities and results include the benefits each engineer can realize through process thinking, empowerment and teamwork."
