Recently, the effects of global climate changes have become top concerns for governments? decision making regarding infrastructure investments. Extreme weather events that exceed the capacity of existing systems have considerably increased in frequency, and the potential effects of changing trends in temperature and rainfall on infrastructure are difficult to ignore. It is essential for governments to estimate the costs and benefits of adaptation to climate change to properly assess the financial feasibility of infrastructure adaptation strategies. This paper proposes a framework for estimating the economic aspects of infrastructure adaptation to climate change. The framework is composed of three steps of implementation: establishment of alternatives for infrastructure adaptation, performance prediction of infrastructure using future climate scenarios, and asset valuation based on costs and benefits. The first step specifies target assets, their adaptability to climate change, and applicable adaptation technologies. The second step evaluates the effects of climate change on the performance of infrastructure. The last step determines the optimal adaptation strategies among various alternatives based on their net benefits. The framework reasonably incorporates future climate scenarios into the estimation processes for climate change effects and provides a basis for budget allocation for governmental infrastructure investments. The framework is expected to assist government decision makers in establishing adaptation strategies in a rational manner under uncertain future climate change.

The use of potential control in the flotation of ores has been applied in a variety of operations and presents an opportunity for improvement of selectivity and recovery of valuable minerals. Although it is possible to vary the redox potential (Eh) using chemical additives such as sodium hypochlorite or hydrogen peroxide this is more commonly done by varying the pH and dissolved oxygen (DO) concentration. The present study involves an investigation into the effect of varying dissolved oxygen concentration, ionic strength (IS) and pH on the flotation response with the aim of application to a South African lead-zinc ore. In all cases the Eh is measured as a function of the different DO, IS and pH values. The main objective was to achieve selective flotation of galena from sphalerite. The first part of the work was micro-flotation tests conducted on single minerals with galena used as the basis for effect of the factors studied on redox potential and ultimately recovery. The DO was varied by alternating between the use of air and nitrogen as the gas source to the micro-flotation cell. PH was varied between pH 9.2 and pH 11.8 using sodium hydroxide. In the first part of this study a factorial design approach was used to determine the interactive effects of the variables tested, viz. DO, ionic strength and pH, on the Eh and on the recovery. Redox potential was measured using a combination electrode made up of platinum wire and Ag/AgCl reference combination. Recoveries indicated that pH had the most significant effect on recovery and Eh. The influence of redox potential on recovery was found to be of relevance to the condition of high dissolved oxygen concentration and less so at low dissolved oxygen concentrations. It was also noted that that the combined interaction between ionic strength and dissolved oxygen concentration had a positive effect on recoveries, however this was not so with Eh. The chemistry of the ions in solution was observed to play a dominant role on the recovery due to changes in solubility arising to pH modification. The longer term objective of this work is to determine the optimal Eh conditions for the separation of galena from sphalerite.

This paper presents a novel action recognition method for observing human workers using interactions between actions and related objects on an internal construction site. This method can be used to measure work rates for labour productivity monitoring. This monitoring is critical because the performance of a construction project is significantly impacted by labour productivity. However, construction sites are generally crowded with a large number of workers and objects. Such congestion disrupts the accurate, automatic recognition of construction workers? actions. This congestion is one reason that existing automatic action recognition studies of construction areas mainly focus on workers? actions themselves. However, the crowded conditions mean that sites could offer a great deal of clues that could be used for automatic action recognition. According to psychological studies, interactions clearly take place between human actions and related objects, such as between hammering and a hammer. Humans use these interactions to recognize actions or objects more accurately. On the construction site, workers, materials, tools, and equipment are carefully planned out ahead of actual construction. The categories of workers and objects are pre-defined and, as noted, specific interactions define relations between worker actions and objects. In this paper, the interactions are limited to human workers and their hand-held objects. Action recognition results can be combined with hand-held object information to improve recognition accuracy. With the limited interactions, experiments in this paper show a significant improvement in action recognition. This paper describes the utilization of these interactions to improve construction action recognition accuracy based on human skeleton data and 2D color video from Microsoft KINECT sensor.

Current feedstock in the aluminum hot forging processes can be used in the cast or extruded forms. The microstructural variation between as-cast and extruded materials could result in different mechanical properties and corrosion resistance for hot-forged products. Corrosion performances were examined for forged parts produced by two AA6082 feedstocks at different conditions using the following corrosion tests: open circuit potential, anodic polarization, salt spray exposure and corrosion fatigue. With the help of optical and scanning electron microscopes, metallographical investigations were carried out on cast-forged and extruded-forged materials before and after corrosion. The corrosion behavior of both materials was compared in both as-forged and aged tempers. Results show that there is no significant difference in the corrosion performance for final cast-forged and extruded-forged products.

New deposits are often characterized as low-grade and complex ore bodies. To date, processing of fine grained ore deposits implies complex processing routes with high energy consumption. For that reason, the investigation of dry grinding, e.g. with vertical roller mills (VRM), is an approach to save energy reserves. It is already proven that dry grinding can influence subsequent processing steps. In terms of flotation, the surface characteristics of the minerals are crucial for a successful flotation process, e.g. the sufficient adhesion of mineral particles and air bubbles. Wet grinding results in different surface properties of the product entering the conditioning stage than dry grinding, which has direct influences on the subsequent flotation process. To investigate the consequences for flotation, processing of a copper sulfide ore containing chalcopyrite and bornite was investigated, including grinding and rougher flotation. The effects of wet tumbling mill and dry VRM grinding on the degree of liberation of valuable minerals are characterized using mineral liberation analysis by scanning electron microscopy. The obtained flotation results, as well as the recorded flotation parameters such as dissolved oxygen, oxidation reduction potential and conductivity are presented and discussed. INTRODUCTION Copper production is mainly connected to porphyry copper deposits as main source for copper sulfides such as chalcopyrite and bornite. State-of-the-art processing of these deposits is already established worldwide for decades, combining crushing, fine grinding and subsequent flotation with rougher, cleaner and scavenger stages (del Villar, Desbiens, & Maldonado, Bouchard, 2010). While the demand for copper is increasing, copper grades of the deposits are decreasing and the remaining ore bodies have more complex mineralogy and finer particle size distribution. This implies processing routes with high water and – due to the liberation of fine grained valuable minerals – high energy consumption by fine grinding. One of the main energy consumers in processing plants is the grinding section, which accounts for more than 50% of the energy consumption in processing plants and even 4% of the worldwide energy consumption (Jeswiet, & Szekeres, 2016). Therefore, dry fine grinding alternatives are applied to enhance the overall energy consumption of mineral processing plants: high pressure grinding rolls (HPGR) and vertical roller mills (VRM).

GOLD mining in Nova Scotia, as in any other gold district, has its own peculiar problems. Being in close proximity to excellent roads and to railways, and being blessed with good labour, the majority of gold mines in the Province find their paramount trouble is geological, namely, ore finding. After six years of continuous mining at Goldenville, the staff of Guysborough Mines, Limited, has collected many facts, has come to some definite conclusions, and has made a lot of guesses, some good and some bad. It is the purpose of this paper to set down such information as we have been able to gain in the hope that it may prove useful to other operators, present and future, faced with similar problems. What may be true of one Nova Scotian mine will not necessarily be true of another, so that the observations that follow should be considered as primarily applicable to Goldenville. Stated facts, conclusions, and theories are the result of the combined thought and effort of Head Office officials, of members of the Provincial and Federal Departments of Mines, and of members of the mine staff, past and present. "An expert system application for supervisory control and optimization of the indurating process at the Iron Ore Company of Canada (IOCC) has been developed and installed in closed-loop. Prior to the installation of the expert system, the indurating machine was rebuilt and the instrumentation revamped. A Foxboro I/A Distributed Control System (DCS) was installed for regulatory control, and a new control strategy configured. The modernization of the regulatory control has resulted in significant improvement in both production rate and product quality. Expert system control was implemented in September 1996. Preliminary indications are that the expert system has further improved the consistency of product quality, enhanced fuel efficiency and increased productivity. The expert system considers both wet and dry sections of the circuit, and its optimization scheme is driven by pellet tumble index and compression strength. Statistical Process Control (SPC) rules were implemented in the expert system as part of the quality analysis and control scheme. The expert system application was developed and delivered using the Comdale Expert Optimizer (CEO), and has been in continuous closed-loop control since its installation. The system development and implementation is described, and preliminary benefits are presented..... IntroductionIn early 1996 the Iron Ore Company of Canada (IOCC) contracted Comdale Technologies of Toronto to develop and implement a real-time expert system for optimizing the indurating pelletizing furnace at our plant location in Labrador City, Newfoundland.The decision to install the expert system has been timely. Like many other resource-based industries in increasingly competitive markets, IOCC recognizes the need to find ways to improve the efficiency of our production process and ensure that product quality is maintained at the highest levels. With the Labrador City plant producing 11 million tons of iron ore pellets annually, implementing the best technology solutions to meet these objectives is critical."

In this study, the effect of using conventional crushing and high-pressure grinding rolls (HPGR) in combination with dry or wet milling was investigated using a base-metal sulphide (BMS) sphalerite and a platinum group mineral (PGM) ore to determine how these processes affect the flotation performance. In sphalerite, irrespective of the crushing procedure (HPGR or conventional), dry milling resulted in the highest grades and recoveries of zinc, whereas in PGMs, similar treatment produced the poorest results. The results were investigated further by the effect of factors such as percentage liberation and particle size on the flotation results.

This paper discusses a unique dynamic solution for optimizing comminution area in real time. The proposed technology is a combination of model predictive controller, optimization methods and real-time digital twin for mineral processing. For grinding area, the ultimate goal of an effective control strategy is to maximize the mineral processing, reduce energy consumption and stabilized size classification. To have a continuous and effective comminution operation, a reliable control system that minimizes the need for human intervention is necessary. The implemented advanced control strategy for comminution area consists of two layers in hierarchical structure. The lower layer objective is to stabilize the process stabilization using model based predictive controller (MPC) technique. The unique MPC used in this layer is called BrainWave™ chosen for its robustness, convergence and delay handling; furthermore, the developed platform offers stable and repeatable solution and has short implementation time. The upper layer is a supervisory control, which sends the preferred process operation points to the lower layer to drive the process towards optimal performance. The goal of this layer is to optimize the process targets, as well as making decision. To increase process performance, automatic ore characteristic adaptations are implemented in this layer. A digital twin of comminution area is built in the second layer that runs amongst the process in parallel. By communicating, the process data in real time, a virtual densitometer is built that is being used in our advance process control strategy. Our control strategy has been developed, tested and implemented in various areas of a copper concentration plant. The targets for implementing advance process control are usually increased throughput, decrease energy consumption and variability reduction in particle size distribution. Overall, the results showed in different mine sites are increase throughput between 2 and 5%, specific energy consumption reduction about 15% and process variability reduction up to 60%. In this paper we discuss the results of the recent implementation of this technology on Minera Los Pelambres, Minera Collahuasi and CAP Minería. Their concentrator plants have installed control systems with the most updates optimization features, for SAG mill, ball mills and thickeners.

Inco Limited, Ontario Division is currently in the process of decommissioning the Whistle Mine site located near Sudbury, Ontario, Canada. The most significant component of site decommissioning involved relocating approximately 6.4 million tonnes of acid-generating waste rock to the open pit from two adjacent stockpiles. An engineered cover system was designed for the backfilled pit to reduce the long-term production of acid rock drainage. Geochemical modelling was conducted to assess the effectiveness of various cover options on the longterm water quality of the backfilled pit. Results obtained from performance monitoring of cover system field trials at the site and estimated full-scale construction costs were used to select an appropriate material for the cover system barrier layer. The two-dimensional soil-atmosphere model VADOSE/W was used to develop a calibrated model of covered waste rock based on field data obtained from the cover trials, which was subsequently used to predict net percolation and oxygen ingress through various cover system alternatives for site-specific climate conditions. Erosion and landform evolution numerical modelling was completed to assist in designing the runoff management system and final landform for the pit cover system. The potential impact of various physical, chemical and biological processes on the sustainable performance of the pit cover system was also considered in the design process. This paper provides an overview of the design and construction of the backfilled pit cover system.

"TOF-SIMS (Time-of-flight secondary ion mass spectrometry) was used to detect collectors sorbed onto the surface of mineral particles in concentrate and tailings samples from the Brunswick, Matagami and Kidd Creek concentrators. This technique uses ion beams from either Cs or Ga sources to sputter the particle surface, a method which reduces fractionation of the collector molecule during sampling.In the Brunswick Zn circuit, sphalerite particles lost to the scavenger tails had less amyl xanthate and isobutyl xanthate compared to sphalerite recovered to the Zn final concentrate. Xanthates were detected on the surface of sphalerite particles floating to the CuPb final concentrate.At Matagami, significantly more isopropyl xanthate and isobutyl dithiophosphate were detected on sphalerite recovered to the Zn final concentrate, compared to sphalerite lost in the Zn rougher tails.In the Zn circuit of Kidd Creek, sphalerite lost to the tails had on average ten times less xanthate compared to sphalerite recovered into the Zn final concentrate. Xanthate was also detected on the floated pyrite particles. In addition to isobutyl xanthate, amyl xanthate was also detected on the floated sphalerite and pyrite particles.This preliminary investigation has (a) demonstrated the ability of TOF-SIMS to detect individual collectors on particle surfaces from plant samples and (b) shown that TOF- SIMS is an excellent tool, complimentary to TOF-LIMS, in establishing the surface chemistry of minerals as related to mineral processing."

The use of lightweight aggregate as a constituent of concrete is not a recent development. Pumice was used by the early Romans, in pozzolana cement concretes, in the construction of many of their works. However, the recent development of manufactured lightweight aggregates, such as the expanded shales, vermiculite and perlite, has created a possible use for a whole new group of Portland cement concretes. Concrete can now be produced with unit weights ranging from 30 to 150 pounds per cubic foot and with various insulating, fireproofing, acoustical and structural properties. The tonnage of such materials being used has increased considerably in each of the past ten years, and can be expected to increase for the next several years as availability of the aggregates becomes more widespread and the properties of such concretes become more thoroughly investigated and more generally known. Outotec is continuously developing our existing process equipment and new equipment solutions to enhance the Flash Smelting process. Thanks to the long operating history of the Outotec Flash Smelting process feedback from the numerous operating references are available and is utilized. The general goals for development work are to improve equipment performance, thus realizing savings in Smelter plant operation costs by increasing the process efficiency and online availability. Digitalization also opens new possibilities for the feeding equipment and furnace operation monitoring. These solutions will improve the safety and performance of the smelter, and provide process and equipment related information which has not been available earlier. INTRODUCTION The year 2019 marks the 70th anniversary of Flash Smelting. The technology was operated on industrial scale for the first time at the Outokumpu Harjavalta copper smelter in Finland in 1949. The Flash Smelting technology, is now owned and developed by Outotec Oyj and the first plant, is now owned by Boliden Harjavalta Oy. The two companies have been evolving throughout history by optimizing the process for various feeds and raw-materials, as well as through developing the equipment and operating practices. Even though sustainability was not a hot theme/topic during the first days of Flash Smelting, it has nevertheless been the key principle in guiding the development. This is well proven by the wide adoption of Flash Smelting for the processing of copper and nickel concentrates, mostly due to its ability to fulfil the economic and resource efficiency criteria demanded by its operators. Along with the process technology development, also development of the equipment has taken place over time. Outotec is continuously working on developing our equipment to better suit the changing need of our customers in the continuously changing operational environment. Orebodies are getting more challenging with lower ore grades and more impurities. Achieving high recoveries for all valuable elements becomes more difficult with high slag quantities and with the need to tackle the high impurity concentrations. There is a need for higher capacities in greenfield and brownfield smelters. The role of the Loss-in-Weight Feeder, the Air Slide and Concentrate Burner is to ensure even feed into the reaction shaft of the Flash Smelting Furnace, and to enable controlling the process well, thereby enabling the best performance for the customers smelter. The design of the Flash Smelting Furnace aims for high availability, long campaign and safe operation.

For the past several months 1 have been considering the functions of this Society and its reasons for continuance. The fact that it is now sixty years old indicates that it must have been of value and we all know that it has contributed much that was worthwhile to Nova Scotia and the Maritime Provinces. The question arises: "What is the future of the Society, and how might its activities be altered to suit present-day activities and to be of even greater value?" Let us analyse the various activities in which we are interested and determine which, if any, are of more value than others. First of all, at least once a year we have a two-day convention which constitutes a holiday for the members and their wives. This has always been well planned and has been much enjoyed. Second, there are many social and business contacts made during the meetings and interim meetings. These certainly tend toward better relations and co-operation between the various people concerned. Mine operators meet other mine operators, engineers, people from the education fields, Department of Mines, and so forth. Various sales contacts are made at these meetings which can be of value and use to both the Company selling and the customer. Third, and of greatest importance in any conference, is the exchange of ideas by the members and by authorities from outside, and the presentation of slides and drawings, or actual visits to operations. It is upon this phase that 1 wish to elaborate. These papers are not only presented to our meetings but are generally published in the C.I.M. Bulletin so that members throughout the Dominion have access to them. Many important papers describing new phases of operations have originated through our Society.

"The Kidd Creek concentrator is situated adjacent to Highway 101, twenty-four kilometres east of the center of the city of Timmins, Ontario. Sulphide ore, received by train from the minesite twenty-nine kilometres away, is processed at a rate of twelve thousand metric tonnes per day. Saleable concentrates of copper, zinc, lead and tin are produced.The concentrator contains secondary crushing, grinding, flotation, gravity separation and concentrate handling facilities. The total concentrator manpower complement is one hundred and sixty-four which includes supervision and operating personnel. Twenty-one shift personnel are required to operate the processes involved and they occupy fifteen different operating positions in addition to that of the supervisor. This work concerns the identification of weak zones in the structure of a rock mass endangered by outburst of gases and rocks in the Rudna copper ore mine at greater depths (approximately 1200 m). A special methodology has been undertaken for the recognition of that threat in the wake of an outburst in the mine in 2009. No similar phenomena have been previously recorded in KGHM Polska Miedz copper ore mines. The research described in this paper was carried out in the new part of the deposit prepared for mining. Geophysical methods were used: seismic tomography and borehole ground penetrating radar (BGPR), along with particular identifications using geological engineering methods. In the researched area, Permian layers of sandstone and shale clay (Weissliegendes formation) and of Zechstein dolomite (top of Rotliegend formation) and anhydrite occur in the copper ore deposit. The rock layers are characterized by variable thickness and intensity of mineralization, varying internal structure, and local fracturing containing different gases and water. It is assumed that accumulation of gases occurs in the tectonically fractured dolomite. The study was focused on the recognition of the structure and properties of the dolomite layer lying directly within the roof of excavations. The first tests were performed with seismic tomography for the recognition of anomalous changes in the elastic properties of the rock mass. The results of these studies were used to design a control borehole for a detailed geological engineering assessment and BGPR surveys with 100MHz antennas. Seismic tomography enabled the identification of changes in Pwave and S-wave velocity, the Vp/Vs ratio, dynamic Poisson's ratio and dynamic Young's modulus. It was clear that seismic anomalies required verification by other methods. The BGPR survey was performed in a specially designed borehole, passing through the selected seismic anomalies. While the borehole was being drilled, the outflow of gases was identified, with varying amounts of CH4, CO2, and H2S detected, as well as water outflow. The results of BGPR confirmed the location of a reservoir of water and gases, about 30 m in length, found in layer of dolomite. The direct cause of the BGPR anomaly was assumed to be intensive fracturing, a greater content of clay material in the dolomite, and the presence of water in the fractured zone. The BGPR image was correlated with information on lithology, fracturing based on the RQD index and additional information acquired during drilling about water and gases surveys and other symptoms. The achieved results also showed a very strong correlation between the location of the zone containing gases and water and the anomalous S-wave velocity and field of dynamic Poisson?s ratio, and to a lesser extent other seismic parameters. It was found that the other measured seismic anomalies may be of the same nature as those identified in the control borehole and accordingly will require the implementation of detailed identification. The performed tests have also shown the usefulness of geophysical methods to identify geodynamic hazards under the geological and mining conditions of the copper ore deposit in the Rudna mine.

Spray-on polymer linings, as partial or full replacement for traditional forms of area rock support, have seen rapid growth in interest within Canada. A wide variety of lining types, ranging from polymer chemical to water-based cementitious materials, have been developed and commercially introduced to the underground mining market. Following approximately one decade of development work, several general conclusions have been reached regarding the performance of this class of area support media, these being that: health and safety assessment of the broad range of materials has shown the majority of them to be acceptable and safe for underground use; significant ground support potential can be offered by them, being equivalent to or better than capabilities offered by traditional support forms such as bolt-and-screen or shotcrete, and; their abilities to be rapidly deployed and provide near instantaneous support restraint offer considerable operational and cost benefits to underground operators. A review of currently available liner materials, their historic development within the Canadian mining industry, and overviews of support, health and safety, operational considerations and cost benefits are provided in this paper.

"The Kettle River Operation of Echo Bay Minerals Company is located about thirty kilometers north of the town of Republic in northeastern Washington State. In tum, Republic is about a hundred and seventy kilometers north and a little west of the city of Spokane, Washington. It is also about fifty kilometers south of the town of Grand Forks, BC, Canada. At this time it is the only gold mining and milling operation in the State.Tailings are stored in a double lined, zero discharge facility. It became evident in mid 1996 that the rate of free water accumulation in the tailings pond was going to result in the level in the pond reaching its permitted freeboard elevation long before the solids plus pore water capacity was reached.We then embarked on a mission to manage tailings pond water on several fronts: reduce fresh water usage in the process, divert spring seeps and surface runoff and install a system to enhance evaporation.IntroductionThe Republic area is an historic gold mining district. Hecla operated its Republic unit from 1892 until closure in 1994. The Kettle River Operation processing plant is located in the San Poi! river valley at an elevation of just under a thousand meters. The facility consists of a ninety thousand ton ore storage pad as the mines are remote and truck haulage is subject to interruption due to weather and road restrictions, jaw and cone crushing with screening, rod and ball milling to an eighty percent passing size of seventy five microns. This is followed by preaeration with high purity oxygen supplied by a vacuum pressure swing adsorption plant plus lead nitrate addition to achieve passivation of the sulfide mineralization such as chalcopyrite, pyrite and pyrrhotite. Conventional cyanide leaching and carbon in pulp adsorption completes the loop. Tailings are treated with air/S02 to achieve cyanide destruction. Plant capacity is 1,815 tons per day. Our license requires that there be no detectable free cyanide in the tailings pond water and a maximum of forty parts per million weak acid dissociable cyanide. The operation started in 1989 with production from the Overlook Mine located about five kilometers further up the same valley at an elevation of twelve hundred meters, hence the location of the mill. Current mine production comes from Lamefoot in the Curlew Lake valley, about ten kilometers distant, and K2 in the Kettle River valley about fifty kilometers away. Both are at an elevation of about 800 meters. Lamefoot produces 1,360 tons per day and K2, 455. Both are underground operations."

The uranium milling process at the Key Lake Operation of Cameco in Northern Saskatchewan, Canada results in the leaching of untargeted metal(loid)s such as arsenic, iron and nickel that are found at high concentrations in the ores. To mitigate the environmental impact of the leached As, Fe and Ni in the mill waste solution (raffinate), the pre-discharge mine tailings (rafffinate and residue) are neutralized with slaked lime, resulting in the formation of secondary As-, Fe- and Ni-bearing mineral phases which serve to control their concentrations to very low levels in the tailings porewater. As part of an ongoing investigation into the long-term evolution (10,000 year) of arsenic mineralogy in the Deilmann Tailings Management Facility (DTMF) at Cameco?s Key Lake Operation, it has become necessary to characterize secondary As-bearing mineral phases during the neutralization process prior to the discharge of the tailings and compare these to in situ As-bearing mineral phases in the tailings facility. This is primarily to determine if changes have occurred over time to As-bearing mineral phases in the tailings facility as well as to investigate whether alternate neutralization techniques may have a beneficial effect on the stability of mineral phases formed. Thus a bench-scale model was developed and preliminary testing conducted to simulate the mill neutralization process (i.e. neutralization of synthetic raffinate solutions with incremental amount of slaked lime to terminal pH values). The resulting ?tailings? (precipitates and supernatant) were then separated and analyzed. XRD analysis of the precipitates shows that the Fe occurred mostly as ferrihydrite. This was complimented with results from Raman spectroscopy which further indicated that the As appeared adsorbed onto the ferrihydrite. Results of geochemical modeling of the bench-scale test compared well with supernatant profiles from ICP-MS analysis.
