"The Whitehorse Mining Initiative (WMI) brought together all of the key stakeholders in Canada's mining industry to develop a framework whereby the industry can meet the challenges that it faces into the 21st century. The WMI Accord7 which was signed at the annual Mines Ministers Conference in Victoria, British Columbia, on September 137 1994, touches all of the important issues that confront the industry, including taxation. IntroductionSeptember 13, 1994, was a historical day for Canada's mining industry. On that day, on the occasion of the annual Mines Ministers Conference in Victoria, British Columbia, the Whitehorse Mining Initiative (WMI) Accord was signed by the leaders of the five principal stakeholders in the industry: industry; government; labour; environmentalists; and aboriginals. The Accord is the culmination of two years of hard work and intense collaboration by these stakeholders. But, the Accord is not the end result. The Accord can better be described as a springboard to a prosperous future for mining in Canada.The WMI had its beginnings at the Mines Ministers Conference in Whitehorse, Yukon, in September 1992 (hence, the name of the initiative). At that time, the mining industry was well aware of the serious challenges facing the industry, including significantly increased competition for mineral investment from other mining countries, coupled with an atmosphere of uncertainty surrounding land access, environmental regulations, and taxation. "Abstract -The application of geophysical technology to resource delineation aims to improve the quality of resource/reserve estimates by integrating high-resolution survey methods, geophysical modeling and inversion with three-dimensional representations of geological and mineral deposit data. The use of geophysics can cost-effectively improve a geological interpretation based only on geological and sampling data. Success depends upon the ability to use geological visualization and modeling software, first to develop a three-dimensional geological model and then to modify it interactively by integrating geophysical data with the geological and sampling data.The high resolution required for mineral delineation geophysics results in a focus on borehole seismic and high-frequency electromagnetic methods. Borehole wireline logging is used to develop an understanding of the relationship between physical properties and geological description. Data from core samples and borehole wireline logs allow the construction of a three-dimensional physical property distribution, consistent with the existing geological interpretation. The three-dimensional physical property distribution is used for both geophysical forward modeling (to compare to field data) and as a starting model in iterative inversions.Advanced visualization techniques allow the simultaneous viewing of the three-dimensional physical property model, the geological information and data from which it is derived, and the geological interpretation and the geophysical results. Geophysical results may be simulated responses from a forward model or the output from a numerical inversion in the form of an updated physical property distribution. Iterative refinement of the geological interpretation is required to ensure consistency with the geological and geophysical data. The key to success with this approach is that all relevant geological, geophysical, and rock property data reside in a common, visual model of the earth.Examples from massive sulfide deposits illustrate the benefits obtained by the integration of geophysical and geological data."

"On August 8, 1989, the Minister of Finance released a technical paper which sets out many of the details of a proposed 9% federal value-added tax to be called the ""Goods and Services Tax"". The GST, which is scheduled to be implemented with effect from January 1, 1991, will affect all Canadians in different ways and to varying degrees. The mining industry itself should, by and large, benefit from the new tax.IntroductionOn January 1, 1991, it is proposed that the existing federal sales tax will be replaced by a new sales tax - the Goods and Services Tax (GST). GST will be leviedat a rate of 9% on most goods and services consumed in Canada.How it will WorkThe GST will be a tax on the final consumption of goods and services. It differs from a retail sales tax in that it will be collected throughout the production and distribution chain. However, the net effect of the tax paid on a particular good or service will be equivalent. The example above (next column) illustrates the application of the GST to the production and sale of a chair.Illustration of GST for a ChairEssentially, the total tax will equal 9% of the sale price to the final consumer. However, GST will be collected on the value added at each stage of the production and distribution chain . What will be TaxedVirtually all goods and services will be taxed. "Background:The recorded coal production in Nova Scotia from 1863 to 1980 was 390, 000, 000 short tons. This extraction was associated with an estimated 60,000,000 short tons of discarded material. This mining discard and coal washing plant reject are located in numerous, varying sized dumps throughout the mining areas. Approximately 70% of these dumps are in the Sydney coal field region of Nova Scotia.The coal content of these dumps varies from 10 to 30% coal with an average of 18%.Energy Costs:The explosion of energy costs in the mid-1970 's greatly increased the sale price of thermal coal which made recovery of coal from some of the dumps economical. The environmental spin-off of these operations will be the rehabilitation of the dumps upon cessation of the coal reclamation operation.Cape Breton Development Corporation, the owner of most of the dumps in the Sydney coal field was receptive to an approach by Selco of reclaiming coal from their dumps. The technology to be used, had been developed by an associate firm in the United Kingdom on similar mine dump situations."

In a leach pile, the drainage layer or commonly known as the cover layer has been a matter of discussion due to the multiple phenomena or events that occur within it which impacts negatively the leaching process. All these events are directly related to the loss of draining capacity and irregular flow net due to an excessive compaction and entrapment of fines reducing the flow velocity which in turn cause more fines to get trapped. Over time the problem will continue to worsen rapidly and accelerating continuously like a geometric progression. When the cover layer gets to a certain level of deterioration, the only alternative to continue operating safely is to replace the entire cover material, a huge cost for any mining operation. TESRA has developed a solution to counteract the accelerated advance of the deterioration of the drainage layer. The solution consists of using large agricultural tractors coupled to a proprietary design of a heavy- duty subsoiler-ripper for deep tillage for loosening and breaking up the ground at various depth and with different legs spacing from 0.4 m or above. Also, if the ground still requires additional breaking, TESRA proposes the use of a rototiller that breaks any lumps to homogenize the ground to a certain particle size. With the subsoiler-ripper/rototiller combination equipment a layer of 0.5 m deep is properly treated to match closely the original conditions of the ground thus regaining the flow net as close as to the original seepage condition. Once the ripping is completed the subsoiler-ripper tool is replaced with another that is similar to a plow and thus continue with the installation of drainage pipes. The tool digs a Y-type profile trench allowing the pipe to sit precisely at the bottom of the trench, contributing additional lateral and lower support. This tool controls the installation depth of the drainage pipe at different inclination grades and also eliminating any irregularities that may block the flow of the leaching solution. Sometimes the obstructions block completely the flow of the solution. The main result of this methodology is the reduction of groundwater levels and at least 2% less humidity in the leaching gravel due to an increase in the draining capacity of cover. The methodology developed by TESRA applied during a couple of cycles of a dynamic leach pile has proven to be a real alternative to remedy and recuperate the cover close to its original conditions. The methodology requires only one large tractor and two accessories operated in different stages while replacing the more traditional and less efficient machinery such as the Bulldozer, Motor-grader, and backhoes.

"In this study, flow-through experiments in fractured rocks have been conducted under different stress, temperature, and pH conditions so as to understand the evolution of permeability induced by these conditions. Throughout the experiments, the confining pressures and temperatures are well-controlled. Effluent concentrations are also measured for the ten elements of Si, Al, K, Fe, Ca, Na, Mg, Ti, S, and Cl that are included mainly in the targeted rocks. In the early stage of the experiments, the fracture permeability measured abruptly decreases with time, and subsequently reaches quasi-steady state within a relatively short period. In contrast, the permeability in the intact rocks monotonically increases with time. The permeability increase and decrease are attributed likely to the relative dominance of mineral dissolution in the pore spaces and to that of mineral dissolution/crushing at the propping asperities within the fracture and/or mineral precipitation onto the free surfaces, respectively. The evolving rates and magnitudes of the permeability are likely to be controlled by the stress exerted over the contacting asperities, temperatures, and pH of the permeant. Thus, this complicated behavior should be attributed to the coupled chemically- and mechanically-induced effects, which should be examined in more detail for longer period to contribute to the safe entombment of radioactive wastes. INTRODUCTIONUnderstanding of the flow and transport characteristics of porous/fractured rocks is required for the safe and long-term geological isolation of energy-related by-products (i.e., high level radioactive wastes and anthropogenic CO2). Notably, under relatively high temperature and stress conditions, mechanically- and chemically-mediated processes may alter the pore structures in rocks, resulting in an irreversible evolution of the flow and transport behavior. Augmentation in permeability may result from mechanical dilation due to shearing and mineral dissolution within the pore spaces, while reduction may result from reversible or irreversible mechanical compaction, mineral dissolution at the contacting areas, and clogging of pore spaces by precipitation of secondary minerals."

"A regional mapping program, conducted by the Nova Scotia Department of Mines, has shown that the George River Group of pre-Middle Cambrian rocks consists of a wide range of sedimentary and volcanic rocks, intruded by syenite, granite, granodiorite and lesser amounts of gabbro and diorite. Together, these rocks support the high ground of northern Cape Breton Island. Over this large area, the metamorphic grade ranges from low to extremely high.The rocks were folded prior to emplacement of the intrusions in Middle Cambrian time, and there was also post-Mississippian disturbance and faulting, but the structural history and pattern are still only imperfectly understood.Sulphide mineralization is known at Meat Cove, Lime Hill and in a number of smaller deposits. The most Cavour-able host rocks appear to be magnesian Iimestone, or schists derived from shales. Ail known sulphide bodies have an associated halo of retrograde metamorphism; in some cases, this is extensive enough to be used as a prospecting aidA vein of nickel-bearing sulphides has recently been re-discovered in the former gold mine at Second Gold Brook-an association which appears to be unique."

"Room and pillar workings in salt mines are preferred sites for underground waste disposal. A critical issue in selecting waste disposal sites is long-term behaviour of such workings. The long-term behaviour of salt pillars is controlled by the pillar geometry, i.e. the height, width and length of pillars and the level of pillar stress. The latter has a strong influence on creep characteristics of salt pillars whereas the width to height ratio of salt pillars determines the strength of pillars and the deformation characteristics of salt pillars.Three different regimes of pillar creep behaviour of salt pillars can be distinguished, namely a stress level below which the rate of creep approaches a value of zero, a stress range where the rate of creep is constant and finally a stress level above which the rate of creep accelerates. Long-term stability of room and pillar workings can be assured only when the pillar stress level falls within the first stress regime. Strength and creep tests on model salt pillars have shown that at stress levels below 40% of pillar strength the rate of creep approaches a value of zero, between stress levels of 40% and 65% the rate of creep is constant but increases with stress level. Above pillar stress levels of 65% the rate of creep accelerates.Long-term measurements of pillar deformation and surface subsidence above relatively shallow room and pillar workings in salt mines have confirmed these observations. Long-term strength of salt was found that be between 60% and 65% of short term strength. The evaluation of salt pillar behaviour on the basis of critical pillar stress levels was found to be superior to the traditional factor of safety concept because it allows relating pillar deformation measurements to actual pillar conditions. The approach described in the paper was used successfully to evaluate the stability of room and pillar workings in a salt mine and to design strategies to stabilise critical pillar workings."

Slurry flow, including flow through the charge, through the discharge grates, along the pulp lifters and its discharge from the mill is an important contributor to the efficiency of the grinding process within a SAG mill. Poor transport of finer ground material can adversely affect grinding leading to excess energy consumption and over-grinding of fine material. This paper extends a 1-way coupled DEM-SPH method to three dimensions and applies it to a 1.8 m diameter by 0.6 m long AG/SAG pilot mill. This provides detailed information on the internal flow of slurry within a SAG mill, including the prediction of dry regions and of slurry pooling. Full 3D analysis also allows the pulp flow patterns into and out of the mill via pulp lifter chamber to be investigated.

Heap leaching accounts for around 20% of the global production of copper. In heap leaching coarsely crushed ore particles are contacted with an aqueous lixiviant percolating through large packed beds (heaps) of the ore particles, with the loaded solution collected at the foot of the heap for metal recovery, solution make-up and recycle. While dominant for copper oxide acid leaching, it finds application also in copper sulphide (bio) leaching. Despite their apparent simplicity, heaps are in fact complex chemical reactors in which a number of competing sub-processes determine the overall rate of metal extraction. Therefore, meaningful prediction of copper production rates from heaps, as well as operational optimisation and control, all hinge on a comprehensive and quantitative understanding of these complexities. The paper gives a comprehensive overview of the various sub-processes in copper heap leaching and their interactions, including those relating to mineral-particle-solution-gas phase interactions at the micro-scale bulk transport and distribution of solution in unsaturated dense beds at the macro-scale. On the basis of a more fundamental understanding and modelling, the potential for optimized operation offers new opportunities for the extraction of value from both low-grade and complex polymetallic ores. INTRODUCTION Heap leaching is one of the percolation leaching technologies, which includes in situ leaching, dump leaching, heap leaching and vat leaching (Bartlett, 1998). The common phenomenon in all these technologies is the transport of leach solution through a fixed bed of ore particles, which interacts with the solid as it migrates along its path. The target minerals are released into solution and with its flow are carried out of the bed. The targeted dissolved metal species are recovered from solution through various hydrometallurgical techniques, especially solvent extraction (SX), before the barren solution is returned to the leach process. Heap leaching is practised in three main types of applications: sulphuric acid leaching of copper oxide ores, cyanide leaching of gold ores as well as the oxidative acid leaching of secondary copper sulphide ores, usually with the assistance of certain microorganisms and, more recently, in the presence of chlorides (CaCl2, sea water). While gold heap leaching dates back to the 1960s, large scale copper heap leaching commenced in Chile from the 1980s, and sulphide heap leaching emerged essentially as a consequence of acid leaching from mixed oxide/sulphide ores from the 1990s (Watling, 2006).

The mining industry in Turkey has been developing in the last 10 years. Mine wastes and tailings have thus been increasing, depending on the rising production rates. There are many problems related to accidents that occur in tailings damps. In this study, the applicability of the surface paste disposal (SPD) method for a Pb-Zn mine in western Turkey was examined. Density was 3.084 and specific surface area was 0.899 m2/g. The mill tailings have very low plasticity and show characteristics of clays and silts in terms of the Unified Soil Classification System. The particle size distribution of the tailings was 39.2% particles finer than 20 µm. The results of this study showed that the physical and chemical properties of mill tailings make them suitable for SPD.

"This case study produced for the metal mine operating in Kazakhstan, which has ventilation controlled manually and working continuously at maximum speed to keep air flowing through each part of the mine 24 hours a day. The mine auxiliary ventilation has been designed with the maximum length of ducting systems with extra air volumes to compensate for potential leakage. The mine provided auxiliary ventilation to all production stopes even to those, which for various operating reasons become temporarily inactive. However, mine safety has to consider risks associated with the deficit of fresh air for mine gases dilution and removal. The mine needs additional investments for re-designing ventilation network and therefore needs to estimate financial risks associated with it. The aim of this study is to conduct risk analysis for ventilation network optimisation processes at the operational metal mine in Kazakhstan. Mine ventilation surveys were undertaken for validation of the computerised ventilation model. The mine ventilation network modelling has been undertaken to be compliant with Kazakhstan mining regulations. Results of the mine ventilation optimisation processes were analysed in terms of financial risks for investments into reconstruction of the ventilation shafts, extension of the ventilation network, variable speed fans and automated regulators. Savings were resulted from improving ventilation system efficiency by reduce airflow in areas without mining activity and redistributing existing ventilation capacity. Based on savings derived from the optimised ventilation network an additional NPV has been received. Stochastic modelling use Monte Carlo simulation producing representation of possible outcomes for the additional NPV considering electricity pricing as a major variability. As result probability distribution for the optimised ventilation network demonstrates the additional NPV in a range of 1.6 - 2.2 million US$ in the corresponding defined value of 90%. Moreover, there is only 5% chance that the additional NPV to be less than 1.5 million US$. Conducted risk analysis for ventilation network optimisation processes gives considerations on volume of investments into the mine ventilation system.INTRODUCTIONCosts for mine ventilation are typically increasing when mines expand to deep levels. "Buried, possibly mineralized granite cupolas at the Silsilah tin deposit in Saudi Arabia (lat. 26°06' N, long. 42°40' E) have been successfully located using a closely spaced electric-field-ratio profiling technique. In this study, electrical fields at 27 and 270 Hz across grounded electrodes spaced 50 m apart were measured along six traverses. This method is interpretable by inspection, unlike the dipole-dipole technique, which requires mathematical modeling for interpretation.In the study area, the technique allowed the authors to identify and distinguish among unroofed granite cupolas, cupolas with their aplite-pegmatite apical contact zones intact, strong (quartz-rich) and weak (relatively quartz-poor) greisens, dikes, faults, and pervasively argillized rocks.This method should be useful in the valuation of other shallow mineral prospects in similar settings in other parts of the world, especially deposits for which the location of vertical contrasts is important, such as veins or mineralized zones associated with the apexes of small igneous cupolas."

Mining companies can improve production and reduce costs by using the best available technology to control their operations. Many mines are challenged to use multivariable predictive control due to limited experience or staffing, as well as being concerned over the robustness and sustainability of predictive controls. As a result many mines are not realizing optimal performance from their assets, and thusly are not realizing the production increases or cost reductions that this technology can deliver. Over the past few years, the application of multivariable model-based predictive control has gained acceptance in many mining processes and has proven to be robust and sustainable for some of the most challenging mining processes. New automated modeling and performance monitoring software have greatly simplified the effort to implement and maintain these solutions. In addition, many progressive companies have chosen to co-source the implementation and service of these solutions to assure project success and continued benefits stream. This technology has been successfully applied to a wide variety of processes; grinding mills, alumina digestion, CCD washer and thickeners, kilns, calciners, roasters, flash smelters, heat exchangers, evaporators, and most recently in the demanding process of flotation. This paper discusses the state-of-the art in advance control technologies in the mining industry, including the impact of these technologies on maximizing benefits, and implementing best practices for long term sustainability. Benefits from recent multivariable predictive control applications in copper mining will be reviewed, and the use of the latest predictive control technologies and practices in mining will be discussed.

Fuel cells are promising sources of electrical energy because of their exceptionally high efficiencies and low environmental emissions. Solid oxide fuel cells (SOFC) are high temperature, ceramic electrolyte cells, which unlike most other fuel cells, can work with a variety of fuels besides pure hydrogen, including hydrocarbons and hydrogen sulfide. In this presentation I present the models we have built for a single H2S fuelled SOFC. The goal is to model the electrochemical reaction coupled with mass transfer, fluid flow and current/voltage distribution in an yttria stabilized zirconia electrolyte fuel cell assembly operated between 750 and 850 °C. Two models of the above SOFC are discussed in this work, 1) an algebraic model derived by integrating a one-dimensional model along the thickness of the cell, and 2) a two-dimensional finite element axi-symmetric model. Important physical and kinetic parameters in the 1-D model are fitted using experimental data sets at three different temperatures and reasonable fits are obtained for the data sets at 800 °C and 850 °C. However, the third data set at 750 °C does not give a good fit using this model. We need to apply the curve-fitting to more data sets to investigate it further. The main conclusion that can be drawn from the present study is that the ohmic resistance of the cell is very high. Contact resistances are believed to be the reason behind this although there could be contributions from resistive interphases. The 2-D model also gives reasonable fits to data sets. One of the publications by the laboratory group doing the experimental work in our department presented very interesting data that shows the cell performance being a strong function of fuel flow-rate. We want to model this behaviour and will have to depend on the 2-D model as the 1-D model does not have flow-rates as parameters.

Abstract Laboratory methods are now in use whereby the temperature and pressure during the crystallization of hydrothermal minerals can be determined. The techniques include the use of the decrepitation method of studying liquid inclusions, and electrical measurements of pyrite. The determinations are sufficiently accurate that the data can be used in solving a variety of ore deposition problems. Within the last year, several new laboratory techniques have been developed in the Geochemical Laboratory of the Department of Geological Sciences, University of Toronto. The results of several tests of ore by these methods have proved to be useful in treating some problems which previously were considered unsolvable. It is now possible to determine the temperature of deposition of most of the minerals in a hydrothermal ore deposit, also the depth below the surface during deposition. Measurements can also be made of the reopening history of a complex ore. The temperature-pressure determinations depend upon the fact that minerals deposited from a hydrothermal solution always trap a small amount of the solution at the time of crystallization. The solution, being predominantly composed of water, has a density which depends upon the temperature and the pressure prevailing during crystallization. After ore deposition is complete, erosion and isostatic uplift finally exhumes the vein. During this slow fall in temperature and pressure, the solution contracts and a gas bubble appears. If the trapped solution in the mineral is examined, the gas-liquid ratio records the density of the solution at the time the mineral was deposited (except for a slight change in the volume of the mineral). The thermal expansion and compressibility of water and water solutions are known to a sufficient degree that, if the gas /liquid ratio can be determined, the temperature-pressure relations during deposition can be calculated.

"The common style of gold mineralization in the Basal Reef and other auriferous conglomerates of the Witwatersrand Supergroup comprises clusters of gold grains occurring interstitially to quartz and pyrite pebbles as well as gold accumulations attached to the surface of and infilling hairline cracks and fractures in round, compact, detrital pyrite. The latter textural association is generally interpreted as a result of remobilization of originally detrital gold during regional metamorphism and related hydrothermal fluid circulation. There is general agreement that, although gold solubility was low, ore modification occurred during the metahydrothermal event, but uncertainty exists about the magnitude and scale of gold remobilization.Micro-textural and chemical investigation of compact round pyrite and associated gold accumulation has established that gold is preferentially deposited on chemically heterogeneous pyrite surfaces. Combinations of alternating high- and low-As zones in pyrite result in mixed np-type conductivity accompanied by electron exchange and the reduction-driven deposition of gold at the cathode. This model does not explain gold accumulations which are not immediately linked to chemical heterogeneities and it is inferred that an additional control on the deposition of gold was exerted by physical defects which lead to zones of increased charge density and/or areas of focussed conductivity. The inferred precipitation mechanisms suggest that submicrocopic physical and chemical controls are the important factors that determined the sites of gold nucleation and that precipitation mechanisms based on physicochemical changes of the hydrothermal system were not involved. The Basal Reef contains on average close to 5OJo of round, detrital, chemically zoned pyrite which provides a large number of electrochemically active pyrite surfaces. The extremely effective electrochemical precipi- . tation mechanism together with the low solubility of gold in Witwatersrand fluids is the main reason for the spatially restricted remobilization of gold in the conglomerate reefs."
