To aid the U.S. Army Corps of Engineers in their Resource Development Navigation Study, the U.S. Bureau of Mines (Bureau) examined the potential for mineral development near ten Alaska port sites. This report presents the results for the following four sites: Balboa Bay, Beluga, Lost River, and Point MacKenzie. There are 579 known deposits within the area considered for these ports. The majority of the deposits are located within a highway/railroad corridor examined for the Point MacKenzie port site. Based on the current level of knowledge, coal deposits near the Beluga and Point MacKenzie port sites are most likely to be developed in the near future. This conclusion is based on the fact that coal projects in these areas are actively being pursued for development. The mineral wealth surrounding the four port sites is substantial. Mine models were used to examine the potential for mining tin, gold, silver, copper, and molybdenum. The models were based on published reserve and grade data and therefore do not include proprietary company data which, if available, would likely change the analysis results. Of the models examined, the tin placer mine model developed for the Lost River port site proved to be closest to being economic.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. Following is a brief resume of the Division's activities that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

This report analyzes electrical accident data in the metal/non-metal mining industry. Accidents are categorized to determine their root causes. Special attention is given to accidents associated with inadequate or defective grounding of mine power systems. Recommendations are made concerning proper grounding practice, especially for dredges and for quarries in hard rock or sand. The costs of instituting the recommended practices are estimated for model mine power systems which are based on field data obtained from 37 mines and several electrical contractors. The expected benefits of various suggested safety practices are also estimated.

The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

"Stoppings in coal mines serve, important and. vital functions, such as coursing the ventilating current, sealing off abandoned or dangerous workings, sealing fire areas, and separating mines at boundaries. Stoppings may hold back water, but normally that is not their function; their design is, or should be very different from that of a hydraulic dap which is designed to a definite load, often a very heavy one, from one direction over an indefinitely long period. Hence, a dam usually requires an arched structure to resist hydraulic pressure, and it must be massive to meet vertical stresses due to heavy ground pressure.Stoppings are designed primarily to resist a pressure applied laterally through air or gases. Their strength cannot be stated without specifying the direction of applied load. A stopping may be placed in stress by proof pressure subsequent to erection, through extraction of pillars in the vicinity which may act direct, or by squeezing the ribs or heaving the floor. These forces act more or less parallel to the faces of the stopping and may be very great but measures must be taken suitable to each case, and it is impossible to allow for these in general specifications other than to call for normally good construction. A stopping is principally designed to resist the action of forces at right angles to its face, such as the shocks of blasting, the pressure of gas from instantaneous violent out bursts such as have occurred in certain British Columbia coal mines, sudden compression of the air by great falls of roof in closed spaces, and at time pressures that accompany an explosion of either fire damp or coal dust or both. Field-scale experiments were conducted at Gorgas, Ala., from 1951 to 1954. Three reaction paths were formed by electrolinking-carbonization, using electrode spacings of 150, 152, and 155 feet. The coal along these reaction paths was gasified, using air, oxygen, and steam separately or in various combinations. At the conclusion of operation, a drilling survey was conducted to determine the location and approximate area of the reaction zones. During the applications of the electrolinking-carbonization technique the maximum limitation on electrode spacing was not determined. Initial tests were conducted at 60-foot spacing. Successful path-preparation tests were made at 150-, 152-, and 155-foot spacings, and the indications were that much longer spacings were possible. The potential requirements appear to be constant, regardless of path length, while the gross power required probably will increase with path length. During the carbonization phase gas was produced that is similar in quality to coke-oven gas produced at low to intermediate temperatures.

Sampling to determine development potential of beryllium deposits was conducted at 31 New England localities. A total of 54 additional areas where the geochemical environment appeared favorable were sampled to determine if economically interesting percentages of beryllia (BeO) might occur. Newry Hill-Plumbago Mountain, Maine, Iron Mountain, N.H., and Long Island, Maine, were investigated in some detail to determine the size and grade of deposits. The mineralized pegmatites at Newry Hill-Phunbago Mountain are extensive but very low grade; at Iron Mountain the ore bodies are very rich but of small volume; at Long Island beryl occurs with molybdenite, wolframite, and scheelite, but the tonnage of ore was not determined.

Rolled steel, steel forgings, and steel castings in the Pacific Northwest (Washington and Oregon) are produced principally in the Seattle, Wash., and Portland, Oreg., metropolitan areas. Steel-mill products are rolled from carbon and some alloy &eels by three companies into shapes such as reinforcing bar, rods, rounds, squares, flats, and hot-rolled strips; structural shapes, - such as angles, channels, and I-beams, also are rolled. Carbon and alloy steel ingots are poured and forged at a Seattle plant into ship shafting, drive shafts, billets, slabs, bars, rings, hooks, and other items. Static, shell, investment, and centrifugal castings are produced at 19 steel foundries in a wide range of steel specifications. All Pacific Northwest steel output is based on remelting steel scrap. Local iron ore might be used in the future to supplement steel scrap as a metal source. Ore reduction would probably be achieved by methods other than the blast furnace. Current melt-shop practice and problems are basically the same in Pacific Northwest steel plants as in cold-melt shops in other parts of the country. Quality steel production is receiving more emphasis in this region with the installation of modern analytical equipment and vacuum pouring and melting facilities.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

The objective of this project was to develop technical data and evaluate performance and utility of leaky feeder communications systems currently used in North American underground mines. The desired information was obtained principally through on-site surveys. Altogether, six of the seven mining companies known to be using leafy feeder communications were visited. This report covers the findings of these surveys. In addition, the report provides a brief background summary of mine communications, a technical discussion of leaky feeder systems, and conclusions and recommendations based on the results of the survey.

Gaseous and particulate exhaust emissions are characterized for a 1200 Bhp two-stroke cycle diesel, a 1000 Bhp four-stroke cycle pre-combustion chamber diesel, and a 900 Blip four-stroke cycle, direct injection diesel using steady-state modal testing and a versatile exhaust dilution-collection system. In addition, a 1.50 Bhp four-stroke cycle, pre-combustion chamber, turbocharged diesel was characterized for use in experimental water injection evaluations. Water injection downstream of the turbocharger compressor and upstream of the turbocharger exhaust turbine are evaluated for their particulate removal effectiveness on the small turbocharged diesel engine. The water droplets are inertially separated using cyclone separators designed for minimum pressure drop and outsize, lip to 50 percent of the total particulate mass generated was removed using a combination of both inlet and exhaust water injection techniques.

[Part I of this report3/ proposed a sonic method for determining pressure, in situ, on rock pillars, arches, and other structures. Tin r Loa required (1) a laboratory determination of the variation of the velocity of sound with pressure in samples of rock taken from mine pillars to establish a velocity pressure relationship for the type of rock, and (2) a measurement of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. The success of this method depends on the extent to which velocity of sound varies with pressure. Furthermore, Young's modulus of elasticity, E, can be calculated from longitudinal velocity, V, by the relationship, E V2d .....(1) where d = density. Hence, the variation of the elastic modulus with pressure also can be determined. It pointed out that this method might be extended to assist in the prediction of rock bursts, inasmuch as the rock is subjected to extreme pressure in these instances.]

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

This final report contains the results of all work performed under BOM Grant J0333905. A preliminary systems analysis of coarse-particle coal slurry pipelines as a haulage method for longwall mining systems was performed. Two exhaustive literature surveys on state-of-the-art longwall mining and slurry transport technologies were prepared. Two representative longwall systems were designed, one with conventional haulage and one with slurry haulage. These two systems were then compared on the bases of cost, safety, and reliability. The conclusions were that for the case of a two-face longwall mine, a coarse slurry transport system does not have a clear-cut cost advantage over a conventional (conveyor-hoist) system. However, indications were that a cost advantage could occur under different analytical conditions such as: (1) a larger scale mine, (2) if intangible benefits were quantified, and (3) if new generation technology rather than currently available technology were applied to the study. Budget and time constraints prevented exploration of these conditions.

This paper describes the methods of mining and washing brown iron are in 1957 at the Sawyer mine, leased by Wayne County Mining Co., and the Fore mine, leased by Four Mining Co., both in southern Missouri; it is one of a series prepared by the Federal Bureau of Mines on mining and milling methods and costs in various districts of the United States. The Sawyer mine is in Wayne County, about 10 miles north-northeast of Williamsville (fig. 1); the Fore mine is in Howell County, about 20 miles southwest of West Plains (fig. 2). Both are open-pit mines from which the crude are was upgraded by washing and hand-sorting to produce are of grade and quality suitable for sale to operators of iron and steel furnaces. The operations described are typical of many others that produce or have produced marketable brown iron are from small sedimentary deposits, several hundred of which outcrop on the crests or hill sides of southern Missouri (fig. 3). The 1957 production of marketable brown iron are by 40 separate operations in the southern part of the State was 281,427 wet long tons, valued at $1,637,243. Production from the Sawyer mine that year was 17,000 dry long tons of washed are, and from the Fore mine, 20,816 dry long tons.

The New Hope field was selected for study by; Bureau of lanes engineers because many problems met by, the operators during development and operation were unique to petroleum-engineering experience. Solving these problems is believed to have doubled the ultimate recovery of oil from the field. Since the discovery well was 'completed, in April 1943, an oil-productive area of 4,950 acres- has been delineated by the drilling of 64 wells, four of which were dry holes. Four oil-bearing reservoirs - the Bacon oolitic limestone, and the Hill, Pittsburg) and Elledge sandstones, all, in the Trinity group of the Lower Cretaceous series-- have been penetrated at depths ranging from 7,300 to 8,100 feet. Three of these reservoirs were found to be closed-type or solution gas-drive reservoirs, and one - the Hill - was an open-type or water-drive reservoir. During the course of the study, the Tide Water Associated, Oil Co. and -Seaboard al Co. of Delaware made available to the writers all well records, electric logs; and coring, production,, and pressure data. The ,writers performed Certain field and laboratory- tests on cores of ,the reservoir racks and' samples -of the reservoir Oils. Analyses of cores from the four reservoirs showed average .porosities ranging from 10 to 18 percent, average permeabilities of 17 to 297 millidarcys, and -average 'connate water contents ranging from 25.4 to 30.6 percent. Subsurface and recombined samples of reservoir oils indicated that the oils in the Bacon Hill, and Pittsburg reservoirs contained ,206 to 422 cubic feet of gas in solution per barrel initially, and that the, reservoir oils were undersaturated with gas. No samples' of oil from the Elledge reservoir were analyzed, and because of meager data this reservoir was not studied in detail. 4 The presence of free 'gas' or a' gas cap, however, indicated that the oil in the Elledge reservoir was saturated with gas. The rapid decline in pressures in- the' four reservoirs during the 'first year of operation alarmed the operators and provoked them to investigate the reservoir conditions to determine the cause.

The froth foam seal topping system is part of a system for remote sealing of mine passages using flyash transported pnuematically from the surface. Making the final 5 percent of the seal with a foamed-in-place fire retardant polyurethane reduces the required flyash volume by 50 percent and provides a more reliable seal. Foam components are held at the surface under proper conditions of temperature and pressure; then conveyed down the borehole through individual hoses and mixed at the bottom with a static mixer. The polyol component is pre-mixed with fluorocarbon-12 which, when released from system pressure in the mixer, boils and causes the foam to expand. Difficulties in handling this particular foam formulation are offset by a flame spread index well below the 25 level by ASTM E-162 normally required for under-ground applications. Isocyanate, polyol (TDI) and catalyst are conveyed to the downhole package by three separate lines. Five additional lines operate the valving and convey solvent so that the mixer and package lines can be flushed immediately after foaming. The eight-hose bundle is provided in segments of several lengths so that bore-hole depths can be matched. Cast-in-place plastic cylinders hold the bundle together and transfer the weight of the hose through a special quick-release clamp to the crane's wire rope. The downhole package and hose bundle are deployed using a specially designed winch and crane system capable of borehole deployment to 1500 feet.
