This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to can and ore rate mines in various foreign countries. This interpretation of the mining laws of the Irish Free State has been prepared from the best available material in Washington and is released subject to amplification and correction, if necessary, by American foreign-service officials. INTRODUCTION This paper is based upon the mines and minerals act, 1931, enacted by the Legislature (Oireachtas) of the Irish Free State (Saorstát Eireann), December 22, 1931, the lull title of which is "An act to establish a board to perform functions in relation to mines and minerals, to authorize the making of lenses of mines and minerals belonging to or vested in Saorstát Eireann, to name provider for facilitating the working of other mines and minerals and, for imposing restrictions on the working of minerals required for the support of buildings and works, to amend the law with respect to mines, and for other purposes incidental to the matters aforesaid.'

This experimental research was performed to determine rate - of - reaction constants on the MnO - C and Mn , C₂ - 3MnO systems at 1,100 ° , 1,150 ° , and 1,185 ° C. Reactions were conducted at atmospheric pressure under controlled flow of purified helium through the furnace chamber . The weight - loss method defined reduction percentages , and reaction products were identified by X- ray methods . The system Mn0 - C followed a linear reaction rate , and experimental results produced an apparent activation energy of 55.8 kcal per mole of Mn0 . The system Mn, C - 3Mn0 followed a parabolic rate of reaction law and yielded an apparent activation energy of 114.4 kcal per mole for the reaction .

The coal reserve base is defined for coalbeds having sufficient thickness for underground mining within a depth range compatible with economic recovery. The reserve data are compiled by the Federal Bureau of Mines by updating and reevaluating previous estimates of the U.S. Geological Survey, State geological surveys, and others. Through the application of computer techniques, the tonnages are compiled by State, county, coalbed, and rank. Coal reserve base is allotted to sulfur categories by a statistical apportionment of data from available Bureau of Mines reports and records. The coal reserve base in those States east of the Mississippi River, minable by underground methods, is estimated to be 169 billion tons in coalbeds greater than 28 inches in thickness to a maximum depth of 1,000 feet. Excluding those coals in reliability categories other than measured and indicated, the underground reserve base includes 162 billion tons of bituminous coal and 7 billion tons of anthracite. Of the total, 27 billion tons contains 1.0 percent or less sulfur. Most of this low-sulfur coal is in the southern Appalachian area. Approximately 16 percent of the underground reserve base is without available analyses. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves. The purpose of this system is to provide a common yardstick for determining coal resources and reserves.

The Pittsburgh Research Laboratory of NIOSH conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) conserves energy, reduces oil imports, and reduces mining costs. Since RO has a variable composition, there was concern that the additives/impurities it contains may cause ANFO made with RO to be unstable (as compared to regular ANFO) at high summer ambient storage temperatures. Reactivity of RO with zinc was also a concern. Thermal stability tests were conducted to help quantify and resolve these issues. ANFO mixtures (0.66 lb/300 g) were put into sample containers made of steel, stainless steel, and galvanized (zinc coated) steel pipe fittings, which were heated in isothermal ovens. The experimental parameters were temperature settings of 140° F (60° C) and 176° F (80° C), four sample container (pipe fitting) metal combinations, and nominal heating periods of one and three days. The ANFO samples contained 6% each of the following twelve different oils/oil mixtures: No. 1 was diesel fuel, Nos. 2 thru 6 were five candidate oils (2 thru 5 were used oils and 6 was a new synthetic oil), No. 7 was 5% diesel fuel + 1 % graphite, and Nos. 8 thru 12 were 3% diesel fuel + 3% each of the five candidate oils. All samples showed no reactivity when heated at 140° F (60°C). All samples (except No. 7) reacted at 176° F (80° C) in a steel pipe with galvanized caps as follows: No. I reacted most, Nos. 8-12 reacted moderately, and Nos. 2-6 reacted least. All ANFO samples were tested and found not to be cap sensitive.

To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

The U.S. Bureau of Mines summarized injury data for independent contractor employees working at all locations of coal and metal-nonmetal mines from 1983 through 1990. During the eight years, the greatest contrast in degree of injury between independent contractor and operator employees was in fatalities. From 1983 through 1990, there were 132 independent contractor employee fatalities in the mining industry. In 1988 though, independent contractor employees accounted for nearly one-fourth of all mining fatalities. The fatality incidence rates of independent contractors were consistently higher than those of operators during the eight years. For instance, in 1990, the contractors' rate was twice that of operator employees in coalmining and nearly five times that of operators in metal-nonmetal mining. Three other salient facts highlight the independent contractor employees' fatality injury data during these years. First, 82% of the independent contractor employee fatalities occurred at surface locations. Second, two job classifications?truck driver and equipment operator?represented 37% of the fatalities throughout the 8-year period. And finally, four accident classifications?powered haulage, slips and falls, machinery, and electrical?accounted for 71% of all independent contractor employee fatalities.

The stripping of coal with mechanical. equipment has progressed since the introduction of the first steam-powered shovel for the retóval of overburden at a mine in Pittsburg, Kans., in 1877...From the smart steam-powered shovels with dippers of less than a cubic yard capacity, small digging radius, and shovels that required manual moving, the trend has been toward large-capacity machines. Steam as power has been replaced largely by electricity, gasoline, and Diesel fuel, and dipper capacity as great as 35 cubic yards has been attained. Shovels and drag lines are self-propelled and revolve through 360°. The cost of these large-capacity modern machines is great, and in order to assure the return of the investment during the life of the property the reserve of coal in the area to be mined must be large;" Many comparatively small areas of coal suitable for strip mining exist, but these areas probably could not be mined, profitably with this large equip- ment. Therefore, heavy equipment has not been used in small areas because of the high cost in place of this equipment, the time and Atpense required to transport the machines to the mine site, and the construction of power lines if the machines are electrical powered.. Scrapers and light excavating equipment ane mobile, and the investment cost is not high. These units have been used in sirring the coal in small areas. A study to determine the methods in, yogue, and economic considerations involved in the use of such equipment was undertaken, and the information obtained is discussed in this report.

This study describes five fatal accidents so unusual in occurrence that the chain of circumstances bringing them about may never be duplicated. The intent of this publication is to illustrate that everyone working underground is subjected, at all times, to definite inherent mining hazards and that safety devices, though provided, often are ineffective or not used. It is hoped that a study of these fatal accidents in bituminous-coal mines will show workers and safety engineers that nothing can be taken for granted. Safety planning with continuous study can prevent these unusual accidents as well as the routine recurring types, which cause the majority of coal-mining injuries. The treacherous, fatalistic philosophy that "it can't happen to me" or that "when my time's up I'll get it regardless of what I do," still prevails among individuals and even safety engineers. The individual or safety man who believes in luck as applied to safety should not read any further, since this study was written for the sincere, safety-minded individual who accepts the prevention of all accidents as a challenge to his knowledge, initiative, persuasiveness, and salesmanship.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

This part of the final report treats some problems related to coal mine carrier frequency communication systems using the trolley wire/track transmission line. This work was undertaken for a brief period of time during the summer of 1972 to help understand, quantify, and improve some of the trolley wire carrier system behavior observed and/or predicted. Calculations and estimates of transmission line characteristic impedance, inductance and capacitance per unit length, mine motor loading effects, parallel line effects, and connection impedances are presented in Chapter I. Chapter II treats the design of r-f isolators for reducing the undesired and troublesome r-f loading that mine motors present to the trolley transmission line. Chapter III treats a diversity method for combatting standing wave nulls. I. CALCULATIONS RELATED TO TROLLEY WIRE COMMUNICATIONS A. "INTRODUCTION The purpose of this circular is to describe the sealing off of a mine fire and subsequent use of carbon dioxide gas to extinguish it.A fire of electrical origin occurred in the Valier mine of the Valier Coal Co., Valier, Franklin County, I11., on March 29, 1949, at about 1:35 p.m. It was discovered about 3:35 p.m. in 5 south west intake airway inby 1 and 2 west panels. The No. 5 southwest airway had caved, and the fire was in the top coal beneath a large fall of rock. All men, except officials, were ordered from the mine. The mine officials decided to seal the fire, and four temporary seals were erected, which isolated approximately 200 feet of 5 south west entry. The seals were completed on March 30 at 2:45 a.m., but on March 31, at 3;40 a.m,, two of them were blown out by an explosion of gas that was produced by the fire. The two seals were rebuilt, the work being completed on March 31 at 12:00 noon, but they were blown out by another gas explosion at 12:10 a.m. on April 1. It was then decided to extinguish the fire with water if possible.To accomplish this, concrete-block dams were constructed. On April 1, about 4:25 a.m., when the dams were about half completed, water was introduced into the fire area through a 2-inch pipe.On April 4, J. G, Crawford, general manager of the Valier Coal Co., notified James Westfield, chief of the Vincennes (Ind.) Branch, U. S. Bureau of Mines, by telephone of the fire in Valier mine and requested assistance to combat it. Westfield, accompanied by F. J. Smith and H. C. Brumbaugh, Federal coal-mine inspectors, went underground and inspected the seals and dams. Later, during a conference with company officials, it was decided that the concrete-block dams were not strong enough to withstand the hydrostatic pressure that would be produced by flooding the fire area. It was then decided to use carbon dioxide gas to extinguish the fire. Four seals were completed, and 5 tons of carbon dioxide gas was introduced into the fire area, which extinguished the fire."

"INTRODUCTION Frequent attempts have be,made in the electrolysis of molten magnesium chloride to regenerate the electrolyte by allowing the chlorice generated at the anwdo to read with magnesium oxide and carbon within the melt according to the following reactions: (1) MgO + C + CL2 = MgCl2 + CO,(2) 2MgO + C + 2C12 = 2MgC12. + CO2.The principal advantages of such a procedure are that (1) the direct source of magnesium is magnesium oxide rather than the more expensive dehydrated magnesium chloride and (2) it is not necessary to handle or dispose of large quantities of chlorine or hydogen chloride.Grätzll 5/ proposed the use of an MgO carbon feed in a more or,less compact form in the anode compartment, of the cell. In a patent issued to Magall Aktiengecellschaft, 6/ a compact mixture of MgO and carbon is used as the anode itself. Kato 7/ and Backer 8/ add the feed in finely divided form to the surface of the anode compartment. The Bureau of Mines 2/ recently made a pilot-plant investigation of the electrolysis of suspension of MgO and carbon from chloride melts, in which it was found that although,current efficiencies of 60 to 70 percent were obtainable, the formation of sludges containing MgO, carbon, and magnesium seriously interfered with the operation of the cell,"

The Carson-Iceberg RARE II study area, consisting o; 209,990 acres (134,983 ha), is on the crest of the Sierra Nevada in California, about 35 mi (56 km) south of Lake Tahoe. The area is divided into four parts: C4-986; C5-986; and B5-986, north and south portions. No mineral production has been recorded for the area. However, gold, silver, and tungsten resources and potential for additional resources have been estimated for the area and just north of area C4-986.

The Bureau of Mines conducted phosphate beneficiation studies to determine the influence of mineralogical and textural features on the recovery of phosphate from select bed and composite samples representing different phosphate rock types of the western Phosphoria Formation. Batch heavy-liquid tests showed that ore grade) pellet size, and type of interstitial material were significant parameters affecting concentrate grade and recovery. Recoveries at acid grade (31.5 percent P2O5) ranged from 98 to 56 percent. Liberation was essentially complete at 28 mesh, and recoveries tended to drop when overgrinding occurred.

Laboratory batch and semicontinuous studies showed the feasibility of using methylene bromide and trichloroethylene in heavy liquid cyclone concentration of a Nevada brucite ore. Cyclone tests of minus 20- plus 200-mesh material at specific gravities of 2.42 and 2.44 recovered 71.6 to 74.9 percent of the MgO at grades of 95.5 and 95.4, respectively. Neither increasing the feed pulp density from 5 to 25 percent solids, nor varying feed pressures from 25 to 60 psig had any apparent effect on the heavy liquid separation.

Ultimate analyses are given in three conditions-namely, (1) as received, (2) moisture free, and (3) moisture and ash free Proximate analyses and heating values are given generally in one condition -namely, as received, some are in two conditions, as received and moisture free.

Sediment is one of America's greatest pollutants. More than a billion tons of sediment reach the major streams of the United States annually(l). Damages are reflected in the reduced carrying capacity of streams, clogged reservoirs, destroyed habitat for fish and other aquatic life, filled navigation channels, increased flood crests, degraded facilities for water-based recreation, increased industrial and domestic water treatment costs, premature aging of lakes by enrichment of the water with silt-carried fertilizer that promotes algae growth, destroy crops, and reduce productivity of flood plain soils. Erosion and sedimentation are natural processes that are usually gentle actions releasing controlled amounts of silt from watersheds to receiving streams. Surface mining activities accelerate these natural processes and short duration, high intensity storms can become a violent force moving thousands of tons of soil in a brief period of time. Cover is a very important factor. With the removal of ground cover, water moves across the denuded area on its own terms picking up soil particles as it flows and leaving gullies behind. The susceptibility of strip-mined land to erosion depends on: 1.Physical characteristics of the overburden 2. Degree of slope 3. Length of slope 4. Climate 5. Amount and rate of rainfall 6. Type and percent of vegetative ground cover. By development of erosion and sedimentation control plans before disturbance of the area, many of the detrimental effects of strip mining can be prevented.

Bureau of Mines research has shown that very low-sulfur pressure vessel steels with improved mechanical properties can be prepared by two melting processes. Four pressure vessel steels having sulfur contents ranging from 0.0008 to 0.0040 wt-pct, were produced by the electric-arc furnace or by the electroslag processes. Calcium carbide was used as a desulfurizer in the electricarc furnace. Fluxes containing at least 40 wt-pct CaO provided sufficient desulfurization during electroslag remelting. Element recoveries were higher for electroslag remelting than for metal melted in the electric-arc furnace. Bar rolled from electroslag-remelted ingots generally possessed higher tensile strengths and ductility than bar rolled from it t melted in the electric-arc furnace. Charpy V-Notch upper shelf energies were also improved as a result of electroslag remelting. The primary failure mode during impact testing was was microvoid coalescence. Sulfide inclusions were minimal, especially in the electroslag-remelted material.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. Table 1 shows the tonnage produced at strip mines and the percentage of the total production for 1924 to 1935, inclusive, for the States in which the mines described in this circular are situated.4/ Following are references to earlier Bureau of Mines publications on strip mining of bituminous coal: Cash, F.
