The purpose of this study and resulting development of the training program, "Safety--Let's Make It Happen" was to determine the relation of concepts to the development of desired Health and Safety behavior. After extensive pre-contract study, it was hypothesized that improved acceptance and understanding of the Federal Coal Mine Health and Safety Act of 1969 could possibly contribute to the reduction of accidents. Second, in order for an individual to accept and understand the Act, he or she must have a working knowledge of its purposes and application. Third, acceptance and understanding of the Act, necessary to protect the individual from negligence, was imperative. Fourth, an actual operating company could provide the base in which to test these hypotheses in a meaningful manner and develop this type of training program. Six assumptions were agreed upon before embarking on this study and training program development. (1) In the cognitive process, a concept introduction into an individual's personality may result in a behavior quite different than if he or she had been exposed to a different concept.

The Remote Working Level Monitor (RWLM) is an instrument used to remotely monitor the Rn-daughter concentrations and the Working Level (WL). It is an ac powered, microprocessor based instrument which multiplexes two independent detector units to a single central processor unit (CPU). The CPU controls the actuation of the detector units and processes and outputs the data received from these remote detector units. The remote detector units are fully automated and require no manual operation once they are set up. They detect and separate the alpha emitters of RaA and RaC' as well as detecting the beta emitters of RaB and RaC. The resultant pulses from these detected radioisotope; are transmitted to the CPU for processing. The programmed microprocessor performs the mathematical manipulations necessary to output accurate Rn-daughter concentrations and the WL. A special subroutine within the program enables the RWLM to run and output a calibration procedure on command. The data resulting from this request can then be processed in a separate program on most computers capable of BASIC programming. The calibration program results in the derivation of coefficients and beta efficiencies which provides calibrated coefficients and beta efficiencies.

Proposed advantages and disadvantages of low-voltage shielded trailing cables are formulated utilizing the literature and industry sources. A partial analysis of these proposed advantages and disadvantages is completed through a review of the literature. Cable costs are assembled from mine operators, cable and splice manufacturers, and actual cable purchases. To confirm each advantage and disadvantage, an underground test site is established, and testing is performed here and in the laboratory. All testing procedures are completely described. The results of this investigation are reported and used to formulate recommendations attendant to low-voltage shielded cables. Suggestions for installation, handling, and maintenance are presented.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

In 2006, a total of 7,178 sand and gravel mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 ? Sand and gravel mines were the largest mining sector, comprising 48.2% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

"The results of the fourth annual safety contest, 'mown as the National Safety Competition, contacted by the United States Bureau of Mines are herein announced. A bronze trophy, ‘Sentinels of Safety’, the gift of the Explosives Engineer magazine, has been awarded to the leading mine in each of the five groups into which the mines and quarries that participated in the contest were arranged. These five groups were: anthracite mines, bituminous coal mines, metal mines, nonmetallic-mineral mines, and carries and open-pit mines. The leading plant in each group was the mine whose employee lost the smallest number of days from accidents in proportion to the total number of man hours worked. Where two or more mines operated without a lost-time accident, the winner was adjudged to be the plant which operated the largest number of man hours during the year.The contest was based upon reports of accidents and exposure sent by the competing companies to the Bureau of Mines. Records of the five leading companies in each group were made known to a Committee of Award, consisting of the following seven members: H. Poster Bain, Secretary of the American Institute of Mining and Metallurgical Engineers; James F. Callbreath, Secretary of the American Mining Congress; W. H. Cameron, Managing Director of the National Safety Council; H. L. Gandy, Secretary of the National Coal Association; A. T. Goldbeck, Director of the Engineering Bureau of the National Crushed Stone Association; William Green, President of the American Federation of Labor; and A. J. R. Curtis, Assistant to the General Manager of the Portland Cement Association. Members of the committee voted for the winning company in each group in accordance with the rules governing the contest.. A majority vote prevailed."

This is one of a series of papers describing mining and crushing methods and costs at cement plant quarries throughout the United States and deals directly with the methods employed and costs obtained at the Reliance quarry of the Giant Portland Cement Co. at Egypt, Pa., although it is more or less descriptive of the methods used throughout the Lehigh Valley cement district. Systems of transportation vary according to local conditions, such as proximity to the mill, depth of quarry floor with relation to the mill level, etc. Methods of prospecting differ mainly in the type f drills used. Systems of storage, crushing, and grinding vary chiefly in the types of units. ACKNOWLEDGMENTS Most of the information regarding the early history of the Lehigh cement district was obtained from the History f the Portland Cement Industry of the United States, by Robert W. Lesley, the first president of the Portland Cement Association. An accurate knowledge of the water content of oil-bearing sands4/ now is recognized as an important factor in calculations of the flow of oil through the sands to producing wells and in the estimation of oil reserves. To this end the Bureau of Mines laboratories are using a method that is an adaptation of the A. S. T. M. method of determining the water content of petroleum products (1).5/ However, the apparatus and technique have been altered slightly, as described in this report, to increase the precision of the method without affecting the simplicity of procedure or speed with which determinations may be made. Until recently petroleum engineers, when estimating reserves assumed that the entire pore volume of the oil-saturated parts of producing sands was filled with oil, as it was generally thought that the oil, water, and gas in any formation had separated completely during geologic time into distinct layers because of their difference in density. In 1929 Lindthrop and Nickolaeff (12) reported experimental results from which they concluded that 22 to 30 percent of the pore volume of producing sands in the Grozay district, Russia, was filled with water when the fields were discovered. Since that time numerous investigators (5, 7, 8, 10) have found evidence of water in the sands of now oil-producing fields and old fields that never produced water with the oil.

The feasibility of simultaneously burning several paths through a coalbed to develop a multiple path underground gasification system was investigated by the Bureau of Mines during two experiments, Boreholes were drilled through the overburden and into the coal and arranged in a circle approximately 50 feet from a central borehole. In the first experiment, in an area which had previously been hydraulically fractured,5 air was injected at the center borehole. The coal was ignited at the other boreholes and the fire fronts traveled toward the center, counter to the flow of air, to backward burn paths through the coalbed. Two paths were linked during the first 5 days of operation. The outlets of these two paths were throttled and air pressure was increased to maintain the flow of air, but no other linkages were made. Fourteen days after the two linkages these two paths were opened and gasification was carried on for 10 days, but with only moderate success. In an effort to overcome operating difficulties air was injected at the peripheral boreholes, and the gases were drawn off at the center borehole. Reversed flow operations continued for 12 days and two more paths linked. The heating value of the gas generally was higher than 100 British thermal units per standard cubic foot (B.t.u. per std. c.f.). Because only four of seven paths linked, however, the entire system could not be evaluated with respect to product-gas output and recovery of energy.

The Alaska Station of the Bureau of Mines has recently conducted tests on two tailings from black sand which had been treated previously at the Station. The results of this previous treatment have be on given in a paper entitled "Recovery of Gold from Black Sand by Classifier Concentration." The gold in these tailings was intimately united with quartz, and was so finely divided that it could not be detected with the naked eye, nor even by P&nn ing unless the material was ground. Its fineness is further shown by the assºy result, which reported only lz per cent of the gold content as "metallics", Wºorea's the assay of the original sand reported 36 per cent of the gold as "metallics." The fact that the gold was in such fine particles, closely united with quartz, precluded further recovery by amalgamation without grinding. On the other hand, the small content present, as well as the lack of grinding appliances at the placer mines of Alasia, made it necessary that the material be cheaply handled if at all. With these facts in mind the experiments described below were undertake.n.

"This paper deals with the fracturing process of laterally confined blocks of coal subjected to impact indentation. During the test, blocks of coal with approximate dimensions of 10 in. x 10 in. x 6 in. were laterally confined to predetermined equivalent in-situ stresses and then subjected to an impact indentation by dropping coal cutting bits (various shapes) attached to a known weight from a known height. During the test a number of parameters, namely surface strains (using strain gages), penetration depth (using L.V.D.T.) and acoustic emission characteristics were measured. After the test, the fractured surfaces were photographed with the aid of a camera attached to a microscope. The fracture, its intensity and extended zone within the coal blocks were mapped using sonic techniques. By correlating measured parameters, fractured zones under a given set of test parameters were identified and characterized.INTRODUCTION To improve the understanding of basic failure mechanisms in coal cutting, a better knowledge of fracture and crack regions caused by the indentation in coal is needed. This study reports the detailed experimental procedure used in fracture analysis of indentation experiments on coal specimens using the Acoustic Emission (A.E. hereafter) and sonic techniques. The relationship between microcracking and the inelastic deformation of rock was confirmed by a series of experiments in which the A. E. generated by the cracking in the rock specimen were recorded and the number of events were compared to the strain measurement. (Scholz, 1967).According to fracture mechanism theory, crack initiation in brittle materials such as rocks begins from ""flaws"" either pre-existing or induced by the indentation process itself. Rocks are pervaded by natural cracks and pores, from which numerous possibilities for crack initiation arise (Lindquist, Lai and Alm, 1984)."

"Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer, and distribution of DPM in coal mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Analyzed using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study is presented.With diesel equipment holding an important place in underground coal mining and growing in use over time, it is important to develop and improve controls of the exhaust emissions, especially diesel particulate matter (DPM), to further reduce potential health hazards. The proper design and maintenance of diesel engines and on¬board control procedures are paramount requirements for controlling DPM successfully. There is also, however, a significant reduction potential in terms of personal exposure that can be realized by managing the DPM that gets into the airstream. Strategic design of the mining, ventilation, and equipment implementation systems remain essential for efficiently reducing the DPM concentrations.Modeling the effect of diesel exhaust contaminants upon the mine atmospheric quality will permit improved health and safety design of the overall mining and ventilation systems. Numerous studies have been performed to model the distribution/transport of gaseous and particulate emissions in the underground mine atmosphere and some very sophisticated convection/diffusion models have been developed (Skobunov, 1974; Thakur, 1974; Stefanko and Ramani, 1975; Wala, 1980; Bandopadhyay and Ramani, 1983). Most of these models were developed for a single airway or based on the assumption that the ventilation network of a mining section can be approximately represented by a single intake and a single return. The complexity of most models of the convection/diffusion type and the mobility aspect of diesel haulage units made a detailed emissions model very difficult to develop.The current model is an attempt to fill the need for a more generic tool applicable to mining sections employing multiple mobile diesel units by simplifying the convection-diffusion model to a convection-only model. The simplification is based on the fact that the diffusion coefficient will affect only the transient environmental contaminant concentrations with little or no affect on the time-weighted-average concentrations over a relatively long period such as a working shift (Lee et al., 1994). In view of the difficulties involved in mathematical modeling, the approach here is developing and using a computer simulation model. A PC-based FORTRAN 77 simulation model for the analysis of mining systems with multiple diesel sources and any ventilation network configuration was developed to study the distribution/transport of DPM in mine airways, evaluate methods of reducing DPM concentrations, and explore modifications to existing mining practice."

This paper is prepared the United States Bureau of Mines and is descriptive of methods, practice, and costs at the McIntyre Porcupine Mines, Ltd., Schumacher, Ontario. The property is located in the Pearl Lake section of the Porcupine mining district. It is reached by a branch line of the Temiskaming & Northern Ontario Railway from Porquois Junction. There is also a good motor road into the district. The Hollinger Consolidated Gold Mines and the Coniaurum Mines, Ltd., are adjacent properties. Power for both the mining and the pulp and paper industries in the district is supplied by an extensive development of the water-power resources. Weather conditions are favorable for mining operations.

Near the close of the nineteenth century electricity was introduced underground, and the mining industry automatically was confronted with another potential source of fatalities and injuries to mine workers. Electricity has become an increasingly vital factor in the production of goal, particularly in recent years, because of the greatly extended mechanization that has taken place underground. The enlarged use of electrical equipment for cutting, loading, and hauling coal unquestionably increased the potentiality of shock and explosion hazards underground. Electricity may be used in coal mines with minimum danger if electric equipment and power-carrying wires are chosen properly and installed and kept protected by proper safeguards; on the other hand, if vigilance is relaxed in the slightest degree accidents may result. Electrical accidents are caused chiefly by direct contact with electrical equipment or power-carrying wires, by ignition of explosive gas or dust, and by fires of electrical origin. Electricity now ranks fourth as a cause of coal-mine fatalities, not including deaths from explosions or fires of electrical origin.

This regional report covers 1993 mining and related activity in approximately 40 countries and territories of Canada, Latin America, and the Caribbean Basin. These countries of the Western Hemisphere, as with the United States, are endowed with a great variety of minerals, including metals, industrial minerals, and energy minerals. For most of these countries, such mineral production helps form foundations for their economies and earns export credits including hard currencies. Table 1 depicts an overall view of Latin America and Canada's production of its major mineral commodities in 1993; subsequent tables show the role of Latin America and Canada in world mineral production, trade, and import dependency on minerals from Latin America and Canada by the United States. Overall, the picture emerges of a rich mineral diversity throughout the hemisphere, attracting increasing interest and investment, and complementing the mineral resources of the United States.

Load-haul dump vehicles (LHDs) are used to move waste rock and ore in underground mining operations. The LHD is designed for bi-directional operation and the driver sits sideways to the direction of travel. LHD operators have higher reports of low back pain and neck discomfort than other mobile equipment operators who do not sit sideways in the vehicle, but are exposed to whole-body vibration (WBV)1. Exposure to WBV is linked with reports of lower-back pain, neck problems and spinal degeneration2,3. Static sitting postures, sitting with the neck and back twisted, and sitting with the back in an unsupported posture are also linked with an increased risk of developing back pain4. The objective of this study was to determine typical vibration exposure levels and driving postures for LHD operators. Methods Whole-body vibration exposure was measured at the seat-pan, in accordance with the ISO 2631-1 standard5, on seven LHD vehicles with a 10 yard bucket haulage capacity. Vibration data were recorded with a Biometrics™ DataLog II (P3X8) and stored on a 128 Mb Simpletech™ multimedia card. Comparisons were made to the ISO 2631-1 Health Guidance Caution Zone (HGCZ) in order to determine potential injury risk. Operator posture was monitored with three digital video cameras which were secured inside each operator’s cab to the top left corner, top right corner and back right corner. Reflective tape was placed on each driver’s shoulders, head, and back in several locations and in several locations on the vehicle seat in order to aid in posture coding. Posture coding was performed with 3DMatch v4.50 multiple video view analysis feature. Vibration measurement and posture recording occurred simultaneously for 60 minutes while the LHD operator performed typical duties. Results and Discussion Results indicate LHD operators may be exposed to whole-body vibration levels putting them at risk for injury (Table 1). According to ISO 2631-1 the frequency weighted acceleration values corresponding to the lower and upper limits of the HGCZ (for an 8 hr exposure duration) are 0.45 and 0.90 m/s2 respectively5. Six of the seven vehicles showed exposure levels within the HGCZ defined for 8 hours. Preliminary video analysis indicated LHD operators were exposed to potentially harmful levels of WBV while adopting asymmetric postures (Table 2). For example, one LHD operator (Figure 1) worked with his neck twisted greater than 40 degrees for 93 % of a 60 minute work cycle. According to the Swedish National Work Injury Criteria, neck rotation should be less than 15 degrees if the motion is required for greater than 80% of the work time6. This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the items is confidential. It presents analytical data for 4,954 samples, representing the products of 93 companies. The samples were collected during December 1955, January and February 1956. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the National Motor Gasoline Survey reports published during the post 10 years is given on page 5.

The Bureau of Mines investigated reports of mineral deposits within 10 miles of the route of the proposed pipeline from Prudhoe Bay to Valdez. No producing lode deposits or lode prospects of possible national economic significance were found. Measured placer deposits in the route are or slight value except possibly some deeply buried gold placer deposits in the Fairbanks and Livengood Quadrangles. The pipeline corridor crosses five belts of minerals having potential economic value: (1) The north slope of the Brooks Range (oil, gas, oil shale, coal, phosphate); (2) the south slope 01 the Brooks Range (copper, gold); (3) the Livengood area (gold); (4) the Fairbanks area lead-silver, antimony); and (5) the Wrangell Mountains-Denali copper belt (copper-gold). The Jarvis Creek coalfield, an eastern extension of the Nenana coalfield, is on the north side of this belt. Scattered along the corridor across the Chugach Mountain and in the vicinity of Valdez are a wide variety of metallic deposits that make up the eastern margin of the Chugach gold belt but do not seem to constitute a well-defined zone.
