"The National Safety Competition of 1930, the seventh annual contest conducted by the United States Bureau of Mines to promote safety in the mines and quarries of the United States, has been concluded, and the five winners of the bronze trophies, The Sentinels of Safety,' which are provided by the Explosives Engineer magazine and awarded annually for the most excellent safety records, have been determined by the committee of award. One trophy was awarded to an anthracite mine in Pennsylvania, one to a bituminous coal mine in the same State, one to an iron-ore mine in Michigan one to a gypsum mine in Ohio, and one to an iron-ore opencut mine in Michigan.These trophies were awarded to the companies for having the smallest loss of time from accidents in proportion to the total number of man-hours worked by all employees at their mine or quarry. Honorable mention was awarded to each mine or quarry that ranked second, third, fourth, or fifth in its own ground and to all plants that were operated without a lost-time accident during the contest year. Eighty-four out of 337 plants that competed for the trophies were operated without an accident that disabled an employee beyond the day on which the accident occurred.Under the contest rules, all mines and quarries were divided into five groups, four of the groups representing different classes of underground mining operations (anthracite, bituminous coal, metallic ore, and nonmetallic mineral), and the fifth group repre-senting the quarrying or opencut mining of minerals whether metallic or nonmetallic. Twenty-seven mines were included in the anthracite group, 68 in the bituminous group, 52 in the metal group, 24 in the nonmetallic-mine group, and 166 in the quarry and opencut-mine group. The total of 337 mines and quarries was 26 more than the number of plants that completed the contest during the previous year.The committee of award which determined the winners of the contest was composed of seven members, all known throughout the mineral industry but not connected with the United States Bureau of Mines. The committee included W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, Secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of Mining and Metallurgy; C. B. Huntress, executive secretary of the National Coal Association; A. J. Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association."

In the context of the following report, an hazardous location can be described as any industrial area in/which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-roof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges. Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

"In matte smelting of copper it has been established that the sulphpr present will combine with copper as long as the latter is present, and that thereafter it will combine with iron. The Cu-Fe ratio in the matte is determined by the Cu-S ratio, presumably owing to the much greater affinity of copper for sulphur or, expressed thermodynamically, the greater stability of copper sulphide in contact with silicate slag. Now, the work of Fournet and of Schütz, which is quoted in many elementary metallurgical texts, indicates that manganese ranks ahead of copper in its affinity for sulphur. Hence, we might expect that manganese could be concentrated from its admixture with iron. Compounds by matte smelting, and Rotts / has patented such a process. This greater affinity of manganese or sulphur is used to advantage in iron metallurgy, also, in which it is well-known that sulphur will combine with manganese and separate from metallic iron as manganese sulphide. Manganese sulphide,however, is quite soluble in silicate slags. 5/ The loss of manganese in slag in any attempted matte smelting is therefore great.If this solubility of manganese sulphide is slag is a physical one and the reaction MnO + FeS MnS + FeOIs substantially complete, then it might be expected that the addition of copper sulphide, which is almost entirety insoluble in slag, would serve to extract the manganese sulphide with the formation of a manganese-copper matte on the other hand, if an equilibrium exists in the above reaction, a copper sulphide layer would displace that equilibrium in one direction or the other, according to whether iron sulphide or manganese sulphide were more soluble in the matter layer."

This publication summarizes the in-house and contract research projects programmed for fiscal year 1984 by the Bureau of Mines under its Conservation and Development activity. The document provides a mechanism for interested parties to gain insight into projects of the Bureau's Conservation and Development research program. The objective of the Conservation and Development Program is to provide the technological advances needed to stimulate the mining of domestic deposits containing critical, strategic, and other essential minerals in compliance with existing regulations and at costs sufficiently low to be competitive in world markets. Research efforts are directed toward improving the fundamental understanding of processes and procedures involved in the production of minerals. The overall goals will be accomplished by investigating alternative mining methods to increase domestic production of critical and strategic minerals from low-grade deposits; expanding the technology for the economic and efficient extraction of minerals consistent with cost-effective compliance with environmental regulations; and advancing the technologies needed to insure an adequate supply of coal.

Brown iron ore deposits in Quitman County , Ga . , were investigated by the Federal Bureau of Mines in cooperation with the State of Georgia , Department of Commerce , and the University of Alabama . Ninety- one holes were drilled , having an aggregate footage of 2,188 feet ; seventy- one holes penetrated 248 feet of iron mineralization . Average thickness of the ore zone was 3.5 feet under an average thickness of 14.7 feet of overburden . The drilling developed inferred reserves containing nearly 30 million long tons of crude ore with an average analysis of 28 percent iron plus minor quantities of manganese . Test work done by the Bureau on the crude ore samples indicated that they would upgrade by current log washer practice , with the use of a 1 /8 - inch screen , and yield 4.4 million dry long tons of concentrate with an average analysis of 52.1 percent iron plus manganese . The weight recovery obtained was 14.7 percent . Research studies made by the Bureau showed that the weight recovery would be increased by changing the screen size without any appreciable sacrifice of grade . The average weight recovery was increased to 18 percent with a 10 - mesh screen and 22.8 percent with a 20 - mesh screen . Screen tests studies indicated that there was no appreciable interlocking of the iron and manganese minerals and the clay and silica waste particles of the materials retained on a 200- mesh screen . Clay was prominent in micron - size slimes . Silica was deleterious in the minus 20 - mesh size .

Flotation tests were conducted on two samples of copper-nickel-bearing ore from the Harriman area near Rockport, Maine. The samples were taken by Roland F. Beers, Inc., for tests in cooperation with the Federal Bureau of Mines. One sample, analyzing 0.38 percent copper and 0.71 percent nickel, was essentially a disseminated pyrrhotite in hypersthene. Pentlandite, chalcopyrite, pyrite, and millerite were intimately associated with the pyrrhotite. Locked series flotation tests on this sample showed that 87.4 and 73.4 percent of the copper and nickel, respectively, could be recovered in a bulk concentrate that analyzed 3.47 percent copper and 5.34 percent nickel. The copper-and nickel-bearing minerals were collected with sulfhydric collectors in an alkaline circuit. Cleaning the concentrate three times with the addition of pH regulators was sufficient to attain the previously stated grades. The second sample had analyses of 0.31 percent copper and 0.85 percent nickel; talc and hypersthene were the main gangue minerals. Bulk sulfide flotation, made while depressing the talc, resulted in a concentrate that analyzed 2.33 percent copper and 4.70 percent nickel at recoveries of 70.0 and 54.4 percent, respectively. Flotation of the talc followed by bulk sulfide flotation resulted in a nickel content greater than 5 percent. A locked-series test showed that 60.7 percent of the copper and 73.7 percent of the nickel could be recovered at grades of 1.29 and 4.85 percent, respectively.

Respirable quartz duet and a kaolin clay dust have been found to be of comparable cytotoxic potential in vitro on a specific surface area basis (Wallace, et a1,1985), despite the distinctly different potentials of quartz and clay for causing pneumoconiosis or pulmonary fibrosis (Sheers, 1984). A respired particle depositing in a respiratory bronchiole or alveolus will contact a pulmonary surfactant hypophase, of which a primary component is diacyl glycerophosphorylcholine, or diacyl lecithin (DPL) (Clements, et al, 1970). Several studies have found that adsorption of such surfactant suppresses in vitro cytotoxic effects of quartz dust (Marks, 1957). Subsequent phagocytosis and digestion by a macrophage may remove the coating, restoring cytotoxic potential and initiating disease processes (Iles, 1979). Adsorption of dipalmitoyl lecithin (DPL) from emulsion in physiologic saline by respirable sized quartz dust and kaolin dusts, and consequent diminution of the dusts' hemolytic and macrophage cytotoxic potential have been reported (Wallace, et al, 1985). This report presents additional data on the cell-free in vitro phospholipase A2 enzymatic digestion of dipalmitoyl lecithin adsorbed on a quartz and a kaolin respirable sized dust (Wallace, et al, 1988) to investigate mineral specific differences in the rates of digestion and of consequent restoration of dust membranolytic potential. Respirable crystalline alpha quarts used was eighty percent smaller than 5 micorometer aerodynamic diameter with a nitrogen adsorption specific surface area of 3.97 m2/g. Respirable kaolin dust was ninety percent smaller than 5 micrometer diameter and had a specific surface area of 13.25 m2/g.

The temperature entropy (T, S) chart? of thermodynamic properties of nitrogen herewith presented is a complete (1949) revision and a considerable extension of similar charts prepared by the author for use of the helium section of the Bureau of Mines about 25 years previously on the basis of inadequate data then obtaining. During the interval since that early effort, much experimentally determined information on nitrogen properties and behavior has been published, which now permits a more nearly accurate layout and more extensive charting of these relations.

Quarry accidents in 1963 caused 61 fatal and 3,468 nonfatal injuries which occurred at respective frequency rates of 0.31 and 17.91 per million man-hours of worktime. The fatality record in 1963 was better than in 1962 but was appreciably worse than in 1.961. For nonfatal injuries, the 1963 record was slightly worse than in 1962 but was better than in 1961. The injury--severity rate of 2,913 days lost or charged per million man-hours in 1963 was better than that of 3,046 in 1962, the first year for which such data became available. The average severity of all injuries in 1963 was 160 days lost or charged per injury, 15 less than in 1962. An average of 91,960 men were at work on active days in 1963 and these men had an aggregate worktime of 193.7 million man-hours during the year.

Calorimetric determinations of the low-temperature heat capacities, standard enthalpy of formation, and high-temperature enthalpies were made of (Na20)4 ?Fe20,(c). The resulting values of entropy (S°), enthalpy of formation (?Hf°), and free energy of formation (?Gf°) at 298.15° K are 104.676 cal/deg mole, -656.2 ±.kcal/mole, and -603.4 A kcal/mole, respectively. Tabulations of Cp°, S°, - (G°-H°298)/T, H°-H°298, ?Hf°, ?Gf°, and log Kf are given to 1,200° K.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. (C) Injury experience by States: Tables 6-20: Current data on the number of injuries, injury-frequency rates, accident agency, degree of injury, and related employment data. (D) Selected injury data: Tables 21-30: Current data on various selected factors of operating conditions at different kinds of quarries, including employment size-groups, length of shifts, comparative severity of injuries, and injury data and related employment experience at dimension-stone and nondimension-stone quarries and at underground quarries. (E) Historical injury experience: Table 31: Injury and employment data on the quarrying industry for 1911 through 1957. Statistical data on injuries and related employment in the quarrying industries have been collected annually from the operating companies since 1911. Reporting to the Bureau of Mines is voluntary; there is no Federal law compelling operators of quarries and related plants to supply such data. Data presented herein may not be complete for the entire industry. They are however, believed to be representative of the hazards common to all quarry and related workers. The West Tintic mining district is located at the southern end of the Sheeprock Range in Juab County, Utah (fig. 1). Scheelite was discovered in the area during 1940, and the Desert Tungsten Co. began mining in May 1942. The ore was shipped to the Metals Reserve Co. chemical treatment plant at Salt Lake City during the war. A Bureau of Mines development project was established on property controlled by the Desert Tungsten Co. Work was started during September 1942 and completed in February 1943. The program included removal of overburden in the mine area to facilitate geologic napping, followed by surface trenching, diamond drilling, and sampling (figs. 2,. 3, 4, and 5). Eleven diamond-drill holes totaling 1,480 feet were drilled from the surface. Sixty-one samples from the surface trenches and diamond drill holes were assayed. The logs of the holes are given in table 2. Assay results of samples from the surface trenches and diamond drill holes are listed in tables 1 and 3. Geologists of the U.S. Geological Survey mapped the mineralized area during the project period. The scheelite deposits occur in limestone areas adjacent to intrusive m9.sses, which are principally monzonite. The ore bodies are pyrometasomatic in origin, but consist of two somewhat different types: (1) a series of veins occupying fault zones in limestone and (2) tactite bodies immediately adjacent to the limestone. The veins in the limestone have been the most productive of the two types.

An experimental method is described for testing diffusion of gases in crude oils at pressures and temperatures up to 3,000 psia and 200° F. A sampling technique was developed to withdraw by constant-pressure mercury displacement about 60 µl of oil from the diffusion cell through any of several 1/2-in vertically spaced capillary tubes and to trap about 4 µl of the oil in a specially designed microsampler. Oil trapped in the microsampler can be completely inserted in the sample inlet of a chromatograph. From analysis in a three-stage chromatograph (GLC), gas concentration in a sample is determined from the ratio of gas peak heights to area of peaks of reference components (hexanes or heptanes) in the oil. A diffusion coefficient is calculated from measured concentration profiles with known equations for diffusion in finite or semi-infinite systems, depending on whether the gas has or has not reached the end of the oil column. Results are given for a test of methane diffusing at 2,560 psia and 160° F in crude oil from the Weber Sandstone reservoir in the Rangely field, Colorado. A constant diffusion coefficient of 3.34 X 10-5 cm2 per sec was obtained which gives a good fit between calculated and experimental profiles determined at six times after start of diffusion. The maximum standard error of gas concentration determinations experienced with this method was ±0.88 ml per ml of gas-free oil.

As a part of ongoing research into the sulfidation partitioning of selected complex minerals, the U.S. Bureau of Mines conducted research designed to selectively recover Cu from sulfidized chalcopyrite (CuFeS2). Ferric chloride (FeCI3) solutions leached >90 pct of the Cu and <20 pct (sometimes < 10 pct) of the Fe in the sulfidized concentrates. Cupric chloride (CuCI2) leaches were even more selective, solubilizing essentially 100 pct of the Cu and < 5 pct of the Fe. In contrast, leaching non-sulfidized CuFeS2 with either FeCl3 or CuCl2 showed that somewhat more Fe than Cu dissolved. These studies demonstrate that Cu is substantially more leachable from sulfidized CuFeS2 than from nonsulfidized CuFeS2? The Cu-and Fe-bearing constituents generated as sulfidation products, CuS (covellite) and FeS2 (pyrite), respectively, are differentially dissolved. The solubility of Fe from pyrite in sulfidized CuFeS2 is much lower than the solubility of Fe from complex nonsulfidized sulfide where Fe and Cu are bound in the same crystal lattice. Thus, the Cu dissolves selectively, producing a high-Cu filtrate from which Cu can be recovered by cementation or by electrolysis. Flotation of CuS-FeS2 mixtures indicates partitioned phases can be physically separated if effective liberation can be achieved. Magnetic separation tests yielded less promising results.

"A theoretical technique has been developed and verified experimentally for determining the aerodynamic diameter of irregular shaped particles. The aerodynamic diameter of a particle is a very important parameter for determining where that particle deposits in the respiratory tract. Many instruments, such as impactors and cyclones, will determine the aerodynamic size distributions of aerosol particles but few analyze the particles individually. The theoretical approach of our technique is to solve, by use of high speed computers, the three-dimensional Navier-Stokes equations to obtain the flow field around an irregular shaped particle of any contour. The computer program will then determine the drag on the particle, and thus the aerodynamic diameter of the particle can be calculated. The experimental approach has been to pass the particles through a centrifuge and collect the particles upon a collection foil. The position of a particle on the foil is an indication of its aerodynamic diameter. These particles were then shadowed in two orthogonal directions and inspected under an scanning electron microscope (SEM). The top view of the particle in the SEM plus the views of the two orthogonal shadows allows one to determine the three-dimensional shape of the particle. Studies have been performed on silica, coal and talc particles with aerodynamic diameters in the 1 to 4 µm size range. The three-dimensional shape, as is determined from SEM analysis, was used in the theoretical computer program and the results compared. It was found that in most cases the agreement between the experimentally and theoretically determined aerodynamic diameters was within 5%. INTRODCJCTIONThe equivalent aerodynamic diameter (EAD) of a particle, defined as the diameter of a unit density sphere with the same falling speed as the particle in question, is an important size measurement of the particle. This is especially true when attempting to predict where particles may deposit in the respirator tract. Therefore, EAD is an important parameter when considering respiratory diseases caused by particles, such as coal workers pneumoconiosis (CWP).Many instruments will measure the EAD size distribution of the aerosol particles, but few analyze the particles individually. Impactors, cyclones and virtual impactors normally collect particles upon substrates or filters which are · then analyzed gravimetrically to determine the mass concentration of the particles in that size classification. The EAD of particles can be measured on an individual basis with centrifuges, inertial spectrometers and the TSI Aerodynamic Particle Sizer (APS). Centrifuges are most ideally applicable for studying individual particles as the particles are deposited, on long removable foils, at locations dependent upon their EAD."

Studies on coal mine drainage sludge densification have led to the following conclusions: 1. Coal mine waters containing iron principally in the ferrous (Fea+) state can be treated by a modification of the commonly practiced lime neutralization process to yield a ferromagnetic sludge. The sludge, presumably composed in large part of a hydrated ferrosoferric oxide (Fe304.xH20), is much denser and faster settling than the ordinary "yellowboy" sludge obtained by lime neutralization and aeration at ambient temperatures. 2. The magnetic sludge preparation technique involves (quantitative) precipitation of iron (largely as Fe(OH)2) by the addition of hydrated lime to a pH of 8.5, separation of the resulting sludge from the aqueous phase, and heating of the sludge concentrate to at least 80 C (176 F), preferably higher, followed by mild aeration. 3. Magnesium, present as Mg2 in most coal mine drainage waters, inhibits the formation of the magnetic sludge. This inhibition can be adequately minimized by keeping the pH below 9.6 during lime addition (thus avoiding the coprecipitation of Mg(OH)2) and by separating the sludge from the bulk of the aqueous phase before the heating step, as indicated in (2) above. 4. Aluminum, commonly present in coal mine drainage waters, also inhibits the formation of the magnetic sludge. This inhibition is of practical significance when the molar ratio of aluminum/total iron is greater than 0.18. Below this value, sludges are still appreciably magnetic, but are bulkier and slower settling than those obtained when aluminum is absent. Unlike magnesium inhibition, aluminum inhibition cannot be minimized by the scheme indicated above, since aluminum precipitates as Al(OH)3 near pH 4 and remains dispersed within the sludge. 5. The limitation on aluminum content is probably the most serious restriction affecting the feasibility of the magnetic sludge process as presently conceived. Nevertheless, a limited review of available water quality data has indicated that, in terms of relative acid and iron loadings, a significant number of major coal mine discharges in the eastern Ohio River basin may be amenable to treatment by a magnetic sludge process. 6. Data from tests on the use of magnetic seeding materials indicate that seeding did not enhance the formation of a magnetic sludge under the experimental conditions employed.
