IN a Nation-wide appraisal of coking-coal reserves and of the feasibility of expanding them by upgrading marginal coals, it is natural that the Pittsburgh region of Pennsylvania should be considered first. Here, where the American iron and steel industry started, the Pittsburgh coal bed is of paramount importance. The use of coke in iron blast furnaces is said to have begun with the discovery that good blast-furnace fuel could readily be made by a simple method of coking Pittsburgh coal. To the present time, the prosperity of the steel industry has depended largely on utilization of this great coal reserve and the cheap transportation afforded by the Monongahela River system. OBJECT AND SCOPE OF INVESTIGATION The initial project in the study of upgrading marginal coking coals was laid out in this area, which contains large reserves of Pittsburgh coal contiguous to the Monongahela and its navigable tributaries. Much of the Pittsburgh coal remaining here is known to have a high sulfur content. The problem of reducing the sulfur to meet metallurgical requirements already has received much attention, and it is considered to be one of the most difficult technologic problems in the field of coal washing.

This report describes the construction and testing of large (30 ft high by 55 ft wide) stopping and overcast structures in an oil shale mine. The work was undertaken to develop construction techniques and cost data, and to measure leakage rates on full scale structures in an oil shale mine. A design data base was developed by reviewing industry practice, oil shale industry plans, and technical literature. Alternate layouts for room and pillar mining were examined to find ways to reduce the size and number of ventilation control structures. Six full size stoppings and one overcast were built in the Colony Pilot Mine. Leakage rates were measured using both SF6 tracer gas techniques and the ?brattice window? method. The leakage was measured both before and after a full scale face blast. Blast air pressures were measured across two of the stoppings. Cost and leakage data were used to evaluate the projected overall performance of various combinations of the stoppings in a two-panel oil shale mine.

This Bureau of Mines report presents results from experimental studies on wood fires in a laboratory-scale tunnel network. Experimental measurements include ignition delay time, flame spread rate, ventilation air and gas flow rates, wood temperature, gas temperature, pressure and composition, thermal flux, and smoke particulates. These measurements form a data base for fire-scaling studies and provide information on various fire processes, such as flow interaction between ventilation air and fire, fire throttling and reverse flow, and duct fire energetics. Results show how hazards of duct fires relate to the development of (1) asphyxiating and toxic fumes, (2) explosive gas mixtures, (3) throttling of ventilation air, and (4) high-temperature combustion products. Such fire hazards should be carefully considered when testing flammabilities of materials used in a confined underground mine environment.

Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. The problem of obtaining enough manganese for use in the manufacture of steel appears likely to recur when international relationships are disturbed and to become serious at any time when the United States is cut off from its customary supply. Some idea of the problems that an e under war conditions may be obtained from a description given by Ellicott3/ in 1918 before the American Iron and Steel Institute. This condition arises because in normal times there is an economic advantage in importing available high-grade foreign ores to the neglect of our own less satisfactory resources. That considerable low-grade manganese ore and a much smaller amount of high-grade material are available in this country is well known from geological surveys 4/ and has been confirmed by Bureau of Mines investigations. Locations of the various deposits are indicated in figure 1. The possibility of greatly expanding domestic production was actually demonstrated from 1913 to 1918, when the annual production of manganese from domestic ores rose from about 4 percent to approximately 35 percent 6/7/ of the total consumption of ferromanganese and spiegeleisen. In idea of how domestic production compares with total consumption in the United States can be obtained 1 from figure 2, taken from the Minerals Yearbook8/ for 1970. Assuming that it is possible to increase production of manganese ores sufficiently to supply all our needs, such a program presumably would require 2 or 3 years, and the cost of production would certainly rice considerably, for some time at least. The Precious Metals Section is concerned primarily with ore-testing problems associated with precious metals and with the analysis and concentration of a large number of the strategic-mineral samples that have been included in the research program of the Bureau of Mines. During the fiscal year 1938-39, 30 projects were completed. The requests for this service are based upon the desire f the sponsor to obtain the best or most satisfactory method for maximum recovery of the minerals. In many instances it is a question of improving present milling practice, with due regard to utilization of present equipment. In others, the probable tonnage available maybe the deciding factor in the choice of a particular recovery method. Under all circumstances the results of tests axe prepared with the thought of aiding a competent metallurgist, familiar with local conditions, to formulate a practical flow sheet or to assist the mill operator to correct known losses. A microscopic examination for identification of the mineral constituents and their association in each ore is always a big help, in planning the tests and may indicate the reason for former troubles or assist with best procedure.

This report includes data for 1963 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

Manganese ores have been mined in the Batesville district since 1849. Although not continuous over the intervening years, production had totaled approximately 432,000 tons of manganese ore and ferruginous manganese ore to the end of 1953. The ores occur in deposits, essentially low in manganese content, distributed over an east-west belt 24 miles long and 4 to 8 miles wide, the core of which is about 6 miles north of Batesville, Independence County. Although the reserves of high-grade ores in the district are comparatively small, the large deposits of subgrade ores and low-grade manganiferous material comprise potential sources of supply of manganese that may have increasing future importance. The manganese occurs as primary oxide and carbonate minerals in relatively flat-lying limestone and shale formations in which they were originally deposited and as oxides in residual clays resulting from decomposition of the shale and lime-stone. Most of the deposits underlie from a few to over a hundred feet of sedimentary chert, but many occur in the residual clays on exposed slopes of chert-covered hills.

As a result of the examination of many copper-zinc properties in the West Belt area of California, nine were chosen for exploration projects by the Bureau of Mines. This was part of the Bureau's wartime mineral-development program aimed at maintaining production of essential metals and increasing ore reserves. The properties explored were the El Dorado, El Dorado County; Copper Hill, Newton, and Gray House, Amador County; Constellation, North Keystone, and Collier, Calaveras County; and American Eagle and Akoz, Mariposa County. In addition to surface sampling and mapping, 41 holes, aggregating 18,134 linear feet, were diamond-drilled. Detailed results of the work done on all properties except the El Dorado and Akoz are given in this report. The El Dorado and Akoz were discussed in Reports of Investigations 3896 and 4144, respectively. Figure 1 is an index map showing the location of the mines covered in this publication.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. This Bureau of Mines report estimates the population of the principal types of machinery in use by the coal mining industry during 1982 in surface and underground mines. Estimates were arrived at using 1976 coal equipment population estimates as baseline data with modifications made for new mine development, expansion, and closure occurring during 1976-82. Estimates were broken down into 3 regions which included all 26 coal-producing States. Modifications made to the baseline data were computed using (1) actual equipment information when available, plus (2) equipment information hypothesized from representative generic mine models, which were predicated on mine size and mine method. Roughly half of the equipment fleet at new or expanding coal operations was known; the remainder was hypothesized. The mine models used to generate equipment information are included in this report, along with the hypothesized equipment use data. The equations and various factors used to determine the equipment adjustments for mine closings, new mine openings, and small coal mine operations are also identified.

A relatively large proportion of the coal produced 1n the State of Washington, especially in the coking coal areas is of fine size; hence washing by means or coal-washing tables to reduce the ash content is commonly practiced. For this reason the program of research in coal washing conducted jointly by the U. S. Bureau of Mines and the College of Mines, University of Washington, has given special attention to the mechanism or the separation of coal from its impurities as effected by the coal-washing table with the object of increasing its efficiency. Previous work has evaluated the role of stratification the influence of size, specific gravity and respective shapes of particles in the feed, and the affect of hindered-settling classification of the feed prior to tabling.

The test equipment used in these studies is described in Report of Investigations 3615. 7/ The preliminary study data and results of tests made on various types of mechanical-leading cutting, and transporting equipment at two mines. This report is analysis of the energy requirements of the energy requirements of the underground equipment of a third mine. An analysis of the use of energy and its distribution usually requires in a saving in energy consumption and the reduction of hazards. The distribution system should be designed to supply energy effectively and study for the efficient operation of all machines."

For a number of years the Bureau of Mines has been studying crude petroleum from the producing fields of the United States, During the past year 10 crude-oil samples have been collected and analyzed from the producing fields of Pennsylvania and New York. This report gives the results of these analyses and for the purpose of comparison also analyses of samples of crude oils taken previously from some of these fields. This survey includes samples from normal producing properties as well as from properties using stimulative production methods such as water flooding and rapressuring. The outstanding feature of the survey is that the crude oils from tike various fields throughout this general area are similar in character and uniform in quality although they were produced from different sands and by various methods. Samples from fields in Venango County, Pa., however, appear to have a lower gasoline content than the others. This report includes two analyses reprinted from Bureau of Mines Bulletin 291.4/

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute, and the Bureau of Mines of the United States Department of the Interior. This paper is a continuation of a series made in cooperation with the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC), Inc. The first of this series of reports presented data on motor gasolines sold during the winter of 1935-36, and succeeding reports described motor gasolines sold during the summers and winters to and including the summer of 1941. No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed

This report describes the exploration work done in 1941 in connection with the search for strategic minerals as authorized by the Strategic Materials Act approved by the President on June 7, 1939. It deals with the various manganese deposits and showings in the Tombstone mining district of Cochise County, Ariz. The exploration project comprised a study of the geology, mapping of the areas, and exploration of various mines and deposits by sampling old drifts, crosscuts, and scopes, supplemented by diamond drilling from underground stations. The Federal Government's manganese-purchasing programs have revived interest in occurrences such as the scattered deposits near Tombstone. Because of this, the Bureau of Mines project report on the Tombstone district, prepared originally in 1941 but not published, has been revised and now is being made public.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.
