[Polychlorinated biphenyls (PCR's) have been widely utilised as fire-resistant dielectric coolants; in electrical equipment used in mining applicants, including transformers, capacitors, electric motors, and electromagnets. In addition, PCB's have been used in hydraulic fluids and heat-transfer fluids and are present in many oil-filled transformers. The U.S. Environmental Protection Agency (EPA) recently banned the manufacture of PCB's and equipment using PCB's, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggests ways to decrease the risks resulting from continued use of PCR equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.]

This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).

Indonesia is poised to become a major player in the Pacific Rim thermal coal markets. Although the colonial Dutch developed numerous coal mines in the late 1800's for steamship bunkers and domestic fuel, Indonesia's coal industry has only recently begun to actively participate in the growing global marketplace. This export coal is primarily the result of the commercial development of coal mines in eastern Kalimantan by foreign contractors. From virtually no coal exports in the late 1980?s, Indonesia's coal industry has increased its exports to approximately 15 million metric tons (Mmt) in 1992. In 1992, Indonesia was the world?s sixth largest exporter of steam coal, By the year 2000, Indonesia projects that it will supply approximately 25 percent of the seaborne thermal coal requirements of the Pacific Rim countries. Although limited quantities of this coal may enter the European and U.S. markets, high qualities, low production casts, and favorable transportation rates will make Indonesian coals very competitive in the rapidly growing Pacific Rim markets. This study examines the Indonesian coal mining industry and compares it to the U.S. coal mining industry. This report is the sixth in a series of coal exporting country studies requested by the House Appropriations Committee. Previous studies examined the Colombian, Canadian, Australian, South African, Polish, and Venezuelan coal industries.

Improvements in remote fire fighting technology are needed to reduce miner exposure to the dangers of fires and possibly save the lives of those who may become trapped. The National Institute for Occupational Safety and Health, in cooperation with U.S. Foam Technologies, Inc1., conducted a series of experiments at the NIOSH Lake Lynn Experimental Mine to study the stability, transport, control and fire extinguishing effectiveness of nitrogen-enhanced foam technology. The overall purpose of this study was to develop and evaluate, in the laboratory, instrumentation and procedures which might allow for the use of physical measurements of earmuff attenuation which would yield results equivalent to those obtained from psychophysical measures of attenuation. The ultimate goal was to evaluate techniques which might subsequently prove feasible for physical measurement of earmuff attenuation in the field. Current instruments were modified to have a response similar to differrences observed in earmuff attenuation as observed in Volume 1 of the current contract. Mining noise spectra were selected and presented to a single subject seated in a diffuse noise field. The subject wore one of the muffs evaluated in the earlier study and was also fitted with two physical sound measurement systems. A linear system measured the "outside" noise level and a linear system plus "correction" filter measured the "in-side" noise level. These measurements indicated that, under the procedures presented in this report, a laboratory method for measuring earmuff attenuation is feasible and yields results comparable to an extensive psycho-physical procedure.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. Fire is still a scourge of the mining industry, although many precautionary measures have been and are being taken to reduce the incidence of fires and to combat them. Generally, the success of fire extinguishment is directly proportional to the speed of attack, and the speed of attack in turn is dependent upon the availability of materials and trained personnel. Preparations for firefighting are frequently neglected because they are considered emergency needs and do not contribute directly to coal production. Fire incites panic--a fact often overlooked--but such chaos can be minimized by training people in the use of equipment and procedures. Heat, smoke, and fumes hamper the approach to a fire; however, a relatively new technique of attacking fires with high-expansion foam may well contribute greatly to firefighting. The foam is transported to a fire and used at a considerable distance, thus permitting the firefighters to work more safely.

Applications of three experimental design techniques to smelting operations are explained. The report describes a factorial design using three variables at two levels, a fractional factorial design which investigates seven variables, and response-surface methodology for optimization of electric- furnace smelting processes. These methods may be applied with a minimum of trials and at little expense. Further, the writer knows of no reasons why the same methods could not be applied to other operations as well, such as steelmaking.

In 1943, the Federal Bureau of Mines began a program of thermodynamic investigations of petroleum constituents and related compounds. These systematic, long-range studies, which were conducted in the thermodynamics laboratory of the Bartlesville Petroleum Research Center and are still continuing, have resulted in a substantial quantity of data valuable to the petroleum industry and science in general. As separate phases of these studies were completed, the findings were promptly reported in the scientific press. During the past 16 years, 89 journal articles, giving the results obtained for individual compounds and small groups of related compounds, were published, mainly in the Journal of the American Chemical Society and the Journal of Physical Chemistry. In addition, members of the Bureau staff have contributed six chapters to specialized reference books. This circular, prepared in response to many requests, lists these 95 published papers, giving an abstract of the contents of each, as well as titles, authors, and literature citations. The journal articles are listed in the order of their preparation, which closely approximates the chronological order of their publication; hence, the item number to the left of each citation corresponds to the assigned contribution number. For the convenience of the reader, the abstract section is followed by a condensed bibliography, arranged alphabetically by senior author and keyed to the abstracts by appropriate contribution numbers in parentheses after the entry.

It is outstanding because the producing formation is very thick; ever modern technique of drilling' and development has been applied; complete records of all operations,, including detailed subsurface information have been kept; the field has ,been developed systematically; and every effort has been made to utilize the reservoir energy efficiently. Data and information pertaining to the development anal operation were collected, compiled, and studied by the writers as if the field were under single ownership. The chief aim of the study was to increase the accuracy of the existing methods of estimating reserves by applying all the data collected during the modern development of an oil field, These scientific aids include coring; electric logging; micropaleontology determinations of porosity, permeability of oil-bearing sands, and their connate water content; subsurface sampling of the reservoir oil; and depth-pressure measurements. Because the reservoir structure in the Anahuac field is extremely complex, special attention was given to methods of calculating the reservoir volume.]

This problem is being studied by the Bureau of Mines under a cooperative agreement with the University of Wyoming at the Bureau's Petroleum Experiment Station , Laramie, Wyo. Wyoming black oils have high sulfur and asphalt content and usually yield only small percentages of straight-run gasoline. A more detailed description of the properties of black oils has been given in a previous publication (3)3/. The preparation and properties of asphalts from those oils have been described (1, 2), and the effect of thermal cracking and the use of ordinary methods of treating wore discussed in one Bureau publication (4), Although these studies gave considerable insight into the properties and characteristics of black- oils; it was thought t that a more fundamental attack would assist-materially in, the problem of sulfur removal.]

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

The literature on methane-oxidizing bacteria is reviewed in regard to (1) the growth and isolation of cultures by special techniques; (2) the distribution of these organisms in nature and descriptions of individual species; (3) the physiology of methane-oxidizing bacteria as influenced by temperature, light, pH, aerobiosis versus anaerobiosis, and carbon and nitrogen sources; and (4) the biochemistry of methane oxidation revealed by studies with intact cells and subcellular systems. Present practical applications of methane-oxidizing bacteria are limited to prospecting for natural gas and petroleum deposits. Desirable areas for future research are discussed as well as some possible applications such as (1) the removal and/or early detection of methane gas in coal mines by intact cells or enzyme preparations; (2) the generation of electrical energy by microbial fuel cells using methane as fuel; (3) the growth of methane-oxidizing bacteria on methane for their food value; (4) the purification of hydrocarbon gas mixtures using methane-oxidizing or other alkane-oxidizing bacteria; and (5) the synthesis of methane from mixtures of H2 and CO or H2 and CO2 by me thane-forming bacteria.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

A small electronic digital computer employing punched cards has been used to facilitate the solution of a variety of problems in Bureau of Mines pyrometallurgical research. In this work the computer has been found to be economical for solving both simple problems that occur repeatedly and those involving complex or iterative calculations. Each of these classes of problems and their respective solutions are described. These small computers can be used effectively by researchers when they work in consultation with a computer specialist. Close team work produces the required solutions in less time, and, oftentimes, in a more useful form. Participation in programming by researchers develops in them a skill for evaluating the suitability of problems for electronic computing.
