Develop new technology to encourage domestic processing of automobile catalytic converters for recovering platinum -group metals. Background Automobile catalytic converters are used to convert pollutants in automobile exhaust into water vapor, carbon dioxide, and nitrogen, About 1 million troy ounces of platinum-group metals arc used each year in the. United Slates to manufacture catalytic converters. It has been estimated that about 60 pct of the used catalytic converters arc being collected. Most of these used catalytic converters were not processed in the United States but were exported to Japan or Europe for processing. In 1991, about 250,000 troy ounces of platinum-group metals were recovered from scrap catalytic converters collected in the United States. Each short ton of decanned catalyst may contain 30 troy ounces of platinum-group metals valued at over $15,000. Development of an economic process for the recovery of platinum-group metals that can be operated on a small or large scale may increase, the percentage of catalytic converters collected and encourage domestic processing to recover a platinum-group metal concentrate. This would significantly decrease the dependence of the United States on imports for these critical and strategic metals.

QUARTZ CRYSTAL Cultured quartz crystal production increased significantly in 198?, following 2 years of reduced production. Consumption of domestic lascas as feedstock for cultured quartz crystal increased. Imports of lascas from Brazil also increased. Although no lascas was mined in the United States during the year, the domestic producer supplied material to consumers from company stockpiles. Specimen-quality natural quartz was very much in demand; quartz crystal for this application is discussed in the Gem Stone chapter.

One of the refining processes to which lubricating oils are frequently subjected effects a reduction in content of paraffin wax. The actual treatment usually involves chilling and filter pressing; the most important result accomplished from a commercial point of view is lowering of the ""cold test"" of the oil. The Bureau of Mines has recently had occasion to ascertain the effect of changes in paraffin wax content upon the viscosity of oil and has conducted a series of experiments described in the present report.Object of the present investigation:The Bureau of Mines has devised and is using a method for the analysis of crude petroleum* which includes determination of the viscosities of lubricating oil distillates. The Bureau method does not provide for preliminary removal of paraffin wax, and it has seemed advisable to determine whether this omission causes any important variation from the results that would be obtained through commercial refinery processing. It was also thought that the present tests, though limited in scope, might be of some practical value in indicating the general effect of paraffin content upon one of the most important properties of lubricating oil.Experimental procedureA five-gallon sample of Pennsylvania crude petroleum was distilled at atmospheric pressure until 50 per cent of the charge had been vaporized. Two liters of the residuum was distilled at a reduced pressure of 40 mm. (absolute) and cuts were separated that came over between the temperature limits of 250° to 275° C. (462° to 527° F.) and 275° to 300° C. (527° to 572° F.). The viscosities of these fractions were determined and they were subsequently subjected to treatment that removed successive percentages of paraffin wax. Viscosity temperature curves were determined for the oil obtained after each removal of wax.

Enhance the critical skill of hazard recognition among miners by providing quality training that can help jot performance and lead to a higher degree of safety in the workplace. Background In mining, as in many other occupations, the safety of the worker depends on his or her ability to recognize hazards in the workplace. Some of the information needed by the miner for recognizing potential areas of danger is available in the form of visual cues found throughout the mine. One aspect of the dynamic mine environment it which the task of hazard recognition is critical for al workers is that of ground control. Regardless of job responsibilities, every worker is continuously exposed to roof rib, and floor hazards. Fatality injury data for the "underground coal" segment of the mining industry continue to show that about half of all fatalities are due to falls of ground each year. It is hypothesized that some of these accident, can be prevented if miners are better able to recognize visual cues that forewarn of potential roof and rib problems.

The largest producing coal field in Alabama, the Warrior Coal Field, was discovered in 1821'. Since then, coal has become Alabama's leading industrial mineral, both in production and income. Alabama has traditionally been one of the nation's major coal-producing states. This level of production is expected to continue due to Alabama's high-quality, low-sulfur coal. Alabama produces both bituminous and lignite coal. The bituminous coal is mined by underground and surface methods from four major coal fields in 24 counties. Alabama's lignite deposits, which are located in the southern part of the state, are not presently being mined. However, Alabama lignite is high-grade, and deposits are very shallow and easily surface-mined. Alabama gained primacy when its regulatory program was conditionally approved May 20, 1982. The program was fully approved July 5,1984. Alabama's Abandoned Mine Lands program was approved May 20,1982, and its emergency program was approved January 23, 1991. Although a Federal Lands Cooperative Agreement between Alabama and OSM became effective August 30,1985, no coal mining is currently taking place on federal lands in the state.9

This report describes serious injuries occurring to bulldozer operators working at U.S. coal, metal, and nonmetal mines. The period covered is 1988-97. The data were collected by the Mine Safety and Health Administration (MSHA). A total of 873 injury records are examined. These injuries resulted in 18 fatalities and 31,866 lost workdays. All of these injuries occurred to dozer operators while they were doing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Injury records are categorized by activity (task being done), incident result (what apparently happened to the dozer), and operator impact (how the operator was injured). Where information is available, contributing factors are identified. This classification system supplemented the standard injury/illness data classification system compiled by MSHA. The results of the study indicate that, from 1993 to 1997, the number of serious injuries to dozer operators declined by 30%. The reduction in serious injuries was accompanied by a decrease in days lost due to injury. Although the number of reported injuries has decreased, dozer operators being jolted and jarred accounts for the largest percentage (70% of the incidents) and severity (75% of the workdays lost) of serious injuries while operating the equipment. Vertical jars (while backing up the dozer) resulting in injury to the operator accounted for a sizable percentage of jolting and jarring injuries. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over, or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fall over or rollover, 7 out of 26 were killed. Overall, 80% of the fatalities occurred while working near an edge or hidden void or on a steep slope. Further reductions in injury risk will require more widespread use of seatbelts, field and laboratory research interventions to better assess the effect of alternative engineering (e.g., seat and seat suspension) designs to dampen or isolate the effects of shock and vibration, and continued focus on hazard awareness, recognition, and response.

Improve the safety of mine workers by developing a sensitive ground-fault relay system capable of detecting and isolating low level ground faults and thereby minimize the danger of electrocution. Approach Inadvertent, direct contact with energized conductors in underground coal mines is a major cause of electrocutions. Although relay systems designed to protect workers against such fatal accidents do exist in some industries, there are no effective ground-fault-sensing relay systems that address the special problems presented by power systems designed for U.S. mines. The Bureau of Mines conducted research to design and construct a sensitive ground-fault relay for use with low-voltage, alternating current (ac) mine electrical systems. Such a relay, sensing current leakage or faults in an electrical system, would send a trip signal to a circuit interrupting device which would then shut down power.

"IntroductionIn its investigations relative to reducing the hazards of carbon monoxide poisoning, the Bureau of Mines recently had its attention drawn to a compound2a sold under a trade name for which claims are reported to have been made regarding its efficacy in reducing that type of poisoning in automobile garages. Accordingly, some of the product was obtained and analyzed for its power to absorb, oxidize, or destroy carbon monoxide; and the results are herein reported.Description of ""Compound"" (quoted from manufacturer's circular)While the circular does not actually state that the ""compound"" protects against carbon monoxide, the inference is therein, because each of the two following quotations is below these respective headings; ""Carbon-Monoxide Poisoning,"" and ""Chronic Gassing Among Garage Workers.""The ""compound"" holds chlorine and oxygen gases in solution with formaldehyde, which unites with the hydrogen to form hydrochloric acid., giving an over-supply of oxygen which burns up carbon just as a piece of wood is burned in the fire. The formaldehyde in the composition of the ""compound"" is a great affinity for ammonia and hydrogen sulphide."

The Bureau of Mines has demonstrated a hydrometallurgical method to separate chromium from other metals in a variety of surface-finishing wastes by precipitation with benzoate ion. The resulting chromium salt may then be converted to the hydroxide, and the benzoate may be recycled. Chromium recoveries of 92 to 100 pct are obtained.

It is most unfortunate that a few must often suffer , and perhaps die , that many may benefit from a fuller appreciation of the dangers surrounding mining operations , and the proper use of safeguards designed to offset these dangers . This has been the case during the last few months in the anthracite field , where several explosions , resulting in burnings and fatalities , were undoubtedly caused by the use of defective or improperly assembled flame safety lamps . Had this same lack of understanding regarding the proper assembly of this safety device , and had the same indifference on the part of the user in keeping the lamps locked at all times and in proper condition , been permitted in a region where the coal dust was explosive , a terrible disaster would surely have resulted . In nearly every coal -mining country , including the United States , the Davy and Clanny type of lamp has been superseded , and rightly so , by some kind of bonneted lamp . Bonneted lamps , especially of the naphtha type , while much safer than the unbonneted , have more parts and need more care in assembling . For this reason the burden of responsibility for their being properly assembled rests with the lamp man ; therefore , it is extremely important that only competent , conscientious men be given this work .

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). Synthesis of high - Btu gas , using the Fischer - Tropsch reaction was investigated in a tube - wall reactor of 2 - inch steel . The catalyst was carbonexpanded iron ( CEI ) , formed on the walls of a steel reactor by exposing the reactor to 1H₂ + 100 synthesis gas under certain conditions . Advantages to be gained from successful development of the CEI - coated tube- wall reactor are elimination of catalyst plant and catalyst handling and charging operations , high- temperature operation , and a relatively low- cost , reactor -heat recovery system . In one test ( TW- 8 ) in which the reactor was filled with CEI , the reactor was operated for 1,910 hours before the test was stopped because of excessive pressure drop caused by carbon deposition . The pressure drop was satisfactory for 1,000 hours of operation at an hourly space velocity of 300 , but it increased rapidly at space velocities of 600 and 1,000 . When operated at a space velocity of 300 , with a ratio of 1 to 1 recycle at 534 ° C , a conversion of 72 percent of the 3H + 100 synthesis gas was achieved . The product gas had a heating value of about 610 Btu per cubic foot and could be suitably upgraded to 900 - Btu gas by subsequent use of a nickel catalyst . CEI did not operate effectively as a film catalyst under conditions of generation tried in this study . Generally , operation of the 2 - inch reactor with CEI catalyst was unsatisfactory because of poor reproducibility of the activation step and poor temperature control resulting in high- operating temperatures and eventual plugging of the reactor . Tests using CEI in fixed , packed beds suggest that the most likely application for CEI in producing high - Btu gas would be a moving - bed reactor , where sufficient bed movement and heat removal are provided to prevent plugging .

Develop a cost-effective diesel aerosol sampler that can be used by industry and regulatory agencies to determine the diesel exhaust aerosol concentration in mine atmospheres. The sampler must be easy to use, wearable by mine personnel, compatible with current personal sampling protocols, and inexpensive. Approach The University of Minnesota (University) and the U.S. Bureau of Mines (USBM) have developed and tested a prototype diesel exhaust aerosol sampler. The sampler, however, was complicated and expensive to fabricate. Consequently, the USBM redesigned the sampler to simplify both manufacturing and use, and the sampler was evaluated to ensure equivalency with the prototype. Background The National Institute for Occupational Safety and Health (NIOSH) has recommended that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration." In addition, the U.S. Mina Safety and Health Administration (MSHA) has been directed by an advisory committee to establish a diesel exhaust aerosol standard and regulations to minimize exposure to diesel pollutants in underground coal mines.

Trailing-cable splices are evaluated for moisture exclusion abilities after repeated travel over shuttle-car sheave wheels. Tests are conducted on cables with jackets made of neoprene, cholrosulphonated polyethylene (CSPE), and nitrile butadiene-polyvinyl chloride (NBR-PVC) to 50° C. The results show that some splice kits are effective as received, others are improved with minor but significant changes, and still others must be redesigned to be effective in underground applications. Laboratory results are compared with actual underground splice results. Recommendations for cable preparation prior to splicing are presented.

The purpose of this work was to Investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors - geometrical , geological, mechanical, or procedural - which affect the delivery rate, and to develop quantitative rate-descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily Influences the loading function The geometrical factors -the dimensions of the work area In relation to the dimensions of the mining machine -were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent Independent variables. It is expected that this work will be useful In operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.

To realize a radiowave communication along mine galleries a few kilometers long without repeater, we show that it is possible to use a coaxial cable bearing an important surface transfer impedance like a transmission line with an inductive coupling to the transmitter and the receiver. We determine the electrical and geometrical constants of the cable and the optimal frequency.

"At the beginning of 1920 a general feeling of optimism was noted in many talc-producing districts. The industry seems to have recovered from the temporary depression of the first half of 1919 and many mills are running at capacity production with their entire output for 1920 contracted for. The imports of talc for 1919 were only slightly larger than in 1918 by weight and probably no more by value. Thus foreign competition has not begun to be seriously felt. Several new companies in this country have been organized, some to operate new deposits and others to continue the work done by others.An interesting phase of the present situation is the possibility of increased use of talc in paint. There is a shortage of barium sulfate used as,paint filler. Since, for some uses, talc is considered second only to BaSo4 as a filler for paint, it is possible that part of the shortage could be relieved by an increased use of talc.A series of physical tests upon all pigment materials used in the manufacture of paints is being conducted for the Paint Manufacturers Association of the United States. It is important that all types of talc be represented in these tests. Producers of finely ground talc, 200 mesh and finer, are urged to submit samples of at least two pounds each of these grades that are available to paint makers with trade name and quality data, to the Institute of Industrial Research, 19th & B Streets, Washington, D. C., where the tests are being conducted.The Talc Products Company, Inc., Washington Building, Los Angeles, California, has recently been organized to develop a large body of talc one mile north of Riggs, San Bernardino County, California, This deposit contains a compact, white talc which can be sawed into crayons. The company's mill, at Los Angeles) is equipped with a unit of the Raymond system of grinding and air separation, and pencil sawing machines. It is reported that the pencils are being successfully used in Pacific Coast ship yards.The mining of talc where no mill is owned by the operator and the consequent sale of talc in its crude massive state has not proved profitable in a number of cases recently noted. Under exceptional circumstances, where mining costs are low and the product can be sold to a mill near the mine, the operation maybe profitable, but this condition is not common. One mine of this type has recently closed down, at least temporarily; but a second, more fortunately situated, in another district, is continuing operations, although plans are being made to erect a mill in the early spring. Most satisfactory results are ordi¬narily obtained where the mine and mill are owned by the same company.The sale of the Balmat mine of the International Pulp Company, near Gouverneur, N. Y., to J. H. McLear, Gouverneur, and H. G. McLear of New York, has been reported. It is stated that a large part of the property has been already leased to the Sylvia Lake Company, who will operate it. ""Cement, Hill, and Quarry""* states that ""the first mining done on this property was for silver and lead, but it developed into a good zinc producing property and later it was worked for its talc deposits. It has passed through several hands, the American Pulp Co., the Union Talc Co., and the International Pulp Co., all having had it in successive periods since 1891."""
