The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

The U.S. Bureau of Mines and Michigan Technological University (MTU) are collaborating to develop an apparatus for measuring diesel tailpipe emissions in underground mines. A tailpipe emissions measurement apparatus (EMA) is described that dilutes diesel exhaust and measures the concentrations of diesel particulate matter (DPM), CO, CO, NO, and NO, at known dilution ratios. The EMA was evaluated by side-by-side comparison of its measurements with those by laboratory- grade instruments. Concentrations of CO and CO, measured by the EMA were usually within + 14 pct of concentrations measured by laboratory-grade instruments for CO and 220 pct for CO,. EMA- measured DPM concentrations were, on average, 29 pct lower than those measured by laboratory-grade instruments, with the differences being fairly consistent. The CO and CO, differences are related to the method of calculating the EMA's dilution ratio, and the difference in DPM concentrations is attributed to thermophoretic and/or condensation losses related to the EMA's unheated sample probe. Preliminary analysis of data obtained with a heated sampling probe and modifications in the sampling procedures have indicated reduced variability in DPM and in the calculated dilution ratios.

"A Product from Mica Mines.Mica commonly occurs in pegmatites which consist of large crystals of feldspar and quartz, mica constituting but a small proportion of the total rockMuch of the feldspar thus thro n out during the process of mining is pure and of high quality, end the Bureau of Mines has suggested that much of it could be utilized for ceramic purposes. Encouragement is given to such utilization by the fact that several mines now worked for mica were formerly operated for the production of feldspar. ""'here mines are not readily accessible to railroads feldspar utilization might not be feasible, for it is a much lower priced product than mica and cannot therefore bear as heavy transportation expense. '""here mines ire located close to railroads, however, such utilization would tend to reduce the cost of mica mining, and at the same time assist in the solution of the waste disposal problem.The Bureau has recently been informed that some of the feldspar from mica mines near Spruce Pine, N.C., is now being sold and shipped away. An extension of this by-product industry is to be recommended.A Mica Deposit in New York City.The Bureau recently received a mica specimen obtained from a. building excavation at 157th St. and Riverside Drive, New York City. The specimen was about 2 by 4 inches in size, and fairly clear though containing numerous hair cracks. It was obtained only 7 or 8 feet below street level. At greater depth and with more careful methods of excavation material of much better quality might be obtained. The material submitted could be used for mica washers but not for sheet mica. It is stated by an official of a prominent mica company that many such fragments are obtainable in this locality and the possibility of the occurrence of a good mica vein is thereby suggested."

Heats of solution of calcium carbon-ate (calcite) and calcium oxide in hydrochloric acid were determined by solution calorimetry. Combination of these two heats yields a value of 42.643±0.024 kcal/mole for the enthalpy of calcination of calcite at 298.15 K. Literature data on ?H°298.15 of calcination of calcite were reviewed and compared. Thermodynamic properties for the calcination process were calculated from 298.15 to 1,500 K using Gibbs energy functions. This research was undertaken by the Bureau of Mines as an effort to provide thermodynamic data for the advancement of minerals technology, energy conservation, and environmental preservation.

During 1998-99, groundfall incidents resulted in 27 fatalities and were responsible for over 70% of all deaths in U.S. underground coal mines. To obtain a better understanding of where and why these incidents occurred, a comprehensive analysis of ground fall injuries and fatalities was conducted. The first portion of the study examined various factors associated with roof and rib fall injuries and reportable roof fall noninjuries that occurred during 1995-98. The study found that the room-and-pillar mining method has twice the groundfall incident rate than the longwall method. Mine locations with high groundfall rates seem to correlate to regions where there is a higher concentration of problematic coalbeds. For example, the Illinois Basin has very high groundfall rates, which can be traced back to several key coalbeds-Kentucky No. 13, Herrin/No. 6/Kentucky No. 11, and Springfield No. 5/Kentucky No. 9. High rib fall rates were found in mines located in thick seams. Groundfall rates were found to be 30% to 40% higher during the months of July through September, possibly due to high humidity that may cause the shale mine roof to deteriorate. The second part of the study examined the root causes of failure by reviewing all groundfall fatality reports for 1996-99. Primary and secondary hazard factors were assigned to each groundfall incident. The primaryf actors resulting in these groundfall fatalities were pillar extraction, traveling under unsupported roof, skin failure, construction, longwall faces, intersections, and geologic discontinuities. Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

Objective To develop a passive, inexpensive technique for monitoring explosion overpressures within sealed areas in underground coalmines. Background From 1994 to 2000, seven explosions of methane and/or coal dust occurred within the worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many seals and caused much damage external to the sealed area. One gob explosion went undetected until the mine operator reopened the sealed area and discovered the damage. Fortunately, these gob explosions did not cause any fatalities or injuries. Because lightning occurs in just about all mining areas, several questions arise. Could gob gas explosions be occurring in other sealed areas and going undetected? If so, what is the magnitude of the resulting explosion overpressures? The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) undertook a study to identify and evaluate passive measuring devices to monitor and quantify the overpressures associated with such explosions. This work was done in parallel with full-scale explosion experiments for evaluating the strength characteristics of seals used for isolating areas in underground coal mines. Approach Evaluation studies were done in PRL's 20-liter explosion test chamber and in the full-scale Experimental Mine at Lake Lynn Laboratory to evaluate the response and accuracy of various commercially available automobile tire pressure gauges to overpressures generated from gas and dust explosions. The first series of tests was done in the 20-liter chamber, which is used to study the explosibility and inerting of fuel dusts and gases. Data from the tire pressure gauge tests were compared to the pressure-time data obtained from the 20-liter chamber 's traditional electronic strain gauge pressure transducer recorded on a high-speed data acquisition system. To evaluate the tire pressure gauges, the valved inlet (tip) of the candidate pressure gauge was removed and the body of the gauge was cemented with epoxy into a 0.25-in pipe elbow and attached to the outside of the test chamber. A second series of tire gauge evaluation tests was done at Lake Lynn during explosion-resistance testing of seals used in underground coal mines. Full-scale seals (20 ft wide by 8 ft high)were constructed as one wall of a 2,000-ft3 chamber and exposed to a series of methane explosions. Average overpressures ranged from20 to 80 psi. The seals were built with various strength materials ranging from 7 to 48 in thick. The modified tire gauges are attached on the outside of the chamber to a 0.25-in NPT pipe that extends into the chamber (figure 1). The axis of the gauge is mounted at a right angle to the plane of the seal to minimize the coupling of any seal movement to the stem of the gauge that may cause inaccurate readings. The internal explosion pressure history is recorded with a strain gauge pressure transducer mounted inside the chamber. Methane is injected into the chamber, mixed with air, and ignited with an electric spark located at the geometric center of the chamber. Maximum explosion overpressures are recorded and compared with the tire gauge pressure.

"Bit wear presents problems to mining operations because it affects both productivity and economics. Most bit research deals with energy requirements and energy dissipation mechanics for ideal fragmentation during the cutting process.Mechanical cutting leads to dust generation. Past studies involving dust generation due to bit wear concluded that dust concentrations increased considerably after a 7% bit weight loss: leading researchers recommend that the bits be changed at that point.Bit wear is affected by three factors: machine operating parameters in-situ mining conditions and rock properties. Operating parameters such as the depth of cut tool material spray position and the drum's rotating velocity are very important and have a definite impact on bit wear.During the mining process the amount of rock in coal and the strength of that rock is important as abrasion and adhesion take affect. Diffusive wear or deformation becomes dominant only when the temperatures exceed critical. Temperatures rise as a function of drum velocity rock properties and the cutting tool itself.Miner bit surveyIn this study, 15 mines were surveyed, and of those six responded for nine seams. The survey reflected a wide range of information about coal production and bit consumption from continuous miner sections. Also used bits were collected to get first-hand information to analyze wear."

In 2004, management at Unimin's Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

Powered haulage has been, and continues to be, a major source of severe accidents and fatalities at metal/nonmetal surface mines. Between 1986 and 1997, truck drivers accounted for63% of the lost-time injuries in surface haulage. This project was undertaken to reduce the number and severity of lost-time injuries among operators of these trucks. Work involved measuring shock acceleration at a western surface mine during representative work cycles on two types of trucks and collecting data from cab floors using a triaxial accelerometer and from operator seats using a seat pad accelerometer. NIOSH researchers also used the mine’s GPS systems to locate shock events on a mine map in real time. Shock tests were also run at Caterpillar, Inc.’s, proving grounds in Green Valley, AZ, to determine the magnitude of shocks resulting from controlled rock drops onto the bed of a haulage truck.

An environment monitoring and communication system has been installed in the Bruceton Mine, and research is under way to improve mine safety. Standard day-to-day mine communications are available, along with additional systems installed to permit experimentation with wireless radio, through-the-earth phones, along-the-roof paging, and mine face machinery communications. Research is continuing and the essential concepts for a dependable whole mine communication system, providing simple environment monitoring, improved day-to-day communications and post-disaster communications, will be demonstrated in a larger mine with about 900 feet of overburden.

Principal mineral products in the Dominion of Fiji were gold, silver, pit and quarry construction materials, and cement. In the years 1978-79, the combined total value of these commodities accounted for some $15 million,2 or 85% of the total mineral output. Production of cement, sand and gravel, and quarry products increased substantially, but gold and silver output from Fiji's only operating metal mine continued the down-ward trend of recent years. Mineral exploration by several international mining companies as well as by local prospectors was being carried out over much of Fiji, and a number of interesting prospects were discovered. One of these, a medium-size porphyry-copper prospect in the Namosi area of Viti Levu, W88 at a mining feasibility study stage. At Mount Kasi on Vanua Levu, an extensive program of geological sampling and mapping W88 being conducted, and surface sampling and drilling W88 taking place at some base metal prospects in the south-central parts of Viti Levu. Also, high gold values in surface samples were reported at Vuda in western Viti Levu.

"INTRODUCTION The Bozeman corundum deposit was first examined in May 1944 by an engineer of the Bureau of Mines. In August 1944, the property was re-examined because of a sharply increased war demand for corundum. A small program of trench exploring was undertaken after the second examination. The work was started in October 1944 and was completed in December 1944. This report presents the essential data obtained by the exploratory work.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that, they make the greatest possible contribution to national security and economy. Determine the dust reduction capabilities of various bag valves available to the minerals processing industry. The Problem Many different types of ground mineral products are packaged into 50-and 100-lb paper bags. Although bag technology is continually improving, dust contamination from bags still remains a significant problem for workers. The greatest source of dust is the bag filling valve. Ideally, the bag filling valve should close after it fills the bag with the ground mineral product. However, the valve usually fails to close properly since some mineral product gets trapped inside the valve during filling and ejection. As a result, when the bag has been filled and falls from the fill station, a rooster-tail of product is discharged from the bag valve. As the bag hits the conveyor belt, additional product discharges from the bag valve. The dust from these sources contaminates the air inspired by the workers filling the bags as well as the work area. Dust also clings to the outside of the bag, contaminating the pallet loading station. Because the various commercial bag valves are composed of different materials, a dust analysis was performed on five of these valves to determine their dust reduction capabilities. The five valves analyzed were: standard paper, polyethylene, extended polyethylene, double trap, and foam.

Designing coal pillars to provide resistance against overburden and gob loads has long been an aim of rock mechanics engineers. This requirement has become more imperative as greater overburdens are encountered and when mining in stiff coal-bearing strata. Current design procedures rely on theories of coal pillar behavior that take into consideration a common hypothesis. This hypothesis states that the elastic core is surrounded by an inelastic yield zone. The distribution of stress at low-to-moderate pillar loads has been effectively defined by this hypothesis. However, it suffers greatly when applied to large width-to-height (w/h >lo) coal pillars under considerable overburden (>500 m) . In these situations, the hypothesis says the elastic core can achieve unrealistic stress states giving the pillars extremely high calculated strength. A growing body of field studies has shown this is not the case. It has become clear that same other mechanism must be involved. It is the purpose of this paper to discuss the importance of an interface slip mechanism between the coal- bed and the surrounding strata in controlling the extent and pattern of stresses and deformations in a coal pillar.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. Table 19 and figure 7 show the number of fires and fire injuries for surface metal/nonmetal mines by state during 1990-2001. Table 19 also shows the injury risk rates, employees' working hours, and lost workdays. A total of 79 fires occurred in 16 states during 1990-2001 for these mines. Forty-five of the fires caused 44 injuries and 2 fatalities (including 9 fires and 7 injuries involving contractors). The yearly average was 6.6 fires and 3.7 injuries. Sixty-five fires with 31 injuries and 2 fatalities occurred at metal mines, and 14 fires with 13 injuries occurred at nonmetal mines. The Ewhr value was 546 x 106 hr (In = 0.016), and the LWD value was 13,134. Nevada and Arizona had the most fires (19 fires, 10 injuries, and 1 fatality; and 19 fires and 11 injuries, respectively). They were followed by Minnesota (11 fires, 4 injuries, and 1 fatality) and Alaska (6 fires and 4 injuries). Of these states, Alaska had the highest injury risk rate value (In = 0.079). Table 20, partly illustrated in figure 8, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays by time period. The number of fires increased during the second period, then decreased during most of the remaining periods. The number of fire injuries decreased during most of the periods (a small increase is seen during the last period), accompanied by a decline in employees' working hours during most of the periods (a small increase is seen during the third and fourth periods). The In values follow patterns similar to those shown by the number of fire injuries. Tables 21-26 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 9 shows the major variables related to fires for 1990-2001. Table 27 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Heat content studies were conducted on burned shale, spent shale, and three grades of raw oil shale from the Green River Formation. Corrections were made for product enthalpies. The results were compared with previous work, indicating good agreement below retorting temperatures, but some differences at retorting temperatures. A general equation was developed relating heat content to oil-shale grade and temperature.

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.
