The Bureau of Mines has developed a simple titration technique for determining the points of zero charge (PZC) on minerals. The technique consists of titrating a mineral slurry with the potassium salt of polyvinyl sulfuric acid (PVSK) in the presence of an indicatory dye and a positively charged polymer. Values obtained by this simple method are in good agreement with values found in the literature.

"Since its establishment in 1910 the Bureau of Mines has consistently recommended the rock-dusting of bituminous and lignitic coal mines as a preventive of widespread explosions. As with many other proposed innovations, the response to the bureau's recommendation has been slow; but during the past 10 years many coal mines have done some rock-dusting, even though probably fewer than 50 of the country's approximately 6,000 coal mines are thoroughly rock-dusted. Notwithstanding the inadequacy of the rock-dusting which has been done in most of the mines which have adopted the new system, numerous cases are at hand. indicating the well-founded basis of the bureau's claims regarding the effectiveness of rock-dust in stopping explosions. Very brief descriptions will be given of several cases in which explosions in coal mines of the United States are fairly definitely known to have been stopped by rock-dust during the past 5 or 6 years; in addition, several cases are cited in which explosions were stopped through the agency of rock-dust and moisture.A rock-dusted mine is one in which the floor, roof, and sides of every accessible working place, including haulage ways, airways, manways, and rooms and connections have an application of rock-dust - for instance, limestone - such that the incombustible content of the aggregate dust on those surfaces is over 60 per cent. The dust in these workings should be sampled at regular intervals to determine whether the incombustible matter in the coal-dust is less than the necessary minimum of 60 per cent; another application of rock-dust should be given when the incombustible percentage is less than 60. (As an example of thorough rock-dusting, see Bureau of Mines Information Circular 6578, 1932, which describes how rock-dusting is done in Alabama at a cost of 1.8 cents per ton of coal for a thorough application; Report of Investigations 3060, February, 1931, Rock-Dusting In A Pennsylvania Coal Mine; or Information Circular 6244, 1930, giving data, including costs, on rock-dusting in coal mines in New Mexico.)An explosion may be started by the ignition of gas, even when rock-dust is present; hence it is not correct to say that rock-dust will prevent an explosion of gas; however, if rock-dust has been applied to a working place which has present an explosive mixture of me-thane and air, and if an open light is used or a blown-out shot or an electric arc occurs, although there will very likely be an ignition and possibly an explosion, the rock-dust will certainly prevent ignition of the coal-dust nearby, and unless the general atmosphere has an explosive gas mixture, the rock-dust will stop propagation of the flame throughout the mine. In other words, if an explosion is started by gas or by coal-dust and the mine has been rock-dusted as defined, the rock-dust will prevent widespread extension of the explosion, unless the general atmosphere contains methane and air in explosive proportions.With these definitions clearly in mind, instances are now given where rock-dust has played a prominent part in the stopping of several explosions. No cases have been included where there was any reasonable doubt that rock-dust had taken a definite part in the limiting of the explosions."

To cost-effectively reduce noise and vibration in newly manufactured mantrip vehicles. Approach Previous Bureau of Mines research demonstrated that noise controls could be in-stalled on existing mantrip vehicles, thereby substantially lowering noise levels inside the mantrip. Under Bureau sponsorship, a manufacturer of mantrip vehicles agreed to incorporate similar noise controls into a new vehicle during manufacture. Throughout this project, durability, maintainability, and cost were considered to be as important as noise reduction. How It Works The following noise-control features were included in the new mantrip: (a) Suspension Isolation- The suspension components were isolated by inserting elastomeric materials between them and the vehicle frame.

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth's crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. "The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) slip along steeply dipping faults and (2) fracturing of strong strata above, or below, the coal seam. Both failure modes produce dynamic or ?shock? loads on the perimeter (roof, rib, floor) of mine openings. Special consideration should be given to these failure modes in planning of deep coal mines since their occurrence is not within the professional experience of many contemporary workers, and their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

Efficient and safe use of mobile roof supports (MRS) depends on the interaction between the MRS and coal strata. Of particular interest to this study are the mechanics of strata deformation as influenced by geologic conditions, pillar extraction methods, and MRS load-bearing capabilities. To provide a better understanding of the mechanics of strata deformation, the authors have collected and reviewed measurements of convergence and stress in one western U.S. mine and have completed pseudo-three-dimensional, boundary-element modeling for two typical pillar-pulling plans. Stress distribution in the mine roof above pairs of MRS’s was calculated to demonstrate how MRS’s contributed to the control of roof block movements. It was shown that overall stress and roof-floor convergence patterns were most influenced by the stiffness of coal-measure rocks and by pillar-pulling sequences and layouts. MRS’s and other support systems play a critical role in controlling the stability of both the immediate roof and the middle roof for a distance of up to 18 m (60ft) above the seam. MRS’s provide unique ground control advantages over other types of secondary support by significantly reducing the time between mining and installation of secondary support. Although MRS’s are similar to posts in stiffness and capacity, they are more effective than posts under static loads because they can yield and still maintain loads at near-peak capacity, whereas posts fail and loose their ability to limit mine roof deformation.

7. Hoisting Systems Hoists used solely for emergency escape use should above all, be simple and dependable. The hoist systems' motive power should be independent of all other mine equipment so that only an emergency in the immediate vicinity of the hoist will render it inoperative. The hoist should receive the same high level of inspection as is normal with any other man hoisting system. It should be operated at regular intervals, and must include sufficient safety devices to ensure safe operation when hoisting men. Of equal importance, however, safety devices must be included to safeguard the hoist system from in¬advertant damage due to inspection, maintenance or operator error In an emergency situation the hoist operator will be under considerable stress and the system must be simple and foolproof to operate. Under normal circumstances the hoist will only be operated during the regular inspection cycle. Because of this very low operational use rate, certain requirements, normally associated with man hoisting, can be relaxed. In particular the wire rope installation requirements, in terms of drum and sheave diameter and fleet angles, can be reduced provided that rope inspection during the system life is maintained at a high level. The following section includes recommended guidelines for emergency hoist system design, installation, operation, maintenance and inspection A summary of available hoisting equipment and components is included in Appendix C. "The ""safety bonus"" in metal mining is a sum in addition to the regular wage, paid to foremen or bosses for keeping the accident rate down to a specified minimum. It has been used with success for some time by certain companies as a regular part of their safety work. It is desirable from the employer's point of view in that the desired results in accident reduction must be accomplished before the bonus is earned; and from the standpoint of the recipient, in that he receives a reward for the additional effort which he has put forth in order to earn the bonus.While this paper relates to the safety bonus as applied in the metal mining industry, the bonus system discussed herein will apply equal well to coal mining, oil-field work, and other mineral industries.Various estimates have been made as to the percentage of accidents that can be prevented through physical safeguards, adoption of safe working methods, and other safety measures which can be initiated and carried out wholly through the management or the safety department. This percentage will always be a vari¬able according to the local plant and conditions. But all who have been engaged in accident prevention agree that such work alone cannot bring the accident fre¬quency down to where it should be, and that it is very necessary to work directly with the workmen, in an effort to make each individual do his share in making the work safe. In this latter phase of the work, the boss who has immediate super¬vision of the men is the one who can do the most, since he is in daily and frequent contact with the men while they are at work. In the metal mines, the shift and stope bosses are the key men; in the oil fields, the ""tool-pushers"" or sub-foremen, and the same applies to all industries. So it becomes necessary to keep these sub-foremen constantly interested in accident prevention, both because they are in personal touch with the men and because they are responsible for production and hostile to any plan which they think will interfere with their output. In large organizations it is the shift boss who represents the company and its policies to the man on the job."

These mines use a wide variety of extraction methods, but they have many common dust sources and dust control needs. Ore passes, drills, blasting, conveyor belts, transfer points, crushers, and load-haul-dump operations can be major sources of dust. Roadheaders, which are sometimes used in hard-rock mines, produce dust in large quantities. For the most part, dust in hard-rock mines is controlled with ventilation air, water sprays, and dust collectors. It is also important to prevent dust from getting into the air in the first place. Good dust control practices will reduce overall mine ventilation requirements. [Lack of maintenance is the main source of dust problems in hard-rock mines according to Rodgers [1974], who conducted a dust survey of hard-rock mines several decades ago. Rodgers found that spray systems had clogged sprays, dust enclosures had improperly fitted skirts, and ductwork was plugged and had leaks. Today’s mines have better maintenance programs (we think), but when dust levels are high, maintenance is still the first topic to address.] The Mining Association of Canada [MAC 1980] and Knight [1980] provide good general information about hard-rock dust control. For conveyor belt dust control, Goldbeck and Marti [1996] and Swinderman et al. [1997] are valuable sources of information.

Making sure workers within the aggregates industry go home safely each day is the goal of aggregate companies throughout the United States. At the National Institute for Occupational Safety and Health (NIOSH) researchers are contributing to NIOSH’s vision of safety and health through a fact-finding approach to reducing injuries/illnesses in various mineral sectors. Surveillance data from the Mine Safety and Health Administration (MSHA) has been the primary source for such analyses. It helps to focus research efforts on key machinery, workers, and their tasks. The crushed stone category referred to in this article is represented as crushed and broken stone in the MSHA database.

The U.S. Bureau of Mines has investigated the early detection of insulation failure in squirrel cage induction motors for the past 4 years. Research was done using a sophisticated empirical data-modeling technique based on values calculated from a motor's voltage and current phasors. This technique produces two polynomial equations that calculate the insulation leakage current and power. These models were implemented in a prototype system that monitors six motors on a continuous miner for insulation leakage. These insulation leakage values are used to anticipate insulation failure. The system consists of a motor-data-system for each motor on the machine and a control computer located away from the miner. Each motor-data-system consists of an analog interface to the motor's voltages and currents, a single-board computer that reads digitized data and calculates voltage and current phasors, and a bus node that interfaces the single-board computer with the rest of the system by way of a serial bus system. Using this bus system, the control computer requests and receives phasor data from the motor-data-systems. From these data the control computer calculates and displays two deterioration values for each motor, for leakage current and power, using Bureau-developed models. These values are stored in a data base from which the user can display graphs of each motor's deterioration values over time.

The dust exposure of the longwall shearer operator is usually determined by his position relative to the cutting drums. The dust generated during cutting may travel up-wind, against the primary airflow, and be carried out into the walkway where it can contaminate the intake air for as much as 10 feet outby the shearer operator's controls. Thus, both head and tail drum operators are exposed to un-acceptably high levels of air-borne respirable dust. One Solution The latest generation of long-wall shearers has features that make the use of radio remote or umbilical (hard wire) remote control relatively easy to implement. Remote control can enable shearer operators to control machines from positions that are less dusty than normal control stations. With either type, the head-drum operator can now control the shearer from a position up to 20 feet on the intake-air side of the shearer, while the tail-drum operator's station is now located across from the head drum.

"The Bureau of Mines, in its investigations of as masks for use in mines and allied industries tests masks that are voluntarily submitted by manufacturers for examination, and issues approval certificates for masks that meet the bureau's specifications. This paper describes the tests that were conducted on an ammonia gas mask by the Bureau of Mines, which successfully met all requirements and tests for ammonia, masks. The mask tested, known as the GMD ammonia gas mask, is manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa. This ammonia gas mask, which forms a pocket over the face and allows breathing through the nose, consists of a face-piece with non-shatter eyeglasses; this is attached by means of a corrugated rubber tube to a canister supported on wearer's chest by a harness. The canister is green in color and is of tinplate construction. It was a disc valve at the bottom to prevent exhalation through the canister. The filling of the canister consists of a specially impregnated activated charcoal, about 750 c.c. in volume and weighing about 520 grunn. The material is supported above the check valve by a dome of wire screen covered with toweling. Above the granular material is a filter of absorbent cotton screens, and all materials are hold firmly in place by pressure from strong"

Underground and strip mining (6,7) produce different hydrologic environments. Many underground mines are below the zone that is completely saturated with water and the mine openings may cause new and continuous contact between sulfurous material and water which flows from the saturated zone to the workings. Strip mines are usually above the zone of continuous saturation and contact between sulfurous material and water is generally restricted to periods of precipitation. A full appreciation of the problem of water pollution caused by drainage from deep mines requires a basic understanding of occurrences and movement of water in the ground and the modes of ground water entrance into mining areas.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.
