Environmental rehabilitation has increasingly become a central concern in the regulatory and fiscal landscape governing South African mining operations. A key issue within this domain is the extent to which mining entities may claim tax deductions for expenditures incurred in fulfilling their environmental rehabilitation obligations. The Supreme Court of Appeal's decision in Sishen Iron Ore Company (Pty) Ltd v Commissioner for the South African Revenue Service [2025] ZASCA 16 addresses pivotal questions regarding the tax treatment of such expenditures. The judgment offers authoritative clarification on the interpretation of the Income Tax Act 58 of 1962—specifically sections 11(a), 11(c), and 36(11)(e)—as they pertain to mining activities and the environmental responsibilities imposed under the Mineral and Petroleum Resources Development Act 28 of 2002. Selective extraction through leaching of an amorphous slag obtained from a base metal smelter plant in Botswana is investigated in this paper, where the main objective is to optimise the experimental variables that would result in the maximum selective extraction of the three base metals (Ni, Cu and Co) from the slag waste. Mineralogical tests showed that the sample is composed mainly of fayalite (Fe2SiO4), with a total entrapped metal sulphides content of about 1.0 wt.% occurring as fine occlusions in the fayalite phase. In our experimental program, we compare the effectiveness of two common leaching techniques. In the first method, we use sulphuric acid to carry out atmospheric beaker leaching tests, and in the second method we use high pressure oxidative leaching. The effects of acid concentration, oxidant addition/oxygen partial pressure and pulp density on metal dissolution rate are examined. The optimal Ni, Cu, Co extractions of 80.5%, 81.9 and 98% respectively were obtained under high pressure oxidative leaching conditions (150 oC, 0.6 M H2SO4, 0.5 MPa O2), with substantially low dissolved Fe of 9.6%, the majority of which was removed as jarosite in the residue. Atmospheric beaker leaching yielded poor extractions of Ni below 40% when sulphuric acid combined with hydrogen peroxide (1.0 M and 0.6 M respectively, 65 oC) were used for leaching, while Fe, Cu and Co dissolutions were each about 80%. Therefore, using high pressure oxidative leaching provides a possibility to effectively extract Ni, Cu and Co while producing an environmentally benign residue, thus alleviating the current adverse environmental issues associated with the abandoned smelter slag. Silicomanganese is widely used as a complex reducer and an alloying addition in the production of various grades of steel due to its economic and metallurgical advantages. It is also used as a semi-product in the manufacture of medium- and low-carbon ferromanganese and metallic manganese. Manganese-rich slag, resulting from high carbon ferromanganese production, has the advantages of high manganese content, high Mn/Fe ratio, low excess oxygen, low phosphorus content, low fine content and low cost. Such slag seems to be very attractive to use as raw materials for the production of silicomanganese alloys. In the present study, experimental heats were designed and carried out to optimise the factors affecting the production process of silicomanganese using manganese rich slag in the charge. The results of pilot plant experimental heats showed that the optimum metallic yield and recoveries of manganese and silicon are obtained with initial slag basicity,(CaO + MgO) / (Al2O3), equals 1.8 by using dolomite as fluxing material and charging quartzite and fluorspar in percentage of 25% and 4% of the blend, respectively. The results showed also that an amount of 30% of coke in excess of the stoichiometric amount should be added. These result are relative for the specific high Al2O3 ores used.

The mathematical models of semivariograms can be classified according to whether or not they correspond to situations where the second order stationarity conditions are satisfied (§ 3.3.4). If second order stationarity exists, the a priori variance s2 of x (z) also exists and is finite. For large distances h such that x (z) and x (z + h) are not correlated, the semi- variogram ? (h) will reach a value equal to s2 [this is a consequence of (3.27) above]. This limiting value is called the sill C of the semivariogram, and the distance at which ? (h) reaches the sill is called the range. The range of the semi- variogram obtained from a given type of sample corresponds to the distance of influence of these samples. If only the intrinsic hypothesis is satisfied, the sample variance is an increasing function of the size of the area or volume in which the samples are located, and the semivariogram ? (h) will be a continuously increasing function of h. Remark: It will be shown in Chapter 7 that the variance s2 of x (z) in the ore body O is equal to the average value of ? (h) in O. If ? (h) is a non-decreasing function with sill C, the average value of ? (h) in O will be less than C. s2 and C will be equal only if for some values of h in O, ? (h) exceeds C. In practice, if the range of the semivariogram is small with respect to the dimensions of the ore body, the difference between C and s2 will be negligible.

The kinetics of the reactions involved in the non-oxidative dissolution of nickel concentrate in hydrochloric acid were studied by electrochemical and powder-leaching methods. It was found that the rate of non-oxidative dissolution increases with a cathodic shift in the mixed potential, which can be achieved by an increase in the nickel-to-sulphur stoichiometric ratio at the reaction surface. An unactivated concentrate with a sulphur content of 36 per cent exhibited a mixed potential of +O,3V (SCE) and could not be leached satisfactorily in 3 M hydrochloric acid at 60°c. When activated material (18 per cent sulphur) was leached, it had a mixed potential of -O,3V, and high iron and nickel extraction rates. Results reported by other workers on the non-oxidative dissolution of sulphides are explained in terms of the mixed potentials at which dissolution occurs.

Samples (15 to 20 g) of pre-calcined Mamatwan manganese ore or pure Mn 304 smaller than 48 mesh were reacted at temperatures in the range 1000 to 1300°C with samples of spectrographically pure graphite smaller than 325 mesh. Samples (1 g) of ore or pure Mn02 smaller than 48 mesh were reacted at temperatures of 1000 and 1200°C with pure graphite fines in argon, with graphite in carbon, .'1onoxide, and with carbon monoxide alone. In each case, the loss of mass as a function of time was recorded with a hermobalance. The rate and degree of reduction were found to increase with additions of carbon and with increasing temperature up to 1300oC, when they reached their maximum. The shape of the reduction curves, together with the results obtained from examination of the products of reaction by microscopy and X-ray diffraction, were used as the basis for a postulated reduction mechanism. Some details are given of an initial kinetic model that was used to verify the proposed mechanism. It was found that the reduction of Mamatwan ore by graphite at temperatures in the range 1000 to 1300°C occurs in two stages: (i) an initial stage during which the higher oxides of manganese are rapidly reduced to MnO with concurrent formation of CaMn2O4 and (ii) a longer stage during which CaMn2O4 and MnO are reduced to carbides by carbon dissolved in the ferromanganese phase.

In general all the arguments, raised by Messrs Cooke, Martus and Johnston in favour of extending the scope of the new assistance scheme can be accepted as sound.

Energy efficiency is a cost-effective way of both bolstering energy security and limiting the harmful effects of energy use on the environment. Mining is an inherently energy-intensive activity, and the 2008 revision of South Africa’s National Energy Efficiency Strategy (NEES) set a target of a 10% reduction in energy consumption by 2015 for the mining sector. In this study, we investigate the effectiveness of the NEES in improving energy efficiency in the South African coal mining sector by surveying energy intensity at a number of operations, and analysing energy efficiency trends and energy use by process and energy carrier at an underground coal mine in Mpumalanga. Most mines surveyed exhibit an increase in energy intensity over time. At the case study mine, the increase was primarily due to increased energy use in the beneficiation and discard reclaiming processes. Trends in energy consumption are a poor reflection of trends in energy intensity, as a decline in energy consumption is most easily achieved by reducing production. A more appropriate metric for energy efficiency at coal mines is energy intensity, defined as energy use per unit of saleable product, relative to a multi-year baseline. The evidence suggests that the NEES has been ineffective in promoting energy efficiency in South African coal mines. We propose that greater success could be achieved by monitoring and reporting on energy intensity at the process level, and by incentivizing energy efficiency gains.

This paper describes the educational philosophy behind the development and summarises other salient features of the Program. The Elizabeth Bay aeolian deposit in Namibia comprises a sedimentary package of diamondiferous grits that have been deposited, reworked and concentrated to various degrees by dominant southerly winds. Diamond concentration in these deposits is highly variable and often unpredictable. The deposit is marginal from an economic perspective and therefore requires selective mining which in turn requires correct sampling and accurate estimation. Three methods of sampling have been used at Elizabeth Bay for mineral resource estimation: (i) pit samples utilizing an excavator to produce a sample 1 to 3 metres deep with a 10 to 20 m2 footprint, (ii)GB50 grab sampling with a 3.34 m2 footprint and (iii) a BG36 bucket auger drill with a 5 m2 footprint. Pit sampling, being easy to execute, has been the most widely used despite a limited penetration ability and, at times, questionable integrity. The GB50 grab sampling tool was tested at Elizabeth Bay and although it had better penetration ability and sample integrity, it struggled with cemented horizons. No sample optimization was conducted prior to the GB50 grab sampling. The latest phase of sampling was conducted using a BG36 bucket auger drill which is capable of penetrating thick overburden, penetrate cemented horizons and provides an acceptable sample support size. Geostatistical simulation methods were applied to establish the optimum sampling parameters required to estimate a mineral resource at an indicated level of confidence. The results show that a 5 m2 sample support size is adequate and that a 50 m 100 m sample configuration is optimal. Sample data obtained from the three methods confirms that the BG36 bucket auger tool combined with the parameters identified in this exercise produce the best results for diamond resource estimation.

I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. The Institute will therefore to rely on other income to meet its budget requirements and break even financially. source of these funds will be the activities of the Technical Programme Committees. disciplines-Mining, Extraction Metallurgy, and Metals Technology are planning programmes for the coming year. I urge al members to increase their support of colloquia schools. Increased membership would also bring in more funds. Please, therefore, encourage colleagues who are not yet members of the Institute to join it.

This paper describes pilot-plant tests on the recovery of apatite from a hitherto untapped material. This materialhydro- separator overflow-is very fine (80 per cent smaller than 45 µm and 32 per cent smaller than 10 µm). . The pilot-plant tests proved that the recovery of apatite from this material is economically and technically viable. This was confirmed by plant trials, which, in the early stages, produced concentrate assaying 36,6 per cent P2O5 at a recovery of 65,5 per cent.

(Fellow) Factors affecting the precipitation of rutile from smelter slags were investigated, with particular reference to the effect of additions of phosphorus pentoxide to the slag. The phases were identified and the phase boundaries determined for slags having phosphorus pentoxide additions of 0 to 50 per cent. The liquidus temperatures of these slags were determined, and a pseudo-binary phase diagram was constructed. Rutile crystallized as the primary phase from melts having a phosphorus pentoxide content of more than IS,S per cent. Prismatic rutile crystals whose TiO. content was more than 97 per cent were grown from melts that had a phosphorus pentoxide addition of 30 per cent. However, the morphology of the precipitated rutile was such as to make subsequent separation impracticable.

Calcium minerals such as scheelite, phosphate, apatite are valuable minerals, which have similar flotation properties to the calcium gangue minerals. An additional problem is the fine dispersion and close mineral association of valuable and other minerals. Low polar compounds (non-ionic surfactant), such as fatty iso alcohols, neonol and phosphol, and their combinations with sodium oleate have been studied using flotation of monominerals and ore flotation; ATR IR spectroscopy and TEM for study surface of minerals; UV spectroscopy for control solubility, aggregation and de-aggregation processes. Increase in solubility of fatty acid collectors was confirmed by low soluble (heteropolar) compounds. Oxyethylated esters of phosphoric acid are adsorbed on phosphorite by -O2PO2R2 and on other rock minerals by donation of OH bond. Same effect shows difference of adsorption of fatty iso alcohols on calcite and scheelite. The different forms of adsorption of ionic and nonionic compound on a sparingly-soluble mineral surface creates distinction of the flotation kinetics and technological balance of ore flotation. The results of the separation of flotation of scheelite from calcite depend on the order of pouring into pulp of fatty iso alcohols and oleate, and their ratio in the mixture. Increasing scheelite recovery into rougher scheelite concentrate by 3.6% for both the flotation and sludge classes was obtained. Calcite recovery varied slightly upwards or downwards by 0.8-2.4%. The use of the non-ionic surfactant phosphol in combination with a fatty acid soap allows for obtaining a phosphate concentrate with more than 28% P2O5 content and almost 80% recovery in flotation operation. Satellite observation of mine-dump vegetation by B. P. GILBERTSON, M.Sc. (Phys.) (Visitor) and D. T. WILLlAMSON, B.A., LLB., B.A. Hons. (Visitor) NASA's first Earth Resources Technology Satellite (ERTS-I) was launched on 23rd July, 1972, and has subsequently gathered multispectral imagery of most of Southern Africa from an orbital altitude of 900 km. Images of the Witwaters rand area have been studied in an attempt to differentiate between mine dumps having varying degrees of vegetative cover. At this stage it is clear that the various mine dumps can be located and identified, and differences in vegetative cover can be seen and measured. Patterns of vegetative growth, some characteristic to particular dumps, can also be seen.
