Mining project development, permitting, environmental regulatory and compliance issues in Uzbekistan and the CIS are every bit as complex as those in the western world. The vast array of environmental permitting, monitoring and reporting regulations for mine project development and operation in the CIS are based on existing Soviet environmental regulations and policies which have remained in place after these countries gained independence from the former Soviet Union. The approach to mine project permitting in the CIS differs from the western world. Similar pre- feasibility, baseline data collection, and environmental monitoring requirements allow the project proponent to coordinate preparation and submission of documentation to support project permitting for Uzbek regulatory requirements with environmental requirements imposed by financial institutions and western environmental compliance structures. Implementation of generally accepted western environmental best management controls and monitoring into mine design, construction, and operation will not, however, ensure automatic compliance with Uzbek environmental regulations. Uzbek environmental compliance requirements that differ from western requirements include: 1) development and maintenance of an environmental database constructed specifically to address annual, biannual and quarterly statistical reporting requirements for emissions of "environmental pollutants" from the facility into air, surface water, ground water and soil; 2) preparation and submittal of specific permits for water utilization, hazardous waste storage and disposal, landfill construction and operation, and stack emissions inventories; and 3) procurement of approvals from the Uzbekistan State Committee for Nature Protection (generally analogous to the US Environmental Protection Agency). This paper outlines and summarizes the regulatory requirements for mine site permitting and the procedures for environmental monitoring and reporting during mining operation in Uzbekistan and the CIS.

Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. Kerogen is soft, nonbrit¬tle or semi-brittle material, and generally forms a matrix between irregularly distributed mineral grains. INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. In tunneling through water-bearing formations, the expense of controlling the water can have a major impact on overall project cost. The author has seen the cost of an eight-foot, finished sewer tunnel rise from under $500 per foot to over $1,000 when a water problem, anticipated as modest, became severe. There is need for greater professionalism in the approach to groundwater control. The days of the forked stick should be behind us. The basic technology exists. Its application is not yet widespread. This paper discusses predrainage; that is, the lowering of water in advance of tunnel excavation. Both free air and compressed air tunnels are considered. Examples from recent tunnel projects are described. SPECIAL NATURE OF TUNNEL DEWATERING Tunneling is unlike other excavations below the water table in a number of significant ways. The tunnel excavation is always on the critical path; if production slows or stops, there is no other work for the heading crews, no other work to carry the cost of service crews and job overhead. The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC's of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

Introduction As with many gravity concentration processes, pneumatic concen¬tration traces its origin in antiquity. The use of winnowing to separate chaff from grain has long been known, and such procedures were undoubtedly practiced in ancient civilizations for the concentration of ores and the separation of slag from metal whenever specific gravity, size, and shape differences were favorable. Taggart142 has reported on the use of dry rockers and dry panning techniques for use with gold ores in arid regions such as Western Australia. The present day air table was developed in the last century for this purpose. Devices and Processes Classification. All classifiers make a separation on the basis of size, shape, and specific gravity. In addition to specific gravity and size, particle shape factor is often particularly important to pneumatic processes, and advantage is taken of the fact that both flat and fibrous particles settle at velocities substantially lower than that of their equiv¬alent spheres. Another factor of importance in this process is the bulk density of the material since substances such as exfoliated ver¬miculite or partially opened fibrils of asbestos have bulk densities significantly lower than those of the pure in situ mineral. Winnowing takes advantage of all of these physical factors to affect a separation starting with a closely sized feed, and vermiculite has been separated from rock by this process.142 When air classifiers are used to size minerals, the separation will often not be perfect because heavy particles will respond similarly to somewhat coarser light particles while flat, elongated, and low bulk density particles will act as would particles finer than the cut size. An example of a classification process that also results in concentration is the zig-zag classifier"' used to separate paper from glass, metal bottles, and cans during the recycle of municipal solid waste. Application of this process to minerals showing the proper specific gravity, size, and shape differ¬ences is obvious. An important device of this type is an air-aspirated screen used to remove asbestos from its associated rock during the dry processing of that mineral.144 The raw ore is crushed and screened and the asbes¬tos removed by aspiration from the surface of the screen by virtue of its shape and low bulk density. Hindered Settling. Based on the discussion in the section on "Hindered Settling Concentration and Jigging," the use of air devices could be anticipated in desert areas or where moisture may be deleteri¬ous to the product to be separated. Such processes have three major defects: (1) dust may be difficult to contain, (2) fines are difficult to process, and (3) the process is inherently less efficient than are wet processes as may be seen from Eqs. 3 and 4 in the section on "Hindered Settling Concentration and Jigging p. 4-47." Taggart142 has reported on the use of both dry panning and a dry rocker for gold separation in and regions. The dry panning makes use of winnowing, defection on the basis of specific gravity and shape during fall, and hindered settling. Prescreened placer material is poured from one pan to another as air blows across the falling stream. The process is repeated many times with hand picking to produce a rough concentrate. Magnetic minerals are then removed, and the residue, one grain deep in the pan, is air blown. In dry rocking the gravel is sized on a steeply inclined screen with the undersize fed to a riffle box with a porous bottom which is blown from underneath."' This device was the forerunner of the present-day air table. Air Tables and Jigs.145. 146 At least nine types of these devices have been developed, all but two of them for coal. While the devices used for coal may be characterized as pneumatic jigs, pneumatic tables, and pneumatic landers,145 only pneumatic jigs survive today. The same is true for ores.'" In these devices presized particles are fed to the separator which consists of an inclined vibrating conveyor with a porous surface through which air is carefully introduced to form a fluid bed. The lighter particles are lifted by the air out of uphill conveyance and float downhill, while the heavier particles in contact with the surface are conveyed uphill by the vibrator. Typically both transverse and longitudinal slopes are used. A plan view of a Triple S air table and the type of separation made is shown in Fig. 44.147 Because of its external appearance, the device has been called an air table, although it functions essentially as a jig. However, some of the asymetrical acceleration conveying function of a standard shak¬ing table is also performed by the eccentric vibrator incorporated into this device. Low pressure air is admitted below the vibrating table surface consisting of cloth (e.g., canvas), porous plastic, woven wire, or punched metal supported on a wire mesh or grid. As with a shaking table, the device produces a concentrate, middlings, and tailings. The middlings are recycled or are subsequently treated on another concentrating device. As with many wet separations, presizing by screening is necessary. The oft-repeated admonition of Professor Richards, "Separation without classification is damnation," is cer¬tainly true here. In this way a small heavy particle which might weigh the same as a large light particle and thus report to the same place on the air table has already been removed in the sizing step. Air tables are almost universally encased with a canopy to remove dust by aspiration. Some concentration may also be achieved in this step when favorable specific gravity, size, and shape differences are present. Applications Ore Separations. Air tables were originally developed for ore separations, and they find application in and regions or where water is deleterious or inconvenient to use or remove (e.g., small tonnage materials already dried). They have been used for asbestos, bauxite, calcite, cassiterite, columbite-tentalite, diatomaceous earth, fluorite, gilsonite, graphite, kyanite, manganese minerals, mica, managite, perlite, pyrite, pyrrhotite, vermiculite, and uraninite ores. More recently, air tables have found favor in separating a wide variety of secondary materials such as abrasive grains, bone char, catalysts, fiberglass, scrap glass, scrap wire from its insulation, prills from slag, dross and coke from metal or from each other, metal from crushed crucibles, lead from plastic in old batteries, and cubic particles from flat ones. The devices also finds considerable application in the preparation of food¬stuffs. In 1976, the Resources Conservation and Recovery Act (RCRA) aroused concern in the mining community about the regulation of mine waste streams under RCRA. In response, the Bureau of Mines initiated research in the late 1970's that addressed mine and minerals processing waste. Research included investigating improved environmental technology for metal, coal, non-metal, and emerging industries such as oil shale, tar sands, peat, and lignite. Environmental issues escalated in the 1980's. Proposed regulations addressing control technology for mining and mineral processing wastes prompted the Bureau of Mines to become involved in 1985 in an advisory capacity to the regulatory agency, the Environmental Protection Agency. In Fiscal Year 1988, the Bureau of Mines initiated a research program designed to provide the minerals industries with cost-effective solutions for ameliorating environmental effects of mining. Bureau research has led to advances in the areas of acid mine drainage control and mitigation, subsidence prediction and control, and control and treatment of solid wastes resulting from mining and mineral beneficiation. The Bureau also conducts research seeking new methods to remediate abandoned mine lands. A discussion of the mine waste issues is presented, followed by a summary of past and present research conducted by the Bureau of Mines.

A large-scale work scheduling algorithm has been developed in the Mine Management Support System (MMSS) for assigning workers to prioritized jobs on a shift basis. This study basically concerned the formulation of a reliable mathematical programming model to handle the problem, the achievement of an efficient solution of the model, and the implementation of the algorithm to the worker assignment problems of a large underground coal mine. The results showed that the work scheduling algorithm can make optimal assignments efficiently. It is believed it has potential significance in improving manpower utilization and can offer great help to coal mine managers in making efficient manpower allocations.

Based on standard population balance models for agglomeration and size reduction processes, a simplified model has been developed to describe simultaneous growth and breakage in the flocculation of agitated suspensions. The results of semi-batch flocculation tests have been used for estimation of the model parameters and empirical relationships have been obtained to describe the effects of process variables and to establish scale-up criteria. Application of the model to the design, operation and control of continuous flocculation processes is discussed.

Santa Fe Pacific Gold Corp. conducted pressure-oxidation pilot plant studies on refractory carbonaceous gold ores from the Twin Creeks Mine in Nevada. The tests were conducted at Hazen Research Inc., Golden, CO, during 1993 and 1994. Laboratory investigations using CIL cyanidation after batch pressure oxidation demonstrated gold recoveries of 90% to 95%. However, pilot plant testing showed that several of the same ore types responded very poorly, with gold extractions of only 45% to 75%. Plant testing was suspended for approximately four months while extensive research was conducted to determine why these ores responded poorly and to identify potential solutions. This paper describes the batch and pilot plant test results, the extensive research activities that eventually identified the cause of the gold recovery problem and the final semicontinuous and continuous pilot plant operations that confirmed possible solutions. Final pilot plant results showed gold recoveries that were consistently greater than 90%.

Historian and storyteller, Duane Smith, will be the keynote speaker at the National Mining Hall of Fame's 10th anniversary induction banquet on Saturday, Sept. 6,1997 in the Museum Convention Center at Leadville, CO.Smith is a professor of history and southwest studies at Fort Lewis College in Durango, CO. He is also an award-winning author of 28 books about the West and mining. Hall of Fame Board Chairman Richard Moolick said the induction banquet event will mark the National Mining Hall of Fame and Museum's 10th anniversary in its Leadville facility, a century-old Victorian schoolhouse. Karl Elers, chairman of Battle Mountain Gold in Houston, TX, will be the master of ceremonies. He is a member of the National Mining Hall of Fame and Museum's board of directors. The six inductees into the National Mining Hall of Fame will be enshrined by Thomas Falkie, president of Berwind Natural Resources of Philadelphia, PA. He is also chairman of the Mining Hall's board of governors. The six inductees will join 132 mining greats who were previously honored. The black-tie (optional) banquet will be highlighted this year by guests who prefer to don 1890s dress for the occasion in the old silver-mining boomtown. A cocktail reception and open house will precede the banquet, with tours of the district and special events to follow on Sun- day, Sept. 7.

INTRODUCTION Monitoring devices used for detecting and measuring airborne radon in mines are limited due to the rugged environment in which they must operate. Personnel monitors now available are either passive or require filters and an air pump. Area air monitors usually have bulky batteries or require electric power service to the instrument. Thus, there are few instruments presently in use in mines capable of discriminating between the various radon isotopes and their daughters. Occasionally it is desirable to determine which radon daughters are the principal dose contributors in mine air. In some areas, such as the Elliot Lake mine in Canada, there exist sizable quantities of 220Rn in the mine air due to 232Th in the ore (Cote and Townsend, 1981). Since there has been recent interest in radon daughters in homes and factories, as well as caves and mines, methods and instrumentation are being developed to address these cases. Some of these methods can be employed in uranium mines. Although there have been very few determinations of the three radon isotopes (222Rn, 220Rn, and 219Rn) and their daughters made in uranium mines, these isotopes have been measured in process buildings and in private homes under circumstances that suggest these isotopes could also be present in uranium mine air (Perdue, Leggett, and Haywood, 1980; Yarborough, 1980) METHODS Cryogenic air sampling was developed about 15 years ago (Rasmussen, 1972) to concentrate various airborne chemicals for later fractional distillation and measurement of various organics using gas chromatography. A version of this technique has been developed to measure tritium, krypton, and other radioactive gases in nuclear power station buildings (Anon, 1980). In this method, fractional distillation is used in conjunction with various detectors to identify the radionuclides present. The cryogenic method to be discussed here was developed at Oak Ridge National Laboratory (ORNL). It uses the liquid air accumulated in a sampling device for a direct analysis of all gamma-ray emitters present. The air sampler (Fig. 1) could be employed in a mine to liquefy air, using the difference between the point of liquefaction of air (~80 deg. Kelvin) and the boiling point of liquid nitrogen (77 deg. Kelvin) to liquefy an air sample. By using a proper orifice at the entry to the sampling vessel, air of any dust concentration and relative humidity [ ] may be sampled. The energy for sampling is provided by the slow evaporation of the liquid nitrogen; no other power source is required. This type of sampler could be used to augment the usual filter and pump, or passive system presently employed to estimate personnel dose from radon daughters. It would also allow measurement of any combination of daughters from the three radon isotopes. Upon completion of sampling, the sampler is closed and removed from the mine. This sampler, with its liquid air contents maintained by the slow evaporation of liquid nitrogen, is taken to the place of measurement. There, the sampler is opened, the accumulation of water and ice in the neck is chiseled down into the liquid air, and the sample is transferred quickly to a precooled counting dewar (Fig. 2). This counting dewar is then placed upon a gamma radiation detector; we recommend a high purity germanium detector. A determination of all the radon daughters can be made in 1 to 4 hours after the sample is taken.

Natural and synthetic colors are used in almost every facet of daily life as a means of communication and expression. Natural ochres, umbers, hematites and magnetites were once used in their crude or semiprocessed state for their pigment value in construction products and low-end coatings applications. In recent years, though, they have yielded to synthetically produced iron oxides for more sophisticated products. Today, through innovative mining processing and marketing techniques, natural iron oxide pigments are once again gaining strong inroads into products and markets requiring precise chemical and physical characteristics. With the focus on environmental consciousness and resource conservation, value added natural iron oxides provide an economical and responsible alternative to color needs.

The packed column flotation cell is an awesome separation device. Virtually unknown and untested, the packed column flotation cell is one of the ten most important developments in mineral processing of the 21st century. Though experimental and industrial data is limited, it is clear that the packed column flotation cell is two to three orders of magnitude better than the conventional flotation cell and one to one and a half orders of magnitude better than the open column flotation cell. With the modern packing taking up less than one percent of the packed column, column blocking does not occur. For a packed column operating 24 hours a day, 365 days a year, the estimated mean time between failures (MTBF) is one hundred thousand hours or roughly twelve years. With no moving parts, lower maintenance costs, lower power consumption and inherent operating stability, the packed column is a powerful separating machine. Because there is little meaningful data for comparing the packed column to the conventional flotation cell and the open column flotation cell, much of the material presented in this paper are guesstimates. They are disinterested guesstimate made by the authors after extensive theoretical work and reviewing the known facts. In the authors' opinion, no available data contradicts the guesstimate. The authors expect that there may be errors as large as three hundred percent. Even three hundred percent errors will not change the conclusions of this paper. The packed column flotation cell is a formidable separating device. To understand the problems of comparing the three types of flotation cells, consider the fact that the three cells may have different modes of separation. One of the authors, Meloy, believes that in the conventional cell, the primary particle separation takes place in the liquor with secondary separation taking place in the froth, while for open column flotation, all the separation takes place in the froth. However, he believes that in the packed column a large part of the separation may take place on the walls of the packing. If this is true, not only is the method of modeling each type of cell different, but the method of particle selection in the cell is different. This means that one type of cell may be better at differentiating between two different types of particles. There is a growing body of literature on open and packed column flotation. The Lake Mead Intake No. 2 is a project constructed for the Southern Nevada Water Authority which includes a 12-foot diameter lake tap and intake shaft constructed in over 225 feet of water; 1650 feet of 16x14-foot horseshoe-shaped tunnel leading to a forebay that is 165 feet long, 35 feet tall, and 30 feet wide; twenty-two 4-foot diameter steel lined well shafts extending 325 feet from the ground surface to the forebay; 3500 feet of 12-foot diameter pipeline crossing a bay in Lake Mead that has water depths of up to 80 feet; and 2700 feet of 9-footdiameter steel-pipe-lined tunnel. Major site grading for a future pumping station in the area above the forebay is also included as part of the project. The project is on the schedule’s critical path for completing the first phase of a $2 billion water supply program for the Las Vegas Valley. In this paper, the owner, the designer and the construction manager present a discussion of the risk management strategies that were used to control costs, minimize project delays, and facilitate problem resolution. The discussion includes an assessment of the effectiveness of the risk management strategies in meeting these objectives. This paper will be of interest to owners and engineers planning underground projects, especially those projects that present unique risks during the construction phase.

The purpose of this paper is to evaluate overall prospects of the export market in the Pacific Rim for Illinois steam coal in terms of recent changes in global socioeconomic factors. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.

This paper details the development of a functional work index that characterises the relationship between the energy that is imparted by a Roller Press into materials, against the resultant size reduction achieved. Such a Roller Press work index is necessary for this new grinding technology to differentiate it from Bond's grinding work index, and to clear up confusion that arises with such a comparison to Bond. The energy usage in a Roller Press does not follow Bond's "Third Theory of Comminution" but rather Rittinger's theory of new surface creation. The relationships for such a work index have been developed from the viewpoint of an equipment manufacturer with the hope that they will be of assistance to the minerals industry in the design of grinding circuits incorporating Roller Press comminution. The work index contains modification factors that reflects the effect of oversize, fines, moisture. closed-circuit operation and roll surface characteristics on the energy verses size reduction relationship. It has evolved from the results obtained from testing of a wide range of ore and mineral types that include bauxite, coal, kimberlite, limestone, iron and chrome ores, base metal and gold ores. The results show that even for such a diverse range of materials, they all demonstrate similarities of behaviour when comminuted in a Roller Press.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.
