We have designed a mine operation that is completely safe environmentally. The mine design exceeds all the standards environmental safety set by the European Union. We are currently negotiating lasting relationships with the communities which surround the mine by creating sustainable projects within the area that will provide sources of income to the region long after the mine is exhausted.

Introduction Many bulk solids such as coal, limestone, and fine moist ores often flow unpredictably out of bins, hoppers, and boreholes. Vast amounts of time and money are spent-with or without success-on flow promoting devices. In addition, many solids segregate in storage, feed erratically, flood, arch, rathole, and stick to bin walls reducing the live capacity. This article discusses bulk solids flow properties and provides guidelines for designing storage bins, hoppers, and feeders to provide reliable flow. Bulk Solids A bulk solid is a granular material consisting of discrete solid particles-submicron to several inches in size-that is handled in bulk form (for example, in a bin or silo). The gas filling the voids is generally insufficient to fluidize the material and the liquid (usually water) content is assumed to be less than saturation. Types of Flow Problems To design an efficient storage system, an engineer must be aware of problems that can arise during storage and flow of bulk solids: • No flow. A stable arch or pipe (rathole) develops within the solid, stopping flow. • Erratic flow. Momentary arches form within the solid, (ratholes), partly or completely empty out, and then collapse. • Flushing. Powders become fluidized, aerate, and flush uncontrollably through the bin outlet. • Lack of design capacity. A large part of the stored material remains stable around a rathole. Manual prodding, severe vibration, and even explosives may be used to restore flow. • Segregation. Smaller particles tend to sift through the voids between larger particles causing accumulations of fines and coarse in various areas of the bin. • Product degradation. Some materials spoil, cake, or oxidize if they remain in a bin too long. This is usually caused by a first-in-last-out flow sequence. • Level control. Measuring the volume of material left in a bin is difficult if a rathole develops. In one portion of the bin the level control device may indicate the bin is full; in another portion it may indicate it is empty. Eliminating Flow Problems All flow problems can be minimized or prevented by suitable design of the bin/feeder unit. This involves knowing the flow properties of the solid, then choosing the appropriate type of bin and feeder to establish the desired flow pattern. There are three types of flow patterns that may occur in a bin: funnel flow, mass flow, and expanded flow. Funnel flow occurs when some of the material in the bin is stationary while the rest is in motion. Funnel flow bins, shown in Fig. 1, are characterized by: • Low head room. A flat bottom or shallow hopper bin has large storage capacity with minimum height. Unfortunately, all this storage capacity may not be usable ("live"). • First-in-last-out flow sequence. The first material put into a funnel flow bin is the last material withdrawn because the flowing material is concentrated in the region directly above the outlet. • Ratholes. Because of the flow channel that forms, a stable rathole develops if the material has sufficient cohesive strength. • Erratic flow. Once a rathole becomes partially or completely empty, it may collapse creating a stable arch and erratic flow. • Flushing. Collapsing ratholes cause flushing and flooding of fine material. • Segregation. If a bulk solid has a tendency to segregate, this tendency will be accentuated as the material is discharged from a funnel flow bin. Funnel flow bins are suitable for coarse, free flowing, nondegrading solids, when segregation is not important. Mass flow occurs when all the material in a bin is in motion whenever any is withdrawn. The five tunnel contracts of Milwaukee Northeast Side Relief Sewer System are about 80 percent complete. The tunnels are all excavated for 1.9 meter (6'-0") finish diameter sewers in a variable rock, mixed face, and glacial soil environment. Different contracts were let under two primary types of specifications, performance and prescriptive, which treated aspects of construction, such as primary ground support and groundwater control, differently. Interfacing of design and construction through field personnel allowed the needs of all parties to be met and resulted in savings in time and money to the Milwaukee Metropolitan Sewerage District (MMSD). Interfacing, cooperation and risk sharing allowed resolution of problems such as line and grade variations and potential differing site conditions. It also allowed the parties to pursue constructive changes to construction activities. Thus on one contract prescribed use of compressed air was eliminated, but migration of fines into the tunnels was stopped with filter fabric. Use of an expensive primary support system was dropped, but concern about deterioration of lagging was alleviated by use of special materials.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

The vibrations generated by a tricone drill bit are caused by the successive impacts of the bit teeth on the rock, and peaks in the vibration spectrum can be associated with impacts coming from particular rows of teeth on one or other of the bit cones. Wear of the bit teeth causes a shift of these peaks to higher frequencies at constant bit rotary speed, whereas changes in rock type generally produce changes in peak height. Bit bearing failure or poor hole-bottom cleaning both cause loss of definition in the spectrum, the latter often associated with spurious high-amplitude signals at low frequency. The vibration signals may also be analysed in the time domain, where, for example, cone locking can be identified by characteristic features in the signal of torsional acceleration.

Over the past decade, heap leaching at Cortez has evolved from a rather small operation producing around 30,000 ounces per year of gold to an operation scheduled to produce over 400,000 ounces in 2004. Evolution and expansions in the heap leach operations are discussed including plant design criteria and some of the design features in the various facilities. Operating parameters and production forecasting are also discussed.

Equipment which will reliably produce high velocity water jets for use in rock excavation is now available. This report reviews some cases where water jets were used in excavating low to medium strength sandstone in Colorado and Utah. The primary discussion is of water jet assisted rotary drilling for blast and bolt holes in tunnels, shafts, and chambers. The subjects include drilling performance, effects on work environment, safety, and controlled blasting results. Information is also presented concerning trench excavation utilizing water jets.

This paper describes the Boroo Gold Company (BGC) ore processing plant which is the first CIL/CIP plant in Mongolia. BGC is the first foreign investment in Mongolia since 1990 and follows the highest safety and environmental standards. Commissioning of the plant commenced in October 2003 and commercial production began in March 2004. Gold recovery is by gravity and conventional leaching and carbon adsorption. Detoxification of the leach tails is by the SO2/Air method before discharging the tails to the tailings pond. Ore types treated at Boroo are predominantly oxide with some transition ore as mining reaches the lower sulphide zone. There are several interesting technological issues and projects ongoing at Boroo which will also be discussed.

The purpose of this study is to obtain carbon dioxide emissions by copper production systems and quantitative merit to use copper scraps in Japan. Electrolytic copper and sulphuric acid originating from the refining gas are produced in the system. In this study, the inventories such as the fuel consumption of the unit processes and the in-house electricity generation were obtained from published papers and public statistical data. The following observations were made based on the Life Cycle Assessment (LCA) method: (1) Carbon dioxide emissions from the production of electrolytic copper and sulphuric acid in the system are about 1.0 kg and 0.4 kg/kg-product respectively. The carbon dioxide emissions attributable to the transportation of copper concentrate correspond to 20% of the total emission. This emission is higher than that of zinc because the metal content in the concentrate is lower than zinc. (2) The carbon dioxide emissions from the system decrease with the recycling of copper scrap to the converting process because the consumption of copper concentrate is reduced. The reduction is estimated to be 0.18 kg-CO2/kg-Cu at the point of 0.1 kg-scrap/kg-blister Cu. This corresponds to 9% reduction for the present system. However, this recycling leads to the decrease of sulphuric acid by 450x103 tonne at the point. The recycling of scrap should be evaluated not only from the reduction of carbon dioxide emissions, but also in terms of sulphuric acid demands as well as advantage of waste management.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by " remote control " mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications" as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the philosophy behind this being to inspire other workers to achieve worth- while goals.

We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

"From November 2014 through September 2016, Westmoreland’s Coal Valley Mine utilized a Marion 7450 electric walking dragline to extract 1.2 million tonnes of a vertically-dipping, 52-meter wide, fault-thickened seam, beneath a conventionally-excavated pit bottom. Mine planning and operational hurdles encountered throughout a kilometer of mined strike length included mitigating highwall instability in both hanging and footwall slopes, water management, and end-of-life machine reliability and maintenance. The most substantial challenge has been the depressed global coal market. However, the successful application of this mining method significantly aided the overall cost of production at the site. The valuable experience gained from this project will be extended to future mining areas where this technique can be similarly applied. INTRODUCTION Coal Valley Mine is located approximately 220 kilometers southwest of Edmonton, Alberta, Canada, in the foothills of the Rocky Mountains. Since commercial production began in 1978, more than 84 million clean tonnes of coal has been produced and sold domestically as well as exported overseas for power generation. While the existing processing plant has a nameplate capacity of 4 million tonnes per year, the site has operated at a 2 million tonne rate since 2015 due to depressed export markets. Westmoreland acquired the mine as part of its purchase of Sherritt Coal Operations in April 2014. The mine operates 24 hours a day, 7 days a week, with an IUOE workforce of 261. GEOLOGICAL SETTING The geology of the Yellowhead Tower mining area differs significantly from previous mining areas at Coal Valley. The Mynheer coal seam discussed herein consists of steeply dipping, highly-sheared, thrust-faulted, and heterogeneous coal pods. Deep set, southwest striking thrust faults were the likely mechanism for the podding and have resulted in overturned, rolled and highly sheared seams with zone thicknesses of up to 65 meters.The hanging wall is characterized by soft bentonitic mudstones and siltstones, overlain by massive competent sandstone. The footwall is defined by a hard volcanic tuff, interbedded with thin, sporadic coal seams. The sandstone above and volcanic tuff below constrained the faulting system within this zone, enabling the mass podding that has afforded the opportunity for large-scale mining."

The role of copper sulphate in the flotation of pyrite has been studied. A survey of a number of pyrite flotation plants using copper sulphate showed that in correct dosages, it was able to increase both grades and recoveries. This was confirmed in batch tests. Copper sulphate had no significant effect on the rate of adsorption of PNBX onto pyrite. Copper adsorbed irreversibly onto the pyrite when the latter was slurried in a copper sulphate solution. Copper sulphate had a significant effect on the maximum froth height obtained in static three-phase froth tests. Proposals to explain these observations are made.

"The paper presents a brief overview of the long mining history and the more recent political development in the Slovak and Czech Republics as well as in Norway and Sweden. Mining used to be very important sources of economic wealth in the four countries, but in today’s economy does exploitation of non-energy minerals usually account for less than one per cent of the GNP. The paper will discuss and compare the mining legislation, land use planning and mineral policies framework in the four countries and how this may influence sustainable management of mineral resources including planning for mineral supply, landbanks and sterilisation of resources. The paper will then identify some positive and negative elements in each country’s political and administrative framework."

Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

The Mt. Baker Ridge Tunnel, under construction in Seattle, will be the world's largest-diameter soil tunnel with an inside diameter of 19.2 m (63 ft) and an effective outside diameter of about 24.4 m (80 ft). The five-lane highway tunnel will be constructed using a "stacked-drift" scheme in which an articulated or "flexible" tunnel lining consisting of 24 concrete-filled drifts is constructed to form a horizontal compression ring followed by removal of the soil core. Geotechnical factors, including variable strength hard fissured soils, high horizontal stresses, potentially unstable sands, and prior slope instabilities, significantly influenced the innovative design and construction approach.

London Underground Limited are currently constructing an extension of the Jubilee Line. The approximately 16-km long Jubilee Line Extension Project connects the existing Green Park Underground Station with the Canary Wharf area and Greenwich. Being a part of the project, the London Bridge Station (Contract 104) was built using a combination of the New Austrian Tunneling Method (NATM) with Compensation Grouting. NATM was successfully applied in softground and urban areas under restrictive requirements regarding settlement limitation. Information on the flexibility of the method and the influence of Compensation Grouting on ground and tunnels are given.

The US Department of Energy (DOE) is supporting the engineering development of three advanced physical coal cleaning technologies: selective agglomeration, advanced flotation and advanced cycloning. Each is capable of significantly reducing the pyritic-sulfur content of US coals. The objective is to provide the coal and electric-utility industries with a cost-effective option for addressing the SO, emission reductions required by the 1990 Clean Air Act Amendments (CAA). A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants (HAS). The proposed National Energy Strategy (NEE) and the 1990 CAA lay a foundation for a more efficient and environmentally sustainable energy future (1991). The need to use energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SOS and HAY emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur and HAY precursor removal.
