Few metals or industrial minerals can boast a better growth record over the past fifteen years than the borates. This period of growth occurred before the influence of any large-scale use in plastics or high-energy fuels. These new developments not only provide expanding markets, but the programs related to their development are generating research information that will lead to many other new uses. The most dynamic growth areas for refined products of boron or borates are in the acid, the oxide and the reduced forms, such as the metal and the hydrides. Expanding requirements for these products will modify the emphasis on the use of naturally occurring sodium borates. Any borate from which boron can be economically extracted will become a potentially important ore. This is particularly true of the calcium borate, colemanite. Only one large deposit in the Western World has ever been developed where the principal economic minerals are sodium borates, This factor alone would discourage any exploration program directed solely toward the discovery of these ores; on the other hand, ample exploration opportunities for calcium borates exist in the desert regions of California and Nevada. It is therefore reasonable to restrict a program to this region, in spite of geologically favorable areas in foreign countries such as Turkey, Argentina and Chile.

Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation. When a predetermined sample of data from the drilling program and bench-scale or pilot-plant tests are received, a detailed feasibility study may be started. The 12,710-m (41,720-ft) Riverside Badlands Tunnel is located between the most active faults—San Andreas and San Jacinto—in Southern California. To accomplish the impervious final lining design and to accommodate the effects of earthquake ground motions, a new approach was developed and is prescribed in this paper. Two final lining options, welded steel pipe and prestressed concrete cylinder pipe, are considered for the tunnel, which will be excavated under groundwater and ground conditions from soft rock to hardrock at depths exceeding 244 m (800 ft). The buckling strength, serviceability, and structural integrity under seismic effects and other loads were considered in the design.

On account of geological characteristics, Brazil is a country of large deposits of high quality kaolin, with the larger ones being located in its northern region. In the last years, kaolin beneficiation and production area is receiving great investments, aiming at a high quality kaolin production to be used in the paper industry, mainly intended for the foreign market. After the conclusion of expan- sion programs and with the advent of new production areas, Brazil is very soon expected to come in second place in the kaolin world production ranking.

Nutrien has six potash mines in Saskatchewan and has been proactive in maintaining the integrity of their tailings facilities through ongoing assessment, design, operation, inspection, and monitoring. Nutrien commissioned a system inventory and semi-quantitative risk analysis (SQRA) of all dikes to further environmental stewardship at their potash facilities. The inventory assessed nearly 100 dikes; each dike was rated according to a probability and consequence factor and assigned a risk score. The risk scores were used to develop a risk matrix for each of the six sites and risk-response actions for each dike and segment. The inventories and SQRAs will help each site assess priorities for investigation and risk mitigation, if necessary. The study results will also help Nutrien refine corporate wide tailings governance standards and demonstrate compliance with various governance regulatory obligations.

Intensive uranium mining activities at the Curilo deposit in Bulgaria has caused widespread contamination over a wide area. A number of receptors including soils and watercourses as well as the ecosystems in the area have been severely affected. Even today, 10 years after the cease of activities, acidic waters generated from the abandoned mining works, the low-grade ore and waste dumps contaminate soil, surface- and groundwater. The present paper describes in general the environmental status of the wider Curilo area and examines the potential of preventive and remedial measures that can be applied in situ to rehabilitate the site and restore the ecosystem. The main rehabilitation technologies examined include modification of the acid generation potential of the pollution sources, treatment of the acidic drainage by means of a natural wetland and in situ bioremediation the of contaminated soils. Finally, a number of efficient indicators are proposed so that the rehabilitation potential at Curilo and similar heavily contaminated sites is assessed.

The objective of this research study was the investigation of heavy metal removal from wastewaters of the "SARAKA" stream by using low-cost materials. These wastewaters flow into Krivelj River and through the network of existing rivers into regional water reservoirs. Sawdust, cardboard and fly ash were used as reactive materials in laboratory studies. Sawdust was obtained from oak and fir-wood while fly ash from heating station Bor, bitter-oak and oak. Experiments were carried out using real Saraka stream wastewaters and the degree of removal for iron, copper, manganese and zinc was investigated. The content of these heavy metals in Saraka stream wastewaters was under the limit of III and IV class of water (Law on Water - Official Register of the Republic of Serbia). Parameters such as flow rate of water, pH and effluent volume, contact time between water and reactive material, etc, were monitored during the experiments. All used materials give satisfactory results for iron and other heavy metals removal; the highest degree of removal was obtained by using fly ash.

Bench cut-and-fill stopes with heights between 85 and 105 ft are being excavated in the lower levels of the B-NEATH Zone. Estimates of pillar strength and pillar loading indicated a high probability of pillar failure. Some changes in mining practice were made to minimize impacts of pillar failure and a rock mechanics instrumentation program was employed to monitor stability during mining of the first stopes. Limited pillar failure, in the form of destressing, was observed in the initial stopes; however, global stability during mining was good. Instrumentation data indicated that predictions of pillar strength and stress were quite close to field results.

Significant economic deposits (> 4,000 ha) of heavy mineral sands (ilmenite, rutile and zircon) were discovered in the Atlantic Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long-term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Return of these lands to agricultural row-crop production has been complicated by lateral variability in soil physical conditions in the reclaimed pits and limited topsoil return. Approximately 150 ha of land are in various phases of reclamation, and approximately 25 ha have been released back to landowners to date. Currently, the reclaimed pits are returned to pasture vegetation, but return to more intensive agricultural production practices may be possible as soil reconstruction procedures are improved over time.

Specialty Devices, Inc. and the CMRET/NIUST, University of Mississippi, have collaborated in the design and development of a new class of Robotic Underwater Vehicle (ROV) focusing on efficient, low cost, deepwater operations. The need for such a vehicle was driven by special requirements encountered in the establishment of the Gulf of Mexico Gas Hydrates Research Observatory at a depth of 850m in Mississippi Canyon Block 118 on a restricted budget. Requirements included deployment and recovery of tools and sensors and the connection of underwater-mateable electric and fiber optic connectors at depth. The standard complement of equipment required included; high-resolution video with lighting, scanning sonar, robotic arm, precision positionin and thrusters for limited transit and maneuvering. Conventional deep water ROVs are lowered in a large cage with a buoyant tether between the cage and the ROV. The tether is wound on a winch in the cage deployed as the ROV swims out from the cage. This cage is lowered on a large diameter umbilical cable with strength elements and communications elements and conductors for electric power. With increasing water depth the umbilical cable must become ever larger to accommodate increased power transmission loads and strength demands, with corresponding increase in deck handling equipment size and in turn, vessel size and overall cost. The surface ship must include a dynamic positioning (DP) system to control ship propulsion to maintain the position of the ROV cage at a position relative to the sea floor. DP ships with this capability and the ability to carry the large umbilical cable and winch are expensive.

During the production of silicon carbide a by-product is generated, which contains a mixture of crystalline and amorphous silicon carbide. Utilizing the difference in density, shape and surface properties of the crystalline and amorphous silicon carbide, separation tests were carried out with gravity concentration and flotation equipment. The flotation results of the fine fraction of the silicon carbide mixture were not encouraging. The processing of the coarse fraction of the silicon carbide mixture by jigs resulted in a high grade crystalline SiC concentrate with the desired specifications. The separation was largely influenced by the shape factor. An IHC-jig with a newly designed hydraulic drive was used to carry out the test program.

The photographic measurement of bubble diameter is tedious and restricted to vessels with transparent walls and relatively low bubble concentrations. A new method for predicting bubble diameter in a flotation column has been developed and confirmed by comparison with measured mean bubble diameter (Yianatos et al., 1987) Flotation columns are not mechanically agitated. This note describes an extension of Ms method to a mechanically agitated flotation machine. A recent publication by Szatkowski (1987) provided sufficient data to calculate bubble diameter by the proposed method and compare with values determined photo- graphically. Method In a two-phase system (gas and liquid), bubble diameter (db), superficial gas rate (Vg) and liquid rate (Vl), and gas holdup (Eg) are linked by two relationships (see the nomenclature at the end of the paper for definitions of symbols). [ ] Equation 1 is the definition of slip velocity (relative gas to liquid velocity) for a countercurrent gas-liquid system, and equation 2 is an adaptation (Yianatos et al., 1987) of the expression of Masliyah (1979) for hindered settling in a multispecies system. The solution for bubble diameter is by repetitive substitution of estimates of db in equation 2 until the calculated Ubs is equal to the measured Ubs in equation 1. Results and discussion Table 1 presents the data obtained by Szatkowski (1987) from a mechanically agitated laboratory flotation machine. The machine generated bubbles by directing a gas stream into the vicinity of a disk rotating at Ngh speed (up to 8000 rpm) in the flotation slurry. The air was completely dispersed in a swarm of fine bubbles. A photographic technique was used to determine the distribution of bubble size. The mean diameter and standard deviation were then calculated. Table 1 provides all the information necessary for computing bubble diameter (Vl is assumed zero). The calculated bubble diameter is presented in Table 1 as d;. Figure 1 plots measured versus calculated bubble diameter and shows reasonable agreement between values. There is an apparent tendency to undercalculate the small bubbles and overcalculate the large ones.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. The thermal field of a frozen rockmass surrounding an airway is often disturbed due to thermal interaction with mine ventilation air. Outside air entering an underground mine changes the parameters of the physical state of the surrounding medium. The variations in air temperature result in stress redistributions around a tunnel or mine working. This paper examines the influence of fluctuations in air temperature on stress distribution around an airway, and approaches are suggested to minimize the impact of temperature- stress on the stability of mine openings in far northern mines.
